The present changes in the Labour Market (marked flexibility and mobility, the demand for new professional profiles, etc.) and the changes of the development model in our country are linked to the Welfare State crisis, dictated by economical factors (public cost for no longer dilatable services), social factors (reduction of consensus and legitimating of assistance) and technological ones (globalised development).Furthermore, the progressive molecularisation of the individual and of social dynamics, is becoming the main motor of the new social arrangement; however, this `molecularisation`, due to the lack of a suitable political counterbalance and of an intermediate representative, can contribute to destroy aims, individual and group behaviours and therefore can become unmanageable. The crisis of the process of connection and the loss of focus towards the value of equality and support increase the need for social integration, on the other hand they give to the family a decisive role in the model of the Italian social-economic development.An interesting point is the outline of a new society model, the - Welfare Community -, based on the needs of the `third generation` (relationship quality, a sense of belonging to the community, demand to value ones own resources and to actively integrate into society). On the other hand, we witness the establishing of the Third Sector and of the social economy: these are infact not only precious means to favour social inclusion of the weakest individuals, but they represent above all a remarkable motor for the development of today`s society, because they value unexplored resources, new skills and left over strengths.Italy shows an investment of resources in the Third Sector according to PIL(National Gross Product), rather modest compared with the one of other industrialised countries (Italy: 1,2%; Japan: 3,5%; Germany: 3,5%; France: 3,5%; USA: 6,3%).In spite of this, the percentage of employed people in the Third Sector in Italy underlines the ability of the social economy so that to create employment within an entrepreneurial way of thinking (Italy: 5,5%; Japan: 4%; Germany: 4%;France: 4%; USA: 15%). Based on what said, it is clear that the Third Sector and the social economy take on a necessary role to guarantee the transition to the Welfare Community and self sufficient development, offering in this way concrete answers to the weakest individuals in the Labour Market.Situation at present in CampaniaThere is a big gap between the Campania region and the rest of the country regarding the `key indicators` taken over by the Community Support Framework as basis of its strategy.A similarly worrying situation is the one that considers the `key indicators` related to work and to the social system. The participation of people to the labour market and the ability to offer a regular job, retain very modest value respect to the national average. Another link to social-economic development is due to the insufficient legal environment and social cohesion: the level and the dynamics of murderers are still high and the lack of social cohesion is shown in school drop outs (8,1% in secondary and higher education against the national average of 6,7%). Also, the region shows a consistent delay in service development skills, above all concerning the offer of these services to the community and residents. Discriminant factorsFrom the previous analysis it is evident that access to the labour market has become selective; it favours only those who are able to adapt their employability according to market changes and who are able to overcome the obstacles originating from objective factors (age, sex, education, income), subjective (where a social problem exist) and local ones.The existence of objective and subjective obstacles in local area of reference it can lead, certain social groups, to permanent exclusion from the labour market. Particularly, there are: high unemployment rates (above all amongst young people aged 15-24); widespread of irregular jobs; constant social problems; widespread presence of low educated workers; high schooling drop outs; scarce participation of women to the labour market.Identified causesWith relation to the identified discriminate factors, the causes are to be looked for in:a) Lack of infrastructure on a quantitative and qualitative level. b) Insufficient security measures for the development (crime).c) Lack of guidance, training, tutoring and support services aimed to social-working inclusion for the weakest individuals on the labour market. d) Little dissemination of technology and innovation within the enterprise system. e) Lack of co-ordination and co-operation between Research and Training Bodies - private and public - and of the productive system. f) Little inclination of enterprises to invest in Research & Developmentg) Less resources for technology transfer and connection.h) Low accumulation rate (insufficient investment dynamics) within the productive system and fix social capitals. i) Reduction and fragility of the regional productive sector (industry, farming and services), along with low inclination towards associative behaviours. j) Insufficient development of the services for production. k) Many things untold..l) Little ramification of the rural economic system and high level of under-employment in the farming sector. m) High difficulties and costs for accessing credit. n) Low level of capitalization and self-financing in the Small and Medium Enterprise system.o) Serious delays regarding the Public Administration Reform. In this context the risks are linked to the impoverishment of the human capital; to the loss of competitively with reference to countries with a low labour cost; to the exclusion from the dissemination, knowledge and technology processes; to the inability of Public Administration to sustain the development process;People involved People involved are: long term unemployed; young unemployed (aged15-24); asylum seekers; psychic disabled; drug abusers and ex drug abusers; homeless; convicts and ex convicts.Estimated development- Establishing of the welfare community, stable connections, with an increasing role for the Third Sector and for the social economy, in planning and implementing services for the individual and the community.- Implementation of integrated systems for programmes and services for employment, from the `Workfare` point of view.- Potential reduction of the level of public funding aimed to Objective 1.- Higher regulation of the disclosure process of the service by Public Bodies.- Overall increase of social economy, with regards to contribution to PIL(National Gross Product) and to employment.Possible solutions- To implement integrated systems for services for employment aimed to labour inclusion for the weakest individuals on the market. - To recognise and promote the role of the Third Sector and of the social economy in the process of local development, of job creation and training for work. - To increase investments in training (define new training models; tutoring for entrepreneurship`s process; new professional profiles in the services for employment) - To research new ways of integration between profit and non profit sectors - To promote quality and technological innovation in the Third Sector and in the social economy

Objective

JOB AGREEMENT`s general purpose is to start, in the reference territory, a mechanism of development and promotion of the active politics of the Labour Market fighting and preventing the unemployment, facilitating the reintegration in the Labour Market and upholding the insertion in the professional life of young people. The action of the DP intends to innovate the relationship between the social- and the job politics through a global approach to the problem of the access and the permanence in the job world. This approach includes the promotion of social enterprises, the development of orientation services, the training and the support to the process of socio-working inclusion, the agreement among: public institutions, third sector organizations, enterprises, with the aim to define a strategy for the development of the human capital and the territory. General and specific objectives are exactly the same as indicated in the previous Form for Action 1. From the operating point of view, such finality will be pursued through the development of a Centre for the Employability and the Social Development, already constituted by `La Tenda` and other partners included in the DP. It represents a meeting point for the development of the social economy and the Third Sector, which are both occupational areas of remarkable potentialities. The Centre aims to favour and to stimulate a different attitude towards the job, and it realizes actions and services which combine the principle of the cooperation with the flexibility and the self-entrepeneurship required by the Labour Market. The Centre promotes the Quality System in the Third Sector and in the Social Economy, stimulating and accelerating the processes of growth and development. The innovation of the proposal lays in the global and integrated approach which the Centre is inspired by. As a matter of fact, it puts at the public subjects, the social enterprises and the small enterprises` disposal; it includes and integrates different actions (from the formation to the technological innovation) and subjects (profit and no-profit, social agencies and person, volunteering and enterprise). Therefore, through the mediation of this new social subject, an added value, concerning new services and the growth of the social solidarity, is produced. The solidarity conceives the inclusion as a resource and a factor for the development of the community.
The Centre will develop: a) a School of Formation for new Social Professional Figures, which realizes activities previously included in the `Training` area; b) a `Web Farm`, that`s a workshop for training, which promotes the use of the ICT technologies and realizes activities (self-training, distance learning, tele-job, filing, e-marketing, etc.) previously included in the `Technology Innovation` area; c) an Agency for the Local Development, which offers services for the development of the local communities. It also develops an action of social intermediation to integrate social-, formative- and job politics, as well as public and private subjects in the partnership`s action. This is an important condition to assure the continuity and the spreading of the project`s effects within the end of the Initiative Equal; d) Events and products for the communication and the divulgation. It is intended to develop and to experiment a model of social communication whose aim is to transfer the know-how and to individualize and exchange the best practices - from the benchmarking point of view - in the struggle against the discrimination and the exclusion from the Labour Market. Such model is decisive in favouring the processes of horizontal and vertical mainstreaming.
JOB AGREEMENT addresses its own intervention towards three typologies of target groups:
- the socio-assistance, formation and job systems (involving - in a logic of vertical and horizontal mainstreaming - the other key actors of the territory, which are not part of the DP);
- the operators of the Third Sector, the employment, assistance, formation and social services, which are able to lead the processes of socio-working inclusion for the discriminated people in the Labour Market;
- the beneficiaries, especially the men and women belonging to particular categories (unemployed, addicts and former addicts, prisoners and former prisoners, roofless people, homeless, psychic disabled people, minors and drop-out young people).
The project develops as from the results of the experimentations realized during the Occupation Community Initiative.
In that occasion, the reference subject, with the other members of the DP, has activated services for the three mentioned target groups. It has developed an action of intermediation among the different actors of the DP, as well as among these latter and the final beneficiaries (disadvantaged subjects). It has also operated as a focus point of new occupational opportunities for the weakest subjects in the Labour Market, promoting the birth of social and small enterprises.
Another point of strength of the adopted strategy is the highly diversified structure of the DP, concerning the typologies of the involved subjects. This allows the attainment of the purposes for the realization of an integrated system for the employment services, especially for the weakest unemployed people in the Labour Market. The management of the remarkable consistence of the DP is guaranteed from the organizational structure (described in the Cooperation Agreement), which has been adopted by the DP during the Action 1:
a) the Assembly, composed by all the partners. Its function is to promote the active participation of all the organizations, as well as to point out the general purposes and the strategic orientations of the whole action. The partners meet at least once a year and anytime it is necessary for the attainment of the project`s finalities.
b) The Steering Committee defines the action`s guide-lines. It implements and continually improves the management of the project with the purpose of answering, in a suitable way, to the Council`s objectives. The Steering Committee guarantees the coherence of the actions with the mission of the project. Its members meet at least four times a year and anytime it is necessary to the attainment of the project`s finalities.
c) The Institutional Committee. It doesn`t have executive power but only an advisory and political function in the relationships with the institutional parties. It cares the transfer of the project`s effects to the institutional level (mainstreaming). Its members meet at least once a year and anytime it is necessary to the attainment of the project`s finalities.
d) The Reference Subject has the DP`s legal representation. It coordinates all the activities, it defines, implements and continually improves the management of the project with the purpose to adequately realize the project`s objectives, according to the Steering Committee`s directions. It also guarantees the coherence of the expenses regarding the project`s realization and its state of advancement. The reference subject has the administrative responsibility of the whole project proposal and it establishes the management criterions concerning the financial, administrative and bookkeeping flows All the partners must follow the accounting and the certification of the expenses established by the Subject. Aiming to the realization of the aforesaid assignments, it creates an operational structure individualizing a project management.
The general strategy of the project is founded on the recognition of the central role of the Third Sector subjects and of the social economy in the processes of formation and socio-working introduction of the disadvantaged subjects.
In the application form for the admission to the Action 1 has been supposed the constitution of an associated DP. Even though persisting all presuppositions as such supposition has been expressed (in fact the structure looks like similar to a company ) it has been preferred the option of Cooperation Agreement . The main reason is the presence of Public authorities in the PS , as they take very long time for getting such decisions ; on the other hand other reason concerns the choice of making a this decision - that it is still a partner`s objective- during the life of the project: the constitution in associated way of the DP takes on the value of a result to reach and offers starting points for the evaluation of the project`s progress.

