Basing on the Decision of the Government of the Republic of Lithuania
"Program of Social Adaptation of Formers Prisoners and People, Let out
from Prisons in 2004-2007", we are giving the statistics, showing scale
of the problem. Prison Department at the Ministry of Justice
(hereinafter referred to as the Prison Department) gives data that in
the end of 2002 11070 people were imprisoned. In 2001 4394 prisoners
were set free, in 2002 - 6497 (Zin., 2002, No 73-3098). 1225 prisoners
were set free. Many former prisoners are imprisoned repeatedly.
According to the data of the Prison Department, number of such
recurrences in 2000-2002 reached some 28 per cent. The largest cities -
Vilnius, Kaunas, Klaipeda, Siauliai and Panevezys encounter most
problems of finding jobs for former prisoners.

We intend to train and employ ex-prisoners as scriptwriters, newspaper
deliverers, columnists, TV rubric actors.

All responsibilities for the execution of the project are divided among
the national partners equaly.
All partners institutions working with ex-prisoners were involved into
the training for the staff. The aim of the training was to deepen their
knowledge and experence of work with the target group.

Transnational cooperation agreement "Link to life"

The transnational conference of international Equal development
community “Equal – link to life” took place in 2005-11-24 in Siauliai,
Lithuania.The aim of the transnational conference of “Equal – link to
life” was to present the project
"Equal-atvirų durų link" to
Siauliai society, gathered participants and guests of the conference.
During
the transnational conference these reports were made:
- Presentation
of activities of Siauliai Region Correctional Inspection;

Reintegration for ex-prisoners in to the labour market;
- Project
presentation EQUAL „Toward to open door“;
- Project
partner's from France report;
- Project EQUAL „Toward to open door“
research report;
- Experience and work with ex- prisoners;

Training programme for staff who are working with ex-prisoners,
applicable;
- EQUAL Project „Equal- toward to open door“ presentation
of instrument „Noriu dirbti“ for conference participants.
19-24 of April 2006 was organized international meeting- study visit in
Poland Warsaw. During this meeting was organized meeting in the Ministry
of Justice, Warsaw, visit in the probation center, meeting with the head
of Polish Probation Officers, visit in the Polish Parliament, meeting in
the Polish Senate, meeting with the President of Siedlce, we have
possibility to hear about “Role of the local government in the probation
activities- examples of the cooperation (churches, NGO’s, governmental
institutions)”, “Function of the Polish Probation Officers in the
justice system of Poland”; meeting with a group of local probation
officers and judges. Short presentation of the probation systems in
France, Lithuania and Slovakia. Visit in the local probation center,
Kofoed Association (presentation of methods and programs of social and
professional activation of the ex-prisoners and probation convicted).
Visit in the prison in Krakow, preparation inmates to release, probation
activities. Meeting with local probation and prison officers,
presentation of the activities of the
local probation center and methods of its cooperation with local
government and prison service. International Conference – exchange of
the probation experiences between
participants from different countries:
International meeting- training courses in Denmark (Copenhagen) on 23-27
September 2006. Was organised visit in Kofoeds Skole in Copenhagen,
Presentation of “Help to self help” program, meeting with Director
General, Mr. William Rentzmann, in Headquarter, Department of Prisons
and Probation, and Chief of the Probation Officers, Ms. Lisbeth Bang.-
Danish prison and probation system as a tool of preparing to comeback to
the labour market for ex-prisoners and probation convicted. Visit to
Probation Centre in Copenhagen. Chief of the Probation Centre Ms. Estrid
Pass. Visit to the Office of Community Sanctions. Meeting with
Chairman of The Danish Helsinki Committee, Prof. Ole Espersen,
and Program Director, Margareta Kępińska Jakobsen.
10 – 14 October 2006 meeting in France (Montpellier)
During this meeting we have information and presentation of Public and
Private Partnership in prison in France, visit in the
Villeneuve-lès-Maguelone prison, transnational working group ( guide
book, Website, evaluation, next meeting,), transnational conference
with all French and international “EQUAL – link to life” partners. Visit
in Perpignan prison.

Siauliai region correctional inspection is a state institution,
executing non-custodial penalties (except interests abridgement
penalties), reprieve, conditional release, release from imprisonment on
parole licence before the end of the term, punitive measure - public
works. Siauliai region correctional inspection also helps persons who
are in the records of the inspection to integrale into the public life.

County is a higher administrative unit of the territory of the Republic
of Lithuania, the supervision of which is organised through the County
Governor, Ministries and other governmental institutions. County
government is a partial element of state supervision. The Law on the
Governing of the County regulates the functions of County Governor. The
tasks of the county governor shall be: to implement state policy in the
spheres of social maintenance, education, culture, health care,
territorial planning, monument protection, land use and protection, as
well as agriculture, environmental protection and other spheres, and to
implement state and inter-regional programmes; to co-ordinate the
activities of the ministries and other structural subdivisions of
Government institutions lying within the limits of the county, as well
as to co-ordinate the activities of executive institutions of local
authorities in implementing regional programmes; provide for the
priority trends of the county development and prepare its programmes.
State budget and other financial sources provide all the funds for the
fulfilment of county government organisation and supervisors’ functions.

Siauliai NGO Confederation (ŠNVOK) was established in 2000 to provide
the local NGO community with a common representative of their interests.
Currently we have sixty six member organizations, representing a range
of community groups and services. Our mission is to facilitate the
development of our members and the NGO sector in the Siauliai region.
As part of our mission, ŠNVOK serves as a conduit between government and
the NGO community, and between NGOs and the larger public. We gather and
disseminate information relevant to the NGO community, share the
concerns of our members with representatives of local government, and
promote general awareness of NGOs and their roles in the community.
Aside from these ongoing duties, we are aimed at specific needs in the
NGO community and we are providing them with required information,
training, consultation and other essential services.
