The `Citizenship Agency` Project has been drawn up on the basis of the monitoring, research and analysis of the data collected through the activities normally carried out by the organisations promoting it.
People`s access to the enjoyment of the basic rights of a citizen (housing, health, a job and socialising) and their occupational status play an ever more important role in the definition of the role and the social identity of citizens.
This social phenomenon is to be viewed in a situation marked by specific characteristics:
#The legal framework regulating the job-market has, in the course of the last few years, undergone a substantial redefinition of powers and skills;
#The experimental diversification of work agreements with a view to experimenting forms of flexibility in the organisation of work has led to the creation of a `hard core` of men and women who are becoming increasingly weaker and less competitive on the job market;
#IT and technological innovation have produced for businesses at large changes in terms of reorganisation of the productive cycle and reorganisation of human resource management, leading to the social exclusion of people with limited learning abilities or having skills there is little demand for;
#The extreme fragmentation of productive units following the increase in the number of one-man enterprises has led to a ruthlessness of the market in which ethical principles and ties of solidarity among workers have become weaker and weaker under the pressure of overall marked competitiveness;
#The difficulty, for young people and for women and men who have been temporarily pushed out of the job-market, to access training and re-training courses capable of combining the offers of the job-market with people`s aspirations and expectations of personal and professional fulfilment and enabling them to profit from forms of work-organisation allowing the combination of periods of work with in-service training;
#The difficulty for the system of public services available to citizens to realise effective forms of integration of services and offers from different administrations, and from the public and private social partners with a view to welcoming and taking on the needs and the demands of the citizens in full respect of the complexity and globality of the person;
#The difficulty for the public administrations and the social partners in giving continuity to the relationships of collaboration and integration because of the ties set by the legislation regulating tender work;
#The failure to recognise the social role of some caring activities/professions;
#The evolution of the social-economic composition of the local commercial registry that is offering services at ever-increasing costs, which low-income citizens cannot afford;
#The influx in the metropolitan area and in the province in Milan of large groups of immigrants who could hardly be replaced in the Milanese economic and production system;
In this scenario a number of factors leading to discrimination and social exclusion, mostly affecting women, become clearly visible:
#a frequent structural precariousness of working conditions for many citizens, both men and women;
#the impossibility to have guarantees of perception and adequacy of one`s income and spending powers in the short and mid-long term determines the impossibility to devise personal and social paths of development, and therefore creates obstacles, also in terms of access to credit, to feelings of personal and social security;
#alternation of periods of employment and unemployment lived as a factor seriously compromising the possibility of re-entering the job-market;
#creation of extremely fragmentary training and qualification opportunities, which produce frustration, a feeling of dissatisfaction and failure, the idea that one `has to start afresh over and over again`;
#difficulty in finding the necessary human resources to connect `personally` the plurality and the wealth of personal services offered by the institutional public system and by the social enterprises;
#difficulty of accessing the initiatives and both the basic and permanent training schemes;
individual approach to the problems related to the development of one`s professional career, which adversely affects relationships and people`s personal and psychological balance;
#the disorientation born of the difficulty to redefine the plurality of personal services offered by the public system and/or by the social enterprises and the impossibility to directly intervene so as to adjust the service system in terms of satisfaction of the needs and perception of the quality of the service provided;
The population involved or at risk of involvement in processes of social exclusion due to the factors described is of about 200,000 people, equal to 5% of the citizens residing in the territory of the municipalities of the province of Milan. More specifically, there are some 120,000 people living in such conditions and residing in the geographical areas of the province in Milan in which the experimental initiatives foreseen by the present project will be implemented (Milan 1.4 million), 180,000 to the east of Milan (Vimercatese), 250,000 to the north of Milan (Sestese), 60,000 to the south-west of Milan (Corsico).
As for the possible developments of the situation described, we can expect a substantial maintenance of present evolutionary trends in the mid-term, also in relation to the infrastructure investments being made in the metropolitan area, while comparable investments in new personal services are not being made yet, which will result in a substantial aggravation of social exclusion risk factors.
In such a situation we believe that a solution may well be found in the definition of an innovative partnership between the public system and the social enterprises capable of inspiring themselves to the principle of subsidiarity and of acknowledging mutual skills and powers, so as to explore new forms of alliance valorising the specific nature of `private enterprises with a public end` of social enterprises and resulting in the consolidation and the development of modes of access to the labour market and, above all, in the enjoyment of citizenship rights by the so-called `weak` citizens.
In this sense we believe that the strengthening and the full development of the potentialities of social enterprises - above all given their specific relationship with the territory and with the local communities they belong to, their number, their capacity to be at once entrepreneurial realities and forms self-promoted by citizens, will presumably effectively oppose the risk factors and the causes of social exclusion above described by pursuing the objectives described in the following paragraph 5.5;

Objective

The objective is to experiment with initiatives to support and strengthen the development processes for social entrepreneurship, an objective which has two parts. First,the development of functions specific to the economic/occupational sector.This is intrinsically oriented towards the primary importance of the socio-relational dimension and the integration in the workplace of disadvantaged, marginalised or potentially marginalised and socially excluded groups.Second, to maintain enterprise and quality in an economic system which is particularly active in service management and strategic production activities so as to promote social inclusion by means of an increased exercising of citizenship rights.
The planned actions, using different guiding principles, aim to experiment, implement and check measures which are able to contrast the factors of discrimination.This is done by working in such a way that social enterprises can increasingly become the appropriate tool to develop strategies for social inclusion of those citizens that, because of the failed access to basic citizen rights, enter the path towards social exclusion.
These actions aim at improving and increasing among social enterprises awareness; innovative projects and experiments to continually increase the quality of what is available from social enterprises and the size of the organisation in relation to its economic and social role; the promotion of new territorial agreements and deals through the structuring of inter-organisational and inter-institutional networks which are able to effectively detect the citizens needs; an innovative enhancement and rationalisation of the available social, professional, economic and territorial resources; the definition and mutual acknowledgement of the role that the different parties and social groups must play within a more global and organic policy of fighting social exclusion.To conclude, through the promotion of a culture of enterprise that acknowledges it has a strategic function in asserting social roles; through the use of indicators to gauge the satisfaction of the user by directly involving citizens in monitoring; through experimenting with new ways of distribution and using services and new ways of organising work which allow for a enhancement of differences (especially gender differences), everyone can be offered equal access to professional, social and personal factors for development.These new ways can, above all, promote women`s access to the labour market thus encouraging the sharing of responsibilities in housework and childcare between men and women and looking for solutions to make it easier to reconcile family activities with work.All this starts from initiatives and programmes concerning policies about timing and timetables which many municipalities have already experimented with. Another objective is the development of innovative methodologies, techniques and methods to control and measure the performance of social enterprises, to map precisely the good practices which have been tested at local, national and community level.Special importance must be attached to giving a transnational nature which will be included in the project, thus promoting and developing specific culture and project skills across the network that will participate in the development partnership. Particular emphasis will be put on the definition of effective mainstreaming strategies which will be able to enhance the importance of local institution networks that already exist within the development partnership (provincial administration of Milan and some dozen municipal administrations in the province). This will first involve experimentation and then reception of the experimental models for action which will be implemented. The integrated strategy for intervention implements action in different areas: system, service, territorial and control. In each area special focus will be given to the approach to gender differences and easy access to structures for disabled citizens. The organisations representing these groups which will take part in the Social Policy will be made use of. The following are the lines upon which intervention will take place:
- Implementation of a network between partners
The people involved generally feel the need to implement and consolidate the network which was set up by the creation of the `Associazione agenzia di cittadinanza` (Citizenship Agency Association). This is so that all of the local operators are aware of the objectives. Thus, they can be involved in studying and experimenting with ways to guarantee the safeguard of citizenship rights of disadvantaged groups, with ways of integrating initiatives to support the social economy, and with actions negotiated and planned at a local level between the private and the state operators of the social system.
- Territorial mapping of needs and resources The project makes provisions for the detection of the needs of the social enterprises and the needs of people. Its aim is to supply the mixed territorial system with all the information which is necessary to adjust a local welfare system, so that the social enterprises can be oriented to the promotion of a fast response to emerging social needs and to local programmes for the development and mapping of the existing territorial resources in terms of services, agencies, institutions and local organisations and in terms of structural, professional, human and economic resources. This so that the citizens and the subjects acting as reference points can be informed of the standards of excellency of the social enterprises.
- Services for social enterprises and support for quality services: The objective is to promote the sustainability of social enterprises, their development and strengthening so as to spur their effectiveness, efficiency, entrepreneurial capacity on an economic and social level. It will thus also be possible to improve the quality of the workplace inside the organisations themselves via an integrated service network system, which will be able to supply services and counselling, to encourage the development and the promotion of the companies that integrate disadvantaged people and help social, working and housing re-inclusion. The improvement of the quality of the organisations on organisational, managerial and professional levels, the development of the figures involved in social co-operation (employed members, voluntary members and managers), the measuring and the value of the well-being produced for the community (social balance), the acquisition of research tools and the use of funds from different sources, all of this will be possible with consulting, information and training for the organisations according to an empowerment process.
The integrated system will help the organisations find and develop new market niches so that these can create new services, new jobs, further education for employees and improved supply from the service system.
- Support for negotiated planning : The goal of the line is to find new types of relationships between the public sector, social enterprises and private profit enterprises.The aims of this it to do without calls for proposal, and to experiment with ways of planning, which have been negotiated in accordance with the laws produced in the past few years relating to local authorities, social and healthcare services,social co-operation, territorial deals and ways of managing public services. This planning will make the most of the experience accumulated in this matter within the network.
It is hoped to contribute to the realisation of local development plans by carrying out tests in the areas using instruments, activities, resources and timings that are area specific.
- Knowledge Management System: The strategy linked to the activation of a knowledge management system to support the project endeavours to facilitate communication, exchange and meetings between partners and also to give visibility to and to circulate the results of the project.
The system is implemented through the development of a focused institutional web portal which is divided into different areas (confidential/public), with activation of : on-line Forum, News/Newsletter; the permanent network of social enterprise operators / receivers, realisation and controlled disclosure of need indicators.
- The System for Monitoring, Controlling, Verification and Evaluation: The monitoring, controlling, verification and evaluation system will be accomplished using the methods, tools and techniques of Program Management (PM).
The operative management of PM aims to plan, co-ordinate and control the resources assigned to the project.And also to control that the partial and final results are consistent with the objectives and expectations of the project itself.
The job will be undertaken by Sodalitas, who does not have management duties, and will be carried out by indipendent and skilled volunteers.
They will be involved in the defined areas to check, monitor and direct resources, activities and timings.This will be done to control content and to ensure synchrony between the various parties involved in the project. A set of indicators has been specifically developed and codified.From which it is possible to measure both the degree of efficiency of the results and whether the objectives set at the beginning have been fulfilled. This will be the platform for the operative management control for the entire initiative. The strategic objective of the project is to circulate and transfer the methods and style of PM to the parts of SP.This will help to set-up, manage and monitor future initiatives of social enterprise which will guarantee the wellbeing of citizens/users.
The starting of a transnational partnership: Responding to the community initiative, the project has started a transnational partnership with three countries: France, Greece and with another Italian partner.

