The DP `Focus` was founded with the intention to co-ordinate a net of subjects who, within the province of Reggio Calabria, may develop synergies and experiment innovative practices aiming at the creation of jobs for people with mental disabilities. It is a kind of target living on the fringes of social and productive life, since the policies and the interventions for the rehabilitation from the condition of social isolation in which these people live are only episodic. The only route they are let go along as `protagonists`, if we may use this expression, is that of remaining indefinitely guests of mental hospitals or supported by social services. The DP `Focus` wants to promote routes of rehabilitation from such existential degradation and intends to bring back to productive life people who, in spite of everything, have potentialities, vocations and unexpressed capacities. In the province of Reggio Calabria there are health services for the treatment of people suffering from mental disabilities: the Mental Health Departments of the `ASL` (`Azienda Sanitaria Locale`, the local health services) of Reggio Calabria, Palmi and Locri (all of them members of the DP `Focus`). These supply home and daily assistance, and stays in mental hospitals. The lack of opportunities to guarantee mentally disabled people daily activities and jobs often makes their treatment and rehabilitation even more difficult, since their continuous inactivity increases their depressive state, lack of self-esteem and sense of social inadequacy. This process of impoverishment of personal resources becomes even more worrying with regard to those young patients who have run into difficulties during the process of structuring of their personalities. Despite the medical and psychological treatments they receive, they also need supports and interventions specifically planned for them to recover their active dimension, such as go on with their studies or find a job. At present these possibilities are barred from them, in that the local labour market is particularly discriminating, also because of the prejudices about their assumed working and productive incompetence.The DP`s intervention is meant to develop an original and effective methodology for the working integration of the disabled in the province of Reggio Calabria. The aim of the project is that of starting an experimentation exploitable in the field of the services specialised in the employment of the disabled. In particular, it means to operate in the phase of connection between the activity of vocational guidance and counselling and the activity of training integration aiming at the insertion in the labour market. This connection will be achieved through the specific methodology tested in the project. The meeting between supply and demand for the disabled is regulated in Italy by a recently renewed set of rules, the law 68/99. It presents a particularly binding scheme in favour of the weak categories` employment, introducing a system of inducements or sanctions to the firms taking or not taking on handicapped workers, according to a proportion calculated with regard to the dimension of the firms. The employment centres will deal with the disabled people`s professional insertion and training integration. From an economical point of view the Italian law is: 1. definitely in favour of disabled people`s employment: the introduction of a system of quite heavy sanctions to the firms shows a clear choice on the part of the legislator directed at all costs to the pursuit of the results intended by the law itself; 2. strongly focused on the role of medium and big concerns, as well as public institutions, to absorb the work of the disabled; 3. meant to combine a new attention to active work policy with the aim of supporting these people`s chances of employment.Apparently coercion seems associated with willingness to concretely support disabled people`s work, intervening on one of the factors making firms reluctant to take on handicapped people, that is their supposed scarce adaptability to a competitive working environment, where what matters is the firm`s productivity. A firm may choose between recruiting a disabled person with the acquisition of the connected bonus (lesser labour costs on the recruited worker) and recruiting a `normally intelligent` person paying the connected penalty. The economical analysis connected with the choices of compulsory recruitment suggests policy interventions meant to reduce the productivity gap through an action of training integration and the development of active working policies in favour of the disabled. It will thus be directly possible to intervene on the plan of incentives for the firms taking on disabled workers. There are also other fields of intervention, such as the potential prestige got through the respect of the law supporting these types of introduction to work. Another suggestion is related to the probability of being sanctioned, since the law 68/99 has left remarkable openings to the possibility of evading the obligation. It is thus important to shape public behaviour in a strategic rather than necessarily virtuous way. Calabria has a very weak productive base whose peculiar characteristics are the strong specialisation in traditional fields on one hand, and the firms` dimensional pulverisation on the other hand. According to the data of the ISTAT intermediate census, at the end of 1996 the firms in the fields of industry and services in the province of Reggio Calabria were 24,937, with an employment rate of 47,517 workers. In the field of trade and repairing operates the 48,26% of the firms in Reggio, followed by property companies, renting, informatics and research (15,54%), manufacture (11,75%), building (7,2%), hotels and restaurants (5,54%) and finally other public, social and personal services (5,47). Thus the sectional specialization concerns the fields of trade, building, the other public services and hotels and restaurants. Yet, these sectors coincide with the less dynamic productive activities, mainly addressed to the local markets. In terms of employment, the sector using the greatest number of workers is trade (19,636), followed by manufacture, employing 7,856 workers. Small firms with less than ten workers represent a very big part, more than the 90% of the local firms. According to the already analysed results of the intermediate census of 1996, Calabria shows some kind of sectional specialization only in the less dynamic sectors, little exposed to external competition and almost exclusively addressed to the local markets. Therefore it is a success limited to single firms, whose main explanation lies just in the fact that no interconnection among the firms exists. The possibilities of work integration for disabled people within the productive web of the province of Reggio Calabria seem to be very scarce, since in the whole province out of a total of 24,937 firms, those with more than 15 workers are only 204 in the private sector, that is the 0,8% of the total. What is more, there is a difficulty in quantifying the real number of people who can be introduced to work according to the set of rules of the law 68/99, due to problems related to the structure of the census. According to plausible criteria applied both to the successive classes of workers of the firms and to the local units of the institutions, the part of reserves according to the new provisions of the law 68/99 is of about 3,000 units. In the province of Reggio Calabria the number of disabled workers employed according to the previous law 482/68 is of about 1,500 units (of which 418 in private firms and 1,090 in public companies), where the biggest part is represented by disabled people). According to some research, the percentage of failure in the introduction to work based on the law 482/68 is very high (about the 75%) and includes cases of renunciation of the work on the part of the disabled (who do not start the job in exchange for a `donation` by the firm), cases of resignation before the end of the period of probation (because of the lack of a suitable task), cases of dismissal of the worker during the period of probation and finally cases of non-starting of the job. Against about 1,500 people already employed, on the 15th of September 2000 almost 10,000 disabled people are available to work and could be addressees of the new law, whereas, on the same date, only 45 disabled people are employed among those starting their jobs between 01/07/99 and 15/09/00. In short, the weak economic structure of the province of Reggio Calabria and the specific conditions of the labour market - which have been clearly outlined in the introduction to the specific territorial context - lead to believe that the possibilities of making successful the system reforming the introduction to work of the disabled are strongly conditioned by the adoption of intervention techniques which may have a concrete impact on the system of employment services, becoming a widespread practice in the matching of supply and demand. The intervention on this specific segment of the process of introduction to work of the disabled allows the contemporary achievement of some objectives: a) it improves the quality of the intervention of vocational guidance and training integration of the disabled; b) it introduces them into an institutional process complying with their right to work.

