In the region Noord-Groningen (Waddenmodel) a treatment which aims at sluitendheid to start qualification and work of all young people (<23 years) who has been developed leaves (have) that school. The results of this are resounding. In North Groningen per February 2004, has been measured over one year, the youth unemployment has decreased with 1% whereas rurally the youth unemployment has increased by 18% and in CWI-area North the Netherlands with 22%.

A comprehensive approach (start qualification and work) for all not working or schoolgoing young people (clear 10,000 young people up to 23 years, with or without start qualification, with or without benefit) organise within coherent regio's where are dovetailed the existing administrative and executive regionally/local structure of service providers and parties concerned (RMC, learning duty, CWI, social service, UWV). Young people are conducted to the regular education or they become by means of subsidy (law work and assistance werkdeel) and two concrete projects: Museumtechnische working and Waterstaatkundige works, to regularly paid job toegeleidt.

The partners in a wheel group directly are able send and exert influence on the policy and the progress of the project. The partners will stipulate the implementation of the project directly in the working party (en) in the wheel group and implementation the target group has been represented indirectly by schools. From East groningen a cooperation between UWV and municipalities in pace has been at present put. The schools cooperate in several composition for years in numerous area. In de regio Noord-Groningen (Waddenmodel) is een aanpak ontwikkeld die sluitendheid beoogt naar startkwalificatie en werk van alle jongeren (<23 jaar) die de school verlaten (hebben). De resultaten hiervan zijn opzienbarend. In Noord Groningen is per februari 2004, gemeten over één jaar, de jeugdwerkloosheid gedaald met 1% terwijl landelijk de jeugdwerkloosheid is gestegen met 18% en in het CWI-gebied Noord Nederland met 22% .

Een sluitende aanpak (startkwalificatie en werk) voor alle niet werkende of schoolgaande jongeren (ruim 10.000 jongeren tot 23 jaar, met of zonder startkwalificatie, met of zonder uitkering) organiseren binnen samenhangende regio's waarbij aangesloten wordt bij de bestaande bestuurlijke en uitvoerende regionaal/lokale structuur van betrokken dienstverleners en partijen (RMC, Leerplicht, CWI, Sociale Dienst, UWV). Jongeren worden teruggeleid naar het regulier onderwijs of zij worden door middel van subsidie (Wet werk en bijstand werkdeel) en twee concrete projecten: Museumtechnische werken en Waterstaatkundige werken, naar regulier betaalde banen toegeleidt.

De partners zullen in een stuurgroep direct kunnen sturen en invloed uitoefenen op het beleid en de voortgang van het project. De partners zullen in de werkgroep(en) direct de uitvoering van het project mee bepalen In de Stuurgroep en uitvoering is de doelgroep indirect vertegenwoordigd door scholen. UWV zal meer dan in het verleden samen werken in de keten en werken aan het laten behalen van startkwalificaties RMC, Gemeenten: onderwijs en sociale zaken en Uvi krijgen meer regie over de uitgevallen ex-leerlingen.

De begeleiding en aandacht zijn er mede op gericht jongeren zelf de verantwoordelijkheid en zelfstandigheid bij te brengen om keuzes te maken voor hun eigen toekomst. In de uitvoering zal contact gelegd worden met jongeren om hen zelf te door middel van terugkeer naar school of werk mee te laten werken aan de uitkomsten van het project. De deelnemers zullen betrokken worden bij de uitvoering en evaluatie. Bij de implementatie zullen aanbevelingen gedaan worden ten aanzien van houding- en gedragsverandering en beleidswijzigingen voor actoren in onderwijs en begeleidingsinstellingen.

Gemeenten, RMC, scholen en reintegratiebedrijven hebben in Noord Groningen in het kader van het Waddenmodel reeds samengewerkt. Vanuit Oost Groningen is momenteel een samenwerking tussen UWV en gemeenten in gang gezet. De scholen werken in verschillende samenstelling al jaren samen op velerlei terrein. Het RBO heeft een samenwerkingsrelatie met alle partners.
