Together the DP partners form a unique combination on a national, sectoral level in order to develop a structural grip on the labour market problems where it concerns the re-entry of people with a handicap or at distance of the labour market. The trojka of business, targetgroup representatives and organisations responsible for social implementation, forms the foundation for a structural break in the re-entry chances for different target groups. The project takes fully in account the necessities of the target groups: on the one hand through the representation of the targetgroups by their umbrella organizations in the DP. On the other hand through the focus on the experiences and wishes of participants in socalled satellite projects, aimed at Individual Course Coaching.

The DP partners regard the central aim as "National implementation of a new method of reintegration whereby reconnaisance of the commercial sector / qualification and development, adjustment of working environment / development environment are central." Concerning COA the implementation is mainly focussed on (re)entry in the homeland or, in case of obtaining / extending the status, on naturalization in Dutch society. The working programme is divided up in three Working Packages, containing the following activities: *WP 1: "Recognizable competences for re-integration." *WP 2: "Coaching in re-integration." *WP 3: "Re-integration process in practice." Activities DP: involvement in research, development of instruments, national dissemination of results, theme meetings.

In co-operation with business come to the innovation of reception opportunities for lower educated, handicapped and non-Dutch speaking potential workmen through renewal of both the methodical and instrumental as well as the contentual and didactic possibilities for achieving the competences or qualifications (crebo-aknowledged) as determined by the sector. Furthermore innovation of the instruments for coaching and re-education of the coaches for the strengthening of the several target groups towards the regular labor market, or - with respect to the specific target group of refugees and asylum seekers - as a preparation for the return to their homeland or for the naturalization in The Netherlands. In mutual agreement the DP partners have selected satellite projects. The selected projects only take place when they are validated within the DP. On the DP-agenda the progress of the various subprojects is constantly a topic of discussion, evaluation and monitoring. Research of the available instruments, developments and experiences is realised under the auspices of the DP, and is made available to the regional projects and sounding board partners. The results of the regional test- and developmentprojects will be nationally presented and disseminated after approval by the DP.

De OP partners vormen gezamenlijk een unieke combinatie op landelijk sectoraal niveau voor een structurele aanpak van de arbeidsproblematiek bij herintrede van mensen met een handicap of afstand tot de arbeidsmarkt. De triparti; bedrijfsleven, doelgroep vertegenwoordigers en maatschappelijke uitvoeringsorganisatie levert het fundament voor een structurele omslag voor herintrede kansen voor verschillende doelgroepen. Met de behoeften van de doelgroep wordt in het project volop rekening gehouden, enerzijds door de vertegenwoordiging van de belangenorganisatie van de doelgroep in de OP of OR accoord anderzijds zal in de satellietprojecten gewerkt worden middels individuele traject begeleiding (ITB) waarbij de ervaringen en wensen van de deelnemers centraal staan.

Voor de OP partners staat centraal tot doel "Landelijke implementatie van een nieuwe reïntegratie methodiek waarbij bedrijfstak erkenning / kwalificatie en de ontwikkeling, aanpassing van werk-/ ontwikkelings- omgeving centraal staat"&gt; Voor de COA geld hierbij de nuance dat het gericht is op de voorbereiding voor (re)integratie in het land van afkomst of bij status verlening op inburgering in de nederlandse samenleving. Het werkprogramma is opgesplitst in drie werkpakketten met de volgende activiteiten: * Werkpakket 1 "Herkenbare competenties voor reïntegratie" * Werkpakket 2 "Begeleiding bij reïntegratie" * Werkpakket 3 " Reïntegratie proces in de praktijk" Activiteiten OP: betrokkenheid onderzoek, ontwikkeling instrumentarium, landelijke disseminatie resultaten, thema bijeenkomsten.

Samen met het bedrijfsleven de vernieuwing van de intrede kansen voor lager opgeleide, gehandicapte en anderstalige potentiele arbeidskrachten middels de vernieuwing van zowel methodisch, instrumentele, inhoudlijke als didactische mogelijkheden voor het behalen vanr bedrijfstak vastgestelde competenties cq kwalificaties (crebo erkend). Vernieuwing van de begeleidingsintrumenten en de opscholing van begeleiders voor de versterking van diverse doelgroepen naar de reguliere arbeidsmarkt of inzake van de doelgroep asielzoekers begeleiding ter voorbereiding voor terugkeer naar het thuisland of inburgering in Nederland. Nieuwe ervaringen, internationale afstemming, gezamenlijke probleemaanpak met de ontwikkelde instrumenten, methoden, betrokkenen en doelgroepen.

Samen met de OP partners zijn regionale proef- en ontwikkelingsprojecten (satelliet projecten) geselecteerd. De geslecteerde projecten vinden slechts plaats indien deze geaccordeerd worden binne de OP partners. Structureel wordt op de agende van de OP stuurgroep de voortgang van de diverse deelprojecten besproken, bewaakt en geevalueerd. Onderzoek van beschikbare instrumenten, ervaringen en ontwikkelingen worden onder auspicien van de OP partners gerealiseerd en beschikbaar gesteld aan de regionale projecten en de klankbordpartners . De resultaten van de regionale proef- en ontwikkelingsprojecten worden na goedkeuring van de OP landelijk verspreid en gepresenteerd.

Gebruik persoonlijke ontwikkelings plannen en individueel vraaggestuurde ontwikkeling. Vooraf groepsgewijze en persoonlijke intake. Inzet persoonlijke trajectbegeleiders. Beroepspraktijkvormings hulpmiddelen, begeleiding en controle vanuit onderwijsberoeps adviseurs. Gebruik van assessment, toetsen en EVC methodiek voor objectieve meting kennis, vaardigheden en attitude bij evaluatie en voortgangsmeting.. Werken vanuit mobilisatie visie,met andere woorden de arbeidsomgeving zodanig ontwikkelen dat deelnemers zich zelfstandig kunnen ontplooien.
