A large section of the target group is socially isolated because of insufficient command of the Dutch language, limited knowledge of Dutch society and a large distance to the labour market. The DP consists of the applicant, organisations involved in carrying out activities aimed at removing the social isolation (the 'executors'), and representatives of the target group. Each party contributes its own expertise. In its role as project applicant, the Municipality of Zeist supervises the collective process of coordinating the activities, developing new methods and improving the target group reach. The executors put in knowledge and experience, but also shortcomings in the methodology. Representatives of the target group test the project activities.
The objectives are to remove the social isolation. This is achieved through an individual scheme of social assistance, integration, training, education and helping the participants find paid or unpaid employment. To this end, new methods are developed and put into practice. Activities that used to be offered separately in the past are now integrated in this project.

In order to achieve a balanced composition of votes, the DP is divided into three fractions - the applicant/project management, the executors and representatives of the target group. Each fraction has one equal vote. The input of the DP members is laid down in a formal document, the DP agreement
Between national partnersThe schemes are made to measure, and the aim is to get the maximum benefit for the participant within reasonable terms. In some cases the ultimate goal is laid down in legislation; how this is achieved strongly depends on the participant's own contribution. Self-reliance is the common denominator in all projects. In due course, the participants' Dutch language and other skills will improve, and their knowledge of society will be heightened. In addition, workshops are organised which give interested parties the opportunity to respond to the project and make a contribution.

Een groot deel van de doelgroep leeft in een sociaal isolement tengevolge van onvoldoende beheersing van de Nederlandse taal, beprekte bekendheid met de Nederlandse samenleving en aanzienlijke afstand tot de arbeidsmarkt. Het OP bestaat uit de aanvrager, organisaties betrokken bij de uitvoering van activiteiten, gericht op het opheffen van het sociaal isolement en vertegenwoordigers van de doelgroep. Ieder brengt eigen deskundigheid in. Vanuit haar rol als projectaanvrager geeft de gemeente Zeist leiding aan het collectieve proces van afstemming van de activiteiten, ontwikkeling van nieuwe methodieken en verbetering van het doelgroepbereik. De uitvoerders brengen kennis en ervaring in, maar ook tekortkomingen in de methodiek. De vertegenwoordigers van de doelgroep toetsen de projectactiviteiten.
De doelstellingen zijn opheffing van het sociaal isolement. Dat gebeurt door een individueel trajectplan van sociaal en maatschappelijke hulpverlening, inburgering, scholing, educatie en toeleiding naar (onbetaalde) arbeid. In dit kader worden nieuwe methodieken ontwikkeld en toegepast. Activiteiten die in het verleden geïsoleerd werden aangeboden worden door middel van dit project met elkaar geïntegreerd.
Verbinding en integratie van alle activiteiten zowel op gebied van sociaal cultureel werk, als sociale activering, als reïntegratie en arbeidstoeleiding, als educatie gericht op Oudkomers. Vergroting van het bereik van de doelgroep door vernieuwende en geïntegreerder outreach methodieken voor de werving van deelnemers (wijksteunpunten). Ontwikkeling van een andere aanpak, op het gebied van arbeidsmarktbenadering en lesmethoden. Deelname als voorwaarde voor het verkrijgen van inkomen (voor wat hoort wat).

With beneficiariesOm een evenwichtige stemverhouding te verkrijgen is het OP verdeeld in drie fracties, de aanvrager/projectmanagement, de uitvoerders en de vertegenwoordigers van de doelgroep.Iedere fractie heeft één gelijke stem. De inbreng van de OP-leden is vastgelegd in een formeel document, de OP-overeenkomst.
Between national partnersDe trajecten zijn trajecten op maat, waarbij binnen redelijke grenzen wordt gestreefd naar het maximaal haalbare voor de deelnemer. Het einddoel, is in sommige gevallen vastgelegd in regelgeving, de weg daarnaar toe is sterk afhankelijk van de eigen inbreng van de deelnemer. De zelfredzaamheid is de rode draad in alle trajecten, gaande weg zal de deelnemer door verhoging van zijn Nederkandse taalvaardigheid en andere vaardigheden, kennis van de samenleving mondiger worden. Verder worden doormiddel van workshops belanghebbenden in de gelegenheid gesteld op het project te reageren en hun inbreng te leveren.