JOB AGREEMENT tries out different levels of innovation: a) Innovations related to the objectives· Identification of new training profiles in tutoring processes for work integration of the weakest individuals on the Labour Market: tutor for work, social managers, mentor, tutor of technology.· Development of new employability areas, by promoting, incubating and guiding towards the establishment of social enterprises and small enterprises.b) Process and context innovations: · Stable integration between social and work politics by trying out new integration procedures aimed to a global approach for access and permanence in the Labour Market for highly discriminated individuals.· To widen access to information for the weakest individuals on the Labour Market. Infact, the Partnership promotes specific actions for the dissemination of linguistic competence and of new technology for communication and mainstreaming, to favour the development both of the social enterprise and small enterprises. The dissemination of information technology, to the disadvantaged beneficiaries of the project, represents not only higher access to information but also another employment opportunity in the sector of the external services for the enterprises (processing and management of web sites, graphic, planning and management of databases and companies` networks).· To reach a sustainable development at local level, which includes employment development, economic and social development. The DP aims to downstream the work-inclusion process of the weakest individuals on the Labour Market, to promote social and small enterprises. The presence, within the DP, public administration and for profit enterprises favours the sustainability of such initiatives. · Dissemination of legal and entrepreneurial arrangements. The comparison with other European systems, (carried out in the Transnational work) with regards to the legal framework in favour of entrepreneurship and social economy, is a starting point to propose innovations with regard to legal arrangements, national and regional. · The project is based on a general strategy, active and circular, which, as an alternative to methodological approaches based on a rigid and linear temporary succession of the processes, favours interrelation, integration and the simultaneity of the multidisciplinary and complex actions. Also, the approach to DP is innovative (made up of different kinds of partners), its ramificated feature makes it possible to develop the established actions simultaneously and in a complete way on different levels (social, legal, economic, training and psycho-educational).

The project is aimed to different target groups: on one hand social and medium enterprises, beneficiaries of the programmes and guidance services, consulting and training; on the other hand various kinds of individuals at risk of exclusion and/or victims of discrimination on the Labour Market (drug abusers, ex drug abusers, convicts, ex convicts, minor drop out, unemployed, homeless, asylum seekers etc.) these are beneficiaries not only of the programmes directly established by the project but also of the positive impact produced by the project itself with regards to quality and quantity of employment relapses. The project`s structure requires a close and unbreakable correlation between the beneficiaries and those who carry out the project. In this process it is clear that the success of the project depends particularly on the ability and opportunity of participation of the people involved. In practice, this involvement relates to:· The planning phase, through the analysis of the needs of both the disadvantaged and the workers;· The developing phase, through an active participation in achieving the services for the beneficiaries;· The evaluation phase, through co-operation in verifying the relation of the actions carried out to the identified needs. With regard to the beneficiaries` role, their involvement does not only represent a chance to verify the effective response of the programmes carried out but, it represents an observatory for the new surfacing phenomena of exclusion and discrimination in the Labour Market. The choice to adopt the Co-operative Learning as a methodology of reference, and therefore to use resources such as shared planning groups, empowerment groups, plenary meetings, numerous entrepreneurship groups (n.e.g.), is linked to the real willingness to maximise the involvement of the beneficiaries in the decision making and setting up process of the project, so that to ensure efficiency and effectiveness at the same time.

The involvement process has been divided in 5 phases, that allow to describe more rationally the subdivision of responsibilities among the different partners. The DP has no lucrative objectives and accepts that the project outcome may be shown around, advertised and publicly made known.
The partners agree to sustain each other with their know-how and connections network.
The DP has found its referent in `La Tenda`, appointing and recognizing it as the sole interlocutor of Administration Authorities and consequently as the sole receiver of public funding. The administrative and financial manager is therefore `La Tenda`.
To ensure active and fully appointed participation to all partners (including smaller organizations) the DP has proposed the following organizational layout:
- The Conference includes all the partners and promotes active participation of all the organizations, and indicates the general line and strategic direction of the project.
- The Steering Committee (SC) defines the action guidelines, implements and improves on the project management to adequately respond to the Conference objectives. The SC guarantees coherence of actions and aims of the project.
- The Institutional Committee has no executive powers, but has consulting and political relationships with Authorities, taking care of mainstreaming.
- The Referent represents the DP on a legal level; takes on coordination of all activities; defines, implements and improves on the management of the project in order to respond to the project aims according to the SC guidelines; guarantees coherence of expense. Takes on the administrative responsibility of the whole project and fixes management criteria of the financial, administrative and accountancy flows to which the partners must conform. To carry out its tasks, the Referent sets up a project management.

Each partner contributes to co-finance the project and manages a separate accountancy concerning its specific activities.
The Referent, for its relationship with National and Regional Authorities, carries out all necessary reports and certification of expenses.
The Referent has great experience in the management of public funding, plus partnership organizational and know-how skills, also on a transnational level.

La Tenda `Solidarity Centre` is a not for profit organisation established in Salerno in 1981 and aimed to promote the social development through solidarity and helping people in self-promotion. During the last few years the Centre has carried out networking actions (at local, national and at European level) regarding the start up of programmes with the objective to promote social co-operation, from an entrepreneurial point of view. The privileged beneficiaries of these actions are: drug abusers and ex drug abusers, minors at risk, ex offenders, people with mental health problems, unemployed, social workers, and asylum seekers. Nowadays La Tenda is a permanent observatory upon social changes, acting as:
- a development and social inter-mediation agency, through networking with Institutional and Public Bodies, SMEs, Third Sector organisations, Universities and training agencies;
- an organisation providing services across the community and targeted to people in needs;
- a promoter for new employment opportunities through social enterprises.
The services set up refer to three areas of intervention:
the services set up are:- psychopedagocical services, with diversified modular educational programmes dealing with starting up working integration;- social-health services; - training services with specific and permanent or short courses for the tutors in the sector and workers in the region;- `ARA` social working Centre for co-operation, development and employability offering services such as: legal and administrative consultancy to the clients in the Centre, professional training and career advice;-practical cultural and sport programmes;-counselling for families; -promotion, incubation and advice on co-operative work and self-employment; `CAOS` centre for planning and research. In the last three years the Centre has been involved with the following activities:· training programmes for individuals at risk of social exclusion (`Cooperattore` and `No profit` projects);· paying particular attention to social and support economy by favouring and organising time for comparing and awareness, information, benchmarking, shared planning, promoting the exchange of ideas and co-operation at national and transnational level and development of related models (`Agorà` Initiative);· programmes of self-awareness carried out in schools offering advice and training to the teachers regarding co-operative work (the school offers advice to the school);· involvement in carrying out the project `quality` aimed to the development of the quality and excellence criteria specific for the non profit sector and social co-operative enterprises;·organisation and support for conference/seminars activities.