The innovative features of the intervention are mainly related to context and procedures.
As regards the context, the project aims to bring together - for the first time ever in the territory of the province of Milan - different approaches and integrate different skills, while drawing from already present experiences so as to foster local development goals. Said process aims to bring about the interaction of different perspectives, different approaches to solidarity, different notions of service, different enterprises in general and, more specifically, different social partners.
What is being discussed is the first proposal ever for the creation of a strong territorial network on an indeed emergent theme which has so far been viewed in a number of ways, from different perspectives, and dealt with and analysed in the course of years and years of work and experimentation in a `mobile` context.
Though presenting the necessary distinctive features, PS does not aspire to the status of a `territorial pact` but sets out instead , through an agreement focusing on specific objectives related to the creation of services and to the support of a number of social enterprises, to define itself as an `EXPERIMENTAL LABORATORY` capable of producing models of intervention, innovative approaches to the theme of social solidarity, good practice, planning methodologies, criteria and tools to facilitate the interaction of the public and private sectors, data and data analysis to interpret market dynamics.
In order to integrate them, PS draws together the perspectives, the experiences and the `powers` of intervention, of impact, of` decision making`, of mainstreaming of all the parties involved in the field of social economy.
Process-oriented innovation must be interpreted instead as strategic-functional intervention and is based on the assumption that coherence must characterise the relationship between means and ends in the creation and provision of services for weak subjects.
Being oriented towards profit-making, private enterprises create opportunities for profit-making by turning the subjects into objects, are competitive although resources are scanty and do not accumulate and distribute know-how if not in terms of private appropriation.
The public sector through the transformation of the right into right of access by means of the creation of firms practically creates a monopolistic market finalised to political consensus. Social partners alone guarantee the balanced reciprocity of exchanges. The innovative approach consists in impacting on the changes in the relations between political and institutional organisations, private subjects, NGOs affecting the definition of the needs, the sharing of the data collected and the construction of an `response` which is to be joint, shared, negotiated, etc.
As for the objectives, the innovative potential of the intervention consists in a series of services that will be created or increased territory.

Beneficiaries of the project will be the social enterprise system and the providers of personal services, who will thus be enabled to promote social inclusion and access to the labour market of the disadvantaged categories they already cater for and to enlarge the range and improve the quality of the services offered.
As we have already pointed out in point 5.4, that of the development of social enterprises in the territory is a variegated phenomenon, but the project here submitted identifies as its strong point the capacity to collaborate and collate experiences within the PS, as well as with the organisations that though not belonging to the PS I belong to its same social and economic reference network. Very small social enterprises have now long been collaborating with more important ones who have long been present on the territory with second-level organisations (consortia). The network thus activated has already made it possible to verify that assumptions of individual and collective responsibility by the parties involved are already taking place and that awareness of the need to build up social entrepreneurship is already widespread. The process of involvement of the beneficiaries will therefore be realised through the use and the exploitation of existing networks, the territorial decentralisation of interventions entrusted to local bodies already belonging to the network, recourse to consulting and/or training services offered by the partners in relation to specific skills.
For a more detailed description of all this. The same reasons that have led to the choice of the entrepreneurial axis and above all to the spheres of intervention directed to the sustainability of enterprises and networks, already partly present in the social fabric of the territory, to the decision to develop and support the quality of social enterprises by directing improvement of the same to the safeguard of already existing jobs, to the opening up of new job opportunities for people seriously disadvantaged from the social point of view and the decision to operate so as to improve the quality of the services offered by every single social enterprise, induce us to hypothesise a positive involvement of the beneficiaries of the project.
Above all it should be underlined that networking of activities is already well under way and a first phase of mapping of the resources and the needs of social partners has already been started . Participation to the project of a great number of bodies makes it possible to foresee the implementation of system actions and actions of development and the empowerment of existing social enterprises and generates a cautious optimism as to the concrete realisation of the actions foreseen in the following lines of intervention, which will be anyway implemented.

 

 Between national partners

Partner participation will be guaranteed thanks to an organisational structure aimed at guaranteeing said process through the realisation of three different levels: the first one responsible for strategic planning and decision-making, the second one for operations and management and the third one for control and monitoring.
As for the first level, direct partner participation is guaranteed through the general meeting of the PS Partners, in the course of which strategic approaches are defined. This is the seat where the different bodies and organisations belonging to the network meet, where they confront each other and delegate tasks to the organisations sitting on the ATS Board of Directors, from whose circle the legal representative will be chosen. The Board of Directors will be responsible for managing the `government` and co-ordinating the network, for promoting interaction among the different groups, bodies and organisations, as well as for the definition of relationships with partners external to the network.
A more precise definition of the roles and the skills of the main ATS bodies will be dealt with in phase 1.
The operational-managerial level is responsible for translating into practice the strategic indications of the strategic level, for the definition and the management of the work-plans in the different lines of project intervention, and for project co-ordination and administrative management. Such level is embodied in a central structure and four peripheral structures, one for each testing territory. Among the tasks entrusted to the central level are project co-ordination and administrative management, the management of transnationality, the definition of general intervention plans, communications management and the dissemination of good practice, the management of relationships with the ATS Board of Directors. The peripheral level will be responsible for the definition of the territorial working plans for the realisation of local experimentations in terms of needs analysis and resource management, testing of solutions, outcome evaluation, maintenance of local networks, ensuring communications between the local networks and the provincial network.
A specific `Scientific Committee` will be set up to support the implementation of the project, so as to create a privileged circle for confrontation and elaboration also at an academic level.
The monitoring, control, verification and maintenance functions will be entrusted to a special `Program Management` group, whose members will be chosen among the partners of the project, and it will have the sole function of overseeing the planning, co-ordination and management of resources so that the partial and end results of the whole initiative may be consistent with expectations. The staff will periodically report to the general co-ordinator and will produce the monitoring reports needed by the Board of Directors and the Partners` General Meeting to evaluate ongoing activities.

A composite organisational structure shall ensure the participation of the entire network of partners in the decision-making process and in the management of the project. (Annex 1)

4.1 Political and institutional structure
It includes the partners` Assembly, the Steering Committee, the Chairman, the Board of Auditors and the Scientific Committee.
The Assembly is the democratic body of the network, led by Caritas Ambrosiana. Its task is to ensure the direct participation of all partners, and in particular of small-sized organisations. Here the partners meet, exchange views and work out strategic guidelines and policies.
The Steering Committee, chaired by the Chairman, who is the Legal Representative of ATS and a member of the Leading Organisation, is composed of the representatives appointed by the partners` homogeneous groups. It shall have strategic and governance functions at a network level and it shall coordinate the partnership and its relations with outside entities.
The Board of Auditors shall supervise bookkeeping and it shall verify the consistency of balance sheets with book records, according to applicable rules.
The Scientific Committee shall be composed of representatives from the academic world, experts in the areas covered by the project and in areas such as social, job-related and economic development policies, non profit enterprises, training and transnationality. It shall support the implementation/development of the project and shall provide an ideal framework for discussion in the area of welfare policies, at a national and European level.
Because of the role it has played in the network since its inception and because of its experience in the management of community projects, Caritas Ambrosiana is the Leading Organisation, and as such it shall maintain the contacts with the relevant Administrations on behalf of ATS and it shall take care of all accounting, organisation, administration and financial operations related to the project. It shall implement both a system of separate general accounting, which will show the correct distribution of indirect project and operating costs between the various activities, and all the necessary procedures to ensure the regular certification of expenses according to the recommendations of the relevant Authority. To this end it shall avail itself of ATS own resources, supported by the technical expertise of outside professionals.
The Statute of ATS defines the distribution of tasks for the implementation of each of the actions approved (see 5.14) assigning them to ATS organisations on the basis of their experience and professional skills, their role at a local level, a favourable price/quality ratio, their ability to attract additional resources and to ensure the continuity of the project, with preference granted to non-profit entities and their second-tier organisations and, secondly, to profit-making entities oriented towards the development of know-how for non-profit organisations.
Special attention has been given to the definition of a knowledge management system and to a wide dissemination of the results within the local partners` network, as well as at national and transnational level. This system shall be the main tool to disseminate, advertise and publish the products, instruments and methodologies used, so as to complete the task of disseminating the results, as they will be produced, and to carry out a mainstreaming effort.
4.2 Direction room
It includes the Chairman of ATS, the Operation Manager, a few partners (Associazione Agenzia di Cittadinanza, the Province of Milan and Sodalitas). It coordinates themes: Good Practices, Services to Non-profit enterprises, Transnationality and Knowledge Management. It shall have strategic and operational tasks.

4.3 Operational and management level
It consists of two areas: one central structure and 4 local structures
The central structure is made up of the Operation Manager, an administrative/general secretariat and the coordinators of the various themes and of the monitoring function.
It shall have the following functions: to implement the directives and the guidelines of the strategic decision-making level; to start, coordinate and govern the project operational process and to coordinate local headquarters. It shall be in charge of the good operation of local new initiatives; it shall identify suitable instruments to ensure the effectiveness of initiatives.
The local structure shall be composed of: a local operator, (a development agent) in charge of mediation and local networks maintenance and relations with the provincial network; a secretariat; resources provided by the local authorities; and a volunteer from Sodalitas acting as a mentor. It shall contribute to the definition of local operation plans and to the implementation of local new initiatives, it shall take part in the governance of the project, favour communication at a local/ central level, implement strategies defined by the decision-making bodies.

The Association supplies activities of orientation, vocational training and employment promotion. Especially in the field of initial training we have trained thousands of young people who have entered the Labour Market. We have a wide experience in the vocational training of adults, supplying courses of orientation and follow up. In the last few years we have been organizing courses of high specialization, above all in Agriculture, Publishing and Computer Science.We have specialized in the assistance, orientation and training of young people in poor social conditions. One of our projects has been held up as an example in the ISFOL Report 95/96 as one of the best national projects aiming at combating exclusion and failure in education through personalized vocational training.We have acquired an important Know-how in vocational training and improvement of employability of disabled people.The whole activity of the Association is based on the global development of a person and pays great attention to labour policies.In lifelong training, besides the follow up evening courses for employees, we have supplied many training courses financed by the European Social Fund (Objective 4)

Anffas was founded in 1958 by parents of people with mental retardation and developmental disabilities.
The purposes of Anffas are: to defend human and social rights of people with mental retardation and developmental disabilities and of their families; to promote their general welfare; to promote national policy which enables individuals with developmental disabilities the opportunity to make choices regarding the quality of their lives and be included in the community.
Anffas has a nationwide organization and works in all major cities by means of its Local Divisions and Regional Committees. It leads studies (prevention, school, work) and organizes conferences.
Anffas collaborates with state government bodies and local governments by planning and managing welfare services for people with mental retardation and developmental disabilities: social services, sanitary services, re-education and re-abilitation centres, communities…
In Lombardy, Anffas is set out in nearly forty local divisions.
Milan Local Division was established in 1966. Since then, the association distinguished itself for an exponential growth. It succeeds in serving a lot of people of different ages and conditions, employing professionals: educators, doctors, specialists, consultants, voluntary workers.

