Together with modernisation of employment services also the modernisation of social work and social services starts, the objective of which is not only providing of basic living conditions, but also full involvement of disadvantaged person in society. Involving NGOs in this process is rational decision because they can react flexibly to individual clients needs by providing necessary social services. Verification of the professional social work model in villages and towns will support inclusion of selected disadvantaged groups of population into society.

Innovation is based on redefinition of social work objectives, it is not only about satisfying social needs, but overall activating of person and strengthening of his/her feeling of responsibility for own life. The new target groups are informal care takers, whose living standard and level of self-implementation can be significantly increased, if a social officer of the village together with NGO offers acceptable alternative solution of unfavourable social situation. Innovative is also the model of social work proposed for self-governments and the actual development partnership is innovative.

There is total activation of an individual and strengthening of his/her feeling of responsibility for life. New target group are informal care takers, whose living standard and level of self-implementation can be significantly increased, if a social officer of the village together with NGO offers acceptable alternative solution of unfavourable social situation. Actual DP members come from various types of institutions with many exchangeable experiences, which can have positive effect on change of positions of actual participants. Work in DP is the way of learning the collective responsibility and testing personal and technical capacity.

Leading organisation is applicant, who will perform the role of main coordinator, that means it will define concrete objectives for relevant implementation phase and control two implementation lines (theoretical/educational and practical in villages) so they are synchronised. Decisions of major character will be accepted by Project Executive Board composed from project coordinator and two managers. Implementation decisions of mid-term character will be prepared and approved at planning meetings of DP members.

Agreement Summary

TCA member’s common objectives arise from identification of similar characteristics of their projects; they consist of the following points:

- analysing the respective welfare systems;

- encouraging the integration of actors who work in social sector at both local and trans-national level;

- analysing the system of competences certification concerning the sector of social undertaking;

- creating common modalities for projecting training courses in social field;

- raising up the professional level of sector’s workers and of people who aim to enter it, through the realization of proper training paths and stages abroad;

- spreading “best practices”, according the particular characteristics of the two countries in which actions will take place.

The objectives as above could eventually be modified “in progress” on the basis of results achieved and according to corrections/adjustments the projects might need, throughout its implementation, at various stages and due to different reasons.

Súbežne s modernizáciou služieb zamestnanosti začína aj modernizácia sociálnej práce a sociálnych služieb, ktorých cieľom už nie je len zabezpečenie základných životných podmienok, ale plné začlenenie znevýhodnenej osoby do spoločnosti. Zapojenie MVO do toho procesu je racionálnym rozhodnutím z toho dovodu, že dokážu pružne reagovať na individuálne potreby klientov poskytovaním potrebných sociálnych služieb . Overením modelu profesionálnej sociálnej práce v obciach a mestách podporí inklúziu vybraných znevýhodnených skupín obyvateľstva do spoločnosti .

Inovatívnosť spočíva v redefinícii cieľov sociálnej práce, kde nejde len o uspokojenie sociálnych potrieb, ale celkovú aktivizáciu človeka a posilnenie jeho pocitu zodpovednosti za svoj život. Novou cieľovou skupinou sú neformálni opatrovatelia, ktorých životná úroveň a miera sebarealizácie sa môže významne zvýšiť, ak im sociálny pracovník obce spolu s MNO ponúkne prijateľné alternatívne riešenie nepriaznivej sociálnej situácie. Inovatívnym je aj model sociálnej práce navrhovaný pre samosprávy a taktiež inovatívnosť obsahuje aj samotné rozvojové partnerstvo.

Ide o celkovú aktivizáciu jednotlivca a posilnenie jeho pocitu zodpovednosti za svoj život. Novou cieľovou skupinou sú neformálni opatrovatelia, ktorých životná úroveň a miera sebarealizácie sa môže významne zvýšiť, ak im sociálny pracovník obce spolu s MNO ponúkne prijateľné alternatívne riešenie nepriaznivej sociálnej situácie. Samotní členovia RP pochádzajú z rôznych typov inštitúcií s množstvom vymeniteľných skúseností, ktoré budú pozitívne vplývať na zmenu postojov samotných účastníkov. Práca v RP je spôsob učenia sa kolektívnej zodpovednosti a odskúšanie si personálnej a technickej kapacity.

Vedúcou organizáciou je žiadateľ, ktorý bude plniť úlohu hlavného koordinátora, t.j. bude definovať konkrétne ciele na príslušnú realizačnú etapu a kontrolovať dve realizačné línie ( teoretickú/ vzdelávaciu a praktickú v obciach) boli zosúladené. Rozhodnutia zásadného charakteru bude prijímať výkonná rada projektu zložená z koordinátora projektu a z dvoch manažérov. Realizačné rozhodnutia strednodobého charakteru budú pripravované a schvaľované na plánovacích stretnutiach členov RP.
