Preceding the application an inventory of problems within the sector was made. The biggest problems within Pillar 1concern the image of and thus the attractiviness of employment. This is especially true for low trained people, immigrants and youngsters. People (mostly women) who want to re-enter the sector after a long period are confronted with their outdated ict skills. Proposed activities are meant for all within the sector, but especially the lower skilled, immigrants, women and restarters. This is true for the portal activities as well as the publicity campaigns and training programms. Proposed activities are largely initiated by the entire sector.

OP objective: Strengthening labour market-, HRM- and scholing policies within the media sector and improving chances for new entrants (especially in favour of elderly people, women, allochtones and poor skilled people. Goals per working package: WP1: creating a virtual job & knowledge centre to reinforce employability . WP2: Image research and market analysis. WP3: Changing the image to improve recruitment possibilities. WP4: Training programs to supply target groups with sufficient qualifications. WP5: Coaching programs; same goals as WP 4. Per Working Package: 1 (virtual knowledge/career centre): Via central portal for whole sector links to portals per branche. User friendly, especially for lower skilled. 2 (research and studies): A survey like this, especially for the bookselling and publishing branche, has never been carried out. 3 (image improvement): A campaign like this, involving the whole sector, is new. 4 (education programs): Programs partly concern several branches. The following structure is proposed: a. Project-management steering committee, consisting of the general co-ordinator, two co-ordinators, co-ordinators of the working partners and the transnational co-ordinator. The committee has decision making authority. b. Working groups for each working package, consisting of experts from partcipants responsible for development. c. Financial committee in which take part the controller, responsible for the overall administration and members of the organisations being in charge of financial administration. d. Sounding board group consisting of representatives of branche organisations that are not participating in OP. They will support and frequently give their advice during dissemination meetings during Action 2.

Participants in the various projects are mainly low skilled people, women, immigrants, elder people. They have to get aware of their abilities and of thresholds for getting a job within the sector as well. They will upgrade their knowledge and abilities to a level that is necessary nowadays. They will acquire methods and techniques in order to get a proper position. A change in attitude is supposed too. Participants will be constantly consulted, both during preparation and execution (action 2) and afterwards (action 3). If necessary, changes will be carried out during the execution of the projects.

Voorafgaand aan de aanvrage zijn problemen binnen de sector geïnventariseerd. Binnen Pijler 1 hebben de belangrijkste problemen betrekking op het imago van de sector en dus op de aantrekkingskracht van de sector op potentiele werknemers. Met name geldt dit laaggeschoolden en allochtonen. T.a.v. personen (bijna altijd vrouwen) die na relatief lange tijd weer in de sector willen herintreden, geldt het probleem dat hun vaardigheden verouderd zijn. De voorgestelde actviteiten richten zich dus voornamelijk op laaggeschoolden, allochtonen, vrouwen en herintreders. Gezien de vervagende grenzen tussen de branches worden vele activiteiten gezamenlijk aangepakt.

Het OP beoogt binnen de mediasector: Versterking van arbeidsmarkt-, personeels- en opleidingsbeleid en bevordering instroom. Doelen per WP: WP1. Ontwikkelen van een virtueel kennis/ loopbaancentrum op internet. WP2. Het verkrijgen van inzicht in de huidige arbeidsmarkt binnen branches en in het beeld dat huidige en potentiele werknemers hebben van het werken in de sector, om op basis van dit inzicht beleidsmaatregelen te treffen. WP3. Verbetering van imago en daardoor van de wervingskracht. WP4. Doelgroepen scholen opdat ze in het bezit komen van voldoende kwalificaties voor gezichtbepalende functies. WP5. Ontwikkelen van een bij WP4 behorend mentoraatsprogramma. WP 6. Ontwikkeling van programma's gericht op informatie-educatie voor digibeten, voorlichting en instructie in informatievaardigheden.

Per Working Package: 1(virtueel loopbaancentrum): Via centrale portal voor de hele sector worden links gelegd met portals per branche. Gebruiksvriendelijk ook voor laaggeschoolden. 2 (onderzoek en studies): Zo'n onderzoek is, met name voor de boekhandels- en uitgeverijbranche, een primeur. 3 (imagoverbetering): Zo'n campagne, de gehele sector betreffend, is nieuw. 4(scholingsprogramma's): Programma's zijn deels brancheoverstijgend. In de sector cq bedrijven structurele aandacht voor multicultureel personeelsmanagement. Gebruik van telelearning. 5 (mentoraatsprogramma): Als 4, bovendien is de mentor, in structureel opzicht, voor de sector nieuw. 6 (verbetering toegang informatiediensten): Deels brancheoverstijgend. Toepassing van o.a. e-learning. Ontwikkeling van multimediale programma's.

De volgende structuur wordt beoogd: a. Projectmanagement stuurgroep (beleidsbepalend en -beslissend), bestaande uit de algemeen projectcoördinator, twee deelcoördinatoren, de voortgangscontroller, management assistent en controller HvA, de contactpersonen van de vier werkpartners en de coordinator van de transnationale partners. b. Per working package (WP) worden werkgroepen geformeerd, bestaande uit de door de werkpartners aangestelde personen die verantwoordelijk zijn voor de ontwikkeling en uitvoering van betrokken WP. c. Werkgroep belast met de verantwoordelijkheid van de financiële registratie en administratie; bestaand uit daartoe door de werkpartners aangewezen personen en controller van de begunstigde. d. Klankbordgroep, bestaand uit beleidspartners die geen deel uitmaken van het OP.

De deelnemers aan de projecten komen uit de groep van laaggeschoolden, vrouwen en immigranten. Zij zullen zich bewust moeten worden van hun vaardigheden en van de barrieres binnen de sectoren. Zij zullen hun kennis en vaardigheden op een peil brengen dat binnen de sector van hen gevraagd wordt. Zij zullen zich methoden en technieken eigen moeten maken om een positie binnen een media-organisatie te verkrijgen. Dat veronderstelt ook een attitudeverandering. Met de deelnemers zal regelmatig overlegd worden over opzet en uitvoering van de projecten, zowel tijdens de voorbereiding en uitvoering (actie 2) als na de uitvoering (actie 3). Indien nodig, zullen aanpassingen tijdens de uitvoering worden doorgevoerd.
