The applicant SZW/DCE has created a partnership with the Verwey-Jonker Institute in order to draw on the expertise of this research institute. The Verwey-Jonker Institute offers an extensive network for transnational co-operation on family policy. The Ministry of Social Affairs and Employment provides knowledge of current policies and its background. The Ministry will use the results of the research project for developing innovative policies. Abstract of problem: Taking care of children and household actually still is mainly a women's job. If an increase of labour market participation of women will not be combined with a redistribution of unpaid labour and a growing responsibility for men in the home, then time spent on care will further diminish.

The aims of the DP are: implementation of research results and contribution to innovative policies. The research project consists of four parts: 1. To develop a research framework 2. To visualize policies and practices 3. To research underlying values and convictions 4. To formulate policy recommendations The research project will be executed on the basis of theoretical studies, literature and an analysis of practices. The results of the research project and of the activities of the transnational partners will be presented at the European conference on men and care in september 2004.

The research project analyses several pilots in a number of European countries which will contribute to challenging the unequal position of men and women in the labour market. The pilots will partly be set up during the course of the research project and therefore provide new information for policymakers. The research project analyses underlying values and convictions on the basis of so-called exceptional practices. The basic assumption is that the mechanisms which underlie the current gender roles in relation to care will be different in exceptional situations. Analysing exceptional practices in order to trace these mechanisms is an important innovative element of this application.

The co-operation between the partners will be based on equality. This means that the reseach project will be developed and executed by mutual agreement, by means of: 1. A steering committee consisting of the managing directors of both participating organisations (see DP agreement) is responsible for controlling the DP. 2. An arbitration board. In case of a dispute an arbitration board consisting of representatives of both partners (one per partner) will be raised. The two representatives chose together a third (independent) member of the arbitration board. 3. Progress meetings in which both partners are participating. 4. Informal contact within the project organisation.

The research project addresses the actors as follows: 1. Policy strategics (the results are the base of formulating recommendations). 2. Action research. By analysing the pilots from a men and care perspective the research project raises the consciousness of both participants and organisers of the pilots. This consciousness-raising will probably influence the design, the progress and the results of the pilots.

De aanvrager SZW/DCE is een partnerschap aangegaan met het Verwey-Jonker Instituut om gebruik te maken van de expertise van dit onderzoeksinstituut. Het Verwey-Jonker Instituut biedt tevens een uitgebreid netwerk voor transnationale samenwerking op het gebied van "family policy". SZW biedt de kennis van het huidige beleid en de achtergronden daarvan. SZW zal de verkregen uitkomsten benutten voor het ontwikkelen van nieuw beleid. Samenvatting diagnose probleem: De zorg voor kinderen en huishouden is in de praktijk nog in belangrijke mate in handen van vrouwen. Indien een verdere toename van de arbeidsparticipatie van vrouwen niet gepaard gaat met een herverdeling van de onbetaalde arbeid en meer zorgverantwoordlijkheden van mannen, zal de tijd die overblijft voor zorg verder afnemen.

In het onderzoek worden in een aantal Europese landen verschillende pilots bestudeerd die bijdragen aan het tegengaan van de ongelijke positie van mannen en vrouwen op de arbeidsmarkt. Deze pilots worden (deels) tijdens de duur van het onderzoek opgezet en leveren daardoor nieuwe informatie die nog niet eerder in het beleid is gebruikt. In het onderzoek worden onderliggende waarden en overtuigingen bestudeerd aan de hand van zogenoemde exceptional practices. Uitgangspunt daarbij is dat de mechanismen die ten grondslag liggen aan de huidige verdeling van zorgtaken tussen mannen en vrouwen wellicht anders zijn in uitzonderlijk situaties. Het bestuderen van exceptional practices voor het op het spoor komen van deze mechanismen is een belangrijk vernieuwend element in deze aanvraag.

De samenwerking tussen de partners vindt plaats op basis van gelijkwaardigheid. Dit betekent dat besluitvorming over de opzet en de uitvoering van het project in gezamenlijk overleg plaatsvindt, middels: 1. Een stuurgroep. De aansturing van het OP is in handen van een stuurgroep waarin de directeuren van beide organisaties zitting hebben (zie Overeenkomst OP). 2. Een geschillencommissie. In geval van een geschil wordt een geschillencommissie samengesteld bestaande uit afgevaardigden van beide partners (een per partner). De twee afgevaardigden kiezen gezamenlijk een derde (onafhankelijk) lid van de geschillencommissie. 3. Voortgangsbijeenkomsten, waaraan beide partners deelnemen. 4. Informeel contact binnen de projectorganisatie.

Het onderzoek richt zich als volgt op de actoren: 1. Beleidsstrategisch (op basis van de uitkomsten worden aanbevelingen geformuleerd). 2. D.m.v. actie-onderzoek. Door de pilots te bevragen vanuit een mannen en zorg invalshoek richt het onderzoek zich op het bewustworden onder zowel participanten als organisatoren van de experimenten. Deze bewustwording zal waarschijnlijk van invloed zijn op de opzet, het verloop en de resultaten van de pilots.