Objective

The DP FOCUS, as proposed in the first form has not had variations and, therefore, objectives and strategy are unchanged in comparison to their first formulation. Consistently with the general strategy of the programme `Equal`, such as outlined in the DOCUP, the enterprise `Focus` means to achieve elements of innovation in the field of the relation between social and working policies, through the planning of routes for the integration of the two systems. This in order to contribute to overthrow the discriminations existing in the local labour market and, in the specific case, to remove the obstacles denying the access into the working dimension to mentally handicapped people, both men and women. In this context the general strategy of the DP `Focus` is that of supporting the development of routes of social and working integration for the target group with an experimental and innovative methodology, aiming at overcoming the dyscrasia existing between the two systems. It is obvious, in fact, that it is not possible to speak of complete social integration of the disabled if the latter are barred the chance of entering effectively the working dimension. Therefore, aiming at their inclusion in the productive process, the DP `Focus` means to implement a web of operative links and synergies among different subjects within the province of Reggio Calabria, so as to produce an underlying structure supporting the process of osmosis between the culture of social integration and working policies. In short, it intends to start a systemic approach, the latter expression meaning `a series of elements (the partners) in mutual interaction`. From this point of view, the element characterising the balance of the whole is the existence of targeted communications and functional interconnections among the single elements (the partners). It is thus evident that, at present conditions, the system of integration policies for the disabled in the area taken into consideration by the project is far from its state of balance and its condition of homoeostasis. In fact, even though the process of social integration of the target group in the area under discussion exists, it is not connected with routes of active working policy. Thus, the strategy of the project presented here, as well as that described in relation to the previous item, is that of developing operative links among parties different for institutional nature, intervention culture and mission, aiming at pursuing common objectives. The strategic intent is that of promoting a process of institutional and social partnership with the aim of putting into effect the law 68/99 for the employment and the labour protection of the disabled. The aim of this intervention is that of fully enforcing the law, supporting the disabled and making the intervention of the firms and of the public bodies effective in relation to the objective in question. Consequently, all the authorities involved in the DP will reciprocally interact, making their know-how available. From their interaction a `local agreement for the employment of the disabled` will result. It will be a document subscribed and shared by all the members and made up of a set of indicative rules, actions, contents, instruments and procedures for its implementation within the local system. By means of this document the DP will pursue the planned objective, that is the search for innovative solutions and methodologies to enlarge the handicapped people`s presence in the labour market, within the manpower of the whole province of Reggio Calabria. From this point of view, all the partners will use the human and instrumental resources at their disposal for the attainment of the above-said goal. Within this context strategic will be the proposition of a model of intervention supporting the functioning of the special unemployment lists. The above-mentioned interventions will be started making use of the collaboration and contribution of the local authorities specifically competent for the area of the disabled, firms, unions and the world of co-operation. Consequently, one of the strategic objectives of the DP will be that of promoting synergies among the parties subscribing the co-operation agreement. A further objective will be that of attaining such goal through the reinforcement of the disabled people` s basic and training competences, with the aim of increasing their competitiveness within the local labour market. The parties identified as the protagonists of the project will thus face an important challenge, which has a cultural and integration value as well, in that it also tries to affect those prejudices relegating the disabled only to the welfare services, limiting the assistance exclusively to medical approaches. The strategic challenge the DP will face within this context is connected with the attempt to assign leading roles to people who, if given the proper opportunities and supported in their inclinations, can be a resource for the community. The choice is meant to promote the processes of inclusion for the disabled and emphasises the latter`s capacities to re-organise their lives in a positive way in order to take back on their active social role, which has been lost or never recovered. In short, the strategic objectives the DP will try to pursue can be also identified in the following actions, besides the above-mentioned ones: a) restarting socio-relational routes and basic competences dried up by the condition of handicap; b) planning specific individualised routes for these people`s social rehabilitation and active citizenship; c) promoting training routes consistent with the specific psychopathology of the people selected to take part in the planned actions. To sum up, the DP means to show how it is possible to restore to active working life people who, for lack of opportunities of integration, are usually obliged to live only within the limits of the social services and often even in life conditions of marginalisation and exploitation. From this point of view the DP will try to interact with the precise aim of removing at the roots the factors causing the disabled people`s marginalisation and social isolation, especially with regard to the women living in such conditions. The strategic route the DP means to follow will be reinforced by the common action of all the partners contributing to the pursuit of the goals, in relation to their institutional roles and competences. From the interaction of all the moving forces involved in the DP we expect the consolidation of a web of relations resulting in knowledge, methodologies, experimentations and capacity to learn from experience. Consequently, also flexibility and inclination to calibrate the objectives of the project.

The DP `Focus` looks for innovation at several levels. First of all, it tries to pursue this goal in relation to the segment of process. In fact, the aim is that of developing innovative approaches so as to bring the world of mental handicap closer to the employment systems and those of active citizenship. The point is that of identifying - with the aim of effectively implementing the programmes of inclusion - routes of integration addressed to a social target wrongly considered as particularly difficult. So far, in the area taken into consideration, there are no routes of integration entirely planned for the given target, even though many specialists are aware that, through targeted routes of training and vocational guidance, it is possible to recover also the mentally disabled to a productive dimension. For this reason, the process the DP is trying to set up is innovative in that it tries to improve the leading role of people who are particularly discriminated in the processes leading to employment. The second innovative feature of the project is connected with the objectives of the actions to implement. From this point of view, particularly interesting is the attempt to formalise a local agreement involving the whole province and identifying roles and contents every partner will put into effect with the aim of increasing the disabled people`s employment chances. Particularly innovative, from this point of view, is the attempt, within a process of harmonious development, to make the productive needs of the entrepreneurs compatible with the disabled people`s employment needs, such as pursued by the law for the compulsory employment of the disadvantaged social groups. A further element of innovation is connected with the development of systems linked to the labour market and to the attempt to make the disabled people`s transition to work easier. In this sense we must consider the agreement formalised with some firms, members of the DP, engaging to take on disabled people at the end of a route of targeted training and vocational guidance. In this case the innovation lies in the fact of having foreseen and planned - in a way preliminary to each other - all the phases necessary to carry out a process of work integration addressed to targets usually excluded from the employment systems. Here we have planned a sequential route starting from the careful selection of the final recipients, going on with the identification of training models and tasks suitable to their specific medical features, following routes of vocational guidance and certification of the acquired competences and continuing with systems of training in firms, to arrive finally to modules of permanent employment.