The Associazione was born from the effort of a group of persons convicted in San Vittore Jail in order to create a structure that could be albe to coordinate all the subjects that in our territory dealing with work : enterpreneurs, trade unions, local bodies, voluteers associations, operators and structure of the Justice Ministry .
The Agenzia operates in San Vittore, Opera and Monza jail with the aim of enlarging this intervention to the whole territory of Lombardia Region.
The main aim of Agenzia di Solidarietà is to favourish and promote social insertion of convicted and ex convicted through work, trying to overtake the structural difficulties of the labour market, the constraints of the imprisonment condition in order to make the convicetd equal to any other subject
Its activities are the following:
-Organising a dynamic Data Bank containing data on the structural characteristics of the convicted and ex convicted population through the filling in of a questionnaire
-Coordinating, updating and spreading information on work and economical opportunities, the needs of the labour market, the laws and tools that can support work insertion, training opportunities, also through the creation of a web site
-Promoting and drawing up agreements with Local Bodies, Pubblic and private enterprises, social cooperatives.
-Favourishing a service for the tutoring on the job, sensibilizing the work context through the interventions of public and private social operators and involving the trade unions representatives of the enterprises
-Support work initiatives both inside and outside the Jail and supporting enterpreneurs

The Association Agenzia di Cittadinanza was born from the need of promoting a stable connection among all the social and assistance tools and employment policies intervention programs in order to constitute a network composed by different organisations engaged in support initiatives for disadvantaged groups, to guarantee citizenship rights and equal opportunities developing the collaboration of existing organisations and enhancing the value of interventions that are being implemented.
The constitution of Agenzia di Cittadinanza offers the possibility of experimenting initiatives for legal, consultantancy, training, informative support to social enterprises ant to institutional partners to support the strenghtening of social economy and of territorial networks engaged in enhancing access possibilities to the labour market for persons in difficulties.
The innovative aspect of the Agenzia consists on creating a place for an unitary reflection on person and his/her needs to provide to persons in difficulties not only a support for what concern employment and training, but also for housing, social and health problems along paths activating territorial resources. These are also auto-promotional paths, so that the person is considered not only as a user but also as a social resource.
The needs to which the Agenzia will try to give an answer are the following:
-the need of a common language favourishing communication among different systems and the sharing of already existing tools.
- the need of reading correctly and identifying new forms of poverty and to to make non expressed demand for new needs to emerge
-the need of planning experimental actions on network interventions starting from the territorial planning between public and private bodies
The main objective of the Agenzia di cittadinanza will be promoting and coordinating the experimentation and implementation of integrated paths for social and health support, accompaniment to find job and house for persons in difficulties and to protect within institutions the citizenship rights of disadvantaged groups.

The Lega co-operative mutue is a body welcoming the adhesions of single co-operatives, mutual aid associations and consortia. Adhesion to the Lega co-operative mutue is voluntary and entitles members to avail themselves of the services and the political and trade union initiatives that the League and the Service Sector Association engage in with decision-makers, other associations and enterprises.
The principal mission of the league consists:
#in the safeguard, promotion and development of co-operative enterprises. In order to attain this goal it has representatives in public bodies (national, regional, municipal and other local bodies). The league and the regional association of service and tourism co-operatives provide a series of consulting services for the member co-operatives: of a legal nature, of labour law, fiscal, access to facilitated contributions, legislative and financial information, promotion and development of relationships with local bodies. It promotes agreements with companies, bodies and associations to create opportunities of development for member co-operatives. It realises information activities, training of groups of executives, research and analysis of the service market.
#the adhesion happens following specific application and is assessed in the light of the mutual finality to the `democratic/participate` aspects of the co-operative, to the role of the partners as active subjects of the same. The adhesion involves a varying contribution between 3 and 3.5 per thousand of the co-operative`s turnover as per approved budget.

Centro di Iniziativa Europea (CdIE) is a non profit association founded in Milan in 1991.
CdIE directs and participates in European projects focused on:
Social policies, employment, vocational training, culture, youth, equal opportunities, information society and, in general, all the European Union initiatives which influence social and cultural life and citizen rights.
At first, CdIE`s activity was mainly oriented towards European projects on social information such as seminars and conferences on European Union`s social policies and on EU programs supported by several General Directorates of the European Commission.
This activity is still very important today.
Very soon, CdIE expanded its activity beyond the information services. It added other ones and started collaborating as a partner as well as a supplier of services with various offices within the Public Administration in Italy (local and regional bodies), in the Third Sector and with Trade Unions. The services supplied by CdIE are the following:

- analysis of the opportunities offered by the EU Programs

- project monitoring
- support for the development of local initiatives.

As per its memorandum of association, the Milan-CDML operates as a trade union, but also engages in the provision of social services.
It has a social policy office which addresses issues related to social malaise: jail, drug-addiction, AIDS, disability, juvenile malaise, homelessness, solidarity policies and urban safety. From the 1990s, it has been fostering the growth of a culture of inclusion, reception and social integration of people outside the mainstream, and promoting job actions to safeguard people`s rights at large. It works with social actors to deal with specific cases and to promote initiatives to bring about the integration of disadvantaged people into the labour market. Its concerns include training, health, prevention, care-provision, architectural barriers, transportation, solidarity policies and safety. It aims to integrate the culture of social inclusion into collective bargaining at all levels. It has set up a help desk at the central station in Milan, which offers support to distressed people; assistance in the cases of undue influence and psychological violence; support for situations of social distress and marginalization for people at risk of exclusion from the job-market; information about social rights; tools to help people deal with problems and loneliness. It has set up the CENTRO DONNA offering sympathetic listening; information; documentation and above all counselling and assistance on: maternity, paternity, discrimination, sexual harassment, mobbing; family law; trade unions and legal support, equal opportunities, health, maternity, pension entitlements; assistance of professionals in the juridical-legal field; a space for discussion and aggregation among women, to consolidate relationships of solidarity. It has set up the Centro Immigrati to safeguard the rights of immigrants with an information and counselling advice desk providing help with residence permits - regularisation of situations, family rejoining, labour disputes, mediation with police stations, legal advice.
It has set up the Centro Orientalavoro, formerly Centro Giovani, which provides personal counselling on how to go about looking for a job, on job opportunities and educational and vocational guidance. From the 1990s it has been providing help with the compilation of curriculum vitae, the development of a job-searching methodology; information on administrative procedures to access the job-market, technical-juridical information on work-relations; consultation of the OSMEG databanks for temporary jobs, training classes, periods of study and job-placements in Europe, support in the search for a job. It has set up the Ufficio Handicap that sensitises workers on handicap-bearing and on the real causes and conditions of marginalization disabled people are often subjected to. It promotes public debates, protocols of agreement and collaborations with Unions and reports on legislative provisions now being debated about full rights for distressed.

The Sesto San Giovanni Municipality (in conformity with reference legislation T.U. Provisions Regulating Local Authorities as per Legislative Decree August 18th 2000, No. 267) is competent for `all the administrative functions that concern the population and the municipal territory, above all as regards the organic sectors of personal and community services, of territory assett and economic development`. (art. 13 section 1) and besides `The municipality, for the exercise of the functions in suitable territorial circles, effects forms both of decentralisation and of co-operation with other municipalities`. (art. 13 section 2).
Home to some among the greater industries, not only Milanese, but Italian it is now modifying with the closing of the factories and the development of the tertiary sector a physiognomy of its own today and it still is one of the principal municipalities of the Milanese area, at the very doors of the city. Already actively engaged in providing support to the social economy, in the sphere of its own ASNM, Agenzia Sviluppo Nord Milano (also promoted with other members of the PS such as the Provincial Administration of Milan, the Municipality of Cinisello Balsamo and Cologno Monzese), it has activated, in collaboration with the CdIE (Centro di Iniziativa Europea) and with Lavorint - Lavoro e Integrazione, the CRIS, Centro Risorse per l`Impresa Sociale, in the sphere of which some services and tools of promotion and support to social entrepreneurship have been developed.
Sesto San Giovanni is a municipality characterised by a rich network of bodies and organisations of social economy, and by an elevated level of collaboration between these and the town administration. The processes of de-industrialisation and the consequent recovery of disused areas (themes on the ASNM is specifically working) have allowed and will allow even more to promote participation of the social economy in the new processes of sustainable economic development and social-cultural promotion.

Corsico (C.) is in the National Executive of the World Federation of United Cities and the Regional Committee of the Italian Association of the Council of European Municipalities and Regions; in 1996 it was awarded an Honours Diploma from the Council of Europe and in 1997 the Flag of Honour. Grado 16 and Eureka, under the auspices of the EU and the Patronage of the Rappresentanza, of the Regione Lombardia and the Province of Milan; Recife (RECITE FEMME) to help local and regional operators valorise women`s work and guarantee the inclusion of women in the economic and social life of the area; Europa Più Vicina per le Donne with the EU, DLD, local authorities and Lombard, Sicilian and Tuscan Associations to create www.donneuropa.org which makes all sorts of information more accessible to women and facilitates communication between women and local authorities. As of 1998, C. has been supervising 2 projects under Law 285/97, `Interventions of promotion and prevention for minors at risk of social exclusion and their families` and `Training of care-givers to provide psychological and social support in family mediation centres.` So as to share its experience with others, C. is a member of the Co-ordination Committee grouping the Mayors of townships South of Milan who are attempting to set up a working group of the communities engaged in the struggle against discrimination and inequalities in the labour market; moreover, as of June 2001, it has been the spokesman of the municipalities themselves in the Citizenship Agency. `The philosophy of development partnerships is based on the shared belief that every organisation sees in the fragmentary nature of interventions and in the difficulty of acting alone an obstacle to the social inclusion of disadvantaged social groups.

The Vimercate Municipality (in conformity with reference legislation T.U. Provisions for Local authorities Legislative Decree. Within the framework of the `Citizenship Agency` project, besides representing itself, the Vimercate municipality represents 29 municipalities grouped in the Intercity Convention for the Management of Social Services. The municipalities adhering to the convention are: Agrate Brianza, Aicurzio, Arcore, Basiano, Bellusco, Bernareggio, Burago di Molgora, Busnago, Camparada, Caponago, Carnate, Cavenago Brianza, Concorezzo, Cornate d`Adda, Correzzana, Grezzago, Lesmo, Masate, Mezzago, Ornago, Pozzo d`Adda, Roncello, Ronco Briantino, Sulbiate, Trezzano Rosa, Trezzo sull`Adda, Usmate Velate, Vaprio d`Adda and Vimercate. In such a context stable collaborations are activated also with the CFP (a consortium providing vocational training services for the employment, Centri Lavoro in Vimercate and Melzo, school institutions, private enterprises and private social enterprises.
The intercity convection that gathers 29 municipalities representing 180,000 city residents altogether, is an experimental form of supermunicipal joint management of public services (primarily social) in the sphere of which joint municipal management allow both for the maintenance of municipal skills for the functions that are proper to them and a certain ecomomicality of management deriving from the overall volume of citizens and services that are managed in a joint way. The present form of management (intercity Convention) represents a transitory solution in the perspective, which also extends to the present project, of being able to experiment joint management and, at a later date, define a different and more effective juridical tools (public capital SpA, special firm or other.). The services currently managed within the intercity convention are: CSE, job-placements, teleassistance, community lodgings, juvenile policies, experimental projects.

