The problem of long-term unemployment in Poland does not affect all the
social groups to the same extent. Statistics show that age, gender,
education, place of living can be crucial discriminating factors. On the
other hand, high job-creation costs discourage small and medium-sized
enterprises from increasing the employment, even if seasonal sales peaks
or an absence of full-time personnel (sick leaves, holidays) result in
higher demand for an additional workforce. While looking for an
effective solution to the problem we arrive at a temporary employment
model. It is especially useful for both the youngest (first paid-work
experience can be acquired) and the oldest workers (facilitates gradual
job market exit). However, relevant skills and qualifications are a
prerequisite, otherwise the employer has to spend a lot of time and
money to provide necessary training to a new temporary employee.
Moreover, the disadvantaged groups are usually perceived as having very
low competences. This mental barrier inhibits the entrepreneurs from
offering temporary jobs to the disadvantaged people. There is a need
then to create a system, which will make it possible to identify,
enhance and certify the relevant qualifications of those disadvantaged
on the job market. The successful system should be based on standardized
profiles of the employers’ requirements for a particular temporary
vacancy. The standards should be applicable to as wide scope of
enterprises, particularly SMEs, as possible. That is why the project
focuses on the vacancies available in sales, marketing, PR or
administrative departments.
Designing, implementing and piloting such
a system is not possible within the competence of one organisation only.
A wide-ranging collaboration of key job-market actors is then required,
including public administration, employers, business environment
institutions and NGOs representing the disadvantaged people.

The innovative dimension of the DP is process-oriented mainly. The DP
intends to develop an innovative system supporting the use of the
temporary employment model by SMEs and encouraging them to offer
temporary jobs to the disadvantaged groups. The system will build on the
synergy effect generated by combining the existing tools (analysis of
training needs, training, guidance) and new ones (standard requirements,
certification system for particular temporary job positions, products
related to the labour market environment). As a result, the final
beneficiary receives a certificate proving his/her skills and issued by
recognized and reliable institutions enjoying employers’ confidence.
This should facilitate his/her return to the labour market.
The approach adopted by the DP has innovative aspects as well. To solve
the problems identified, the Partnership concentrates on eliminating
mental barriers among employers contrary to a majority of existing
programmes, which usually focus on the beneficiaries only. The project
intends to promote employment instead of concentrating efforts on
compensating the consequences of being unemployed.
A context-oriented
innovation manifests itself in both promoting an intersectoral
collaboration within the Development Partnership (labour offices,
employers’ organizations, NGOs) and implementing a new certification
system by the DP.

The Development Partnership "Time To Work - Temporary Work" conluded two
TCAs:
1. Atypical Europe (TCA No. 4447) - with the following DPs:

- AT.I.P.I,C.O - Attivita Innovative Per Innalzare Competenze e
Occupabilita (Italy, Pescara)
The goal of this TCA is to exchange experience in using temporary
(atypical) employment as a stepping stone to (re)integration of the
disadvantaged groups with the labour market. The TCA also aims to
identify and disseminate best practices used in this field by labour
m,arket institutitons in the partnering countries.
2. Employable (TCA No. 3932) - with the following DPs:
- STAF (France, Bourges)
- OCCUPABILE - Servizi in rete per l'occupabilita (Italy, Udine)
The goal of this TCA is to exchange experience in the methodologies of
identifying competences possessed by the disadvantaged groups and those
desired by the potential employers. The other goal of the TCA is to
learn different methodologies to design individual customized training
paths tailored to the needs of the beneficiaries.
The transnational activities under both TCAs include exchange of
experience, training sessions, presetnations, conferences and study
visits.

The Association of Entrepreneurship Promotion was set up in 1992 as an
independent, non-government, non-profit institution. Since its
establishment the Association has been providing high-quality services
for entrepreneurs and SME sector as well as for individuals. The
Association has been considered as one of the largest and most
experienced NGO’s organization in Region.
The Association’s assistance includes providing information and
counseling on all aspects of business activities as well as organizing
education and training courses, particularly for unemployed and
disadvantaged. The training offer includes over 100 different courses in
many areas: business, law, marketing, financial management, project
management, computer literacy, and many others. Thanks to close
cooperation with academic centers the Association can use the expertise
of more than 100 specialists in various fields of knowledge. This
expertise can be evidenced by many certificates granted to our trainers
and facilitators by recognized Polish and foreign training institutions.
The Association has also been involved in implementation of many national and
international projects with strong training component i.e. Phare
STRUDER, Phare PARTNERSHIP, Phare ACCESS, Leonardo da Vinci, Socrates –
Grundtvig, where training was provided to companies, local
self-government authorities, craftsmen, young business starters,
unemployed people, disadvantaged groups
In year 2000 and 2004 the
Association was honored the prize winner in the contest for the Best
Civil Initiative “Pro Publico Bono” for the activities oriented towards
social and economic development of the region. Moreover, in 2004 the
Associations has been granted the ISO 9001:2000 certificate,
guaranteeing the highest quality of education, training, counseling and
information services.

Time for Work - Temporary Work

Analiza zjawiska bezrobocia długoterminowego w Polsce wskazuje na jego
nierównomierne występowanie wśród różnych grup społecznych. Kryteriami
zróżnicowania mogą być wiek, płeć, wykształcenie, miejsce zamieszkania.
Jednocześnie, wysokie koszty tworzenia nowych miejsc pracy zniechęcają
firmy, zwłaszcza z sektora MŚP, do zwiększania stałego zatrudnienia,
nawet w sytuacji wzrostu zapotrzebowania na siłę roboczą, wynikającego
np. z konieczności obsługi większej ilości zamówień, urlopów i zwolnień
lekarskich stałej kadry pracowniczej.
W tej sytuacji skutecznym rozwiązaniem może okazać się wykorzystanie
pracy tymczasowej. Proponowany model zatrudnienia jest ważny zwłaszcza
dla dyskryminowanych grup osób najmłodszych (umożliwia zdobywanie
pierwszych doświadczeń zawodowych i łączenie pracy z nauką) oraz
najstarszych (ułatwia stopniową dezaktywizację zawodową), wymaga jednak
posiadania odpowiednich umiejętności i kwalifikacji. W przeciwnym razie
pracodawca dużo czasu musi poświęcić na dokształcanie i instruktaż
pracownika tymczasowego.
Przeświadczenie pracodawców o niskich
kompetencjach osób z grup dyskryminowanych stanowi najważniejszą barierę
wzrostu tej formy zatrudnienia wśród tych grup. Pojawia się zatem
potrzeba stworzenia systemu, który umożliwiałby przełamanie wskazanych
barier poprzez identyfikację, podnoszenie i certyfikację kwalifikacji
osób z grup dyskryminowanych w stosunku do wymagań na dane stanowisko
pracy. Warunkiem skuteczności systemu jest opracowanie standardów, które
powinny znaleźć zastosowanie w jak najszerszej grupie MŚP. Nacisk
zostanie zatem położony na opracowanie standardów dla stanowisk
administracyjno-handlowych.
Opracowanie, przetestowanie i wdrożenie
proponowanego systemu wsparcia nie mieści się w granicach zdolności
organizacyjnych jednej instytucji. Wieloaspektowość tego rozwiązania
wymusza współdziałanie aktorów rynku pracy o różnych kompetencjach:
administracji publicznej, pracodawców, organizacji otoczenia biznesu i
organizacji pozarządowych, w tym reprezentujących interesy osób
dyskryminowanych.