The town of Mercato San Severino is placed in a strategic position in the Irno`s Valley and since antiquity it has been the natural point of reference for the surrounding towns.Amongst this town several activities, from 24th May 1999 it has set up the `unique` help desk. Within this initiative the local council promotes and strategically plans the development, and values the entrepreneurial concept. This is a particularly important service for the development of new relationships with entrepreneurs who already work in the region and for those who want to become entrepreneurs. The `unique` help desk offers reception, information and advice, administrative and managerial support regarding already set up programmes. Further recognition was given to the council administration of the town of Mercato San Severino when it was named leader for the local pact of the Irno`s Valley and of Monti Picentini. Mercato San Severino, within the social programmes, set up the study centre for youth problems C.I.C. in co-operation with S.I.M.P. general medicine. The objective of the centre, through observing, studying and researching, useful elements to achieve an effective answer so that to understand and prevent youth problems. The council administration signed a contract with WWF, volunteering as promoting Body of the project for recovering and safeguarding the `Decimare Park`. One of the project objectives is to boost the local organisation to rediscover their own cultural and economic identity and support for the development of local entrepreneurship. The local council of Mercato San Severino has reached an agreement with `La Tenda` to manage a council sport centre, to reorder and make an inventory of the council`s archive, collection of recycling waste; the aim of this agreement is to involve young people with difficulties and those coming from a rehabilitation programme.

The town of Salerno was amongst the first national, local Bodies to start a competent contact with the European Union Bodies. This process led to the opening of the first `Info Point Europe` at national level, of the Service Study Centre and `Community Planning`.Furthermore, it was involved in the demanding Community Initiative Programme `URBAN` within which the Body acted as director of the under programme 5. In the last few years, the town of Salerno has carried out several projects on advice, training and working integration for disadvantaged individuals. Particularly, in the case of the `Apollo` project, to which, at European level, local Bodies, from the private and academic sector, took part, from Spain, France, Belgium and Germany and also Associations at regional level, such as non profit Bodies and A.S.L. Sa/2; the aim of the project was to create a social enterprise was the establishment of a social enterprise for disadvantaged young people (ex drug abusers and those with mental problems). Furthermore, the `Futura` project dealt with setting up career advice centres, aimed to unemployed young people or to those looking for first employment in the regions of Basilicata, Calabria and Campania. The `Mareverde (green sea)` project for the consolidation of the Agency for the sea and the development of strategies aimed to promote a qualified employment and for the set up of innovative enterprise in the marine sector. Amongst the project`s objectives there is one which proposes a new employability and a new entrepreneurship in the fields related to production, service, commerce, tourism and overall every aspect of culture in the marine sector.

The province of Salerno includes 158 communes, including Salerno itself; this is one of the largest provinces in Italy. One of the strategic programmes for the development it is to reinforce entrepreneurship, to value local tourism, cultural and environment heritage. The local administration, particularly the Social Politic Council, according to the law 328/00, as promoting and co-ordinator Body has set up in various Communes procedures for organising integrated systems for programmes and social services (plans for the area). Furthermore, it has promoted training programmes (in agreement with the association `La Tenda`, specific training courses, for support workers for social and working integration aimed to disadvantaged individuals, shared planning, data collection on needs and resources of the communes. The administration of the Salerno`s province set up the Provincial Observatory for the childhood and adolescence situation, promoting integration and co-ordination between individuals from the public and third sector.The Council`s office for work, development and economic planning, with the aim of favour local development, was an active partner in the La Tenda`s programme `Let`s build the Agorà`. The Council office, preparing for the community Initiative EQUAL, has been particularly involved in planning training programmes and models of social-working integration, in creating new professional profiles for the development of social enterprises and social economy, the objective is to determine innovative means of integration and inclusion for disadvantaged individuals. The projects in phase of starting up include: the set up of students` residences within historical centres of the surrounding communes of Fisciano, the improvement of the farm holiday centre of Romagnano which was destroyed by an earthquake in the 80s, the local tourist development of the Alburni mountain, the setting up of the service centre for entrepreneurial businesses, the high quality tourist district of Sele-Ravello.

The association `Compagnia delle Opere` is a point of aggregation for such realities that makes reference to two sectors of activity: the SMEs and the not for profit organisations.It deals with sectors organised in federations, with different fields of intervention and autonomy. Since the beginning of its history, in the CdO cohabit both the entrepreneur that minds the profit and the activities of people working in the field of the Social solidarity. The CdO offers to its partners an available network of resources and relationships. The CdO favours therefore the collaboration among enterprises, the birth of new entrepreneurship and the creation of employment places. Today, over the making-profits enterprises, many associations, co-operatives, foundations, working in Social fields (such as the health, the assistance to the more weak and to the outcasts, the formation and the entry in the labour market, the culture) make reference to the CdO. The association `Compagnia delle Opere Campania` works in the whole regional territory by its own offices, in partnership with solidarity Centres and with the `Food Bank`. At a national level it works by 33 centres which different foreign representations are added. In 1990 the Compagnia delle Opere has been recognised by the Italian Home as a relief corporate body and in 1993 by the Office of the Department of Internal Revenue as a syndicate association of national importance.

The A.G.C.I. defences and represents the co-operative movement and, by `AGCI-solidarity`, the working co-operative enterprises in the Social field. Asso44 was born on March 10th 1995 from the spontaneous wish to associate itself in an enterprise funded by the law n. 44/86. Today it has a national site in Rome, regional and provincial organisations, with hundreds of enterprises. AICQ was born in the 50s to spread the principle of quality in industries and today it is one of the most important establishment for quality in all Italy. The Mentoring Usa project was born in 1986 in the USA, founded by Matilda Raffa Cuomo (already first Lady of New York state) with the aim to fight school drop outs. In 1997 is imported to Italy and becomes Mentoring Usa/Italy, with Sergio Cuomo as chairman. The association deals with programmes aimed to psychological, relationship, cultural and physical development of minors and disadvantaged young people. It aims to social and social-health support, charity, education, training, to safeguard nature and the environment, to promote culture and art. The association will look after the personal development of the young people in need and disadvantaged, dealing with social, educational and relationship aspects, making use, along with its own resources of the public and/or private, national or foreign, and of the human, didactic professional and social help of qualified adults who represent, for the young people, an irreplaceable guide for life. The association can organise congresses and exhibitions, concerts and shows, dealing with the set up and the exhibition stands, manage set ups and centres also open to the public, such as cinemas, theatres and so on; always within the support and institutional aims of the same organisations, respecting the ONLUS regulation. Furthermore, the association wants to manage, in nursery schools and private/public schools, the setting up of the programme and the possible supply of meals and general support; the delivery of books, newspapers and magazines dealing with publishing; offer a service of social administration, look after support in hospitals, clinics and social security services; to start, to organise and join into initiatives of cultural nature, for scientific or medical research or similar, organising services in these last sectors; to develop a channel to link public and private enterprise and schooling, with the aim to facilitate the integration of young people in the labour market, carrying out a constant evaluation between school, training and entrepreneurship; to fight school drop out, pairing up for each child (mentee) and adult/counsellor-guide (mentor) in schools and/or in `Mentoring USA/Italia` centres, along with the actual co-operation and by comparing with parents and tutors. To date, the project is carried out in almost all the Italian regions, where thousand of children and voluntary workers are involved.

Centro studi del Mediterraneo `V. Bachelet` was established in 1996 as a onlus, non profit Association after a careful analysis of the area it started a promotion and improvement of human life in all its aspects, in the prospective of a mentality open to dialogue and aimed at concrete facts. So far, the Center Study has been doing researches and documentation and, with the help of public bodies, schools and universities, aimed to the following sectors: history, literature, languages, art, social and religious. The outcome was the development and realization of many projects in a local area rich in unknown potential. The latest project in chronological order are: `The third age project` for people over 55 years of age, which aim to re-evaluate the old people`s role, too often undervalued. The `Observatory for educational needs and new poverty` Project, for people between 16 and 55 years of age; this project aims to analyse and resolve problems often linked to the relationship man-socity. The ` Project for the right of asylum and welcoming for foreigners`, a new issue that with its demands and problems is on our doorstep looking for concrete answers. Furthermore, to promote culture, the Centre has published five articles about authors of the city of Ariano Irpino and it has organized cultural courses, on various themes. One of the Centre`s next objective is to promote and realize cultural exchanges with Mediterranean Countries, including the island of Malta.

The Association aims to promote, support and disseminate, within a framework of a new and balanced relationship amongst environment, agriculture, tourism and culture, rural tourism, that is, touristic programmes and businesses, both for culture and leisure, inspired to protect the natural environment and the local heritage, to value the receptive potential of farming families, to safeguard the genuine agriculture-food and artisan products, to maintain rural tradition and local culture. The Association takes charge, promotes or supports the programmes aimed to improve knowledge, the defence and the proper use of the natural, city and productive heritage offered by the rural world and from each single local organisation. It takes charge and promotes the suitable initiatives which favour the meeting and cultural exchange between rural and city world; particularly in schools and amongst young people. It take charges of promoting and co-operating in cognitive and working programmes linked to the protection of the ecological environment and of the urban potential of the rural communities. It takes charge of initiatives and it co-operates in carrying out studies, plans, programmes and setting ups aimed to value the farm-holiday potential of rural communities and their surroundings. It supports and favours, with particular attention to the individual initiatives of the single and associate farmer, the suitable programmes aimed to value and properly use, for social tourism purposes, the value of landscape and the one of the farm-woodland heritage and also to develop the receptive, leisure and sport facilities of the rural community. It particularly supports, favours and assists family farming enterprises which, with the aim of integrating business profit, want to take on programmes to improve and ensure a suitable touristic receptivity, also using part of the business land for a campsite , to carry out complementary activities to the farming ones, to carry out standardisation, packaging and direct sale of the company`s products. It takes charge and promotes initiatives aimed to offer proper assistance, consultancy and information to the beneficiaries of farm-holiday. It deals with the proper links in carrying out information and consultancy services for all those involved in touristic, artisan and commercial businesses in rural communities with the aim to favour a good balance between such activities and the programme/aims of the Association and with the interest of the farming-holiday. `Terranostra` received from the Ministry of Environment the acknowledgement for association for environmental protection, according to the law decree 13, law 349/86.

