Reason for the DP is the population ageing and dejuvenation of the population, which in particular small communities in the province of Noord-Brabant confronts with challenges to maintain the level of care, welfare and housing. By means of common innovative projects a solution can be found. The central question of the project is: "In which way are we able to establish the right preconditions for all inhabitants (including the elderly and disabled) which enables them to stay and live independently as long as they wish, fully observant of their needs and wishes, the level of needed services, the level of employment possibilities and the level of general well-being". The project takes account of the target groups by differentiated recruitment and placement, with special focus on entrepreneurship.

Objective

The objectives of the project are focussed on the creation and implementation of innovative projects for joint-undertakings in small communities to the benefit of these communities. The project is aimed at the creation of new and additional employment. It involves the creation and establishment in the communities of small (social) enterprises in the field of housing, (health) care, welfare and the service sector. The target groups for this scheme are women (re-)entering the labour market, elderly job-seekers and persons with a partial incapacity to work. The activities refer to recruitment, placement and guidance of the target groups for jobs in the local community, either as employee or as (free lance) entrepreneur and the establishment of innovative business-like care networks.

Empowerment is specifically realized by the Association of Small Communities, and in a later stage the employers' organisations and labour unions. On a local level this/these organisation(s) will actively activate the members of the target groups and promote the project, taking into account existing local networks. It will be important that the organisations of the target groups get a grip on their own situation. Each partner within the DP will be prepared to support other partners in the development of concrete actions. Empowerment will furthermore take place by the participation of policy advisors as Favor and PRVMZ and civil servants involved in policy implementation, sothat results are fastly and effectively disseminated. Decisions will be taken on basis of unanimity.

The participants of the target groups are due to the project able to express their own interests because they can determinate their own living conditions and physical environment. A side-effect is that it also leads to an improvement of the living conditions in rural areas. The empowerment is furthermore strengthened because the entry to the labour market takes place via entrepreneurship, sothat the participants can determine their working situation permanently in an autonomous way. The participants co-determinatie the recruitment, selection and placement in the project. Evaluation of the project also takes place with the target group by means of interviews and group sessions.This co-determination of the progress of the project also enhances their empowerment.

FUTURO: New approaches to entrepreneurship in Europe

Reden voor het OP is de ontgroening en vergrijzing van de bevolking, die vooral kleine kernen in Noord-Brabant voor het probleem stelt zorg-, welzijns- en woonvoorzieningen op peil te houden. Door gezamelijk optreden in vernieuwende projecten kan daarvoor een oplossing worden gevonden. In het project staat de vraag centraal: "Op welke wijze kan een fundament worden gelegd op basis waarvan alle bewoners (waaronder ouderen en mensen met functiebeperkingen) in staat gesteld worden zo lang mogelijk zelfstandig in hun dorp/kleine kern te blijven wonen en functioneren?" Er wordt rekening gehouden met de doelgroepen (oudere werklozen, arbeidsgehandicapten, herintreedsters) door gerichte werving en op de doelgroep afgestemde toeleidingstrajecten, met name in de richting van zelfstandig ondernemerschap.

Doel van het OP is het stimuleren en implementeren van innovatieve samenwerkingsprojecten in en voor kleine woonkernen gericht op de creatie van nieuwe en additionele werkgelegenheid, onder andere in de vorm van sociale en zelfstandige ondernemingen op het gebied van wonen, zorg, welzijn en dienstverlening. Dit wordt bereikt door de werving en selectie, en toeleiding van de doelgroepen (oudere werklozen, partieel arbeidsgeschikten, herintreedsters) naar (zelfstandige) functies in de lokale zorg (kinderopvang, ouderenzorg, klussendienst e.d.). Er wordt ervaring opgedaan met nieuwe vormen van onderlinge zorg om vraag en aanbod optimaal op elkaar af te stemmen.

Empowerment

Een belangrijke rol voor de bevordering van de empowerment is in het project vastgelegd voor de Vereniging Kleine Kernen en, in een later stadium ook de werkgevers- en werknemersorganisaties. Op lokaal niveau zal deze c.q. zullen deze de bewoners, ook van de doelgroepen, activeren en acties bundelen, hierbij gebruik makend van de bestaande lokale netwerken. Van belang is dat de zelforganisaties het heft in eigen hand nemen. Bij de ontwikkeling van concrete acties is er ondersteuning en begeleiding voorzien vanuit de andere OP-partners. Empowerment vindt voorts plaats door inschakeling van beleidsuitvoerders en -adviseurs van FAVOR, PRVMZ en ambtenaren, waardoor de resultaten snel en effectief breed worden verspreid. Besluitvorming vindt plaats op basis van unanimiteit.

De projectdeelnemers worden dankzij het project in staat gesteld voor hun eigen belangen op te komen doordat ze zelf hun woon- en leefomgeving gaan bepalen, waardoor tegelijkertijd de leefbaarheid van kleine kernen wordt vergroot. Met name is het daarbij van belang dat ze de bepaling van hun eigen woon- en leefomgeving door middel van het ondernemerschap kunnen beïnvloeden en dus duurzaam zelfstandig hun werksituatie kunnen vormgeven. De deelnemers kunnen in het gehele traject van werving, selectie en begeleiding naar het ondernemerschap meebepalen in welke richting ze worden gekwalificeerd. Opzet en uitvoering van het project vindt zodoende in nauw overleg met hen plaats. De evaluatie wordt in overleg met de betrokkenen met de doelgroepen aan de hand van enquêtes en groepsgesprekken verricht.
