The partners in Operation Pelios have found that in the eyes of the employer, handicapped people are not productive enough and excluded from work. If they do offer a job it depends on how much compensation the employer will receive. The business community and educational institutions have very little experience with people who are handicapped and are used too much to the 'standard' employer or pupil who can be employed anywhere. Conflicts, problems and barriers result from ignorance or inadequate understanding of the difficulties suffering any form of handicap. Operation Pelios intends to make a major effort to create new integration models and strategies for the handicapped as well as their prospective employers, to help the handicapped rejoin the work force as fully accepted employees.

The aim of the project is to assist the handicapped to get (back) into the work force by way of new training and coaching models for employers, mentors and instructors, as well as the handicapped themselves. To help us do this, we use three different strategies. The obstacles faced by the handicapped will be shown by way of workshops, training courses and coaching sessions. At the end of the project, the various models and strategies will be compared and the results will be presented to the government agencies and other participating organisations in Operation Pelios. The project can be followed on the website that will have links to transnational partner projects and relevant regional sites.

Operation Pelios develops and tests specific training courses and intensive coaching models. Employers, teachers and mentors are trained in guiding and dealing with the target group, in getting an understanding of the specific labour handicaps, and in providing guidance in the work place. Handicapped people who are trying to get into the work force are trained to obtain paid employment on the strength of their own abilities and under their own steam. All these groups are given intensive guidance and support. In addition, two forms of financial incentives will be offered to employers who are prepared to take on people suffering some kind of labour handicap: the 'Prohef' system and the Self-search model for the handicapt. These are offset against the Discount scheme.

All partners in Operation Pelios have contributed to the execution of action 2, each one of them operating from his own background and area of expertise. It has been a continuous process of learning and development. The understanding of the problems involved and the methods that need to be employed has grown. Everybody has begun to see the other parties' point of view and problems, with the aim of finding solutions. The input of the target group has been included in the way the project was put together. Enthusiasm has grown. People want to bring down the barriers and find solutions to achieve Diversity Management. The results of a preliminary investigation will be put on the project's website in July. The website will be expanded with the experiences and 'best practices' gained from the project.

The whole project is aimed at the empowerment of the participants. These are not just the handicapped, but also the employers, mentors and instructors. By way of national and international workshops, training courses and coaching sessions, the participants are made aware of each other's behaviour and reactions. The results will be brought together on the site and will be incorporated in the training courses(an on-going process). We expect a new understanding of the problems of the handicapped to become evident in the business community and will promote Diversity Management. In that respect, the TN project The X Train is the perfect follow-up for Operation Pelios. Experiences gained in other members states are incorporated in the project. In this way, we can take a holistic approach to the problems.

The X Train

De partners in het OP constateren dat arbeidsgehandicapten in de ogen van de werkgever een gebrek aan arbeidsproductiviteit hebben en uitgesloten worden van arbeid. Het bieden van een werkplek is afhankelijk van de mate waarin de werkgever wordt gecompenseerd. Binnen bedrijfsleven en onderwijs is men nauwelijks gewend aan arbeidsgehandicapten, omdat er teveel uitgegaan wordt van de standaardwerknemer/-cursist, die volledig inzetbaar is. Door onbegrip of te weinig kennis van de problematiek onstaan conflicten, problemen en barrieres. Het OP wil zich sterk maken voor nieuwe integratiemodellen en strategieen ter reintegratie en acceptatie van arbeidsgehandicapten op de arbeidsmarkt. Hiervoor worden nieuwe training en coachingsmodellen ontwikkeld voor zowel arbeidsgehandicapten als werkgevers.

Doel van dit project is het (re)integreren van arbeidsgehandicapten door middel van nieuwe training- en coachingmodellen voor zowel werkgevers, mentoren en opleiders, als de arbeidsgehandicapten. Ter ondersteuning van de (re)integratie worden 3 verschillende strategieën ingezet. . Barrieres zullen dmv workshops, trainingen en coaching zichtbaar worden. Aan het eind van het project worden de verschillende modellen en strategieën vergeleken en aanbevindingen gedaan, die aan de overheden en deelnemende organisaties aan het OP zullen worden aangeboden. Op de website zal het project te volgen zijn en zijn koppelingen met de transnationale partnerprojecten en regionale relevante sites.

Innovation

Operatie Pelios ontwikkelt en test specifieke trainingen en intensieve coachingsmodellen. Werkgevers, docenten en mentoren worden getraind in begeleiding en omgang met de doelgroep, in kennis van de specifieke arbeidshandicaps en begeleiding op de werkplek. Arbeidsgehandicapten worden getraind om met eigen verworven inzichten en op eigen kracht te komen tot betaalde arbeid. De genoemde groepen krijgen allen een vorm van intensieve begeleiding. Verder zullen er 2 vormen van financiele prikkels worden ingezet voor de werkgever, die de arbeidsgehandicapten uit het project in dienst wil nemen: de Prohefsystematiek, en het Zelfzoekmodel voor de arbeidsgehandicapte. Deze worden afgezet tegen de Kortingsregeling.

Aan de uitwerking van actie 2 is door alle partners van het OP gewerkt. Elk vanuit zijn eigen achtergrond en expertise. Op deze manier is veel kennis van de problemen waar elk tegenaan loopt, opgedaan. Het is het een continue kennis en ontwikkeling tracee geweest. De inzicht in problemen en in te zetten methodieken is gegroeid. Partijen zijn dichter bij elkaar gekomen met als doel een oplossing voor de problematiek te vinden. De inbreng vanuit de doelgroep is meegenomen in de projectvorming. Het enthousiasme is gegroeid.Men wil barrieres slechten en oplossingen om tot Diversity Management te komen, bewerkstelligen. Resultaten van een vooronderzoek zullen in juli op de website van het project komen. De website zal worden uitgebreid met de ervaringen en best practices in het project opgedaan.

Het hele project richt zich op empowerment van de projectdeelnemers. Dit zijn niet alleen de arbeidsongeschikten, maar ook de werkgevers, mentoren en opleiders. Door middel van de nationale en internationale workshops, de training en coaching worden de deelnemers zich bewust van gedrag en reacties ten opzichte van elkaar. De resultaten worden samengevat op de site en verwerkt in de trainingen (on going proces). Ook verwachten we dat de inzichten worden doorgevoerd in bedrijven ter bevordering van Diversity Management. Het transnationale project The X Train is wat dat betreft een prachtige aansluiting op het project Operatie Pelios. Ervaringen opgedaan in andere lidstaten worden in het project verweven. Zo kan tot een holistische benadering van de problematiek komen.