The CoopForm-Campania is a Bilateral Body for the Formation and the Environment. It is constituted by the General Association of the Italian Cooperatives, the regional federation of Campania (A.G.C.I. Campania); the National confederation of the Cooperatives, the regional federation of Campania (Confcoop Campania); the regional League of the Cooperatives and the mutual aid associations of Campania (LEGACOOP Campania); the Italian General Job, the regional federation of Campania (C.G.I.L. Campania); the Italian Labourers Union Confederation, the regional federation of Campania (C.S.I.L. Campania); the Italian Job Union, the regional federation of Campania U.I.L. Campania. The Coopform-Campania`s activity extends itself to the formation; it participates into the Region Campania`s works for all the matters concerning this field; it particularly promotes the following activities:
- formation for the cooperative enterprises;
- formation for the apprenticeship;
- continuous formation;
- formation for public and private corporate bodies
- environment protection.
Some of Coopform-Campania`s members are also representatives in the apprenticeship`s formation observatory, that was founded by the Region Campania. Coopform-Campania participates, as a partner, into numerous projects, proposed and introduced either by the corporate bodies or by other partners. Its future projects have been set together with the national COOP-FORM Association and have been submitted to the structure of Campania for their realization.

ACLI is an association of Christian laymen playing in the civil society with their long experience within the solidarity. It has collaborated with the `I.G.-Sviluppo Italia` within the project called `PROMOIMPRESA` for the formation and the creation of small enterprises. It was successful in realising a tourist centre funded by POM. Besides it has completed the `Interim` project about the temporary job and the training of specialised operators in this field.

The Agricultural Enterprise `Certini Pierluigi` was born in 1978 and it promotes and spreads eco-compatible methods, technologies and productive systems in the agriculture area, assuring a low environmental impact. It supports the cultural interchange between rural and urban world. Through the breeding of poultry and the agrozootechny, it organizes business stage and formative apprenticeships. The activities of production and marketing particularly concern:
- poultry, from 1 day of life onwards;
- honey;
- citrus fruit.
Since its constitution, the Firm cooperates with the association ONLUS `Centre of Solidarity La Tenda` for programs of socio-working insertion for young unemployed people, which can be at risk of exclusion (as victims of discrimination) from the job market. Thanks to the experience matured in the agrozootechnical field, it offers a tutorship activity for the processes of meeting and development for social cooperatives.

The CRMPA was founded in 1991 as a not for profit consortium working in the field of the Information Technology. It was founded upon a strong function of Search & Development, it is a business structure built inside an university department (DIIMA, of the University of Salerno) and it has one only aim, shared by all the participants to the life of the CRMPA: `to excel in Europe`. The structure, innovative for the south Italy, borrowed by the American hi-tech society model, it is a `hybrid` based on a strong synergy between university search and innovative production. The CRMPA has distinctive skills in search programmes and in the cognitive know-how, easy flowing of the organs, with autonomous and ample decisional and managerial power. In the year 1994, 3 years after its foundation, it was highly accredited by the MURST in the bulletin-board of the laboratories of qualified search. So CRMPA becomes a reference for SMEs that intend to access national funds in order to carrying out of applied search programmes. It is part of the excellence European net about computational logic-compulog net. In the year 1995, the Administration of Campania Region, with deliberative act n.81/97 of December 19th 1995, inserts the CRMPA among the regional corporate bodies for educational and cultural activity dispatched in Campania. In the year 1998, its community project `INTRASYS` has been approved by the Commission within the ESPRIT community program. It is chosen by the DIGITAL-COMPAQ as a high-skilled centre for Altavista technology. In the year 1999, within the plan, funded by MURST (`techniques of shared planning to services made available by the consortia through network`), it is pointed out as one of the principal knots of the consortia`s search net promoted by ENEA. In the year 2000, it was one of the signers of the `memorandum of understanding` promoted by the European Committee`, as well as its work was also appreciated at an international level. It is to be underlined the realization of the project DI.SI.MA. (didactics and simulation of managerial activity), realized with the contribution MURST. The start of DISIMA project is the consideration that the evolution of the macro and microeconomic system passes for the adjustment to the new competitive standards both of organizations and of learning models; the project aims to favour a formation and learning model in line with the firm demands. Learning is on the empirical side (training on job) and on conceptual and logical-formal, impossible to be learnt while the individual develops his working routine. Result of the project is also the realization of a didactic system based on the simulation of the decisions turned to the management of the business functions, that constitutes `safety net` for the growth of the economic system, competitive survival of enterprise and management satisfaction.

CONSVIP is a study, search and training Consortium for the development of new professions and for a greater link among schools, Universities and the labour market. It aims to favour the development of the economic system and particularly of the entrepreneurial activities, co-operatives and relief, assisting and sustaining SMEs, both for profit and not for profit. CONSVIP`s aims are the promotion, the organisation and the co-ordination of formation initiatives, training, improvement, updating and vocational retraining, so it`s specific objectives are:- to promote the realisation, to found, to participate and to manage centres of vocational training; - to develop search programmes, technical support, operational consulting, study and diffusion of experiences in the field of the formation and the services targeted to enterprises; - to promote, to participate and to realise initiatives with other public and private corporate bodies, companies, consortia and associations, national and international, working in the sector of the vocational training and the services to the enterprises;- to promote the realisation of initiatives and the management of vocational training funded by national and international organisations;- to promote, to manage initiatives in the sector of guidance to the job; - to promote the carrying out of scientific and technological search programmes; - to provide technical and financial consulting services, and quality control services; - to carry out activities for managing data processing centres; - to promote and to manage environmental areas; - to promote new opportunities of autonomous or co-operative job;- to carry out its own activity also for third, when activity in matter is necessary for the attainment of the own finalities; - to develop the relationships with the Public Administration and with all the other institutions, also international, working in the formation, particularly to represent near the vocational training organisations, to answer to the enterprises` needs in terms of technological and organisational innovations; - to conclude all the necessary financial operations to the realisation of the aforesaid purposes. The consortium`s target groups are: young people; young people with low qualification, young unemployed people, long term unemployed; young people to risk of Social exclusion; women in any working condition; enterprises and public corporate body. In the first six months of 2001 the consortium Consvip has disbursed directly 90.000 courses of training, 13.000 hours of stage, 1.500 courses for guidance and individual counselling; 127 individual firms according to the law n. 608/96.

The Association pursues the community`s interest in the human promotion and the social integration of the citizens. It promotes and manages the working activity and takes part in all the economic, cultural and social initiatives which allow the integration of people and especially of the weaker and the emarginated ones. Aiming to realize all its purposes, the Consorzio practices the following activities:
production and real services for the production:
- a) industrial catering;
- b) artcraftswork production;
- c) exploitment of the alternative sources of energy;
- d) incoming and tourism;
- e) services.
- Services to the person: the attention to the disadvantaged people`s problems will be expressed in the realization of initiatives and integrated programs aiming to the rehabilitation and socialization, even through the introduction in the job market, whether it allows the realization of coordinated activity for the efficacious attainment of the cooperatives` finalities. The cooperative will be able to provide domiciliary socio-assistance and to manage residential and semi-residential structure; to promote and realize cultural and creative activities, information, education and formation activities; to offer services finalized to the psychological and motor rehabilitation and to the socialization, even through the use of the Tele-aid, the Teleassistance and of all innovative elements for the proper purposes. The activities that the cooperative intends to develop are:
- Minors area: entertainment and custody of children through the realization of educational, formative and play projects; development of integrated projects for the teenagers` aggregation and socialization, aiming to the cultural enrichment and to the growth support;
- Baby-mother area: the purpose will be to offer news, tools and services to the woman, allowing her to serenely face her pregnancy and puerperium;
- Old-aged people area: the education to the good aging will be the principal aim of the activity, which will be held through the realization of socio-assistance, cultural, tourist and recreation services;
- Activity of professional formation: the Consorzio will be able to conceive, to plan, to effect, to coordinate, to report and to develop all the activities concerning the projects and the formation courses, realized either by the structure itself or by other parties. Through the formation, all the entrepreneurial purposes will be pursued;
- The activity in the statutes of the cooperatives: the Consorzio will be able to realize all the activities, the goods and the services mentioned in the statutes` social subject of the single partners and having - as a purpose - to realize the specified aims.
The association object of each cooperative is the certification of quality of the performed services.