The DP `Focus` is an aggregate of local parties of high value added within the province. The operative synergies which will be built and the level of integration and co-operation which will develop will be the elements guaranteeing the success of the whole enterprise. In fact, we are convinced that the province of Reggio Calabria possesses potentialities that must be enhanced in order to promote routes of development and socio-economical integration for the disabled. Therefore, the operative phase of the project will represent a testing ground for innovative models allowing the local community - through the direct involvement of the key parties in the development and representation - to guide, monitor and evaluate the single interventions and the project as a whole. The `social control` is necessary above all for a continuous testing of the correspondence between project and technique of realisation. The problem leads directly to the process of decision-making which cannot be limited to the phase of planning of the interventions, but must follow the various stages of its route. For this reason, the utmost care will be given to the whole process of building of a methodology guaranteeing all the partners` active participation and the necessary social control. The two parties promoting the DP `Focus` will play a leading role in the process of involvement of the whole group of partners. Four steering groups will be thus activated. Within them all the organisations, institutions, associations and firms of the DP will operate. The idea is that of guaranteeing every partner a role in all the phases of implementation of the enterprise. Therefore the project will be run by the following coordinating groups: 1) technical-scientific coordination: it is the structure guiding the whole project, made up of the representatives of the two promoting parties and those appointed by the three `ASL` of the province of Reggio Calabria, the `CISL`, the province councillor for equality and the associations for the protection of rights. This technical group will be the interface with all the other partners of the DP carrying out project activities; 2) executive coordination: it will have a crucial role in managing the financial and secretarial processes. It will be the concrete reference for the relations between local and transnational partners; 3) coordination for the constitution of the `local agreement for the employment of the disabled`. In this case a leading role will be played by the institutional partners, namely the A.P. of Reggio Calabria - also by virtue of its competences in the field of compulsory employment - and the representatives of the town councils of Palmi, Villa San Giovanni, Gioiosa Jonica, Gioia Tauro, Siderno, Melito Porto Salvo e Bagnara Calabra.

Agreement Summary

A) The responsibility of address and management of the partnership will be assumed by the Social Cooperative ` COOSSEL `. In the sector of community programs, the cooperative has been the promoter and attuatore of two Horizon projects, within the `Occupation` Programme. More precisely, a Phase 1 project, called `Training pathways and employment opportunities for mentally disabled people` (Cod. 0291/H/R) and a Phase 2 Project called ` Relay: a system of intervention for the social-economic integration of handicapped people in the city of Reggio Calabria ` (Code 1186/H/R). These two experiences have achieved good results, since they have set the conditions for the realization of stable employment for some final beneficiaries admitted to the actions. The experience of Coossel in the field of European Programmes is also testified by his affiliation to some European networks as `ARTO` and the CEFEC. The consolidated experience of COOSSEL in the careful management of public funds comes not only from the two programs mentioned above, but also from the relationships with Public Corporate bodies and other institutions working in the field of services directed to the weak groups of the population. At present, the Cooperative manages 4 lodging Communities for mentally disabled people, in convention with the Public Health Service of Reggio Calabria, a Family Counselling Centre and a Domiciliary Assistance Service to disabled people, both in regime of convention with the Municipality of Reggio Calabria. Furthermore, Coossel has run many training actions addressed both to final beneficiaries, and own employees, managed in convention with Vocational Training Department of Calabria Region.
Services are directed to around 150 consumers. The staff is composed of 40 full time employees, 8 part-time employees and around 15 consultants and professionals. The annual incomes overcomes the million of Euro. Insofar, COOSSEL is able to assume with effectiveness the responsibility of management and coordination of the partnership. DP management, functioning and evaluation will be guaranteed by an organizational structure composed by three managing committees, whose finality is that of:
1) assuring the management of the daily dimension of the project, with particular reference to the aspects of reception, ordinary administration (management of formal contacts with the referring Authority, with DP partners, with trans-national partners, bookkeeping constantly updated);
2) to guarantee the active participation of all partners, especially the small organizations;
3) to favour the processes of evaluation and self evaluation with the participation of disabled people`s organizations;
4) to promote the dissemination and sharing of the results and outputs of the project and, in such sense, the DP ` FOCUS ` declares to accept that all the outputs of the activities will be diffused, publicized and of public use;
5) to plan and implement effective processes of mainstreaming;
6) to guarantee the participation of a meaningful presence of women and immigrants` organizations in all the activities;
7) to assure a scientific supervision and a careful analysis of the adopted methodologies;
8) to plan activities and methodologies to guarantee the continuous external visibility of all the actions of the project.

b) As a consequence of what has been said above, the active role of all the partners will be guaranteed through a structure that will organize the partners and will favour their active role, according to four typologies of participation. As can be seen from the list of subjects involved, they can be divided into four categories, and precisely:
1) institutional partners: local public bodies and other public administrations operating in the province of Reggio Calabria. They will monitor the needs of the area in the field of supported employment for the weak groups of the population and they will develop positive actions to stimulate local enterprises to employ the final beneficiaries of the project. In such sense, they will act as a link between the resources of their territories, beneficiaries` organizations included;
2) consultative partners: employers` organisations and the other social partners. Their role will be to inter-act in a process of territorial animation directed to the strategic subjects of the local economy. In particular, they will favour such a process in creating synergies able to generate the added value that will give efficacy to the principal aim of the DP FOCUS, i.e. to influence local employment policies with the aim of enlarging the presence of disabled people in the labour market. Furthermore, they will guarantee a transfer of specific know-how, e.g. regarding rights and duties for the labour force that will be employed thanks to the project;
3) project partners: subjects that can give a notable contribution for the attainment of the objectives of the PS `FOCUS`, thanks to the multiplicity of competences they have: technical, managerial, financial, educational, etc.;
4) partners beneficiaries: the organisations of disabled people and their families, which are directly involved in the partnership since its first stage, actively participating in decision making processes. The PS will try to assign them an active role in the dialogue with the authorities governing employment and social inclusion policies. They are the recipients of the activities, services and supports that the project will produce, both in terms of employment creation and from a strategic point of view, as the DP will try to assign them an active leading role in the dialogue with the local subjects managing active labour policies and inclusion policies. Among them there are the most representative associations in national, regional and provincial scale. Many among these are already gathered in an institutional organism called Consulta del Volontariato.

C) The government of the project and, therefore, its implementation and management, relationships with the referring authorities and with the DP partners, will be guaranteed by an internal structure formed by the following organisms:
a) Executive Committee: it will be composed of the project coordinator and a team of operators, also designated by the DP partners. It will be in charge of::
1) the daily management of the project;
2) guaranteeing the necessary link with all the local and trans-national partners; 3) taking care of the administrative dimension, bookkeeping and reception; 4) taking care of the correspondence and e-mail with all the subjects that, in different ways, will interact with the project. The structure will be operational every day and for all through the activities. Weekly there will be a moment of verification and monitoring to face the problems and to increase the effectiveness of the working group.

B) Technical-scientific Committee: it will be composed by the coordinator and by all the representatives of those partners considered as `strategic` for the effective implementation of the actions, beneficiaries` organizations included. The function of such structure will be that of guaranteeing:
1) the necessary technical-scientific supervision;
2) the continuous dialogue between the partners;
3) the in itinere calibration of actions management with the purpose of increasing the level of congruence among the foreseen objectives and those ones really achieved;
4) to coordinate and to harmonize the various project segments;
5) to produce continuous information on the state of the different actions;
6) to extend and to disseminate such information to the DP partners, in order to allow them the sharing of all the implementation phases, to the territory and all the local strategic subjects of active labour policies and social integration.This with the purpose to make project actions transparent and to guarantee that opportune territorial control over the use of publicfunds.
C) General DP Congress: it is the tool that will guarantee all DP subjects direct participation and information about the actions, during their implementation. This group is composed by representatives of all the partners and will gather once every two months.