Confcooperative Unione provinciale in Milan is the territorial association representing, assisting, and safeguarding the co-operatives adhering to the Italian Confederation of C-operatives legally authorised with Ministerial Decree 12.04.48. The Unione Provinciale di Milano numbers almost 900 member co-operatives, 200 of which are social co-operatives, having a 1,300 million ITL turnover, over 85,000 partners and around 9,000 employees. The members operate in the following sectors: housing, social solidarity, culture and leisure time, job production and services, consumption.
The institutional activities for the associates are: legal aid; tax-consultancy; technical support; social security assistance; budget auditing services; training (through Uniongest, a subsidiary, and Irecoop, a holding); financial assistance (finding of facilitated credit and loans through Confcooperfidi Lombardia); management of conscientious objectors working for the co-operatives. 140 in 2000). It has set up a partnership with Revisionitalia, a company specialising in audit certification, for the training of the Confcooperative personnel and the creation of uniformation processes.
With the Chamber of Commerce in Milan, Confcooperative provides training and information services to foster co-operation. Particularly, through its subsidiary Uniongest srl, it manages the initiatives of `Cooperare a Milan`. Among these, last year they developed: a help desk for new enterprise co-operatives; training courses for operators (Marketing and communication; Computer science, nets and the Internet; social budgeting and code of entrepreneurial quality; quality certification for social enterprises); training meetings for conscientious objectors working in the co-operatives; development of a quality system in social co-operatives; development of co-operatives to provide services to infancy; training meetings in high schools.
With the Milanese Cisl it has created the Associazione per la Famiglia (legal advice and psychological counselling for families); Fondazione Emporio dei Lavori (active labour market agency for leases). .
Through Irecoop scarl it participates in the Adapt programme, with the Agecoop project for quality and co-operation in the management of services addressed to elderly people; management of ESF.
The association also sits on the Committee for active labour market policies of Milan`s Provincial Labour Councellorship, which has led to the decision in favour of small and medium-sized businesses - co-operatives included - with an overall allocation of 18 billion ITL. It is among the signatories of the Work Pact of the Milan municipality.
It participates with the Prefecture in the verification of the applications for the registration of new co-operatives.

CNA Milano, which has been present on the provincial territory for over 35 years, is one of the Associations representing craftsmen and small and medium-sized businesses.
It is responsible for the safeguard and representation of the smaller businesses supporting them in their `collective bargaining` activity through relations and contacts with public institutions (local bodies, Chamber of Commerce, etc..) and with trade unions (agreement renewal, job disputes etc.). Through a purpose-designed structure (CNA Services) it provides services of various nature to enterprises (tax-guidance, bookkeeping, job legislation, environmental, safety, quality and vocational guidance legislation).
It also participates in the realisation of projects to support the development of the smaller enterprises and the artisan compartment, in collaboration with the other trade associations, with the municipal and provincial governments, the Lombard regional government and Unioncamere, with interventions aimed at quality improvement, innovation of enterprises and training for owners and employees alike.
As for training, it has developed joint activities and implementation of ESF projects, Projects Now, in collaboration with its own training body, Ecipa Lombardia: accompaniment to work-place, addressed to young drop-outs, interventions in support of integration into the work-context of unemployed people or on redundancy funds.

It has a Patronage of its own (EPASA) through which it offers assistance and free counselling on social security and insurance issues.
A help desk called `Cantiere nuove imprese` has been active for years, and through it the CNA offers counselling and support to unemployed men and women on short-term contracts, be they Italians or foreigners, who wish to start up a business of their own (drawing up of business plans, legal and business counselling, budget analysis, credit lines etc.).
Fidimpresa, a financial consortium operating in the field of facilitated credit and offering banking institutions warranties for its member enterprises, is also part of CNA. For over a year now, CNA Milan has had its own web-site which, besides providing information on the activities of the association and allowing connection to the local and national area networks, facilitates access to the different services offered and provides on-line advice, through an intranet system dedicated to old and new members alike.

The Associazione Impresa Politecnico is a no-profit association founded in 1993 by the Politecnico di Milano with the aim to enhance the relationships among the Politecnico and public and private companies.

- improving the knowledge and the efficiency/effectiveness of the labour market, for better addressing the teaching strategy of the Politecnico;
- promoting staff exchange between Politecnico and companies;
- promoting innovation and knowledge transfer, to increase the exploitation and dissemination activities of the Politecnico;
- developing new applied research and training activities that are of common interest for the Politecnico and the companies;
- developing and managing applied researches which are required by companies and are consistent with research strategies of the Politecnico.
Accordingly, the AIP within the Politecnico can be considered as:
- a service provider for improving the relationships between the Politecnico and companies;
- an institution aimed at promoting and managing applied research projects at national and international level;
- a competence centre for developing research activities in the fields of: environmental management, public administration management; telecommunications, business economics, electronics, etc.;
- a technology and knowledge transfer centre of the Politecnico for disseminating and exploiting applied research results.
The AIP has a lean organisation which consists of:
- a technology office, which promotes the development of established relationships between the Politecnico and the industrial system and organises all the exploitation and dissemination activities for the applied research results. This office works in very close relationship with the Innovation Relay Centre of the Politecnico;
- an innovation office, aimed at managing the whole activities concerning the development of new research projects, i.e. seeking funding; creating consortia and participating to the bid;
- an administrative unit which keeps the books of all projects and schedules activities of the AIP project teams.
Within this organisational framework, the research projects managed by the AIP are carried out by recruiting those researchers of the 21 departments of the Politecnico (see its company profile) who have the competencies required by the recipient.

The aim of Consorzio Nova Spes is answering to the employment needs of convicted persons, persons undergoing to prison alternative measures or ex convicted.

The Consorzio Light has activated on the territory of Region Lombardy projects for the cooperatives belonging to the Consortio that have brought to the creation services to persons
The investments carried out have brought to the strenghtening of the cooperatives belonging to the Consorzio and to the start up of new cooperatives.
At the moment the Consorzio run 2 R.S.A. (Community with assistance), the Centre informagiovani in Brescia and a community for persons with mental diseases managed by a social cooperative born from the cooperation between volonteers organisations and the Consorzio.
At the moment the Consorzio is also running training courses on the Bilancio Sociale in order to underline the importance of social interventions of the cooperative on its territory.
The Consorzio support the cooperatives associated in project planning and training activities.
The Consorzio Light is composed by 20 cooperatives: 18 of type A and 2 cooperatives of type B. They carry out work insertions of persons with physical handicap, psycological problems and HIV positive persons
The cooperatives of type A deal mainly with elderly people assistance (RSA, home care assistance), childhood services (nurceries and meeting places for families with children), activities dedicated to minors in difficulties).

As a partner in the Lombard training system, the Consorzio SudOvest Milano for Vocational Guidance (CFPSudOvestMI) participates in the 2000/2001 provincial planning with its own listing of courses, funded with regional resources amounting to ITL. 2,179,676,000: it offers 59 courses addressed to both non-disabled (726) and disabled people (318). Said courses cover: completion of compulsory education, apprenticeship and occupational training in the following sectors: Electricity and Electronics, Administration and Office Work; `ZOE` projects for disabled people (that is projects for guided insertion implemented via Agreements with Firms); entry onto the labour market in the field of social services and health care provision for ASA; programmes for young drop-outs; for adults dependent upon the social services because dislocated and difficult to re-employ (aged over 40, alcoholics, drug-addicts); lifelong learning in the computer sector; job-placements for the unemployed listed at the Centri Lavoro/Servizi per l`impiego; integrated training programs for people subjected to new compulsory education provision; post-diploma training (Ob. 3.2.4); training for prisoners.
Within the framework of the Horizon Community Program, the CFPSudOvestMI was a partner, in 1997/1999, of the Pro Juventute Don Gnocchi Foundation in the GATE and MAGICC projections consisting in training schemes to provide vocational guidance support for the insertion of disabled persons into the employment market.
The Consortium collaborates in the CONVOTRAIN Pilot Project `Training paths for the development of lifelong training systems` within the framework of the LEONARDO Programme.
Under Regional Law 9/91, the CFPSudOvestMI develops Territorial Projects aimed at the observation of the job-market to monitor the training needs of the territorial area of reference and to predispose opportune interventions and training tools for worker re-training and upgrading. Between 1994 and 1999 it was involved in the `Job demand and supply in the municipalities of the Consortium South West Milan` Project consistent in a survey which led to the drawing-up of 9 Reports that investigated different thematic areas having to do with transformation of the production system, the monitoring of job demand and supply, the training needs of manufacturing enterprises and in the advanced tertiary and distribution sectors.
The Activity Plan ex art. 27 Regional Law 95/80, for the present training year, foresees 2 ASA training courses.
Since 1990 CFPSudOvestMI has developed 14 projects within the F.S.E., aimed at disadvantaged people mostly disabled and in one case a convict.

The activities of the co-operative, which is part of the C.N.C.A., provide assistance and social reinstatement for drug addicts and minors with problems (15-18 years) without school-leaving certificates or professional qualifications, foreigners, subjected to criminal procedures, in care of welfare assistance, not involved in any school activity (neither formative nor professional), Aids residential assistance, hardship prevention and educational improvement for young people, activities for the social and educational reintegration of drug addicts and drop-outs, territorial residential services.
In more detail:
- the territorial educational activity of reinstatement represents a stable activity of the co-operative. The users live at home and, in general, have already benefited from the other services of the
co-operative. Any kind of action or intervention is highly individualized and, likewise, the activities. The economic value on yearly base is £ 100.000.000 ( € 51.646 ).
- School-Work-Project, stable intervention of the co-operative, for the young people of the Giambellino quarter in Milan who have difficulty in setting into the normal school and working environments. All this represents a new type of territorial intervention which integrates, with positive results, educational relation, job guidance and training, strong integration with the educational agencies within the quarter and other territorial organizations for job training. Economic value: £ 90.000.000 ( € 46.481 ) on a yearly basis.
- Residential services providing flats for ex drug addicts and people with social problems, for a value of £ 80.000.000 ( € 41.317 ) a year.
The territorial area is limited to Milan. Systematic relations with the Comune di Milano, Ser.T, C.S.S.A, ALER, Servizi Sociali, ASL, Città di Milano. b) to promote, support and harmonise parochial and decanal Caritas while ensuring the pastoral direction according to the Archbishop`s indications;
c) to coordinate charity and assistance actions, working together with the other diocese pastoral offices and with Caritas Italiana;

Caritas Ambrosiana is a composite and always evolving body, able to meet new needs and new forms of poverty.
Beside these sectors Caritas Ambrosiana `system` includes the Charity Pastoral Office and Caritas Ambrosiana Foundation, as well as other organizations like the cooperatives `Farsi Prossimo`, Caritas Ambrosiana Volunteers Association, San Carlo Foundation, which is supported by both Caritas Ambrosiana and the Curia of Milan.
The structure of Caritas includes different sectors: social-pastoral sector, need areas sector which includes specific areas as well as transversal areas, international sector, conscientious objection and social voluntary work sector, support sector.
Caritas Ambrosiana is active in society working in the cultural, social and political fields and facing relevant problems.
The specific areas are: Addiction (alcoholism and drug addiction), AIDS, Elderly people with problems, Foreigners, Handicap, Ill treatment and difficulties of women Marginalized and homeless people, Mental health and psychiatry, Minors, Prisons, Roms, Women`s trade and prostitution.

