Initially the project would participate in the broader application of the municipality of Rotterdam. However, because the Dutch Equal Agency indicated that such an application would not be considered a seperate application and DP for the Ruman Grandi project is drawn up.The proposed DP acts in the first place as a guarantee for quality. The project Ruman Grandi is an integral approach of challenges of young Antillleans and the input of different counterparts is crucial. Furthermore, the DP is necessary for the social basis, to reach the target-group and to assess the needs of young Antilleans.

Objective

Many young Antilleans have multiple problems, e.g. debts as well as unemployment as well as language definciency as well as drug abuse. Obviously, theser problems are closely connected. Ruman Grandi offers a very pragmatic treatment based on the individual youth. During the project, individual youths are guided to an independent position in society.

The innovative aspect of Ruman Grandi is the integrated approach and tackling of the multiple problems of the target group. Mentors (ruman grandi) facilitate young Antilleans in their realisation of their own goals and the solution of their own specific problems. The joint experiences are meticulously monitored and analysed. In itself is the counselling of young adults (defined as case management) not innovative. The innovative aspect in Ruman Grandi is the intensity of the counselling, its expression (facilitating) and the measurement of the effects and results.

The project is developed and will be carried out by Antilleans. Both the project management and the implementation are for the most part Antillean. In addition to this, the SWA (Welfare Foundation for Antilleans and Arubans) as well as the PSI are involved with the development and implementation. With this the target group is fully represented.

Empowerment is the goal of Ruman Grandi. The mentors are coaching the young adults to a satisfactory and independent position in which they can give a personal interpretation to their lives. The mentors facilitate the young adult in this interpretation. The participant defines his or her goals and works on their realisation.

Oorspronkelijk was het de bedoeling om te participeren in de koepelaanvraag van de gemeente Rotterdam. Echter, omdat het Agentschap heeft aangegeven een dergelijke aanvraag niet in behandeling te nemen, is gekozen voor een separate aanvraag en OP voor het Ruman Grandi project. Het Ruman Grandi OP is in eerste instantie bedoeld als een kwaliteitsborging. Het project Ruman Grandi richt zich op de integrale aanpak van problemen van Antilliaanse jongeren en het is daarom essentieel om vanuit de verschillende aanbieders van hulp input te krijgen. Het OP is echter ook noodzakelijk voor het creëren van een draagvlak, om de doelgroep te bereiken en om de behoeften van de Antilliaanse jongeren te peilen.

Veel Antilliaanse jongeren hebben een meervoudige problematiek. Een jongere heeft bijvoorbeeld én werk, én drugs- en taalachterstands- én schuldenproblemen. Deze problemen hangen vanzelfsprekend met elkaar samen. Ruman Grandi biedt een zeer pragmatisch behandelingsprogramma waarin de jongere zelf uitgangspunt is. Gedurende het project worden individuele jongeren intensief begeleid naar een zelfstandige positie in de samenleving.

Innovation

Het vernieuwende element in Ruman Grandi is de geïntegreerde benadering en aanpak van meervoudige problematiek. Mentoren (ruman grandi) faciliteren Antilliaanse jongeren in het realiseren van hun eigen doelstellingen en het oplossen van hun eigen specifieke problemen. De gezamenlijke ervaringen worden nauwgezet gemonitord en geanalyseerd. Op zich is het begeleiden van jongeren (in de vorm van case management) niet nieuw. Het innovatieve element bestaat uit de intensiteit van de begeleiding, de vorm (faciliteren) en het meten van de effecten en het rendement van de inzet van tijd en geld.

Het project is opgezet en wordt uitgevoerd door Antillianen. Zowel het projectmanagement als de uitvoering zijn grotendeels Antilliaans. Daarbij is de Stichting Welzijn Antillianen en Arubanen betrokken bij de opzet en de uitvoering van het project, alsmede de PSI. De doelgroep is hiermee in het OP uitstekend vertegenwoordigd.

(idem 7.2) Empowerment is het doel van Ruman Grandi. De mentoren begeleiden de jongeren naar een volwaardige en zelfstandige positie waarin zij zelf invulling kunnen geven aan hun leven. De mentoren faciliteren de jongeren daarbij. De jongere stelt zelf zijn doelstellingen vast en werkt aan de realisering daarvan.
