In recent years, the people who managed to secure a position om the regular labour market were mainly non-immigrants. Labour market participation among members of ethnic minorities is clearly lagging behind. Additional impulses are required to solve this problem. Demographic data suggest thar many people will leave the labour market over the next fifteen years. The municipality of Zwolle has found that may minority families face multiple social problems, mainly in terms of relationships within the family. These problems are caused by cultural differences and the resulting tension within these families between children and younger family members and their parants. Targetgroup is member of the development partnership to give shape to the project.

The municipality of Zwolle aims to improve and strengthen the position of unemployed members of ethnic minorities on the labour market by improving the supply of potential employees. The project attempts to improve reintegration prospects by allowing the family to participate as a whole. The integrated approach adopted for this project means that all members of a particular family are expected to contribute towards improving those aspects. The instruments that can be deployed include, but are not limited to, training in professional jargon, career guidance, vocational training, traineeships, childcare, homework coaching and access tot professional assistance.

A targetgroup organisation is member of the development partnership. During the project periode there will regular talks with the participants about the progress and how the validate the instruments. During the project, a collective monthly meal will be organised for the families. The purpose is: - exchange the experiences pertaining the project - reinforce the self-esteem of the members of the target group and help them to encourage each other to improve their labour market prospects.

De laatste jaren hebben met name autochtone werklozen een plaats veroverd op de reguliere arbeidsmarkt. De instroom van etnische minderheden blijft hierbij achter. Extra impulsen zijn nodig om aan dit probleem te werken. Op basis van demografische gegevens zullen de komende vijftien jaar veel mensen de arbeidsmarkt verlaten. in gezinnen van etnische minderheden is vaak sprake van meervoudige sociale problemen. Deze liggen ook in de relationale sfeer binnen het gezin. Oorzaak hiervan zijn de cultuurverschillen alsmede met problemen die naar aanleiding hiervan zich voordoen bij jongeren/kinderen in die gezinnen. Een doelgroeporganisatie is lid van het ontwikkelingspartnerschap om mee vorm te geven aan het project.

De gemeente Zwolle wil de herintredemogelijjkheden van werkloze etnische minderheden vergroten en hiermee een bijdrage leveren aan de verbetering van hun arbeidsmarktpositie. Vernieuwend is dat er wordt ervaring opgedaan met de gezinsmethodiek. Er wordt gekozen voor een geintegreerde aanpak: samen met alle leden uit een gezin worden stappen gezet om te werken aan het perspectief (vaktaal/beroepenorientatie, beroepsopleiding, stage, kinderopvang, huiswerkbegeleiding, inschakelen hulpverlening).

Vernieuwend is dat er ervaring wordt opgedaan met de gezinsmethodiek. Het vernieuwende in dit project is dat niet de man, de vrouw, het kind of de jongere als uitgangspunt wordt genomen, maar het gezin als geheel participeert om te werken aan verbeterde herintredemogelijkheden.

Een doelgroeporganisatie is lid van het ontwikkelingspartnerschap. Tijdens de looptijd van het project wordt er regelmatig en intensief met de deelnemers over de voortgang gesproken. Er wordt ook met de deelnemers gesproken over de waardering die zij hebben voor de ingezette instrumenten. Er worden elke maand multiculturele bijeenkomsten/maaltijden gehouden. Het doel hiervan is: - uitwisseling van ervaringen deelname project - versterken van gevoel eigenwaarde doelgroep alsmede het elkaar stimuleren zelf stappen te zetten richting werk