ENAIP Lombardia has been operating as a national body in Lombardy since 1951, a regional body since 1971, a regional Foundation since 1993 with decree No. 46313. As of 1975 it has been engaged in training programmes commissioned by local bodies, trade associations, social partners and other private subjects; since 1979 it has also been developing training programmes with community funding.
Enaip Lombardia realises schemes and provides training services for the insertion into the job-market of people who have never worked, unemployed people (also from weak backgrounds) and for the upgrading and the occupational development of workers, self-employed people, professionals, atypical workers and social enterprise workers.
It has 18 CSFs and 15 operational centers in Lombardy, it provides some 2,000 training services a year, helping 30,000 people, half of which are working adults.
Enaip Lomb. provides vocational guidance, training and job-placement, with government funding (from the Regione Lombardia, the Ministry of Labour, local bodies, community funds), with standard activities and activities to order.
Its network includes some 7,000 enterprises on the Lombard territory, hundreds of local bodies, trade associations representing industrial and commercial workers, craftsmen, the third sector.
Between 1998-2000 it developed a project providing services aimed at employment and training services, funded under law 236/93 as` training Plans`, for over 5,000 employed people and 1,000 unemployed people and hundreds of firms; the project also included over 450 interventions of on-the job training.
Enaip Lomb. develops activities specifically aimed at weak and marginalized people: people suffering from psychological, physical and sensory handicaps, young convicts subjected to restrictions, people suffering from psychological and psychiatric problems, immigrants, nomadic people, needy adults, young people in situations of social uneasiness.
Every year, within the standard vocational training schemes or also applying to other sources of funding (ESFnd other community Programs), Enaip Lomb. realises a conspicuous number of training interventions,aguidance programmes and job-placements for the above-indicated categories.
Enaip Lomb. has developed within the FSE II of the PICs Occupazione a project denominated project EFESO `Development of job-support systems for carriers of psychological and physical handicaps` (Horizon 0593/E2/H/M) aimed at offering an innovative contribution to the organisation of training activities and integrated services on the territory for subjects carriers of psychological and physical handicaps through the development of activities: research, trainer training, production of methodological packets and didactic tools, publishing production, participation in transnational activities.

The aim of the non-profit making Clerici Foundation is the provision of activities and services aimed at developing the occupational, cultural and social training of workers from all sectors, categories and level. The activities of the Foundation include training activities, training schemes for groups of disadvantaged people (and therefore such schemes have a social value), cultural activities.
Training activities can be classified under four headings: initial training, in-service training, training of the trainers, training services. Every year the Foundation helps almost a thousand young people enter the job market; particular emphasis is placed on in-service training of adults so that they may acquire new skills and adapt to the heady development of production systems and technologies. To further its aims, the Foundation collaborates with local bodies, associations and enterprises operating in Lombardy. The Foundation also meets the needs of the local bodies by providing upgrading services, training and information services.
The Foundation pays particular attention to the problems related to the working insertion of disadvantaged subjects (immigrants, disabled people, convicts), so as to help them acquire basic skills, both transversal and occupational. Along with training activities as such, the Foundation provides guidance services, competence evaluation, re-motivation programmes and helps people access the job market.
The Foundation also collaborates with public or private international organisations with a view to planning, co-ordinating and implementing transnational projects (by way of example within the framework of the Leonardo, Socrates, Adapt programmes or within the V Framework Programme for research and technological development.). It belongs to some international networks (Aster, EZA, CEC) and it entertains relations with other networks (REVES).

The creation of Fondazione San Carlo has been wanted by Archbishop Carlo Maria Martini in order to face the growing urban problems of new poverties It is promoted and supported by Caritas Ambrosiana and by the Diocese of Milan. IARD Istituto di Ricerca SCrl is a non-profit research institute, founded in 1961, specialising in the research area of cultural, educational and training processes and using integrated approaches which draw on the different social sciences (pedagogy, sociology, psychology, economy).
Recognised as an Association in 1971, it was founded as a Research Institute S.C.r.l. in 1988.
It operates throughout the national territory by means of an internal structure supported by a considerable group of outside collaborators, chosen amongst the best-known experts in the various disciplines, and has a place in international networks and consortia able to provide consultancy and technical support for research projects and action by the European Union.
Since the very beginning of its specialised activities, the rationale of the IARD Istituto di Ricerca has been based on systematic attention to young people and the world of education.
Starting out from these principles, and thanks to the experience gained over forty years of activity, the IARD Istituto di Ricerca`s clients - both public and private - are able to benefit from the competence and skills available in a wide-ranging area of social research related to training and related services.
Research
The IARD Istituto di Ricerca carries out research (of a basic, applied and evaluative nature and feasibility studies) in many different areas, using a range of methodological approaches: from surveys on broad samples of the population, to qualitative studies of a motivational nature on specific target groups, to case studies for analysing organisational and market patterns, to the study of secondary data.
A method has also been developed for the monitoring of results in terms of the efficiency and effectiveness of projects and experiments regarding different targets.
In order to guarantee the accuracy of findings, the secrecy of data and the absolute reliability of results, the IARD Istituto di Ricerca has built up its own network of interviewers, able to cover the whole of the national territory, as well as its own, independent data-processing centre.
Young people
Since 1983 the IARD has been involved in the production of the Four-Yearly IARD Report on the Condition of Young people in Italy, the fifth (2000) edition of which has recently been concluded.
The Report, which can now be regarded as an authentic, permanent Observatory on youth patterns in Italy, not only analyses `traditional` aspects, such as schooling, work, politics, trends in values (State Institutions, religion…) but also follows developments in Italian society and the role of young people within it, to look into new aspects such as, for example, transgression and deviance, consumer patterns, attitudes to the future, acceptance of risk and responsibility.
Social policies
In the field of social policies, the IARD Istituto di Ricerca`s contribution is based on studies and analyses of a prevalently operational nature.

Italia Lavoro was created in 1997 to develop active employment policies with particular focus on the weaker brackets of population in high-unemployment areas and in the labour-market reorganisation processes.
Italia Lavoro addresses Public Administration departments, Enterprises and Workers, on the basis of the new responsibilities granted to the Regional Authorities and of the action strategies defined at the European level.
Italia Lavoro promotes enterprises and consortia for targeted markets and specific actions: Cultural heritage, Environment, Personal services, Co-operation, Training, Multimedia technologies and Joint ventures with local bodies operating in the local Public Service sector.
The 2001-2003 programme of activities focuses on teaching unemployed young people computer and linguistic skills, assisting the launching of the new Employment Services, socially inserting and integrating immigrants, disabled persons as well as ex-offenders, finding stable jobs for Socially Useful Workers, and monitoring the relevant regional policies.
Italia Lavoro has been entrusted by the Ministry of Labour with implementing a project for teaching computer science and the English language to young people aged 16 to 32 residing in Southern Italy. The action involves 60,000 persons, who are provided with a computer for distance learning. In the following phase and after certification of the skills acquired, job-seeking assistance will be offered.
Italia Lavoro has prepared a programme for assisting the launching of the Employment Services in order to monitor the action techniques, match labour demand and supply, improve the design and assistance to the territory, and develop the necessary technological support.
The Immigration project envisages: technical assistance for the social inclusion and integration of immigrants in Italy, also through the Employment Services, the organisation and qualification of the inflows, reception and job insertion within the territory.
The action focusing on the disabled envisages assistance to the Employment Services, as a result of the implementation of the `compulsory job placement` law, through the supply of technical aids for the job insertion of handicapped persons. Other actions promoted include research, development, and the application of Information Technologies, also through distance learning.
With regard to Socially Useful Jobs (`Off` Project), Italia Lavoro has created a database of 110,000 workers, carried out 65,000 interviews, and networked 45,000 professional profiles. 18,000 job opportunities have been identified, also through the setting-up of joint ventures and co-operatives within the framework of public services and direct placement in businesses.

The Province of Milan is responsible for labour-market-related functions and tasks delegated by the State under Legislative Decree 469/97 and Regional Law 1/99. SIS, Sistema Imprese Sociali is a Consortium of social enterprises operating to support and assist the development of social entrepreneurial activities in the town and province of Milano.
SIS was established in 1995 merging two most significant associative experiences in the county of Milano: Milano Solidarietà and Città Essenziale.
SIS is a partner of the National Consortium for Social Cooperation, CGM, where 48 provincial consortia, embodying 650 cooperatives, are associated, that is to say over 21,000 active members.
Four are the sectors where SIS develops its activities, and namely:

The Consortium promotes initiatives focused on supporting people at risk of social exclusion (such as prisoners, disabled, young people dropping out the school, women re-entering the labaour market, immigrants, etc.). Various kinds of co-ops have joined the Consortium: around fifty coops, both of the `A` type (social-educational services) and of the `B` type (supporting insertion paths into the labour market), some social co-ops, some no-profit Associations, some non governamental organizations.
`Sistema Imprese Sociali` co-operates with Public Entities, public and private Enterprises, qualified counsellors and the associated coops.
Vocational Training
Sistema Imprese Sociali pursuing the aim of guaranteeing high levels of professionalism both as far as the realization of services and the answers to the users` needs, designs initial and basic training courses, continuing training and re-training paths on behalf of the operators.



The Consortium designs and delivers, together with the associated coops, training courses on behalf of Local Authorities such as Municipalites, The Province of Milano, the Lombardia`s Region, the European Social Fund, the Ministry of Labour.

Surveys and consultancy
In order to strengthen the efficacy of the actions that the associated coops carry out, the Consortium focuses its attention on the investigation and update of state, needs and expectations of the citizens, the territory and the institutions.
The team of consultants working on behalf of the Consortium can give advice in the fiscal, administrative, and legal fields.

Design and development of new social coops
The Consortium carries out surveys on the territory needs and market analyses in order to identify the opportunities to promote new social coops.

Study and Documentation Centre
It attends to the enhancement, documentation and dissemination of the cultural, professional and entrepreneurial heritage of the associated coops; it promotes public events focused on social policies, solidarity and the insertion into the labour market of disadvantaged people.