Further details about role and responsibilities of the partners are outlined in the Cooperation Agreement and are not fully described here, for economy of space. The measures that will guarantee the full participation of all the partners will be: b) the creation of sub workgroups for thematic areas (equal opportunities, empowerment and innovation, training, research, data banks, dissemination, evaluation, trans national activity, local pact); c) an interactive DP website for communication, feedback, sharing of ideas and information among the partners; d) the creation of a participated approach favouring the communication and the common decision about the actions to undertake; and) an active involvement of all the partners in the evaluation and participation in the development and implementation of the trans national workplan.
The information flow among the different partners will be guaranteed from their participation and interaction within the three management structures of the project above specified. Nevertheless, with the purpose to maximize the pursuit of the objectives, the partners will form some subgroups for homogeneous areas, that will dialogue and interact constantly.

The main activity of the COOSSEL co-operative, the first promoter of the DP `Focus`, is the management of interventions for the social integration of people with psychiatric and other disabilities. Within this area the co-operative operates on more sides: a) psychiatric and psycho-social rehabilitation; b) daily home assistance; c) psycho-social support for families with multiple social needs; d) scientific investigation into such issues; e) creation of routes for the social integration of young people with mental problems in their starting phase; f) training, vocational guidance and refresher courses. The co-operative`s mission is that of planning, running and implementing routes for the social integration of people expelled from the systems of active society and leading a marginalised life, not only from an economical point of view. The operating field is that of psychological and/or psychiatric problems. The aim of the interventions is that of supporting these people along the hard path towards the claiming back of the identity and the social role lost because of their disease. In order to attain these goals the co-operative makes use of scientific methodologies and approaches capable of rising the target group`s levels of competence, so as to make the acquisition of socially competent behaviours easier. In the last years the activity has also taken a definite scientific and experimental character, since in Italy it has been one of the few realities to apply in a scientifically planned way the approach of professor Mark Spivak of Harvard and Jerusalem University. It is a methodology meant for the creation of individualised rehabilitation routes addressed to people with previous long stays in mental hospitals, thus particularly disadvantaged from the point of view of relational competences and of abilities concerning personal and social autonomy. It is an eclectic approach integrating and using methodological hints coming from other psychological and psychiatric approaches, such as the systemic-relational one, the psycho-dynamic one, the behaviourist one and the one known as `person-centred approach`. The scientific direction of this project was taken up for over four years by Professor Spivak himself, who, directly and at regular intervals, engaged to train and keep up to date the workers involved in the rehabilitation projects in Reggio Calabria. He also measured and superintended the work done, thus personally verifying the achievement of the objectives. Within this activity several reports and scientific publications came out.

AGI Duemila` is a voluntary organization focusing its interest on disadvantaged people, especially women, with the aim of promoting and pursuing a policy for equal opportunities. Specifically, the association develops activities of day assistance to young women with learning disabilities. It has a centre where animation, welfare, psychomotor and play activities are meant for girls who, after finishing the compulsory school, have not gone on with their studies and run the risk of social isolation, in a situation of relational deprivation within the family. During the last few years `AGI Duemila` has addressed to these women in difficulties, aiming at supporting their social self-promotion, through the attempt of enhancing their social, personal and relational competences. That is why it has recently developed craft, free-expressive and gardening workshops.

The Amministrazione Provinciale of Reggio Calabria is a Local Corporate that extends his jurisdiction on a very vast geographical area, on which insist 98 City Council , with a resident population about 600.000 inhabitants. In the last year a lot of laws have relaunched his leadership within the social services and the politics of integration of the disadvantaged group. A.GE.DI. was constituted on September 18th, 1986 in Reggio Calabria, upon the initiative of ten couples, parents of severely handicapped children. Besides Ordinary Members, the disabled and/or their relatives, who have the right to take part, in accordance with democratic rules, to the Association management, A.GE.DI. has Friend Members, who offer humanitarian, professional and financial support. In order to achieve the Association`s objectives, A.GE.DI has one hundred and fifty people, both collaborators and volunteers, selected by a special board in accordance with the criteria of engagement and devotion. They specialise through formative training and updates and they are willing to sustain the Association`s values. A.GE.DI is a non profit organisation of social utility and acts in the following fields: - Self-Help for Members and, more generally, for the families dealing with issues related to the disabled; - Protection of the disabled and their families` rights, using promotions and awareness initiatives; - Voluntary Service, not only for Members but also by organising free services and initiatives. Coherence in social choices and managerial transparency and clarity have been valued and monitored with the general meetings expected by the Statute. A pragmatic attitude has characterised the social activities and brought about the creation of services whose quality has been recognised on several occasions and at various levels.

The Anffas is a national association born in 1958 for initiative of parents of disabled peoplel with the purpose to promote the guardianship of the civil rights of the people `mentally delayed`, what they are destine to the social exclusion. ANOLF - `Associazione Nazionale Oltre Le Frontiere` (National Association Beyond the Boundaries) is a non-profit permanent voluntary centre for social life of a democratic nature and with no political connection. The association is supported by CISL. It is organised at a national level, but with local branches, so as to let the structures aiming at setting up similar enterprises at a local level to use the acronym in total freedom with their own managing bodies. It is the establishment of the `Servizio Sanitario Regionale` (the regional health service) supplying the territorial health - but non-hospital - services in the municipality of Reggio Calabria and in other 23 neighbouring municipalities. It will be involved in the DP (Development Partnership) `Focus` through two of its structures: a) the Operative Unit of Infantile Neuropsychiatry of District no. 2 in Villa San Giovanni; and b) the Mental Health Department. The first one takes on as outpatients minors with developmental disharmonies, infantile psychopathologies, handicaps and learning problems. It supplies specialised services of a neuropsychiatric, psychological, logopedic and social kind. It is part of a territorial network interacting in the field of social integration interventions addressed to the handicapped people of the territory. The Mental Health Department of ASL 11 is an integrated system supplying hospital, day hospital and domiciliary services to people suffering from psychopathologies. These are supplied through the following structures: 1) the Psychiatric Department of Diagnosis and Treatment of the `Ospedali Riuniti` of Reggio Calabria and of the `Tiberio Evoli` Hospital of Melito Porto Salvo; 2) the Mental Health Services of Reggio Calabria, Melito Porto Salvo and Scilla; 3) the Day Hospital and Part-time Stays of the `Ospedali Riuniti` of Reggio Calabria; 4) 13 socio-rehabilitating residential communities dislocated all over the territory of ASL 11.

