There is still great inequality in the job market, because: 1. the regular job market is insufficiently able to include people with impediments; 2. the reintegration market barely offers solutions for people with multiple problems, and; 3. the tertiary sector as an alternative for large groups of jobseekers is insufficiently professionally developed and lacks the capacity to admit these groups.Therefore the cooperating project partners wish to achieve the following:The cooperating partners intend to create more employment in projects for groups who are now treated unequally in the job market, particularly in the social sector and the environmental sector. The projects aim at people who, on their own merit, have no access to the job market (zie verder 3.9 blz.8 uit initiele aanvraag)

Aim of the DP (Development Partnership) is to promote the integration and reintegration of vulnerable jobseekers and employees by:- promoting both the quantity and the quality of the capacity to admit long term unemployed and severely incapacitated workforce into firms in the tertiary economy who resort under this project; promoting the cooperation (among the sub projects) interregional with the Development Partners;- promoting the development of transferable methods of dealing with people of the target group in a direct work relation. The project includes the direct influx to work of people with a great distance to the job market. Primarily this takes place in the tertiary sector. Included is dissemination of the results and insights of the handling of a work situation, while having handicaps or obstructions. This dissemination is aimed at the primary job market, as it is this job market that is insufficiently used to operate in a new manner as is now being tested in the tertiary sector, be it on a modest scale. Involving regular employers and the dissemination of the results directly to this sector is new. In this scope we are happy that a private business and the Chamber of Commerce is prepared to participate in a supportsystem. (see also Appendix 5, sub 1, initial application).

Approach set by demand (connect to the own experience and wishes of the participants). Attitude of the organisation; the (potential) participant not being the problem, but the solution. The method of coaching participants; the participant progresses step by step (in line with his own capabilities). The job itself functions as a way to cause the participant to see that he/she should act differently. The coach has primarily a teaching role in this (in the sense of determining to what extent he or she should act differently). The participant determines what his/her next step is in the project. In the care for personnel (for those that will be employed by social firms) and in the support of that care for personnel (project 4) similar starting points apply. See also appendix 4.

Het probleem. Er is nog steeds een grote ongelijkheid op de arbeidsmarkt omdat: 1.. de reguliere arbeidsmarkt onvoldoende in staat is mensen met belemmeringen op te ne-men 2. de reïntegratiemarkt nauwelijks oplossingen biedt voor mensen met een meervoudige pro-blematiek; en 3. de tertiaire sector als alternatief voor grote groepen werkzoekenden nog onvoldoende pro-fessioneel is ontwikkeld en een te geringe opnamecapaciteit heeft. Dit betekent dat de samenwerkende projectpartners graag het volgende willen bereiken: De samenwerkende partners nemen zich voor meer werkgelegenheid in projecten te creëren voor groepen die nu nog ongelijk behandeld worden op de arbeidsmarkt, met name op het terrein van maatschappelijke dienstverlening en milieusector. (zie verder 3.9 blz.8 uit initiële aanvraag)

Het bevorderen van de integratie en reintegratie van kwestbare werkzoekenden en werknemers door: de opnamecapaciteit van langdurig werkelozen en arb.gehandicapten met een ernstige belemmering in bedrijven in de tertiaire ec. die onder dit project vallen in kwantitatieve en kwalitatieve zin te bevorderen, de samenwerking (tussen de deelprojecten onderling) interregionaal met de ontw.partners te bevorderen, het laten onstaan van overdraagbare methodes op het omgaan met mensen uit de doelgroep in een directe werkrelatie. Innovation

Het project behelst het direct laten instromen in werk van mensen met een grote afstand tot de arbeidsmarkt. Dit gebeurt in eerste instantie in de tertiaire sector. Opgenomen is disseminatie van de resultaten en inzichten op het in een werksituatie omgaan met handicaps en belemmeringen. Deze disseminatie richt zich op de primaire arbeidsmarkt. Daar is men immers onvoldoende gewend om op de vernieuwende wijze zoals nu in de tertiaire sector op bescheiden schaal wordt uitgetest te werken. Het betrekken van reguliere werkgevers en het direct overbrengen van de resultaten op die sector is vernieuwend. In dat kader zijn we ook zeer verheugd dat een privaat bedrijf en de kamer van Koophandel bereid is deel te nemen aan de ondersteuningstructuur.(zie verder bijlage 5 ad.1 initiële aanvraag)

Vraaggestuurde benadering. (aansluiten bij de eigen belevingswereld en wensen van de deelnemer). Attitude van de organisatie; de (potentiële) deelnemer niet het probleem maar de oplossing. De methodiek van de begeleiding van deelnemers; de deelnemer groeit stap voor stap (passend bij eigen mogelijkheden). Het is de functie van het werk waardoor de deelnemer zelf ziet dat hij/zij anders moet acteren. De begeleider heeft hierin vooral een docerende (in de zin van het bepalen van de hoeveelheid) rol.De deelnemer bepaalt zelf wat zijnwat zijn/haar volgende stap in het traject is.In de personeelszorg (voor diegene die bij de sociale firma's in dienst komen) en in de ondersteuning op die personeelszorg (project 4) gelden eveneens bovengenoemde uitgangspunten.