`Il Sorriso` is a social co-operative of level A which supplies services to the individual by pursuing the human promotion and social integration through the management of social health and educational services. The services offered are: domestic, psychological and rehabilitative help also for disable; auxiliary services, help with administrative policies and general secretariat`s duties; day centres for disabled and old people; establishment and management of multipurpose centres and after school activities. This co-operative was established in 1996, at present it manages old people`s homes and a day centre in Benevento for minors at risk, from the age of three. It also deals with home help for old people both in the Benevento and in the province of Avellino. It has established a partnership with local bodies by working on contracts and agreements regarding the management of social services, with suffering individuals and difficult situations. It has co-operated with `La Tenda` Association in Salerno on the Jobbe project, training for work for minor drop outs and with the youth committee in the Republic of Udmurtia in Russia.

Besides the ordinary institutional activities dispatched by the department, it boasts different formative experiences in the sector of the new information and communication technologies such as courses of high formation of IFTS and the share to important search and development programmes. It is to be underlined in fact that the DIIMA is partner of reference of the CRMPA, a not for profit corporate body. In collaboration with this partner, the DIIMA boasts numerous and qualifying experiences in realizing and managing community projects of applied search about training and the advanced didactics through the development of multimedia and flexible solutions, as well as advanced systems for the didactics and the simulation of managerial activity. Some of the principal experiences are :- Diogene Project (to training web broker for ICT professional) was approved in the year 2001 by European Union, within the Fifth Framework Program (IST-User-Friendly Information Society): it will be realized during 2002 with the collaboration of Badegruber & partner Gmbh, DIIMA - University of Salerno, Foundation European Software Institute, Greta du Velay, Logicdis s.a., Sofia university `ST.KL. Ohridski`, University of Strathclyde - M-learning: the project (mobile communications technologies for learning and skills development) was approved during the 2000 by the European Union within the Fifth Framework Program (IST-User-Friendly Information Society): it will be realized during 2002 with the collaboration of the Further Education Development Agency, the Cambridge training and development ltd., the Anglia Polytechnic University Ultralab and the Learning Kernel Projects currently in the start-up phase- INTRASYS: the project (intelligent training system in technical assistance) initiated in 1998 and continued for everything the 1999 and realized in collaboration with the Siemens Nixdorf Information System ag, the Italdata s.p.a., the Lee Valley Centre of Middlesex University and the Ellv Teleregion Company ltd, has been co - financed by the European Community within the ESPRIT programme.- DISIMA: the project (didactics and simulation of managerial activity), started since 1998 and followed for 1999, it has been realized with the contribution of the MURST.

The self-governing Body `International Festival of the Cinema` for young people, the Giffoni Film Festival was established in 1971 by some film lovers; their aim was to organise an international and competitive festival entirely dedicated to the cinema for young people. During its 30 year activity, the Body, who benefits of public funding, as provided for in regional and state laws, it has given place to an exhibition which is by now of high quality and popularity seen the great success with the public and media. Here are some impressive figures of such success: in 2000 more than 5000 articles in the press, 5440 minutes on TV, 60000 spectators and more than 100.000 visitors. ABACUS, one of the most important institute for research in Italy, puts the `Giffoni Film Festival, in second place for the most known cinema exhibitions in Italy, with 34.5 of popularity amongst Italian. In the specific sector of Films for young people, the Giffoni Film Festival, with its 30 years of activity, has reached great scientific and cultural importance; at present the Body represents many international organisations and it is an important cultural and economic point of reference for production, dissemination and promotion of films for young people. This work and the opportunities offered by the law 460/97 which regulates non profit associations and the power of carrying out self sufficient commercial and entrepreneurial operations, it gave the Body the opportunity to create, within the Body itself, commercial set ups for organising self sufficiently various activities, the management of two cinemas, the production of two films, short films, television programmes, multimedia work, web sites and digital publishing. Lately, the Body is specialising in digitalisation, in the up keeping and restauration of films, recovering its film library and opening to new co-operations. It is also very important the work stage carried out with several Italian universities, DAMS of UNICAL in Cosenza, the institute of `Suor Orsola Benincasa` and the university of Salerno - Communication and Training Sciences - these organisations sent to Giffoni many students to follow and participate in training programmes.

Born in 1999 out of the members` individual experiences. The members over the years had the opportunity to try out working together (actively working with voluntary and registered associations, social co-operatives and local bodies engaged in planning and managing programmes and projects aimed to the disadvantaged and strayed). The social co-operative from Caserta offers services aimed to seek out financing opportunities to develop social programmes, to plan and manage prevention and rehabilitation programmes for disadvantaged, to organise, manage and monitor programmes aimed at reintegration on to the labour market; to create enterprises, planning and development of training courses, particularly to train tutors and educators.
At the moment, the co-operative is working on the following projects: `Ninfeo Project` (law decree n. 285/97) managed by the co-operative, it covers 17 towns in the province of Caserta and it deals with issues related to minors. It has 5 helping desks for consultation and counselling, training and support for the families, for minors and workers from the sector. It has also 5 multipurpose centres where minors can take part in creative and games playing activities. The `Zeus Project` (law decree n. 309/90) in the town of Casagiove (CE) and the `Polis Programme` (law decree n. 309/90) in the town of Castello del Matese (CE).
`Sintesi` co-operative offers, within the Training Programme, courses (in various areas of the province of Caserta) on legal, environmental and road education, diversity issues.
Local networking partners are: social co-operatives, local and provincial councils, Comunità Montana, local Health Services, `Casa Circondariale` of S. Maria Capua Vetere (CE); at national level: ARCI, ACLI, `Officine Sociali` of Rome, Consorzio `Solaris`, ConfCooperative; at European level: C.E.F.A. (Reintegration and Working & Training Centre) e F.C.I. (Association of the Reintegration Centres) both from Lille in Belgium.

Set up in 1994, Eolo`s main goal is to deliver productive activities and services tending to reintegrate disadvantaged people into the labour market. The members (17, 10 of them belonging to disadvantaged categories) participated to numerous training activities in order to qualify and professionalise the offer of services and the production. Currently, the main productive activity is ceramic craft production such as floors and coating as well as hand-painted panels in ceramic. Eolo furthermore enters at a medium-high level the terracotta products market. It manages productive activities also in sectors such as joinery and restoration, mosaic, glass and clay, and implements a housing service for domiciliary maintenance. Eolo delivers guidance, training and tutoring for co-operative work that aims to socio-working integration of disadvantaged people and unemployed young people. These services are delivered by the participation to the following projects:
§ `Tutoring for Job` and `Jobbe`, promoted by Associazione `La Tenda - Centro di Solidarietà` of Salerno and funded by the ESF, aiming to favour socio-working integration of disadvantaged people;
§ `I.T.E.R.` (Individuals, Territories, Energies, Resources) promoted by the Municipality of Salerno;
§ `PIC URBAN`, promoted by the Municipality of Salerno, within the URBAN Initiative. With this project, EOLO has realized in the old centre of Salerno an exhibition for selling the products of social co-operatives, and promoted a steering committee amongst the other artesan workshops funded by URBAN.
The co-operative `Eolo`, member of the Consortium `Solaris` and the regional Consortium `Teseo`, is also committed to promote co-operation and self-entrepreneurship and to face problems connected to marketing of products. All the activities are carried out by networking with no-profit organisations, small and medium sized enterprises, institutional bodies.

Set up in 1995, the social co-operative Il Ponte`s main goal is human promotion and social inclusion. It aims to promote, organize and manage activities of prevention, care, information and awake upon social disadvantage, addiction and at-risk minors. The Co-operative operates within the context where excluded people live in order to stimulate the sensibility of the public institutions, of the civil community and the social agencies (school and educational actors), on social factors. The Social co-operative activates and collaborates to every initiative to make disadvantaged people self-sufficient and protagonist. Il Ponte is also committed to promote study and research actions upon exclusion and its reasons. Since 1996 Il Ponte has an agreement with `La Tenda` of Salerno, a no profit organisation with a 20 years experience in the field of drug addiction, rehabilitation and social, affective, cultural and working integration. As partner of La Tenda, Il Ponte is involved into the project `Tutoring for Job`, funded by the ESF and aiming to combat the socio-cultural exclusion of drug-addicts or ex drug-addicts and to improve their working possibilities. Il Ponte delivers also training activities within the project `Jobbe`, promoted by La Tenda and funded by the ESF. The project targets drop-out young people (also drug-addicts or ex-offenders), and aims to combat social exclusion offering them a protected working setting. The co-operative offers stages for students of other training courses.

