A number of the partners in the DP worked together for some years in the 'Arnhem-Nijmegen Starters Platform', aimed at gearing service provision more effectively to the needs of starters. The knowledge and experience with potential starter entrepreneurs from so-called 'disadvantaged' groups is not enough in itself to arrive at an effective service provision for these target groups. By setting up experiments for the target groups in question and the deployment of experts from the DP a synergy was created whereby, in the course of time, the provision of services and the support structure for the these target groups within the region can be greatly improved and through which the obstacles facing ethnic minority and women starters and starters form disadvantaged environments can be minimalised.

The Partners work together in order to bundle knowledge and expertise so as to optimise service provision to starter groups (ethnic minorities, women and starters in disadvantaged environments) and thereby to create the facilities for setting up a business (theme C). Activities: Coaching programmes: collective and individual advice pathways for the target groups. Studies: research into success factors, ethnic entrepreneurship, funding formats and Resource Center (RC). Network meetings: the exchange of knowledge and experience between starter advisers and contact moments with the target group. Studies: - Monitoring Methodology: this methodology is to be developed from scratch. - Social Networks: this is the first study of its kind. - Resource Center: a facility of this kind has never been provided before in the Netherlands. - Micro-loans: this is an entirely new funding product. Where possible the results of the studies are incorporated into the coaching programmes. The Development Partnership is the formal partnership between the 8 Partners. Decisions by and on behalf of the Development Partnership are taken by the Development Group. Each Partner has one representative in the Development Group. The Development Group tracks the progress of the total project and, if progress is being impeded, can take action in the interests of the total project and the Partnership. Once included on the agenda, decisions are taken by majority vote.

Project participants exert influence on the project in a variety of ways: The content of the advice pathway is established in consultation with the adviser concerned at the start of the coaching programme. This permits customisation and means that the advice pathway is optimally suited to the questions and needs of the participant. Afterwards the participant evaluates the pathways by means of an evaluation form.. His or her opinion can then be taken into account and the coaching programme modified, if necessary. The same applies to the network meetings.

Een aantal van de partners in het OP werkt al een paar jaar samen in het 'Startersplatform Arnhem-Nijmegen', met als doelstelling de dienstverlening aan starters beter af te stemmen. De kennis en ervaring met potentiele startende ondernemers uit zogenaamde achterstandsgroepen is onvoldoende om tot een goede dienstverlening aan deze doelgroepen te komen. Door het opzetten van experimenten voor deze doelgroepen en het inzetten van deskundigen uit het OP ontstaat een synergie en kan op termijn de dienstverlening en ondersteuningsstructuur voor deze doelgroepen in de regio sterk verbeterd worden waardoor belemmeringen voor met name allochtone en vrouwelijke starters en starters uit kansarme omgevingen geminimaliseerd worden. De doelgroepen zijn betrokken via de responsgroep.

Het Ontwikkelingspartnerschap is het formele samenwerkingsverband tussen de 8 Partners. Besluiten door en namens het Ontwikkelingspartnerschap worden genomen door de Ontwikkelgroep. Vanuit iedere Partner heeft één vertegenwoordiger zitting in de Ontwikkelgroep. De Ontwikkelgroep volgt de voortgang van het totale project en kan indien deze voortgang belemmerd wordt maatregelen treffen in het belang van het totale project en het Partnerschap. Besluiten worden na agendering volgens het meerderheidsprincipe genomen. De opgestelde overeenkomst geeft meer inzicht in de empowerment binnen het OP.

Projectdeelnemers oefenen op verschillende manieren invloed uit op het project. Vooraf aan het coachingprogramma wordt in overleg met de desbetreffende adviseur de inhoud van het adviestraject bepaald. Hierdoor wordt maatwerk mogelijk en beantwoordt het adviestraject zoveel mogelijk aan de vragen en behoeften van de deelnemer. Achteraf evalueert de deelnemer via een formulier het traject. Zijn of haar mening kan dan worden meegenomen en indien nodig leiden tot een aanpassing van het coachingprogramma. Hetzelfde geldt voor de netwerkbijeenkomsten.
