The experience from implementing supporting employment shows the need to strengthen the equal opportunities in relation to people with disabilities. At present, the number of people with disabilities, who do not qualify for claims for contribution from state is growing, but due to their health problems they have limited access to some jobs. There is also another community with limited access – Romas. DP aims to increase its activities in area of employment advice and cooperation with institutions, which could solve this problem.

Innovative item is cooperation of various types of institutions in unemployment area, or supporting employment by development of community reestablishment. Knowledge of area, mainly from the point of experience and knowledge from cooperation with target group is the estimate to processing methodology and implementing new methods and forms of activities. The creating of pilot methodology for implementation the community reestablishment in other Slovak regions in future and its comparison with working model of foreign partners.

The part of the project is multipurpose model of partners preparation for implementation of complex community reestablishment, which is innovative mainly because it is mutual learning in the process of implementation, where partners exchange their positions. Taking over competencies, or their development will help to better cooperation and higher quality provision of advisory services in area of employment. The participation of large target group creates conditions for change of positions and behaviour not only of direct, but also indirect participants.

DP will have managing body, which is composed of coordinator and manager at managing level within implementation teams for various activities. The coordinator and implementation team will proceed in the decision making process according to time and activity schedule. The managing body will decide in case of changes on the bases of monitoring or quality analyses. Internal and external supervision will watch over the process of observing the expertise.

The following common objectives are based on data from the relevant EQUAL documentation of each project’s national plan:
1) Development of Partner Voluntary Groups/NGOs
Building and strengthening the capacity of staff and management in voluntary groups (NGOs) in Wales and both Slovakian regions, so that the groups will be able to create conditions for the gradual integration of individuals threatened by social exclusion into society and their return to the employment market.

2) Providing services to disadvantaged people
To develop integrated and whole community approaches to service delivery that address the issues of economy of scale for people in disadvantaged groups, within rural communities and urban neighborhoods, including existing networks of community facilities, and utilising innovative methods. Staff will provide assistance and counseling to clients as well as helping those to overcome the barriers that prevent them from succeeding.

3) Implementation of projects creating job opportunities
In collaboration with local public authorities, employment offices, local organisations, businesses and individuals, to create job opportunities identified in development strategies for employing people currently excluded from the employment market for an extended period of time, that uses the lived experience of users and carers to find a job, whether paid or unpaid, to be involved in the setting up of social enterprises, or to establish a small business.

4) Dissemination of the project outcomes and of the practical
experiences and lessons learnt
To disseminate the methods and outcomes of the pilot activities for developing services through policies of social inclusion that will benefit individuals, families and communities. To make recommendations for regulatory changes at all levels.

All three projects concentrate on practical outcomes. Therefore, whilst seeking added value from transnational cooperation, the DPs will support each other in the achievement of what this transnational partnership wants to do at a local level.

Zo skúsenosti z vykonávania podporovaného zamestnávania vyplýva potreba posilniť princíp rovnosti príležitosti vo vzťahu k občanom so zdravotným postihnutím. V súčasnosti narastá počet občanov so zdravotným obmedzením, ktorí nespĺňajú nové kritéria pri posudzovaní nároku na príspevok zo strany štátu, ale vzhľadom k zdravotným problémom majú obmedzený prístup k niektorým pracovným pozíciám. Taktiež ide o ďalšiu komunitu s obmedzeným prístupom – Rómovia. RP má zámer rozšíriť svoje pôsobenie aj v oblasti poradenstva v problematike zamestnanosti a spolupráci s inštitúciami, ktoré možu problém riešiť.

Zlepšenie zamestnanosti, zamestnateľnosti, pracovnej integrácie a reintegrácie prostredníctvom komunitnej rehabilitácie a komunitného plánovania na miestnej úrovni. Ciele chceme dosiahnuť cez analýzu ponukovej a dopytovej stránky, ktorá bude prebiehať formou dotazníkov. Vybudovaním centra komunitnej rehabilitácie chceme dosiahnuť komplexnosť služieb a rozšíriť ich o inovatívne zameranie smerom k zamestnanosti.

Inovatívnym prvkom je spolupráca roznych typov inštitúcií na problematike nezamestnanosti, resp. podpory zamestnanosti cez rozvoj komunitnej rehabilitácie. Znalosť problematiky hlavne z hľadiska skúsenosti a poznatkov zo spolupráce s cieľovou skupinou je predpokladom na spracovanie metodológie a realizovanie nových metód a foriem aktivít. Zostavenie pilotnej metodiky na implementáciu komunitnej rehabilitácie v iných regiónoch Slovenska v budúcnosti a jej porovnanie s modelom práce zahraničných partnerov.

Súčasťou projektu je viacúrovňový modul prípravy partnerov pre realizáciu komplexnej komunitnej rehabilitácie, ktorý je inovatívny najmä v tom, že ide o vzájomné učenie sa v procese realizácie, kde si partneri vymieňajú pozície. Preberaním kompetencií, resp. ich rozvoj napomože lepšej spolupráci a kvalitnejšiemu poskytovania poradenských služieb v oblasti zamestnanosti. Účasť takej širokej cieľovej skupiny vytvára predpoklady na zmenu postojov a správanie sa nielen priamych ale aj nepriamych účastníkov.

RP bude mať riadiaci orgán, ktorý pozostáva z koordinátora a manažérov na riadiacej úrovni v rámci realizačných tímov jednotlivých aktivít. Koordinátor a realizačný tím budú v procese rozhodovania postupovať podľa časového a vecného harmonogramu. V prípade zmien na základe monitoringu alebo kvalitatívnej analýzy bude rozhodovať riadiaci orgán. Na proces dodržania odbornosti bude dohliadať interná a externá supervízia.