I mutamenti in atto nel MDL (flessibilità e mobilità accentuate, domanda di nuove professionalità, etc.) e la trasformazione del modello di sviluppo del nostro Paese sono interconnessi alla crisi del Welfare State, dettata da fattori economici (spesa pubblica per i servizi non più dilatabile), sociali (riduzione di consenso e legittimazione dello stato assistenziale) e tecnologici (sviluppo globalizzato). La progressiva molecolarizzazione dei soggetti e delle dinamiche sociali, inoltre, sta diventando un motore primario del nuovo assestamento sociale: la molecolarità, tuttavia, in assenza di adeguati contrappesi politici e di rappresentanza intermedia, può aprire prospettive di atomizzazione degli scopi e dei comportamenti individuali e collettivi e quindi di complessiva ingovernabilità. La crisi dei processi di connessione e la perdita di incisività dei valori di uguaglianza e di solidarietà, da un lato, accentuano i bisogni di integrazione sociale, dall`altro, assegnano alla famiglia un ruolo decisivo nel modello di sviluppo socioeconomico italiano. Un`interessante indicazione in tal senso, proviene dal profilarsi di un nuovo modello di società - Welfare Community -, centrato sui bisogni di `terza generazione` (qualità relazionale, senso di appartenenza comunitaria, domanda di valorizzazione delle proprie risorse e di integrazione attiva nella società).D`altro canto, si assiste all`affermarsi del Terzo Settore e dell`economia sociale: essi, infatti, costituiscono non solo strumenti preziosi per favorire l`inclusione sociale dei soggetti più deboli, ma rappresentano soprattutto un motore formidabile per lo sviluppo della società odierna, in quanto valorizzano risorse inesplorate, capacità inedite, forze residue.L`Italia presenta un investimento di risorse nel Terzo Settore in rapporto al PIL piuttosto modesto se confrontato con quello di altri paesi industrializzati (Italia: 1,2%; Giappone: 3,5%; Germania 3,5%; Francia: 3,5%; USA: 6,3%). Ciononostante, la percentuale di persone occupate nel Terzo Settore in Italia sottolinea la capacità dell`economia sociale di creare occupazione in una logica di impresa (Italia: 5,5%; Giappone: 4%; Germania: 4%; Francia: 4%; USA: 15%). Da quanto detto, è evidente come il Terzo Settore e l`economia sociale assumano un ruolo imprescindibile per garantire la transizione al Welfare Community e lo sviluppo sostenibile, offrendo altresì risposte concrete ai soggetti più deboli nel MDL.
- Situazione in atto in Campania
I divari fra la regione Campania ed il resto del Paese sono ancora assai consistenti per la generalità delle `variabili di rottura` assunte dal QCS a base della propria strategia.Una situazione analogamente preoccupante emerge considerando le variabili di rottura relative al lavoro ed al sistema sociale. Sia la partecipazione della popolazione al mercato del lavoro che la capacità di offrire lavoro regolare assumono valori molto più modesti che nella media nazionale: il rapporto fra offerta di lavoro e popolazione attiva (partecipazione al mercato del lavoro) è in Campania del 49,1%, contro una media nazionale del 53,9%; la quota di occupati sulla popolazione attiva (capacità di offrire lavoro regolare), è del 33,4%, contro una media nazionale del 41,8%. Altro vincolo alla crescita socioeconomica è costituito dalle insufficienti condizioni di legalità e coesione sociale: permangono elevati i livelli e la dinamica dei delitti, così come la carenza di coesione sociale è testimoniata dall`abbandono scolastico (8,1% nelle scuole secondarie superiori contro una media nazionale del 6,7%). Infine, la regione manifesta un ritardo consistente nella capacità di sviluppo dei servizi sociali, soprattutto per quanto riguarda l`offerta di servizi alla collettività e ai residenti.
- Fattori discriminanti
Dalle analisi che precedono appare evidente che l`accesso al MDL sia divenuto tanto selettivo da favorire solo chi è capace di adeguare la propria occupabilità ai mutamenti dei mercati e di superare gli ostacoli derivanti da fattori oggettivi (età, sesso, livello di istruzione, reddito), soggettivi (es. presenza di uno stato di disagio sociale) e territoriali. La compresenza di ostacoli oggettivi e soggettivi nell`area territoriale di riferimento si traduce, per taluni gruppi sociali, nell`esclusione permanente dal MDL.In particolare si segnalano: tassi di disoccupazione (soprattutto giovanile 15-24 anni) elevati; ampiezza del lavoro irregolare; permanere di condizioni di disagio sociale; ampia presenza di forze lavoro a bassissima qualificazione; elevata dispersione scolastica; scarsa partecipazione delle donne al MDL.
Cause identificate
In relazione ai fattori discriminanti individuati, le cause vanno ricercate in:
a) Insufficienza di infrastrutture sul piano quantitativo e qualitativo.
b)Presenze di insufficienti condizioni di sicurezza per lo sviluppo (criminalità).
c) Assenza di servizi di orientamento, formazione, tutoraggio e sostegno all`inclusione sociolavorativa per i soggetti più deboli nel MDL.
d) Scarsa diffusione della tecnologia e dell`innovazione nel sistema delle imprese.
e) Mancanza di coordinamento e cooperazione tra Enti di Ricerca e Formazione - privati e pubblici - e sistema produttivo.
f) Bassa propensione delle imprese ad investire in attività di R&S.
g) Ridotta presenza di strutture di trasferimento tecnologico e di collegamento.
h) Modesto tasso di accumulazione (insufficienza della dinamica degli investimenti) nel sistema produttivo ed in termini di capitale fisso sociale.
i) Ridotte dimensioni e fragilità del tessuto produttivo regionale (industriale, agricolo e dei servizi), unite a scarsa propensione verso comportamenti associativi.
j) Insufficiente sviluppo dei servizi alla produzione.
k) Significativa presenza del sommerso.
l) Scarsa articolazione del sistema economico rurale e alti livelli di sottoccupazione all`interno del settore agricolo
m) Elevate difficoltà e maggiori costi di accesso al credito.
n) Bassi livelli di capitalizzazione e di autofinanziamento del sistema di PMI.
o) Gravi ritardi nella riforma della PA.
In tale contesto i rischi sono connessi al depauperamento del capitale umano; alla perdita di competitività nei confronti dei paesi a basso costo del lavoro; all`esclusione dai processi di diffusione della conoscenza e della tecnologia; all`incapacità della PA a sostenere il processo di sviluppo.Popolazione coinvolta La popolazione coinvolta è composta da: disoccupati di lunga durata; giovani disoccupati (15-24 anni); richiedenti asilo; disabili psichici; tossicodipendenti ed ex tossicodipendenti; senza tetto; detenuti ed ex detenuti.
Sviluppo prevedibile:
- Affermarsi del welfare community, di connessioni stabili, con un ruolo crescente per il Terzo Settore e l`economia sociale, nella progettazione e implementazione di servizi alla persona e alla comunità
- implementazione di sistemi integrati di interventi e servizi per l`impiego, in un`ottica di `Workfare`.
- riduzione tendenziale del livello dei finanziamenti pubblici destinati all`Obiettivo 1.
- maggiore regolazione del processo di esternalizzazione dei servizi da parte degli enti pubblici.
- Crescita complessiva dell`economia sociale, in termini di contributo al PIL e come bacino occupazionale.
Possibili soluzioni:
- implementare sistemi integrati di servizi per l`impiego finalizzati all`inclusione lavorativa dei soggetti più deboli sul mercato.
- Riconoscere e promuovere il ruolo del Terzo Settore e dell`economia sociale nei processi di sviluppo locale, di job creation e di formazione al lavoro.
- Accentuare gli investimenti in formazione (individuazione di nuovi modelli formativi; tutoraggio ai processi di aziendalizzazione; nuove figure professionali nei servizi per l`impiego)
- Ricercare nuove forme di integrazione tra i settori profit e non-profit
- Promuovere la qualità e l`innovazione tecnologica nel Terzo Settore e nell`economia sociale