The association, born thanks to Don Luigi Monza, a priest from Milan, has been operating for over 50 years. Its mission is to safeguard the dignity and to improve the quality of life of disabled people and their families, not only by helping them manage the disability as such, but also the personal and family suffering that accompanies it. The association, which provides medical care and promotes social inclusion, is particularly efficient as regards the evolutionary age, in the field of scientific research, in training operators specialising in the provision of personal services, in social promotion, in scientific and technical communications, in animation and cultural sensitisation.
It has a vast network of structures having an agreement with the National Health System, including above all post-hospitalisations Rehabilitation Institutes and Centres and the I.R.C.C.S`. E. Media, present throughout the national territory and mainly in Lombardy, Veneto, Friuli and Apulia. These facilities are annually used by a very large number of patients (about 15,000 patients for an annual total of 850,000 interventions) and there are about 2,000 operators working in the various centers.0. The Rehabilitation Centres provide care for out-patients, day-hospital patients or long-stay patients; for patients admitted to day-hospitals or hospitals as such, there are projects foreseeing that rehabilitation activities should be closely integrated with psycho-educational, educational and social support activities.
As well as providing training for disabled people, the association also provides training for people operating in the social field and in the field of health-care provision, where, having agreements with a number of Universities (Cattolica in Milan, dell`Insubria in Como and Varese, Statale in Milan and Udine), the association also runs three-year degree courses (for physiotherapists, social workers and professional educators), further education courses and other shorter initiatives, as well as in-service training and refresher courses for operators of the association and other bodies and social and health-care providers.
The association has given life to `OVCI - La Nostra Famiglia`, a voluntary body for international co-operation, with which it works on a regular basis in developing countries (Sudan, Brazil, Ecuador) or with which it collaborates on specific projects (China, Morocco, etc.); it has also created the Fondazione Orizzonti Sereni, which tackles the problems of adult disabled people through a number of initiatives. Working side by side with it are the Associazione Nazionale Genitori de La Nostra Famiglia , the Gruppo Amici and the association of volunteers `Don Luigi Monza.`

AGENZIA DI CITTADINANZA:SOSTEGNO ALL`IMPRENDITORIALITA` SOCIALE

Il progetto `Agenzia di Cittadinanza` è stato elaborato sulla base di una attività di monitoraggio, ricerca ed analisi dei dati raccolti nell`ambito delle attività caratteristiche dei promotori.
L`accesso delle persone al godimento dei fondamentali diritti di cittadinanza (la casa, la salute, il lavoro e la socialità) e la loro condizione occupazionale, concorre in maniera sempre più centrale alla definizione del ruolo e dell`identità sociale dei cittadini.
Tale fenomeno sociale si inserisce in una situazione marcata da specifiche caratteristiche:
#Il quadro normativo regolante il mercato del lavoro ha subito negli ultimi anni una sostanziale ridefinizione dei poteri e delle competenze;
#La sperimentazione della diversificazione delle forme contrattuali allo scopo di sperimentare forme di flessibilità nell`organizzazione del lavoro ha portato alla creazione di uno `zoccolo duro` di cittadini e cittadine sempre più deboli e meno competitivi nel mercato del lavoro;
#L`innovazione informativa e tecnologica ha prodotto mutamenti aziendali in termini di riorganizzazione del ciclo produttivo e di ripensamento della gestione delle risorse umane, espellendo persone con ridotte capacità di apprendimento o con competenze difficilmente spendibili;
#L`estrema parcellizzazione delle unità produttive con l`incremento di imprese individuali ha causato l`imbarbarimento del mercato indebolendo i vincoli etico-solidali tra lavoratori e lavoratrici a fronte di una forte tensione alla competizione ed alla concorrenza;
#La difficoltà, per i giovani, per le donne e gli uomini temporaneamente usciti dal mercato del lavoro, ad accedere a processi di orientamento e ri-orientamento che sappiano coniugare le offerte del mercato del lavoro con le aspirazioni ed aspettative di realizzazione personale e professionale ed a fruire di forme di organizzazione del lavoro che rendano conciliabile una reale alternanza tra lavoro e formazione permanente;
#La difficoltà per il sistema dei servizi pubblici ai cittadini di realizzare efficaci forme di integrazione tra servizi ed unità d`offerta afferenti ad amministrazioni diverse, e fra sistema pubblico e privato sociale, allo scopo di accogliere e prendere in carico i bisogni e le esigenze manifestate dai cittadini, nel rispetto della complessità e globalità della persona;
#La difficoltà per le pubbliche amministrazioni e le imprese sociali a dare continuità ai rapporti di collaborazione ed integrazione a causa dei vincoli posti dalla normativa relativi agli appalti;
#Il mancato riconoscimento del ruolo sociale di talune attività/professioni nell`ambito della cura alla persona;
#L`evoluzione della composizione socio-economica dell`anagrafe commerciale locale che genera servizi a costi sempre maggiori, con i quali si scontrano cittadini che pur titolari di reddito non sono in grado di provvedere al proprio mantenimento;
#L`attrazione nell`area metropolitana e nella provincia di Milano di folti gruppi di immigrati difficilmente sostituibili nel sistema economico e produttivo milanese; in questo scenario appare chiaro il manifestarsi di taluni fattori di discriminazione ed esclusione sociale, che in generale riguardano in maniera più significativa la componente femminile della popolazione:
#una frequente precarietà, strutturale, della condizione lavorativa per molti cittadini/e;
#l`impossibilità di avere garanzie di percezione ed adeguatezza del reddito e del potere di consumo nel breve e medio-lungo periodo, genera impossibilità a pensare percorsi di sviluppo personali e sociali, e quindi ostacoli, anche in termini di vissuto per l`accesso al credito, di sentimento di sicurezza personale e sociale;
#alternanza di periodi di lavoro e non-lavoro, vissuti come fattore di grave rischio rispetto alle possibilità di rientro nel mercato del lavoro;
#costruzione di percorsi formativi e professionalizzanti assai spezzettati che generano frustrazione, sentimento di insuccesso e fallimento, sensazione di `ripartire ogni volta da capo`;
#difficoltà a disporre delle necessarie risorse personali per connettere `personalmente` la pluralità e la ricchezza dei servizi alla persona offerti dal sistema pubblico istituzionale e dalle imprese sociali;
#difficoltà di accesso alle iniziative ed alle proposte formative di base e permanenti;
approccio individuale agli eventi problematici relativi allo sviluppo della carriera professionale, con conseguenze nell`ambito delle relazioni affettive e sull`equilibrio psicologico personale;
#il disorientamento derivante dalla difficoltà di ridefinire a livello personale la pluralità dei servizi alla persona erogati dal sistema pubblico e da quello del privato sociale e l`impossibilità di intervenire direttamente per un adeguamento del sistema dei servizi in termini di soddisfazione del bisogno e di percezione della qualità del servizio erogato;
La popolazione coinvolta o a rischio di coinvolgimento in processi di marginalità sociale derivanti dai fattori descritti è stimabile in circa 200.000 persone, pari al 5% dei cittadini residenti nel territorio dei comuni della provincia di Milano. In particolare circa 120.000 sono le persone in tali condizioni residenti nelle aree geografiche della provincia di Milano in cui saranno realizzate le iniziative sperimentali previste dal presente progetto (Milano 1,4 ML), 180mila nel est-Milano (Vimercatese), 250mila nel nord-Milano (Sestese), 60mila nel sud-ovest Milano (Corsico).
Per quanto attiene i possibili sviluppi della situazione descritta, è ipotizzabile un sostanziale mantenimento degli attuali trend evolutivi nel medio periodo, anche in relazione agli investimenti infrastrutturali che vengono realizzati nell`area metropolitana, a cui non sembrano ancora corrispondere adeguati investimenti in nuovi servizi alla persona e che produrrà quindi un sostanziale aggravamento dei fattori di rischio di esclusione sociale.
In tale situazione riteniamo che risposte risolutive possano essere trovate nella definizione di un`innovativa partnership tra sistema pubblico ed imprenditorialità sociale che sappiano, ispirandosi al principio di sussidiarietà e riconoscendosi reciproche competenze e poteri, sperimentare nuove forme di alleanza che valorizzino la specifica natura di `impresa privata con finalità pubblica` delle imprese sociali, e realizzino il consolidamento e lo sviluppo di percorsi di accesso al mercato del lavoro e più in generale consentano il godimento dei diritti di cittadinanza soprattutto per le fasce di cittadini cosiddetti `deboli`.
In questo senso riteniamo che il rafforzamento ed il pieno sviluppo delle potenzialità delle imprese sociali, in particolare nell`ambito del loro specifico rapporto col territorio e con le comunità locali di appartenenza, del loro numero, delle loro capacità di essere ad un tempo realtà d`impresa e forme autopromosse di cittadini, possa contrastare efficacemente i fattori di rischio e le cause di esclusione sociale descritti, perseguendo gli obiettivi descritti nel successivo paragrafo 5.5;

L`obiettivo è la sperimentazione di iniziative di supporto e potenziamento ai processi di sviluppo dell`imprenditorialità sociale, sviluppandone sia la funzione propria di settore economico-occupazionale strutturalmente orientato alla centralità della dimensione socio-relazionale ed alla integrazione lavorativa di soggetti deboli ed in condizioni o a rischio di marginalità ed esclusione sociale, e sia sostenendone imprese e qualità - erogata/percepita- in quanto sistema economico particolarmente attivo nell`ambito della gestione di servizi e attività produttive strategiche per l`attivazione di processi di inclusione sociale attraverso il maggior godimento dei diritti di cittadinanza.
Le azioni progettate, che si muovono su direttrici diverse, sono finalizzate a sperimentare, implementare, a verificare strumenti atti a contrastare i fattori di discriminazione, lavorando affinché l`imprenditorialità sociale diventi sempre più strumento adeguato a mettere a punto percorsi di inclusione sociale per quei cittadini e quelle cittadine che attraverso il mancato accesso al godimento dei fondamentali diritti di cittadinanza entrano nel circuito e nei percorsi dell`esclusione sociale.
Tali interventi mirano a far crescere negli imprenditori sociali la consapevolezza, l`innovazione progettuale e la sperimentazione di una sempre maggiore qualificazione dell`offerta delle imprese sociali, della loro dimensione organizzativa in relazione al ruolo sociale ed a quello economico, la promozione di nuove forme di patti ed accordi territoriali attraverso la strutturazione di reti interistituzionali ed interorganizzative che sappiamo garantire una efficace rilevazione dei bisogni dei cittadini/e, una innovativa valorizzazione e razionalizzazione delle risorse sociali, professionali ed economiche territoriali disponibili, la definizione ed un reciproco riconoscimento del ruolo che i diversi soggetti e parti sociali svolgono nell`ambito di una più complessiva e organica politica di lotta all`esclusione sociale ed infine attraverso la promozione di una cultura d`impresa che riconosca una funzione strategica, per l`affermazione del ruolo sociale, all`utilizzo di strumenti di misurazione della soddisfazione dell`utente, anche attraverso la partecipazione diretta dei cittadini al monitoraggio e attraverso la sperimentazione di nuove modalità di erogazione e fruizione dei servizi e di organizzazione del lavoro che consentano la valorizzazione di tutte le diversità (in particolare della diversità di genere) e offrano a tutti ed a tutte pari opportunità di accesso ai fattori di sviluppo personale, sociale e professionale, e, in particolare, incentivino la partecipazione femminile al mercato del lavoro, incoraggiando la condivisione delle responsabilità del lavoro domestico e di cura tra uomini e donne e ricercando soluzioni che agevolino la riconciliazione dell`impegno familiare con quello lavorativo, a partire da iniziative e programmi relativi alle politiche dei tempi e ai sistemi degli orari già sperimentati in molti dei comuni.
Un ulteriore obiettivo è la messa a punto di innovative metodologie, tecniche e strumenti di controllo e misurazione delle performances delle imprese sociali, una puntuale mappatura delle buone prassi progettate e sperimentate a livello locale, nazionale e comunitario, attribuendo una importante valenza alla progettualità transnazionale che sarà realizzata nell`ambito del progetto, promuovendo e sviluppando trasversalmente alla rete che parteciperà alla partnership di sviluppo una specifica cultura e competenza progettuale.
Particolare attenzione sarà inoltre posta alla definizione di efficaci strategie di `mainstreaming` che sappiano valorizzare l`importante rete di istituzioni locali presenti nel partenariato di sviluppo (Amministrazione provinciale di Milano e alcune decine di Amministrazioni comunali della provincia) sperimentando prima e recependo poi i modelli di intervento sperimentale che saranno realizzati.

