The relatively high inactivity rate among women, and unemployment amongst young people, are issues of concern. The rationale of this partnership which includes Malta Enterprise (as a champion on entrepreneurship), the Employment Training Corporation (as the organisation in touch with the realities of the unemployed and a vast experience in employment related training), the Maltese Mentoring Society (who are a group of trained mentors who can assist budding entrepreneurs) and the Malta Association of Women in Business (who are a representative sample of women entrepreneurs) provides the best mix of partners to achieve the objectives of this project.

The objectives of this project are to:
•Train a selected number of unemployed persons in the area of entrepreneurship;
•Expose a selected number of unemployed persons to hands on experience in the field of entrepreneurship;
•Assign a number of grants to a selected number of unemployed persons to assist them setting up a possible enterprise, and
•Hand-hold these unemployed persons in running their business idea.

This project develops an innovative and pioneering way of tackling inequality in the unemployed and obtaining access to the labour market by utilising the following three categories of innovation:
process-oriented – the development of new methods, tools or approaches as well as the improvement of existing methods;
goal-oriented - opening up of new areas of employment for the labour market;
context-oriented – the national thematic network is an innovative approach to Malta whereby connection with the labour market will be improved with the policy makers and institutional structures.

A central aim of this project is to combat discrimination and inequality in the labour market and enable the target group to work with other stakeholders on an “equal footing”. It is intended that the target groups and the organisations that are involved as DPs, develop relationships with target groups through dialogue and consultation to support and develop the empowerment process. The main mechanisms / activity in the project to enhance empowerment will be the National Thematic Network.

Malta Enterprise was set up under The Malta Enterprise Act No. VIII of 2003 and officially started operations on 1st of January 2004. The organisation developed as a merger of the three (3) former entities Malta External Trade Corporation (METCO), Malta Development Corporation (MDC) and the Institute for the Promotion of Small Enterprises (IPSE).

Malta Enterprise has been created as a focal point for Enterprise in Malta to promote the establishment and expansion of business enterprises in Malta. The vision of Malta Enterprise is for a PROSPEROUS Malta where we TRULY ADD VALUE by uniquely applying our energies, capabilities and resources with IMPACT in TARGETED SECTORS. The mission for Malta Enterprise is to ENABLE enterprise to achieve this vision and sustain Malta’s overall competitiveness.

The support Malta Enterprise offers includes investment support services, a range of overseas promotional activities and tailor-made assistance for SME’s through three main divisions, namely Business Development, Corporate Services and Enterprise Support & Innovation.

Business development focuses on foreign investment targeting, strategy & knowledge management, corporate marketing and very importantly the determination and development of new niche sectors and enterprise cluster formation.

Corporate services handles the administrative functions of the organisation, such as finance, human resource and information technology. Another important function in this division is that of evaluating project proposals.

Enterprise Support & Innovation handles client relationship management function which includes assistance to micro enterprises and nurturing entrepreneurship. The enterprise support function is the ‘product engine’ of Malta Enterprise through the development and roll-out of demand driven enterprise support measures. The technology development & innovation function, which apart from managing and developing Malta’s incubation programme, also assists industry to increase their innovative capacity. The EU linkages function, includes disseminating EU related information through the Euro Info Centre, and targets EU funding opportunities for enterprise. The trade promotion function assists clients participate in international trade fairs, business and trade missions and support in export marketing.

The Maltese Mentoring Society is a non-government society which was set up in 2002 by a group of people who came together after having successfully completed one of the two intensive Mentoring Training Courses organised by the Employment and Training Corporation. The Society was set up to promote mentoring as well as the development of the mentoring profession in Malta. The Society is an autonomous and independent body and it benefits from close working relationships with various entities, which pertain or are responsible for Employment, Education, Industry and Commerce.