The health local administration ensures to its citizens services meant to the promotion, maintenance and recovery of physical and mental health of individuals and people in general, with th guarantee of regular assistance throughout the territotry. The activity of the Councillor for Equality is ruled by the legislative decree no. 166 of the year 2000, `Rules and regulations governing the activity of the councillors for equality, according to the article no. 47, paragraph 1 of the law no. 144 of 17th May 1999`. The councillors for equality are agents of local development who carry out functions of promotion and control of the realisation of the principles of equality of chances and non-discrimination for women and men in the workplace. They are in all respects part of public bodies and are appointed through decrees of the Ministry of Labour and the Ministry for Equality. The Cooperative SKINNER has been operating in the field of the policies for the integration of mentally handicapped people since 1981. During the years it has constantly adapted its activity depending on the processes of rehabilitation addressed to them, in the attempt of guaranteeing them equal opportunities in benefiting from the services offered by the community, including job. This goal is still being pursued through a strategy giving a leading and decisional role to the target group, definitively overcoming a mere welfare point of view. Thus the mission the Cooperative pursues is that of guaranteeing even the above-mentioned target group the access to the routes of active citizens. From this viewpoint the guideline inspiring all the programmes of inclusion planned and implemented by the Cooperative is connected with the conviction that all the disabled have potential which it is possible to increase and enhance through the building of individualised rehabilitation routes. Even the disabled may thus represent a resource for the community, insofar as the approach is also enriched with the innovations recently introduced by the law 328/2000 for the constitution of a `welfare of responsibilities`. Anticipating the contents of this law and according to the contents of the `POR Calabria 2000-2006` and of its planning, the Cooperative SKINNER, in the carrying out of its training to the target group in question, has tried to direct it to the creation of employment opportunities. This has also been done through the promotion of a social cooperative of a `B` kind, whose social object is the carrying out of activities for which training courses have previously been organised in agreement with the Region of Calabria. All this is part of a project of integration starting from rehabilitation processes - that is from the necessity of reinforcing competences and fostering the development of new abilities - and passing through plans of social integration. In this context the direction of the processes described above is that of guaranteeing the disabled the acquisition of an active social role, which can be achieved only if `the circle closes`, that is if social integration goes together with training and employment integration.

The GDM Group represents one of the main business activities in the whole south of Italy. Infostat is a small co-operative created in July 1998 and operating in Reggio Calabria. His main fields of activity are: planning and execution of economic and social research projects; data base management and analysis; statistical analysis, reporting and publishing through internet, CD-ROM and paper; consultancy in the field of data-base management, ICT and statistical analysis; consultancy for social and labour policy planning and for the development of the social economy. Infostat staff is well qualified, all specialised as `Technicians with Multiple Competencies for the Management of an Observatory of Statistics` after a professional training course for graduates at the High School of Public Administration in Reggio Calabria. The ARCHIA consortium develops the following activities:1) it divulges on the provincial territory, through various typologies of demonstrations (conferences, meetings, publications, etc.) the consequential opportunities from the use of the providences of the union European, national and regional;2) it furnishes technical support for the elaboration of the regional strategies local e/o and you plan pilot of support to the creation of new employment to local level in the field to the improvement of the quality life;3) it furnishes technical support for the planning, execution, evaluation, monitoring and tutoring of entrepreneurial initiatives and of social character finalized to the elimination of the discrimination that limit the development of the employment to local level;4) it supports the administration of the Province of Reggio Calabria in the activity of predisposition of plans of development of the territory of the same province;5) it effects studies, researches, analysis finalized to the support entrepreneurial initiatives and individualization of productive sectors with potentiality of development;6) it ` organizes initiatives finalized to the creation of links relationships among European partners with the purpose to facilitate the comparison of experiences in homologous fields of activity;7) it organize and manage effects vocational training and professional and cultural updating, finalized to the best qualification of the human resources of the provincial territory;8) it supports the Provincial administration for the planning of new actions for the use of the structural funds of the European Union;9) it operate with a group of technicians and experts in the methodology of planning, and management of european actions in the field of the develop;10) Maintain stable relationships with the principal European and international institutions parties to realize interventions and to participate in projects to realize in the local area with the share of local subjects.

CISL, the second largest (4.083.996 million members in 2000) Confederation of Trade Unions in Italy (14 National branch (sector) Federations: e.g.,metalworkers, chemical, textile workers, public employees, service, agricultural workers, etc.), affiliates salaried, white and blue collar employees, through its branch or sector Federations on the basis of non-denomination, non-partisan and non-ideological values and principles.CISL is locally structured, as a Confederation of the above mentioned 16 branch unions, at territorial (district: such as, for instance, Milan, Rome, Palermo, Florence...) and regional levels (21 regions, in the country: such as Lombardy, Latium, Sicily, Tuscany...). The task CISL sets for itself, and its main immediate goal, is that of defending both employed and unemployed workers` interests, in the conviction society`s interests themselves are, thereby, better promoted. Several fundamental, shared values support such an approach: democracy, solidarity, pluralism and trade union independence from any economic power, employer, Government or political party. And the firm belief that employees, as builders of the wealth of their societies, are entitled to `participate`, through collective bargaining and socio/political independent action by the trade unions of their own choice, to the construction of their own and their communities` future. That is why negotiation, on one side, and on the other what we call concertation (the building up of a co-decision system where, always through negotiation, the social partners as well as the countries` political actors engage themselves to agreed goals and behave consequently to achieve an effective all-incomes policy) are the main instruments of our action. CISL does not give up conflict, of course, as a possible recourse. But we look at industrial action not as a value in itself but, really, as a last recourse. Collective bargaining is the rule, instead, and the normal method of action. Following a national framework agreement on industrial relations signed in July 1993, collective bargaining is presently structured in Italy as a two tier system: national branch sectorial level, to define what we might, somewhat improperly, maybe, but effectively call a minimum wage and conditions accord, and company or local level to improve wages along productivity trends. A unity of action pact, in force for many years with the two other main Italian trade unions Confederations (CGIL and UIL) ensures a more effective bargaining posture- even when the relationship among the three union Confederations may not be the best possible one.Moreover, the three Confederations maintain a regular consultative, quasi-bargaining relationship with the Government and/or, as appropriate, with local institutions (regional administrations, municipalities...) on the setting of the country`s main macroeconomic, incomes policy picture (social security issues, welfare reforms, taxation levels, etc.).

