Because of the three different organisation types of the partners, each with its own relevant objective, we think this DP is the best co-operation to meet the objectives of this project. Summing up it seems, despite of formal/ legal progression in the field of gay-emancipation, through (education) experience that schools, neither formal nor practical, offer a safe social climate for "LesBiGay" teachers. This is proven by: anecdotical research, incident reports, the absence of specific policy on this subject and the lack of sufficient (complaints) procedures and protocols in the field of gay-discrimination. By including the target group in the sounding board group (primary target group) and as participants (primary and secondary target group) we take into account its needs.

Objective

1. To gain insight in differences between lesbian, gay, bisexual and heterosexual teachers regarding health, well being and social safety in schools. This will be done through research. 2. To raise awareness on the position of "LesBiGay" teachers and the necessity to develop and implement a policy that improves their position, through a campaign. 3. To adapt existing protocols, by implementing small scale pilots with a new protocol 4. To develop models of good practice when implementing the protocol 5. To develop training and advice for school management, aiming at prevention and handling gay-discrimination against teachers; adaptation by other schools; transfer the protocols to organisations with the responsibility to implement and supervise safety in schools.

Both between the partners in the project as well as on a local level we set up equal partnerships on contract basis. These contracts outline the Terms of Reference but don't interfere with the contents or the strategy of the project. The contracts mention the final results and the products to be developed.

The bottom-up approach of the project will enable the empowerment of the participants: - participant group "early innovators" will co-develop the draft protocol which they themselves will pilot - the results of the pilots will be disseminated by the "early innovators", the dissemination is aimed at other schools, the "late innovators" - the group of "early adopters" will test the draft protocol and will make corrections - the "early adaptors" will develop the mainstreaming scheme of action and will implement this scheme in order to mainstream within the "late adopters" The participants of the project will thus have an extensive input in the contentual and procedural development of the project result. They will be supervised by the DP.

Juist door de drie verschillende organisatietypen van de partners, met elk hun zeer relevante doelstelling, is dit OP ons inziens het beste samenwerkingsverband om de doelstellingen van dit project te verwezenlijken. Samengevat blijkt, ondanks formele/ wettelijke progressie op het gebied van homo-emancipatie, uit de (onderwijs)praktijk dat scholen, noch formeel, noch praktisch, een veilig sociaal klimaat bieden voor "LesBiGay" docenten. Bewijzen hiervan zijn: anecdotisch onderzoek, rapportage van incidenten, het ontbreken van specifiek beleid op dit gebied en het ontbreken van toereikende (klachten)procedures en protocollen o.h.g.v. homodiscriminatie. Door de doelgroep in klankbordgroep (primaire doelgroep) en als deelnemers (ook secundaire) op te nemen houden we rekening met haar behoeften.

1.Inzicht krijgen in, d.m.v. onderzoek naar, verschillen tussen lesbische, homo-, bi- en heteroseksuele docenten wat betreft gezondheid, welzijn en sociale veiligheid op scholen. 2.Ontwikkelen van bewustzijn bij betrokken partijen t.o.v. de noodzaak beleid te ontwikkelen/ toepassen ter versterking van de positie van LesBiGay docenten, d.m.v. een campagne. 3.Aanpassen van bestaande protocollen, d.m.v. kleinschalige experimenteren met nieuw protocol 4.Ontwikkelen van "models of good practice" bij de invoering protocol 5.Ontwikkelen van training en advies voor schoolleiders rond preventie/ hanteren van homodiscriminatie naar docenten; overname door andere scholen; onderbrengen van de protocollen bij organisaties die verantwoordelijkheid dragen voor de invoering/controle v.e. veilig schoolklimaat.

Zowel tussen de ontwikkelingspartners en op lokaal niveau organiseren we gelijkwaardige partnerschappen door met contracten te werken. De contracten geven randvoorwaarden voor het werk maar dicteren niet de inhoud of de exacte strategie. Wel geven zij ook verwachte eindresultaten en te leveren producten.

De "bottom-up" benadering van het project draagt zorg voor empowerment van de deelnemers: - de deelnemersgroep "early innovators" ontwikkelt zelf mede het conceptprotocol waarmee ze zelf de pilots uitvoert - de resultaten van de pilots worden door de "early innovators" gedissemineerd onder de "late innovators", andere scholen - de deelnemersgroep "early adopters" test het conceptprotocol en brengt verbeteringen aan - de "early adopters" ontwikkelen zelf het mainstreaming stappenplan en zullen dit uitvoeren om mainstreaming in de groep van "late adopters" te bewerkstelligen. De projectdeelnemers hebben aldus een zeer grote inbreng in de inhoudelijke en proceduele ontwikkeling van het projectresultaat. Ze staan hierin wel onder supervisie van het OP.