La strategia di intervento integrata realizza azioni in differenti aree: azioni di sistema, azioni di servizio, azioni territoriali, azioni di controllo, In ogni area di azione sarà prestata attenzione a garantire un approccio alla diversità di genere, all`accessibilità di cittadini disabili, attraverso la valorizzazione delle loro organizzazioni di loro rappresentanza aderenti PS.
Le linee di intervento sono così articolate:
Implementazione rete tra partner
Tra i partner è diffusa l`esigenza di implementare e consolidare la rete attivata con la costituzione dell`Associazione agenzia di cittadinanza, al fine di rendere tutti i soggetti locali partecipi delle finalità e coinvolgerli nello studio e sperimentazione di forme di intervento per garantire la tutela dei diritti di cittadinanza delle persone in difficoltà, di iniziative integrate a sostegno dell`economia sociale, di azioni di programmazione negoziata a livello locale tra i diversi attori pubblici e privati del sistema sociale.
Mappatura territoriale dei bisogni e delle risorse
Il progetto prevede la rilevazione dei bisogni delle imprese sociali e dei bisogni delle persone, con l`obiettivo di fornire al sistema misto territoriale tutte le informazioni necessarie per adeguare il sistema di welfare locale, per orientare l`attività delle imprese sociali verso la crescita di attività in risposta ai bisogni sociali emergenti e ai programmi locali di sviluppo e la mappatura delle risorse territoriali esistenti in termini di servizi, enti - istituzioni - organizzazioni locali, risorse strutturali, professionali, umane ed economiche, per far conoscere le punte di eccellenza delle imprese sociali ai cittadini e ai soggetti che svolgono la funzione di orientamento.
Servizi alle imprese sociali e sostegno per qualificazione dei servizi
Si vuole promuovere la sostenibilità delle imprese sociali, il loro sviluppo e rafforzamento per favorirne efficacia, efficienza, capacità imprenditoriale sul piano economico e sociale e migliorare la qualità dei posti di lavoro all`interno delle imprese stesse, attraverso un sistema di rete di servizi integrato, in grado di fornire servizi e consulenze, favorire lo sviluppo e la promozione delle imprese che inseriscono persone svantaggiate e che erogano servizi per il loro reinserimento sociale, lavorativo e abitativo.
Il miglioramento della qualità delle imprese a livello organizzativo, gestionale e professionale, delle figure caratterizzanti la cooperazione sociale (socio lavoratore, socio volontario e dirigente), la misura e il valore del benessere prodotto per la comunità (bilancio sociale) e l`acquisizione di strumenti di ricerca e utilizzo di finanziamenti provenienti da fonti diverse avverranno con servizi di consulenza, informazione e formazione alle imprese, in funzione di un processo di empowerment.
Il sistema integrato aiuterà le imprese ad individuare e sviluppare nuove nicchie di mercato perché queste possano creare nuovi servizi, nuovi posti di lavoro, riqualificare gli operatori occupati, potenziare l`offerta del sistema dei servizi.
Supporto alla programmazione negoziata
Scopo della linea è l`individuazione di nuove tipologie di rapporto tra sistema pubblico, imprese sociali e sistema privato profit, volte al superamento dell`appalto, alla sperimentazione di modalità di programmazione negoziata alla luce della legislazione emanata negli ultimi anni su enti locali, servizi sociali e sociosanitari, cooperazione sociale, patti territoriali, e forme di gestione dei servizi pubblici, valorizzando l`esperienza maturata in materia all`interno della rete.
Si vuole contribuire alla realizzazione di piani di sviluppo locale, sperimentando nei territori attraverso l`utilizzo di strumenti, attività, risorse, tempi specifici per ogni zona
Sistema di gestione della conoscenza
Lo sviluppo di un sistema di gestione della conoscenza a supporto del progetto mira ad facilitare la comunicazione, lo scambio e il confronto tra i partner e veicolare la visibilità e la diffusione dei risultati del progetto.
Il sistema si attua attraverso lo sviluppo di un portale istituzionale ed orientato, articolato in più aree (riservata, pubblica) con attivazione di:Forum on-line, NEWS/NEWSLETTER; rete permanente di operatori di impresa sociale / ricettori, realizzazione e divulgazione controllata di indicatori di bisogno.
Sistema di monitoraggio, controllo, verifica e valutazione
Il sistema di monitoraggio, controllo, verifica e valutazione sarà realizzato con metodologie, strumenti e tecniche di Program Management (PM).
La gestione operativa del PM ha per scopo di pianificare, coordinare e controllare le risorse assegnate al progetto e la coerenza tra risultati parziali e finali dell`iniziativa con obiettivi ed attese del progetto stesso.
L`attività è affidata a Sodalitas, partner che non ha compiti gestionali, che la svolgerà attraverso volontari, indipendenti e competenti.
Essi intervengono negli ambiti territoriali per verificare, monitorare e indirizzare risorse, attività e tempi per il controllo dei contenuti e sincronia fra tutte le parti del progetto.
E` stato sviluppato un set di parametri/indicatori specifici e codificati con cui poter misurare il grado di efficacia dei risultati delle attività e di allineamento agli obiettivi di partenza; esso sarà la piattaforma per il controllo di gestione operativo dell`intera iniziativa, articolato e personalizzato per singolo socio partecipante.
Diffusione e trasferibilità di modalità e stile del PM ai componenti della P.S. sono obiettivo strategico del progetto e ciò servirà ad impostare, gestire, monitorare successive iniziative di imprenditoria sociale atte a garantire il benessere dei cittadini/utenti.
Attivazione di un partenariato transnazionale
Rispondendo alla strategia della iniziativa comunitaria il progetto ha attivato un partenariato transnazionale con tre paesi : Francia e Grecia e con un altro partner Italiano.

Innovation

L`innovazione nell`ambito dell`intervento e` prioritariamente orientata al contesto e ai processi.
Per quanto riguarda il contesto, il progetto intende promuovere, per la prima volta sul territorio della provincia di Milano un percorso, legato a concreti obiettivi di sviluppo locale, di avvicinamento e integrazione delle competenze e delle esperienze già presenti. Un processo che intende consentire l`interazione tra prospettive diverse, culture diverse della solidarieta`, dei servizi, dell`impresa in generale e dell`imprenditoria sociale nello specifico.
Si tratta nei fatti della prima proposta per la creazione di una rete forte territoriale su un tema effettivamente emergente ma, in diversi modi, secondo approcci differenti, affrontato e analizzato attraverso anni di lavoro e di sperimentazione in un contesto `mobile`.

La PS non assume comunque la veste del `patto territoriale` pur avendone, nei tratti distintivi le caratteristiche, essa intende, attraverso l`esperienza di un accordo finalizzato a obiettivi specifici legati alla creazione di servizi e al sostegno dell`imprenditoria sociale definirsi come `LABORATORIO DI SPERIMENTAZIONE` che possa, produrre modelli di intervento, prassi innovative di approccio al tema della solidarieta` sociale, buone prassi, metodologie di progettazione, criteri e strumenti per l`incontro pubblico e privato, dati e analisi di dati per leggere le dinamiche del mercato.

La PS avvicina, in un`ottica di integrazione, le prospettive, le esperienze e i `poteri` di intervento, di impatto, di `presa di decisione`, di mainstreaming di tutti i soggetti coinvolti nel sostegno dell`economia sociale.

L`innovazione orientata ai processi va letta invece come innovazione di tipo strategico-funzionale e parte dal presupposto che il rapporto mezzi/fini nella realizzazione di servizi per soggetti deboli debba essere coerente.
Le imprese private avendo finalità lucrativa creano presupposti di redditività trasformando i soggetti in oggetti, sono concorrenti rispetto alle risorse scarse e non accumulano e distribuiscono sapere se non in termini di appropriazione privata.
Il settore pubblico attraverso la trasformazione del diritto in diritto di accesso con la creazione delle aziende crea un quasi-mercato che lavora in termini di monopolio ed e` finalizzato al consenso politico. Le imprese sociali sono le uniche a garantire la reciprocità bilanciata dello scambio. La prospettiva nuova e` proprio quella di impattare sulla modifica della relazione tra strutture politico-istituzionali, soggetti privati, soggetti del privato sociale nella definizione dei bisogni, nella condivisione dei dati rilevati e nella costruzione di una `risposta offerta` che sia congiunta, condivisa, negoziata, etc.

Dal punto di vista degli obiettivi il potenziale di innovazione dell`intervento sta nell`insieme di servizi che saranno istituiti o incrementati sul territorio.

Agreement Summary

Appare naturale conferire al progetto un`adeguata organizzazione e divisione dei compiti, articolata su più livelli che abbia al suo interno competenze e risorse necessarie per raggiungere le finalità e gli obiettivi del progetto stesso. Tale struttura organizzativa si presenta come organismo funzionale per tutta la rete, al fine di conseguire al meglio l`obiettivo assegnato al progetto e alla costruzione dell`Agenzia di cittadinanza. L`ipotesi della struttura si articola a diversi livelli che da un lato garantiscono la partecipazione di tutta la rete di partner alle scelte e dall`altra consentono un`efficace organizzazione di tutte le fasi del progetto; in particolare si prevede: un livello politico istituzionale regolato dallo statuto dell`ATS sottoscritto dai partner, la cabina di regia, la direzione tecnico operativa e la struttura territoriale (allegato1)
4.1 - Struttura politico istituzionale
Comprende l`Assemblea dei partner (v. statuto, art.6.7.8.9.10), il Comitato Direttivo (id. art.11), il Presidente (id. art. 12), il Collegio dei Revisori (id. art.13), il Comitato Scientifico.
L`Assemblea è la struttura democratica della rete con capofila Caritas Ambrosiana. Ha il compito di garantire la partecipazione diretta di tutti i partner, con particolare attenzione alle piccole organizzazioni. L`assemblea è il luogo dove, attraverso l`incontro e il confronto dei molteplici soggetti della rete, vengono definiti gli orientamenti e le linee di indirizzo strategiche che il direttivo dovrà tradurre in proposte opeative.
Il direttivo, presieduto dal Presidente e Legale Rappresentante dell`ATS espressione del Capofila, è composto dai rappresentanti designati dalle `famiglie/gruppi omogenei di partner`. Opererà a livello strategico ed avrà funzioni di indirizzo, di governo della rete, di coordinamento dei soggetti appartenenti alla partnership e di interazione con le realtà e gli interlocutori esterni.
Il collegio dei revisori ha il compito di vigilare sulla corretta tenuta della contabilità e sulla coerenza del bilancio ai dati contabili, secondo i principi previsti per gli organi di controllo.
Il comitato scientifico, composto da rappresentanti del mondo accademico, esperti di aree di interesse del progetto, delle politiche sociali, del lavoro e dello sviluppo economico, dell`imprenditoria sociale, della formazione e della transnazionalità, avrà un ruolo di supporto dello svolgimento e dell`evoluzione e rappresenterà un ambito privilegiato di confronto e di elaborazione sulle prospettive del welfare a livello nazionale ed europeo.
Caritas Ambrosiana, per la funzione svolta all`interno della rete sin dall`inizio della progettazione e per l`esperienza dimostrata nella gestione di progetti comunitari, è stata individuata come capofila, e in questo ruolo avrà il compito di mantenere i rapporti con le Amministrazioni referenti per conto della neocostituita ATS, e di assicurare la gestione organizzativa, contabile, amministrativa e finanziaria del progetto.
Nell`esecuzione di questa funzione la Capofila realizzerà un sistema contabile distinto e correlato alla contabilità generale, che consenta di dimostrare la congrua ripartizione dei costi indiretti di progetto e di funzionamento tra le diverse attività svolte. Realizzerà tutte le procedure necessarie per assicurare la certificazione periodica delle spese in base alle indicazioni che verranno fornite dall`Ente referente. Per l`espletamento di queste funzioni Caritas Ambrosiana si avvarrà di risorse interne all`ATS coaudiuvate da consulenze tecniche specialistiche.