FOCUS: Patto locale per l`occupazione delle persone svataggiate e disabili

In maniera coerente con le priorità indicate nel docup del programma equal e con il por calabria, la proposta qui avanzata intende incidere sulle condizioni strutturali del mercato del lavoro della prov. Di reggio calabria, con l`obiettivo di rendere quest`ultimo permeabile anche alle esigenze occupazionali delle persone colpite da disabilità psichica e/o cognitiva. Si tratta di soggetti che nella ricerca di occupazione sperimentano difficoltà aggiuntive rispetto a tutti gli altri disoccupati, in quanto oltre a risiedere in un`area a basso coefficiente sviluppo, esprimono difficoltà correlabili alla loro condizione di `defaillance` sul piano delle competenze di autonomia personale, sociale e relazionale. La quasi totalità di queste persone, ultimata la scuola dell`obbligo, sperimenta una condizione di isolamento di ritorno all`interno della famiglia, dal momento che dopo la fase della scolarizzazione tendono ad estinguersi le possibilità di percorrere gli itinerari della cittadinanza attiva, poichè scarse ed episodiche sono le politiche di integrazione socio-economica loro dirette. Tale realtà aumenta la loro distanza da un mercato del lavoro sempre più selettivo e discriminante, rendendoli meno competitivi e propositivi nella ricerca dell`occupazione. Pertanto, l`iniziativa qui avanzata vuole incidere sui fattori di discriminazione sopra esposti, con l`obiettivo generale di riattivare il percorso sociale di persone che, nonostante le loro difficoltà, rappresentano comunque una risorsa per la comunità. L`obiettivo appena esposto è congruente, inoltre, con gli orientamenti che animano le nuove politiche sociali, così come intese dalla legge 328/2000 `disposizioni per un sistema integrato di intervento e servizi sociali`. Si tratta di un provvedimento che ha innovato tutto il sistema del `welfare` tradizionale che transita, da orientamenti prettamente assistenziali a nuovi contenuti che sostengono un `welfare` della responsabilità, nel cui ambito viene incentivata la partecipazione attiva di tutti gli utenti del sistema di protezione sociale. In maniera congruente con tali indicazioni la ps geografica denominata `focus` intende promuovere interventi di protezione attiva, che valorizzino le responsabilità e le capacità di tutte le persone disabili. L`iniziativa qui avanzata , pertanto, ricerca ed incrementa queste risorse personali, favorisce la ripresa del percorso sociale interrotto e promuove l`acquisizione di un ruolo attivo e di una identità propositiva. Ciò attraverso la progettazione di percorsi individualizzati orientati verso l`incremento delle potenzialità e competenze dei beneficiari finali che saranno selezionati ed inseriti nelle attività progettuali. In tale contesto ulteriori obiettivi sono costituiti dal tentativo di promuovere un patto locale, di ambito provinciale, che coinvolga gli attori economici e sociali strategici ai fini della costruzione di un sistema che contribuisca allo sviluppo dell`area geografica di riferimento. In tale ambito, quindi, uno degli obiettivi generali di `focus` è l`eliminazione di quelle barriere e discriminazioni che impediscono ai disabili percorsi di pari opportunità nell`ambito della fruizione delle opzioni che il contesto locale offre ai suoi residenti, occupazione compresa. In tal senso, obiettivo specifico diviene il tentativo di proporre percorsi ed azioni che favoriscano l`incontro tra domanda di lavoro proveniente dal mondo della disabilità psichica ed offetta del mondo imprenditoriale locale. In questo contesto e, nel panorama della recente innovazione normativa che ha interessato il mondo del collocamento, risulterà strategico rafforzare e sostenere l`agire dei centri per l`impiego provinciali, prevedendo segmenti operativi specifici per le persone disabili. Tuttavia, nel contesto della popolazione target dell`iniziativa qui avanzata, una considerazione a parte merita la condizione delle donne. Nel panorama generale della popolazione disabile, l`essere donna rappresenta una realtà che approfondisce in maniera ulteriore la marginalità, l`isolamento sociale e, sovente, ne incrementa la segregazione e lo sfruttamento. Molte storie personali raccontano il dramma di donne disabili schiavizzate, che hanno svolto per una vita intera attività domestiche, senza salario e con il solo corrispettivo dell`accoglienza e della soddisfazione dei bisogni primari. Donne internate in manicomio quando il loro quadro psicopatologico si approfondiva e diventava incompatibile con l`attività da svolgere o, peggio ancora, quando erano in stato di gravidanza perché qualcuno aveva abusato di loro. Per fortuna l`ospedale psichiatrico non esiste più, ma ciò non significa che lo sfruttamento domestico della donna disabile sia un fenomeno superato. Spesso, infatti, mascherata sotto un profilo di protezione tende a consolidarsi una prassi, accettata ed utilizzata ancora oggi e che espone seriamente la donna disabile al rischio di sfruttamento generalizzato. Il problema è di tale attualità che il programma europeo `daphne 2001` ha previsto azioni specifiche e priorità per progetti di prevenzione dell`abuso sessuale, dello sfruttamento e della violenza a donne affette da quadri psicopatologici e/o di insufficienza mentale. Pertanto, uno degli obiettivi di `focus` è quello promuovere azioni di avvicinamento al mondo del lavoro regolare di donne per le quali maggiore è il rischio di subire la condizione sopra delineata. Questo particolare segmento del target sarà individuato attraverso il coinvolgimento dei servizi sanitari delle tre aziende sanitarie che compongono la ps qui proposta. In ogni caso, per tutti i soggetti disabili i percorsi di `inclusion` saranno mirati e personalizzati, con l`intento di delineare ed implementare un sistema di intervento orientato verso il conseguimento dei seguenti obiettivi: a) sperimentare un percorso multidimensionale per incrementare la presenza delle persone disabili tra gli occupati; b) disseminare tale metodologia e individuare le condizioni migliori per favorirne la trasferibilità e la riproducibilità; c) produrre occupazione stabile; d) promuovere una metodologia di intervento che retroagisca sulle politiche locali per l`occupazione e dispieghi i propri effetti positivi in maniera continua, trascendendo e superando l`arco temporale del progetto; e) migliorare le competenze della popolazione target attraverso percorsi di formazione professionale, orientamento ed inserimento lavorativo personalizzato; f) sperimentare nuove metodologie (approccio fuerenstein) per favorire l`acquisizione di competenze cognitivo-comportamentali e relazionali congruenti con la dimensione lavorativa; g) individuare bacini occupazionali ed aree di attività economiche ricettive e sensibili ai fini occupazionali. I settori individuati a tal proposito sono quello delle tecnologie informatiche, quello ecologico-ambientale e il settore del catering e della grande distribuzione alimentare; h) promuovere un network locale di soggetti istituzionali, economico-imprenditoriali, del privato sociale, dell`associazionismo di categoria e di tutela dei diritti che interagiscano sull`obiettivo comune di promuovere le condizioni ottimali per favorire l`occupazione dei disabili nella prov. Di reggio cal.; i) promuovere tra i soggetti sopra elencati un `patto territoriale locale` al fine di valorizzare potenzialità e risorse delle persone disabili da spendere nel mercato del lavoro locale; l) coordinare processi di animazione territoriale con lo scopo di massimizzare le potenzialità offerte dalla legge sul collocamento obbligatorio delle persone disabili ed handicappate; m) promuovere percorsi di ricerca e di indagine sui fabbisogni formativi del tessuto imprenditoriale ed economico locale; n) realizzare approfondimenti sulla qualità della vita dei disabili nella provincia di reggio calabria; o) progettare percorsi formativi congruenti con le esigenze delle imprese economiche componenti la ps geografica qui proposta; p) approfondire la conoscenza della realtà occupazionale delle persone disabili; q) fornire servizi e consulenze alle imprese economiche locali in maniera finalizzata e congruente con le norme sul collocamento obbligatorio; r) collaborare con l`amministrazione provinciale di reggio calabria con lo scopo di massimizzare le potenzialità dei servizi per l`impiego in maniera finalizzata all`occupazione delle persone disabili; s) realizzare un portale tematico sulla condizione occupazionale della popolazione target; t) consolidare accordi con imprese sociali e settori produttivi.