Il progetto Job Agreement è finalizzato al raggiungimento dei seguenti obiettivi generali:
- Innovare il rapporto tra politiche sociali e politiche del lavoro in direzione dell`integrazione stabile tra questi due sistemi: individuazione di finalità e strategie comuni e sperimentazione di nuove prassi integratrici alla luce di un approccio globale al problema dell`accesso e della permanenza nel MDL.
- Favorire l`inserimento lavorativo di soggetti esclusi o a rischio di esclusione dal MDL, attivando azioni e servizi che integrino il lavoro e la formazione professionale con il processo di crescita personale dell`individuo.
- Sviluppare un modello promozionale per la creazione di imprese sociali e per l`attivazione di strumenti di sostegno delle stesse.
- Sostenere il processo di `aziendalizzazione` del Terzo Settore e dell`Economia Sociale, quali catalizzatori dei processi di inclusione sociale e lavorativa, soprattutto dei soggetti più deboli nel MDL.
- Promuovere l`introduzione del Sistema Qualità e dell`innovazione tecnologica nei sistemi integrati di servizi per l`impiego, incentivando le politiche di people satisfaction.
- Innovare e rendere flessibile l`offerta formativa e di orientamento in una logica di maggiore accessibilità e di lifelong learning, anche attraverso il coinvolgimento delle istituzioni scolastiche.
Nel corso dell`Azione 1 si sono meglio definite le linee esecutive di `Job Agreement` che poggia sullo sviluppo del Centro Socio Lavorativo, ora denominato `Centro per l`Occupabilità e lo Sviluppo Sociale, costituito dal soggetto referente in collaborazione con altri membri della PS ed attivato nel quadro della precedente Iniziativa Comunitaria `Occupazione`. Il Centro rappresenta un incubatore per lo sviluppo dell`Economia Sociale e del Terzo Settore, che la PS individua come bacini occupazionali di notevole potenzialità; si propone come riferimento territoriale per stimolare un atteggiamento nuovo rispetto al lavoro, e realizza azioni e servizi che coniugano il principio della cooperazione con la flessibilità e l`autoimprenditorialità richieste dal MDL; si propone altresì di promuovere il Sistema Qualità nel Terzo Settore e nell`Economia sociale, stimolandone ed accelerandone così i processi di crescita e sviluppo. L`innovatività della proposta risiede nell`approccio globale ed integrato cui il Centro si ispira: esso, infatti, da un lato, si pone al servizio sia dei soggetti pubblici - favorendo la diffusione di orientamenti, linee-guida e strategie, elaborate al livello istituzionale -, sia delle imprese sociali e delle piccole imprese, supportandole nelle attività; dall`altro comprende ed integra azioni (dalla formazione all`innovazione tecnologica) e soggetti (profit e non profit, agenzie sociali e persona, volontariato ed impresa) diversi. Attraverso la mediazione di questo nuovo soggetto sociale, dunque, si produce valore aggiunto in termini di nuovi servizi e di crescita della solidarietà sociale, che concepisce l`inclusione come risorsa e fattore di sviluppo della comunità. Il Centro sviluppa nel corso del progetto:a)una Scuola di Formazione per nuove professionalità sociali, che realizza le attività indicate nel Formulario per l`ammissione all`Azione 1 e comprese nell`area `Formazione` e adotta un modello formativo centrato sul cooperative learning; b) una `Web Farm`, laboratorio per l`orientamento e la formazione all`innovazione tecnologica, di carattere trasversale alle altre azioni della PS, che realizza le attività indicate nel Formulario per l`ammissione all`Azione 1 e comprese nell`area `Innovazione tecnologica`; la Web Farm promuove l`utilizzo delle tecnologie ICT presso le organizzazioni del Terzo Settore e dell`Economia Sociale e per offrire opportunità occupazionali ai beneficiari in un settore di mercato in costante espansione; promuove l`innalzamento del livello di qualità di tali organizzazioni, fornendole di strumenti e tecnologie innovative; attraverso l`utilizzo e l`implementazione delle nuove tecnologie al servizio del progetto; potenzia e sviluppa i servizi del `portale sociale` dell`Associazione `La Tenda`; promuove lo sviluppo di applicativi software e servizi on-line (autoformazione, didattica a distanza, tele-lavoro, archiviazione, e-marketing, etc.) e costituisce un contesto operativo utile per la sperimentazione di nuovi profili professionali formati dalla su citata Scuola. c) Un`Agenzia per lo Sviluppo Locale. L`agenzia costituisce un osservatorio sul territorio di riferimento del progetto ed offre servizi per lo sviluppo delle comunità locali; svolge un`azione di intermediazione sociale, volta all`integrazione tra politiche sociali e politiche formative e del lavoro, nonché all`integrazione tra soggetti pubblici e privati nell`azione di partenariato. L`attivazione di tale agenzia costituisce un presupposto importante per assicurare la continuità e la disseminazione degli impatti del progetto anche al termine dell`Iniziativa Equal. d) Eventi e prodotti per la comunicazione e la divulgazione. Si intende in tal modo sviluppare e sperimentare un modello di comunicazione sociale per il trasferimento di know-how e l`individuazione e scambio di best practices, in un`ottica di benchmarking, in materia di lotta alla discriminazione ed all`esclusione dal MDL. Tale modello è determinante per favorire i processi di mainstreaming orizzontale e verticale.JOB AGREEMENT si rivolge a tre tipologie di target groups:- i sistemi socio-assistenziale, della formazione e del lavoro (coinvolgendo, in una logica di mainstreaming, gli altri attori chiave del territorio esterni alla PS);- gli operatori del Terzo Settore, dei servizi per l`impiego, dei servizi sociali ed assistenziali, della formazione, che accompagnano i processi di inclusione sociolavorativa dei soggetti discriminati nel MDL;- i beneficiari, con particolare riferimento a categorie specificamente individuate di uomini e donne (disoccupati, tossicodipendenti ed ex tossicodipendenti, detenuti ed ex detenuti, senza tetto, richiedenti asilo, disabili psichici, minori e giovani drop-out).Il progetto si sviluppa a partire dai risultati delle sperimentazioni realizzate nel corso dell`I. C. Occupazione. In quell`occasione, il soggetto referente in collaborazione con altri membri della PS, ha attivato servizi rivolti ai tre gruppi target individuati; ha svolto un`azione di intermediazione tra i diversi attori della PS, nonché tra questi ed i beneficiari finali; ha operato altresì come incubatore di nuove opportunità occupazionali per i soggetti più deboli nel MDL, promuovendo la nascita di imprese sociali e piccole imprese. La strategia generale del progetto riconosce un ruolo centrale al Terzo Settore e all`Economia Sociale nei processi di formazione ed inclusione sociolavorativa dei soggetti svantaggiati.Altro punto di forza della strategia adottata è la composizione assai diversificata della PS, relativamente alle tipologie di soggetti coinvolti, gran parte dei quali ha già stretti collegamenti con i beneficiari: ciò favorisce il raggiungimento degli obiettivi relativi alla realizzazione di un sistema integrato di servizi per l`impiego, soprattutto dei soggetti più deboli nel MDL. La gestione della notevole consistenza numerica della PS è tuttavia garantita dalla struttura organizzativa adottata: a) La Consulta, composta da tutti i partner ed avente la funzione di promuovere la partecipazione attiva di tutte le organizzazioni, nonché di indicare l`indirizzo generale, gli orientamenti strategici dell`intera azione. Si riunisce almeno una volta l`anno e ogni qualvolta sia necessario al raggiungimento delle finalità del progetto. b) Lo Steering Committee definisce le linee-guida dell`azione, implementa e continuamente migliora la gestione del progetto al fine di rispondere in maniera adeguata agli obiettivi indicati dalla Consulta. Lo Steering Committee garantisce la coerenza delle azioni con la mission del progetto. Si riunisce almeno quattro volte l`anno e ogni qualvolta sia necessario.c) Il Comitato Istituzionale, non ha potere esecutivo, ma funzione consultiva e politica di relazioni con gli organi istituzionali. Cura il trasferimento degli impatti del progetto al livello istituzionale (mainstreaming). Si riunisce almeno una volta l`anno e ogni qualvolta sia necessario. d) Il Soggetto referente, ha la rappresentanza legale della PS, assume un ruolo di coordinamento di tutte le attività, definisce, implementa e continuamente migliora la gestione del progetto al fine di rispondere adeguatamente agli obiettivi del progetto secondo gli indirizzi dello Steering Committee, garantisce altresì la coerenza della spesa rispetto alla realizzazione ed allo stato di avanzamento del progetto. Ha la responsabilità amministrativa dell`intera proposta progettuale e stabilisce i criteri di gestione dei flussi finanziari, amministrativi e contabili, a cui i partner devono attenersi per la contabilizzazione e certificazione delle spese di loro competenza. Per la realizzazione dei suddetti compiti crea una struttura operativa individuando un project management.Nel Formulario per l`ammissione all`Azione 1 è stata ipotizzata la costituzione della PS in forma associativa; pur permanendo tutti i presupposti per cui tale ipotesi era stata formulata (tant`è che la struttura organizzativa ricalca quella di una società) si è preferita l`opzione dell`Accordo di Cooperazione. La motivazione sta da un lato nella presenza nella PS di enti pubblici che necessitano di tempi lunghi per l`adozione di simili decisioni; dall`altro nella scelta di far maturare tale decisione - che rimane un obiettivo dei partner - nel corso del progetto: la costituzione in forma associativa della PS assume così il valore di un risultato da raggiungere ed offre spunti per la valutazione dell`andamento del progetto.

