Justice, Probation services voor addiction and municipalities work together in this OP for the resocialisation and re-employment of this very difficult targetgroup: harddrugs addicted people. Summary and diagnosis of the problems: 1) addicted people have, certainly in relation to employment, to deal with strong negative visions and attitudes in society, and very complicated problems. 2) re-employment in a juridical setting for this targetgroup is unknown territory (no methodology). 3) the communal responsibility of the different partners, by means of the Juridical Measure for these addicted convicts. There is attention for the needs of the targetgroup by means of periodical questionnaires concerning the supervision, the project and its results, and the meetings to discuss these with them.

The aim of this DP is the resocialisation and more specifically the re-employment of the SOV-persons (addicted convicts) and therefor the development of instruments and methods. The workprogramme is aimed at: 1) the development of the instrument for assessment; 2) the development of the method of re-employment; 3) the development of modules for professionalisation of staff concerning re-employment 4) the execution of supersion to re-employment (for results and the development of the above mentioned products.

The innovation of Net Werk is noticable in the following: 1) the reintegration to work and the resocialisation of drugaddicts (criminals) under coercion (by the juridical measure for drugaddicts).In this measure (of 2 year) drugaddicts get reintegration to labour under direction of justice and with the co-operation with partnerorganisations such as municipalities and Probationservice for addicts. The combination of coercion and resocialisation for drugaddicts is new. 2) the development of a new instrument (assessment), method (re-employment) and professionalisation of staff, specifically for the targetgroup of drugaddicted detainees. 3) the promotion of the structure with partners and employers concerning drugaddicts.

Empowerment is in this project not easy to realise, because this targetgroup of addicted convicts is put under force of law in a special SOV-prison. They are opposed to the SOV-measure, and also because of this is participation tot the DP not possible. The DP however is attached to empowerment and gives this expression by means of the following: Periodically the SOV-persons will get a questionnaire concerning the supervision, the project and the results. After this they get the possibility to express communally their wishes and concerns with the directors of the prisons. Especially for these meetings they will be transferred to one of the three prisons.

In the system of supervision of the addicted convicts there is automatically, within certain ranges, concern about the individual possibilities, wishes and restrictions of the addicted convicts. Apart from that they will be involved in the evaluations of the project by means of questionnaires and individual and group meetings. For the approach of other actors such as employers the we also use the input of the addicted convicts.

Justitie, verslavingsreclassering en gemeenten werken binnen dit OP samen aan de resocialisatie en arbeidstoeleiding van een tot op heden zeer moeilijke doelgroep: zwaar (harddrugs) verslaafden. Samenvatting en diagnose van problemen: 1) verslaafden hebben, zeker in relatie tot arbeidstoeleiding, sterk te maken met negatieve publieke beeldvorming en complexe problematiek 2) arbeidstoeleiding in justitiele setting voor deze doelgroep is onbekend terrein (geen methodiek); 3) gezamenlijke verantwoordelijkheid van de verschillende partijen door SOV-maatregel. Er is aandacht voor de behoeften van de doelgroep middels periodieke enquetes over de begeleiding, het project en de resultaten en besprekingen daarvan met de deelnemers.

De doelstelling van het OP is de resocialisatie en in het bijzonder arbeidstoeleiding van SOV-deelnemers (verslaafde gedetineerden) en daartoe ontwikkelen van instrumenten en methodieken. Het werkprogramma richt zich op: 1) ontwikkeling van assessment instrument; 2) ontwikkeling van methodiek arbeidstoeleiding; 3) ontwikkeling modules deskundigheidsbevordering medewerkers in het kader van arbeidstoeleiding 4) uitvoering trajecten (voor uitstroom en toetsing en ontwikkeling van bovengenoemde producten).

De vernieuwing van Net Werk zit in de volgende onderdelen: 1) de arbeidstoeleiding en de brede resocialisatie van verslaafden (gedetineerden) binnen een verplicht kader (de Strafrechterlijke Opvang Verslaafden-maatregel). Binnen deze SOV-maatregel (van 2 jaar) krijgen de verslaafden arbeidstoeleiding onder de regie van justitie en in samenwerking met ketenpartners zoals de gemeenten en de erslavingsreclassering. De combinatie van dwang en resocialisatie bij verslaafden is nieuw. 2) de ontwikkeling van een nieuw instrument (assessment), methodiek (arbeidstoeleiding) en deskundigheidsbevordering van medewerkers specifiek ten behoeve van de arbeidstoeleiding van de doelgroep verslaafde gedetineerden. 3) de verbetering van de structuur van de samenwerking met ketenpartners en werkgevers.

Empowerment

Empowerment is in dit project minder gemakkelijk te realiseren aangezien het een doelgroep verslaafde gedetineerden betreft die onder dwang geplaatst is in een SOV-inrichting. Zij zijn tegen de SOV-maatregel, mede hierdoor is deelname aan het OP niet mogelijk. Het OP hecht echter wel veel belang aan empowerment en heeft geeft dit op de volgende wijze vorm. Periodiek zullen de SOV-deelnemers een vragenlijst krijgen over de begeleiding, het project en de resultaten. Vervolgens krijgen zij de gelegenheid hun wensen en knelpunten gezamenlijk te bespreken met de SOV-directeuren. Speciaal voor deze bijeenkomsten zullen zij tijdelijk apart overgebracht worden naar een van de drie gevangenissen.

In de systematiek van de begeleiding van de verslaafden wordt, binnen de mogelijkheden, rekening gehouden met de individuele mogelijkheden, wensen en beperkingen van de verslaafden. Daarnaast worden de verslaafden, zowel schriftelijk via enquetes, als mondeling (individueel en groepsgewijs) betrokken bij de evaluaties. Voor het benaderen van andere actoren zoals werkgevers gebruiken we tevens de inbreng van de deelnemers.
