The DP has been set up to prevent the splitting up of the offer of activities by several institutions in Hengelo as well as in Almelo and to make an integral approach of the environment/living-situation of the migrant women possible by putting in casemanagement and combined vocation phases. Until now the several co-operating parties in the DP are too much focussed on one or more aspects of the environment/living-situation of the migrant women. This situation contributes to a position of arrears and subordination on several fields for these women, under which a slight participation on the labour-market.

All DP partners have worked together in making the framework of the project. The partners reached and signed an agreement about the framework of the project. In this agreement the decision-making in and execution of the project has been set out in detail. There will be a central DP and 2 local DP steering committees. The local DP 's will be represented by the representatives of the municipalities of Almelo and Hengelo in the central DP steering committee. The central DP steering committee directs the whole project.

Het OP is gevormd teneinde de versnippering in het aanbod van activiteiten door diverse instellingen, zowel in Hengelo als in Almelo, tegen te gaan en een integrale benadering van de leefsituatie van de allochtone vrouwen mogelijk te maken door onder meer het in zetten van casemanagement en gecombineerde trajecten. Tot nog toe zijn de verschillende in het OP samenwerkende partijen teveel gericht op één of meer aspecten van de leefsituatie van de allochtone vrouwen. Deze situatie draagt er toe bij dat de positie van deze vrouwen er een is van achterstand en achterstelling op meerdere terreinen, waaronder een geringe participatie op de arbeidsmarkt.

Bespreking en beantwoording van regionale en landelijke beleidsvragen met het oog op bevordering van de nieuwe aanpak. 2.Verspreiding van de resultaten zowel regionaal als landelijk alsmede het bevorderen van de implementatie van de resultaten in regionaal en landelijk beleid. 3. De lokale stuurgroepen dragen via discussie en overleg er zorg voor dat de belangen van de doelgroep zo optimaal mogelijk worden gediend. 4. Via overleg en doen van aanbevelingen aan projectleiding en deelnemende partijen leveren de locale stuurgroepen een bijdrage aan de implementatie van de resultaten en de verspreiding van deze resultaten.

A. De instellingen in Hengelo en Almelo dienen met hun verschillende instrumenten zodanig samen te werken, dat de uitvoerende werkers in één team kunnen opereren, waardoor er een integrale benadering v/d leefsituatie v/d project- deelneemsters plaatsvindt. B. Het team staat voor de ontwikkeling van een nieuwe methodiek, waarbij de allochtone vrouwen in staat worden gesteld hun eigen persoonlijke ontwikkeling vorm te geven, mede gericht op een versterking van hun sociaal-economische positie. C. De allochtone vrouwen dienen zich te organiseren om zodoende een belangrijke rol te kunnen spelen in de beïnvloeding v/d gezamenlijke aanpak v/d instellingen. D. De organisatorische opzet dient zodanig te zijn dat de vrouwen bereikt kunnen worden. Personal coaching speelt hierbij een rol.

Alle OP partners hebben centraal dan wel lokaal aan de opzet van het project gewerkt. Over deze opzet hebben de partijen gezamenlijk overeenstemming bereikt en hiertoe is dan ook de overeenkomst OP getekend. In deze overeenkomst is ook de besluitvorming m.b.t. de uitvoerring van het project beschreven. Naast de centrale stuurgroep zijn er 2 locale stuurgroepen. De locale stuurgroepen zijn middels de vertegenwoordigers van de gemeenten Almelo en Hengelo in de centrale stuurgroep vertegenwoordigd. De centrale stuurgroep voert over het gehele project de regie.

Het project werkt vanaf de start nauw samen met de allochtone vrouwen zelf. Zij dienen maximaal te profiteren van het project en hebben dan ook een belangrijke stem in de wijze waarop activiteiten worden ingevuld. Leidend principe daarbij is dat het project er naar streeft om deelneemsters zo snel mogelijk voldoende gereedschap te geven om zelfstandig hun eigen traject in te vullen.