Innovation

La PS `Focus` ricerca l`innovazione a più livelli. Innanzitutto, tenta di perseguire tale obiettivo in relazione al segmento di processo. Infatti, l`intento è quello di sviluppare approcci innovativi in grado di avvicinare il mondo della disabilità psichica ai circuiti occupazionali e della cittadinanza attiva. Si tratta di identificare percorsi di integrazione diretti ad una categoria di utenza sociale ritenuta , a torto, particolarmente ostica, ai fini della implementazione efficace di programmi di `inclusion`. Fino al momento attuale non esistono, nell`ambito dell`area di riferimento, itinerari di integrazione interamente progettati per il target identificato, anche se molti specialisti hanno la consapevolezza che, attraverso percorsi formativi e di orientamento mirati, sia possibile recuperare ad una dimensione produttiva anche le persone colpite da disabilità psichica. Pertanto, il processo che la PS tenta di costruire è innovativo in quanto cerca di incrementare il ruolo di protagonismo di persone particolarmente discriminate nei processi di accesso all`occupazione. Il secondo carattere di innovazione del progetto è da ricercare in relazione agli obiettivi delle azioni che si intendono implementare. di particolare interesse, in tal senso, risulta essere il tentativo di formalizzare un accordo locale, di dimensione provinciale, che identifichi ruoli e contenuti che ogni partner dovrà agire in funzione dell`ampliamento della base occupazionale delle persone disabili. Particolarmente innovativo, da tale punto di vista, si configura il tentativo di rendere compatibili, nell`ambito di un processo di sviluppo armonico, le necessità produttive provenienti dal mondo imprenditoriale con le esigenze occupazionali delle persone disabili, così come perseguite dalla legge per il collocamento obbligatorio delle fasce sociali svantaggiate. Un ulteriore elemento di innovazione è relativo allo sviluppo di sistemi collegati al mercato del lavoro e funzionali al tentativo di rendere agevole la transizione al lavoro delle persone disabili. In tal senso è da intendere l`accordo formalizzato con alcune aziende, componenti la ps, che si impegnano ad assumere persone disabili alla fine di un percorso formativo e di orientamento mirato. In questa occasione, l`innovazione risiede nell`aver previsto e programmato, in maniera propedeutica l`una all`altra, tutte le fasi nell`ambito delle quali si deve declinare un processo di inserimento occupazionale destinato a target che, solitamente, vengono espulsi dai meccanismi occupazionali. Infatti, è stato previsto un itinerario sequenziale, che parte dalla selezione oculata dei beneficiari finali, prosegue con l`identificazione di profili formativi e mansioni congruenti con la loro specificità clinica, si dipana lungo percorsi di orientamento e certificazione delle competenze, prosegue con meccanismi di stage aziendali, continua con moduli di di inserimento lavorativo stabile