JOB AGREEMENT sperimenta livelli diversi di innovazione:
a) innovazioni relative agli obiettivi·
- identificazione di nuovi profili formativi nei processi di tutoraggio all`inserimento lavorativo dei soggetti più deboli nel MDL: tutor del lavoro, managers sociali, mentor, tutor of technology.·
- Sviluppo di nuovi spazi occupazionali, attraverso la promozione, incubazione ed accompagnamento alla creazione di imprese sociali e piccole imprese.
b) innovazioni di processo e di contesto:
· integrazione stabile tra le politiche del lavoro e le politiche sociali, attraverso la sperimentazione di nuove prassi integratrici finalizzate ad un approccio globale all`accesso ed alla permanenza nel MDL dei soggetti maggiormente discriminati.
· Allargamento dell`accesso alla società dell`informazione a favore dei soggetti più deboli nel MDL. La partnership promuove infatti azioni specifiche per la diffusione delle competenze linguistiche e delle nuove tecnologie per la comunicazione e per il mainstreaming, sia per favorire lo sviluppo delle imprese sociali e delle piccole imprese. La diffusione delle tecnologie informatiche presso i soggetti svantaggiati beneficiari del progetto rappresenta, oltre che un allargamento dell`accesso alla società dell`informazione, un`ulteriore opportunità occupazionale nel settore dei servizi esternalizzati dalle imprese (elaborazione e gestione di siti e portali, grafica, progettazione e gestione database e reti aziendali).
. Raggiungimento di uno sviluppo sostenibile al livello locale, che comprenda sviluppo dell`occupazione, sviluppo economico e sviluppo sociale. L`intervento della PS mira, a valle dei processi di inclusione lavorativa dei soggetti più deboli sul MDL, alla promozione di imprese sociali e piccole imprese; la presenza nella PS di amministrazioni pubbliche e di imprese for profit favorisce la sostenibilità di tali iniziative.
· Diffusione di nuovi assetti giuridici e imprenditoriali. La comparazione con altri sistemi europei (svolta nell`ambito delle attività transnazionali) relativamente al quadro normativo di riferimento a sostegno dell`imprenditorialità e dell`economia sociale, costituisce un punto di partenza per proporre innovazioni negli assetti giuridici nazionali e regionali.
· Il progetto si fonda su una strategia generale attiva e circolare, che, in alternativa ad approcci metodologici basati sulla rigida e lineare successione temporale dei processi, privilegia l`interrelazione, l`integrazione e la simultaneità di azioni multidisciplinari e complesse.
· Innovativo è anche l`approccio alla PS (composta da differenti tipologie di partner) la cui composizione articolata consente di sviluppare le azioni previste agendo simultaneamente ed in modo integrato su più dimensioni (sociali, normative, economiche, formative e psicoeducative).

La PS si è formalmente costituita,allo scopo di realizzare azioni comuni,attraverso un Accordo di Cooperazione,nel quale,con riferimento alle modalità organizzative,sono state adottate le seguenti intese.
a) Le attività in cui si articola il progetto sono comprese nelle seguenti aree:

b) La PS non ha fini di lucro e accetta che i risultati (prodotti,strumenti,metodologie) del progetto siano diffusi,pubblicizzati e resi di dominio pubblico.
Ogni partner mette reciprocamente a disposizione la propria rete di competenze e relazioni,onde garantire il buon funzionamento del progetto.
La PS individua quale soggetto referente l`Associazione `La Tenda`,dandole ampio mandato e riconoscendola quale unico interlocutore delle Amministrazioni competenti e quindi quale percettore del contributo pubblico. La gestione amministrativa e finanziaria è affidata pertanto a `La Tenda`.
c) Per assicurare la partecipazione attiva ed a pieno titolo di tutti i partner (incluse le piccole organizzazioni) la PS realizza una struttura organizzativa,così articolata:
-La Consulta è composta da tutti i partner ed ha la funzione di promuovere la partecipazione attiva di tutte le organizzazioni, e di indicare l`indirizzo generale e gli orientamenti strategici del progetto.
-Lo Steering Committee (S.C.) definisce le linee-guida dell`azione, implementa e continuamente migliora la gestione del progetto al fine di rispondere in maniera adeguata agli obiettivi indicati dalla Consulta. Lo S.C. garantisce la coerenza delle azioni con la mission del progetto.
-Il Comitato Istituzionale non ha potere esecutivo, ma funzione consultiva e politica di relazioni con gli organi istituzionali. Cura il trasferimento degli impatti del progetto al livello istituzionale (mainstreaming).
-Il Soggetto referente ha la rappresentanza legale della PS; assume un ruolo di coordinamento di tutte le attività; definisce,implementa e continuamente migliora la gestione del progetto al fine di rispondere in maniera adeguata agli obiettivi del progetto secondo gli indirizzi dello S.C.; garantisce la coerenza della spesa rispetto alla realizzazione ed allo stato di avanzamento del progetto. Ha la responsabilità amministrativa dell`intero progetto e stabilisce i criteri di gestione dei flussi finanziari,amministrativi e contabili,a cui i partner devono attenersi per la contabilizzazione e certificazione delle spese di loro competenza. §relazioni periodiche per la continuità di informazioni tra i partner e le amministrazioni referenti;
§incontri con i singoli partner;
§visite periodiche di monitoraggio ed assistenza.
Dello S.C. fanno parte: l`Associazione `La Tenda Centro di Solidarietà`, Sviluppo Italia Campania S.p.A., Compagnia delle Opere (CDO)-Campania, AGCI Campania, le ACLI della Campania, l`Associazione Provinciale `Terra Nostra`, Società Unipersonale `Agroccupazione`.
Del Comitato Istituzionale fanno parte: l`Amministrazione Provinciale di Salerno, l`Amministrazione Comunale di Salerno, l`Amministrazione Comunale di Mercato S. Severino, il Distretto Industriale di Nocera Inf. e Gragnano.

n) Per le attività realizzate da ciascun partner è stabilito un budget sulla base del budget complessivo approvato.
Ciascun partner è responsabile di completare le attività previste senza eccedere il budget ed ha autonomia nell`esecuzione,nel rispetto delle linee strategiche generali stabilite dallo S.C. e di quelle organizzative stabilite dal soggetto referente.
Il Soggetto referente può modificare durante l`Azione 2 i sotto-budget assegnati a ciascun partner,sia per inadempienza o impossibilità di portare a termine le attività assegnate,sia per insufficienza del budget attribuito.
o) Aspetti amministrativi e di rendicontazione:ogni partner contribuisce al cofinanziamento del progetto e,per la parte di attività di sua competenza,tiene una contabilità analitica separata.
Il soggetto referente,per i rapporti con la Regione Campania ed il Ministero del Lavoro,effettua:
1.certificazione trimestrale delle spese sostenute;
2.rapporto annuale sullo stato dei lavori riguardo agli obiettivi specifici ed agli indicatori;
3.comunicazione annuale sullo stato di avanzamento del piano finanziario;
4.rendiconto annuale delle spese effettivamente pagate e delle somme ricevute dall`Amministrazione concedente;
5.eventuale comunicazione annuale sui provvedimenti adottati per assicurare la qualità e l`efficienza dell`esecuzione;
6.comunicazioni relative a qualsiasi cambiamento delle condizioni generali rilevanti per l`esecuzione del programma di lavoro;
7.relazione annuale sulle azioni di pubblicità del progetto.
p) Il soggetto referente,di cui si riportano alcuni dei progetti più significativi realizzati,ha esperienza nella gestione di fondi pubblici,nonché capacità organizzativa e di lavoro in partnership,anche al livello transnazionale.

Il progetto si rivolge a due diverse tipologie di target groups: da un lato le imprese sociali e le piccole imprese, beneficiarie di azioni e servizi di accompagnamento, consulenza, formazione; dall`altro varie tipologie di soggetti a rischio di esclusione e/o vittime di discriminazione nel MDL (tossicodipendenti/ex tossicodipendenti, detenuti/ex detenuti, minori drop-out, disoccupati, minori drop-out, senza tetto, richiedenti asilo, etc.) beneficiari tanto delle azioni direttamente previste dal progetto quanto degli impatti positivi prodotti dallo stesso in termini di qualità e quantità delle ricadute occupazionali. L`impianto del progetto prevede una stretta e indissolubile correlazione tra soggetti beneficiari e attuatori. In tale processo risulta evidente come la buona riuscita del progetto, dipenda in modo particolare dalla capacità e dalle possibilità di coinvolgimento delle parti in causa.
Nel concreto il coinvolgimento si esprime:
Nella fase di progettazione, attraverso l`analisi dei fabbisogni, degli operatori e dei soggetti svantaggiati;·
Nella fase attuativa attraverso la partecipazione attiva nella realizzazione di servizi ai beneficiari stessi;·
Nella fase di valutazione attraverso la collaborazione nel verificare la corrispondenza delle azioni condotte in relazione ai fabbisogni individuati.
Per quanto concerne il ruolo dei beneficiari, il loro coinvolgimento, rappresenta non solo la possibilità di verificare l`effettiva rispondenza degli interventi intrapresi, ma bensì un osservatorio sull`emersione dei nuovi fenomeni di esclusione e discriminazione dal MDL. La stessa scelta di adottare il Cooperative Learning quale metodologia di riferimento, e quindi l`utilizzo di strumenti quali i gruppi di progettazione partecipata, i gruppi di empowerment, le plenarie, i gruppi imprenditoriali numerosi (g.i.n.), è riconducibile alla volontà concreta di rendere massivo il coinvolgimento dei destinatari all`interno dei processi decisionali ed attuativi del progetto, al fine di assicurare l`effettiva efficienza ed efficacia dello stesso.

È opportuno precisare che nonostante il processo di coinvolgimento sia stato impostato come di seguito schematizzato, verranno incentivate tutte le forme di contaminazione in termini di trasferimento e diffusione di know-how e buone prassi, finalizzate all`innalzamento della qualità dell`intervento proposto. Il progetto si articola secondo un approccio cooperativistico: In ciascun livello, infatti, e tra un livello e l`altro, esso prevede l`attivazione di gruppi cooperativistici per la progettazione, il monitoraggio e la valutazione dell`intervento.

Gli Organismi di supporto partecipano alle fasi 1, 2, 3, 4 e 5·
Gli Organismi di promozione e diffusione partecipano alla fase 4·
Gli Organismi di valutazione partecipano alle fasi1 e 5·
Le Istituzioni finanziarie partecipano alla fase 4·
