Disabled low educated women are a group that has hardly any chances to re-enter the labour market. In this they have un-equal opportunities in vieuw of the opportunities for men. The public office that is monitoring everything about work and social insurance in that context, the LISV, and the trade unions confirmed this in recent publications. To battle this inequality the partners in this OP are willing to share expertise to develop instruments (a new methodology) for these women to re-enter the labour market. The development partnership will bring al expertise together to reach the goal. Also participants from the target group are joining this partnership. The partnership will: bring a multi disciplinary approach to work to help the target group to re-enter the labour market.

The partnership develops, on top of the existing methods for employment services, special for the target group a new method that will help the target group to re-enter the labour market. During the working period a developer of methods will get the assignment to bring the expertise together and to build program's, tutor materials and handling procedures for the employment services professionals and to build training program's for the target group. In 3 different areas in the Netherlands the methodology will be tested. We do this tree times with every time an evaluation of the results and a period of rebuilding the methodology.

Bottleneck in the re-entering or re-integrating process is that the knowledge about the targetgroup and their disadvantages is scattered over many experts who have all partial knowledge. There is insufficient communication and co-operation between these experts. Thereby are the professionals from employment service and vocational rehabilitation centers are not fully equipped to provided the right services for this target group. This project will bring al expertise together to reach the goal.

All members ofof the DP are member of the steering committee and are involved in de development of the new method of vocational rehabilitation. Evere member has his own specific knowledge and expertise. The developper of the new method takes care that this knowledge and expertise will be used in an effective way. By being a member of the steering committee everey partner is responsible for the direction in which the project wil develop and for dissemination and mainstreaming. Every member has the same influence in the process of decisionmaking. The applicant has the right to interpose his veto.

The disabled low educated women are the participants in this project and they will work first at their own empowerment individual. The participants are expected to give response on the activities they have been done or the activities they have been offered. With this response it is possible to optimize these activities in the frame of building a new method for labor integration especially for this target group.

Laagopgeleide vrouwen vormen een groep binnen het WAO-bestand van GAK-Nederland, die niet tot nauwelijks te reïntegreren is. Zij hebben hierin een grote achterstand ten opzichte van mannen. Zowel door het Lisv als FNV is dit in kaart gebracht en uitgebreid in de media gecommuniceerd. Om deze ongelijkheid te bestrijden wil het gevormde OP bestaande expertises koppelen tot een methodiek waarmee vrouwen gelijke kansen krijgen tot herintreding op de arbeidsmarkt. Om de krachten te bundelen en om de verspreid aanwezige kennis optimaal te benutten zijn die organisaties die enigszins kennis hebben van de doelgroep benaderd en bereid gevonden om deel te nemen in dit OP. Het OP zal: uitvoering geven aan de multidisciplinaire aanpak die noodzakelijk is om arbeidsintegratie te bewerkstelligen.

Het OP ontwikkelt bovenop of naast de bestaande reïntegratiemethodieken speciaal voor de beschreven doelgroep een aanvullende methodiek. In het werkprogramma krijgt een/de methodiekontwikkelaar de opdracht om de aanwezige expertise te verzamelen en te bundelen. Vervolgens een handleiding schrijven voor de bemiddelaars/trajectbegeleiders en programma's voor de doelgroep. Beide met de doelstelling om 'blijvende' arbeidsintegratie te realiseren. In 3 regio's in Nederland zal deze handleiding in 3 tranches worden gebruikt door bemiddelaars/trajectbegeleiders en na evaluatie worden aangepast. Gelijktijdig met het ontwikkelen en uitproberen van de handleiding zullen er programma's ontwikkeld en uitgeprobeerd worden die de doelgroep op het oog heeft.

Knelpunt bij het reïntegreren van de doelgroep van dit project is, dat de kennis over de doelgroep gespreid is. Informatie-uitwisseling en/of afstemming van activiteiten vindt onvoldoende plaats tussen de verschillende actoren en vormt een belemmering voor een effectieve reïntegratie. Daarnaast zijn ook de betrokken professionals niet genoeg op de hoogte van de eigen aspecten, mogelijkheden en problemen van de doelgroep. Om de krachten te bundelen en om de verspreid aanwezige kennis optimaal te benutten zijn die organisaties die enigszins kennis hebben van de doelgroep benaderd en bereid gevonden om deel te nemen in dit project.

Alle partners zitten in de regiegroep en zijn betrokken bij de ontwikkeling van de methodiek en de evaluatie van het project. De partners brengen allen hun kennis en expertise in. De methodiekontwikkelaar zorgt voor een optimaal gebruik van deze kennis en expertise. Alle partners bestemmen samen de richting die het project neemt en dragen gezamenlijk zorg voor mainstreaming en disseminatie. Elke partner heeft een even zware stem binnen de regiegroep. De regiegroep stuurt het project aan en besluit op basis van consensus. De aanvrager kan bij ontbreken van consensus beslissingen nemen.

De laagopgeleide vrouwen die het project als doelgroep heeft zullen vooral aan hun eigen empowerment werken, dus individueel. Van de deelnemers wordt verwacht dat zij respons geven op de activiteiten die met hen of door hen ondernomen zijn.