All`interno dello statuto dell`ATS è stata definita la suddivisione delle responsabilità per l`esecuzione materiale per ciascuna delle diverse azioni approvate (cfr. 5.14), valorizzando le organizzazioni aderenti all`ATS, per la loro esperienza e professionalità, per il loro radicamento territoriale, per l`equo rapporto `qualità/prezzo`, per la capacità di attrarre risorse aggiuntive e di garantire continuità al progetto. In particolare è stata data priorità al no-profit, e alle loro organizzazioni di secondo livello, e in seconda istanza al profit orientato allo sviluppo del Know-how del no-profit.
L`assetto organizzativo del progetto ha posto particolare attenzione alla definizione di un sistema di gestione della conoscenza che consenta la massima diffusione dei risultati sia all`interno della rete dei partner locali, che in ambito nazionale e transnazionale. Questo sistema, strutturato in modo tale da essere facilmente fruibile ed accessibile, sarà lo strumento principe, anche se non esclusivo, per diffondere, pubblicizzare, e rendere di dominio pubblico i prodotti, gli strumenti, le metodologie sperimentate nel corso del progetto e per realizzare l`opera di diffusione dei risultati che man mano verranno perfezionati. Riteniamo, infatti, che l`azione di mainsteaming passi in larga parte attraverso una capacità di rendere comunicabile e condivisibile l`esperienza e le elaborazioni prodotte in corso d`opera. Il coordinatore di quest`area ha seguito tutte le fasi della progettazione dell`azione 2 e fa parte a tutti gli effetti della cabina di regia.
4.2 Cabina di Regia
E` la struttura con compiti strategico-operativi del progetto e vede la partecipazione del Presidente dell`ATS, del Direttore Operativo, di alcuni partner tra i quali l`Associazione Agenzia di Cittadinanza, la Provincia di Milano e Sodalitas, infine i coordinatori delle quattro aree tematiche: Buone Prassi, Servizi alle Imprese Sociali, Transnazionalità e Gestione della Conoscenza.
4.3 Livello operativo gestionale
Il livello operativo gestionale si suddivide in due ambiti: La struttura centrale e le strutture locali corrispondenti alle aree territoriali sperimentali. La struttura centrale avrà la propria sede a Milano in Via Montecuccoli n.21 (sede legale) e in Via San Bernardino 4 (Sede Direzione). La struttura centrale è composta da un Direttore operativo, coadiuvato da una segreteria generale e amministrativa e dal coordinatore del Monitoraggio, e dai coordinatori responsabili delle quattro aree tematiche previste dal progetto.
La struttura centrale ha il compito di eseguire le direttive e gli indirizzi del livello strategico decisionale, attiva, coordina e governa il processo operativo del progetto, coordina le sedi territoriali, risponde del buon funzionamento delle sperimentazioni territoriali e individua gli strumenti adeguati per rendere efficaci gli interventi. La struttura centrale ha anche la funzione di rafforzare la partnership, favorire l`individuazione delle buone pratiche sperimentate nel percorso dell`Agenzia a livello centrale e locale, confrontarle e condividerle in ambito europeo. La struttura centrale, individuati i bisogni e le risorse della rete a livello centrale e locale, mette a disposizione le risorse disponibili al proprio interno e, qualora necessario, attiva quelle del comitato della rete dei servizi.
Le strutture locali corrispondenti alle aree territoriali sono costituite dai soggetti della partnership che agiscono in quel determinato territorio anche valorizzando forme di sussidiarietà: gli enti locali, le imprese sociali, i servizi all`impiego, il sistema formativo, il sistema profit.
Per ogni area territoriale è previsto un operatore territoriale con la funzione di agente di sviluppo e di animazione del territorio, di mediazione e di manutenzione delle reti locali e di collegamento con la rete provinciale. Sarà coadiuvato da una segreteria, da una o più risorse fornite dagli enti locali del territorio, da un consulente volontario di Sodalitas per seguire i processi e le azioni.
La struttura locale attua sul territorio di competenza le strategie decise dalla Cabina di Regia in sintonia e in coerenza con le indicazioni operative definite dalla Struttura Centrale. In particolare contribuirà alla definizione dei piani di lavoro territoriali per la realizzazione delle sperimentazioni locali, a partire dalla raccolta dei bisogni e delle risorse, individuazione di soluzioni, attivazione delle risorse del progetto, verifica e valutazione dei risultati. L`operatore territoriale svilupperà un confronto con le figure del monitoraggio coordinate da quella centrale e relazionerà al responsabile generale, del buon andamento delle azioni.

Beneficiari del progetto saranno il sistema delle imprese sociali e il sistema dei servizi alla persona, messi in grado di favorire l`inserimento sociale e lavorativo delle categorie svantaggiate, già loro utenti, e di allargare e migliorare la qualità dei servizi offerti.
Come abbiamo già indicato al punto 5.4 le caratteristiche del fenomeno di sviluppo delle imprese sociali nel territorio è variegato, ma il progetto qui presentato individua come suo punto forte la capacità di collaborazione e scambio di esperienze nell`ambito della PS, oltre alle organizzazioni che pur non facendo parte della PS sono parte della rete socio-economica di riferimento. Realtà di imprese sociali molto piccole collaborano ormai da molto tempo con realtà più importanti e da più tempo radicate sul territorio e con organizzazioni di secondo livello (consorzi). La rete attivata ha permesso di verificare che sono già in atto assunzioni di responsabilità individuali e collettive tra gli attori coinvolti e che la sensibilizzazione alla necessità di rafforzamento dell`impresa sociale è già diffusa. Il processo di coinvolgimento dei beneficiari si attuerà dunque attraverso l`utilizzo e la valorizzazione delle reti esistenti, il decentramento territoriale degli interventi nelle realtà locali già facenti parte della rete, l`utilizzo dei servizi di consulenza e/o formazione offerti dai partner in relazione alle specifiche competenze evidenziate.
Le stesse motivazioni che hanno portato alla scelta dell`asse imprenditorialità ed in particolare degli ambiti di intervento finalizzati alla sostenibilità delle imprese e delle reti, già in parte presenti nell`economia sociale del territorio, la scelta di sviluppare e supportare la qualità delle imprese sociali finalizzando il miglioramento delle stesse alla garanzia dei posti di lavoro già esistenti, all`apertura di nuovi sbocchi professionali per persone in gravi condizioni di svantaggio sociale, la scelta di operare in funzione del miglioramento della qualità dei servizi offerti da ogni singola impresa sociale, permettono di ipotizzare un positivo coinvolgimento dei beneficiari del progetto.
La partecipazione al progetto di una grande varietà di organismi permette di prevedere la reale messa in atto di azioni di sistema e di azioni di sviluppo e rafforzamento delle imprese sociali già esistenti ed apre ad un cauto ottimismo sulla fase di realizzazione concreta delle azioni previste nelle successive linee di intervento.

Il coinvolgimento dei partner sarà garantito con una struttura organizzativa orientata a garantire tali processi attraverso la realizzazione di tre diversi livelli: uno strategico-decisionale, uno operativo-gestionale ed uno di controllo e monitoraggio.
Al primo livello è garantita la partecipazione diretta di tutti partner, attraverso l`Assemblea dei Soci della PS, orientata alla definizione delle linee di indirizzo strategiche. Qui avviene l`incontro tra le diverse tipologie di enti ed organizzazioni che partecipano alla rete, il confronto e la delega alle organizzazioni che partecipano all`organismo direttivo dell`ATS, il Consiglio Direttivo, nell`ambito del quale sarà individuato il rappresentante legale. La funzione del C.D. sarà quella di gestire il `governo` e di coordinamento generale della rete, di promozione dell`interazione tra i diversi gruppi, enti ed organizzazioni che la partecipano, oltre che alla definizione dei rapporti con i partner esterni alla rete.
Al livello operativo-gestionale compete la traduzione operativa delle indicazioni strategiche del livello strategico, della definizione e del governo dei piani di lavoro nelle diverse linee di intervento, del coordinamento e della gestione amministrativa del progetto. Tale livello si realizza attraverso una struttura centrale e quattro strutture locali, una per ogni territorio di sperimentazione. Competenze del livello centrale il coordinamento generale e la gestione amministrativa del progetto, la gestione della trasnazionalità, la definizione dei piani generali di intervento, la gestione della comunicazione e della diffusione delle buone prassi, la gestione dei rapporti con il C.D. dell`ATS. Il livello periferico avrà la competenza per quanto attiene la definizione dei piani di lavoro territoriali per la realizzazione delle sperimentazioni locali in termini di raccolta dei bisogni e delle risorse, sperimentazione delle soluzioni, verifica dei risultati, manutenzione delle reti locali, connessione tra le reti locali e la rete provinciale.
Sarà costituito uno specifico `Comitato scientifico` a supporto dello svolgimento del progetto, allo scopo di garantire un ambito privilegiato di confronto ed elaborazione anche di livello accademico.
Per le funzioni di monitoraggio, controllo, verifica e manutenzione, sarà istituito un apposito staff di `Program Management` fra i partner del progetto coordinato da Sodalitas, che avrà la funzione di controllare pianificazione, coordinamento e gestione delle risorse, risultati parziali e finali dell`intera iniziativa affinchè siano coerenti con le attese. Lo staff riferirà periodicamente al coordinatore generale del monitoraggio che produrrà i report di monitoraggio necessari alla Direzione Operativa che li sottoporrà al CD e per la valutazione dell`andamento delle attività anche proponendo eventuali correttivi.