Agreement Summary

a) La responsabilità di indirizzo e gestione della partnership saranno assunte dalla Cooperativa Sociale `COOSSEL` che, nel settore dei programmi comunitari è stato soggetto promotore ed attuatore di due progetti Horizon, nell`ambito del Programma Occupazione. Precisamente un Progetto di I Fase, denominato `Itinerari formativi e sbocchi occupazionali per disabili mentali` (Cod. 0291/H/R) ed un Progetto di II Fase denominato `RELAIS: sistema di intervento per l`integrazione socio-economica delle persone handicappate nella città di Reggio Calabria` (Codice 1186/H/R). Si è trattato di due esperienze che hanno conseguito buoni risultati, dal momento che hanno posto le condizioni per la realizzazione di occupazione stabile di alcuni dei beneficiari finali ammessi alle azioni progettuali. L`esperienza della Coossel in campo europeo è testimoniata anche dal suo appartenere ad alcuni network come la rete ARTO ed il CEFEC. L`esperienza consolidata nella gestione oculata di fondi pubblici della COOSSEL deriva, inoltre, non soltanto dall`attuazione dei due programmi di cui sopra, ma anche dai rapporti con Enti Pubblici ed altre istituzioni per l`erogazione di servizi alle fasce deboli. Allo stato attuale la Cooperativa gestisce 4 Comunità Alloggio per disabili mentali in convenzione con l`ASL 11 di Reggio Calabria, un Centro di Orientamento Familiare e un Servizio di Assistenza Domiciliare a persone disabili, entrambi in regime di convenzione con il Comune di Reggio Calabria. Numerose, inoltre, sono state le azioni formative indirizzate a beneficiari finali e a propri dipendenti, gestite in convenzione con l`Assessorato alla Formazione Professionale della Regione Calabria. L`erogazione dei servizi interessa circa 150 utenti con un parco operatori di 40 dipendenti a tempo pieno e a tempo indeterminato, 8 dipendenti part-time e circa 15 consulenti e professionisti. Il fatturato annuo supera il milione di euro. Pertanto, la COOSSEL è soggetto in grado di assumere e gestire con efficacia la responsabilità della conduzione e coordinamento della partnership. L`agevole gestione della PS e, pertanto, il governo, l`implementazione e la valutazione saranno garantiti da una struttura organizzativa che prevederà l`istituzione di tre comitati di gestione, la cui finalità è quella di: 1) assicurare l`agevole conduzione della dimensione quotidiana del progetto, con particolare riferimento agli aspetti di segreteria, alla ordinaria amministrazione (gestione di contatti formali con l`Autorità Referente, con i partner della PS, con i partner transnazionali, tenuta contabile costantemente aggiornata); 2) garantire la partecipazione attiva di tutti i partner, con particolare riferimento alle piccole organizzazioni; 3) favorire i processi di valutazione e di autovalutazione con la partecipazione delle associazioni dei disabili; 4) promuovere la diffusione dei risultati e la condivisione dei prodotti di progetto e, in tal senso, la PS `FOCUS` dichiara di accettare che tutti gli output delle attività siano diffusi, pubblicizzati e resi di dominio pubblico; 5) progettare ed implementare efficaci processi di mainstreaming; 6) garantire la partecipazione a tutte le attività progettuali, di una significativa presenza di donne e delle associazioni degli immigrati; 7) assicurare la necessaria supervisione scientifica e l`attenta analisi delle metodologie impiegate; 8) progettare attività e metodologie per garantire la continua visibilità esterna di tutte le azioni progettuali.
b) In maniera correlata a quanto sopra esplicitato, il ruolo attivo di tutti i partner progettuali sarà garantito attraverso una struttura di processo interna che organizzerà i partner e favorirà il loro protagonismo in funzione a quattro tipologie di partecipazione, già individuate. Come si evince dall`elenco dei soggetti coinvolti, essi sono raggruppabili nell`ambito di quattro categorie, e precisamente: 1) partner istituzionali: enti locali e altre amministrazioni pubbliche che ricadono nel territorio geografico della provincia di Reggio Calabria. Essi concorrono a rilevare i bisogni del territorio in materia di occupazione per le fasce deboli, e si faranno interpreti, in prima istanza, di svolgere azioni positive per la sensibilizzazione del tessuto imprenditoriale locale, in maniera finalizzata all`occupazione dei beneficiari finali del progetto. In tal senso costituiranno l`anello di collegamento con le risorse dei loro territori, comprese le associazioni degli utenti; 2) partner di consultazione: sono le organizzazioni imprenditoriali, le parti sociali. Il loro ruolo sarà quello di interagire in maniera finalizzata ad un processo di animazione territoriale, mirata ai soggetti strategici dell`economia locale. In particolare esse favoriranno questo processo creando le giuste sinergie dalle quali emergerà quel necessario valore aggiunto, che assegnerà efficacia all`obiettivo prioritario del PS `FOCUS`, ossia, incidere sulle politiche occupazionali locali con lo scopo di ampliare la rappresentatività delle persone disabili nel mondo del lavoro. Inoltre garantiranno al progetto un trasferimento di know how specifico anche in materia di diritti e doveri della forza lavoro che sarà occupata grazie al progetto; 3) partner di progetto: si tratta di alcuni organismi che possono fornire un notevole contributo per il conseguimento degli obiettivi della PS `FOCUS`, dal momento che al loro interno concorrono una molteplicità di competenze: tecniche, manageriali, finanziarie, formative, di consulenza, ecc.; 4) partner beneficiari: le associazioni dei disabili e le loro famiglie sono coinvolti direttamente e sin dalle prime fasi nella partnership e concorreranno a formarne le decisioni. Essi sono i destinatari delle attività, servizi e supporti che il progetto genererà, sia in relazione alla creazione di occupazione, sia sul piano strategico, dal momento che la PS tenterà di assegnare loro un protagonismo attivo nell`ambito del confronto con i soggetti locali che gestiscono le politiche attive del lavoro e quelle di inclusion. Tra essi vi sono le associazioni maggiormente rappresentative in ambito nazionale, regionale e provinciale. Molti tra questi sono già riuniti in un organismo istituzionale riconosciuto che si chiama Consulta del Volontariato. Il governo del progetto e, pertanto, la sua implementazione e gestione, i rapporti con le Amministrazioni referenti e con i partner della PS saranno garantiti da una struttura interna composta dai seguenti organismi:
a) Comitato Esecutivo: sarà composto dal coordinatore del progetto e da un team di operatori, anche designati dai partner della PS, che si impegnerà per: 1) la gestione della quotidianità del progetto; 2) garantire il necessario raccordo con tutti i partner di progetto, locali e transnazionali; 3) curare in maniera efficace la dimensione amministrativa, contabile e di segreteria; 4) curare il rapporto epistolare e via e-mail con tutti con tutti i soggetti che, per qualsiasi motivo, interagiranno con la dimensione progettuale. L`operatività della struttura sarà quotidiana per tutto l`arco cronologico delle attività e sarà previsto, settimanalmente, un momento di verifica e di monitoraggio interno per affrontare i nodi problematici ed aumentare l`efficacia del gruppo di lavoro;
b) Comitato Tecnico-Scientifico: sarà composto dal coordinatore e da tutti i referenti di quei partner ritenuti strategici ai fini della implementazione efficace delle azioni progettuali, associazioni degli utenti comprese. La funzione di tale struttura sarà quella di garantire: 1) la necessaria supervisione tecnico-scientifica; 2) il confronto continuo tra i partner; 3) la calibrazione in itinere delle modalità gestionali delle attività al fine di aumentare il livello di congruenza tra obiettivi dichiarati, attesi e realmente conseguiti; 4) coordinare ed armonizzare tra loro i vari segmenti progettuali; 5) produrre informazione continua sullo stato e sui processi delle diverse azioni progettuali; 6) estendere e divulgare tale informazione ai partner della PS, per consentire loro la condivisione di tutte le fasi dell`implementazione, al territorio e a tutti i soggetti strategici locali delle politiche del lavoro e di integrazione sociale e ciò allo scopo di rendere trasparente le azioni di progetto e garantire quel controllo territoriale che appare opportuno quando si utilizzano fondi pubblici.
c) Assemblea Generale della PS: è lo strumento che garantirà a tutti i soggetti della PS la partecipazione e la conoscenza diretta di tutte le azioni progettuali, nel corso della loro implementazione. E` un gruppo composto dai referenti di tutti i partner della PS e si riunirà con una cadenza bimestrale.
Il ruolo e le responsabilità dei partner sopra individuati sono riportate nell`Accordo di Cooperazione a cui si rimanda, per economia di spazio nella descrizione del presente item. Le misure che garantiranno la piena partecipazione di tutti i partner saranno co; b) la creazione di sottogruppi di lavoro per aree tematiche ( pari opportunità, empowerment e innovazione, formazione, ricerca, banca dati, disseminazione, valutazione, attività transnazionale, patto locale); c) un website della PS interattivo per le comunicazioni, feedback tra i partner, condivisione di idee ed informazioni; d) la creazione di un approccio partecipativo che favorisca la comunicazione e la decisione comune sulle azioni da intraprendere; e) un coinvolgimento attivo di tutti i partner nella valutazione e la partecipazione di tutti nello sviluppo ed implementazione del workplan transnazionale.
Il flusso delle informazioni tra i diversi partner sarà garantito dalla loro partecipazione ed interazione nell`ambito delle tre strutture di gestione del progetto sopra specificate. Tuttavia, al fine di massimizzare il perseguimento degli obiettivi progettuali, i partner formeranno dei sottogruppi per aree omogenee, che si confronteranno ed interagiranno costantemente.

Ormai da alcuni anni, in tutta Europa, le politiche di inclusion dirette alle fasce sociali svantaggiate sono state arricchite da approcci innovativi che promuovono i meccanismi della partecipazione attiva dei beneficiari, nell`ambito dei processi decisionali che li riguardano. `Da semplici utenti a protagonisti attivi` potrebbe essere il concetto che riassume in maniera efficace tali nuovi orientamenti. La PS `Focus`, in maniera funzionale alla necessità di garantire una programmazione partecipata a tutti i livelli, ha previsto l`apporto significativo dei beneficiari finali fin dalle fasi iniziali del processo di costruzione dell`azione progettuale qui proposta. Ampio, infatti, è il coinvolgimento delle associazioni dei disabili e/o dei loro familiari. Anzi, si può legittimamente sostenere che sono partner di `Focus` tutte le organizzazioni più rappresentative esistenti nella provincia di Reggio Calabria. Vi sono coinvolte, infatti, l`ANFFAS che è organismo nazionale ed ente morale, ma anche piccole organizzazioni dall`alto potenziale innovativo, come l`AGEDI. Queste due associazioni, insieme all`ANOLF e al Consigliere Provinciale di Parità, hanno già avuto un ruolo fondamentale nella fase di consultazione, propedeutica alla messa a fuoco dei bisogni dei beneficiari finali e degli obiettivi cui tendere. Il loro ruolo sarà operativo in relazione alla fase esecutiva del progetto. Saranno inseriti nell`ambito dei gruppi di gestione che governeranno i segmenti operativi del progetto e, comunque, rivestiranno un ruolo nell`ambito dei processi di valutazione, di monitoraggio e di calibrazione degli interventi, al fine di ottimizzare, strada facendo, il livello di congruenza tra gli obiettivi dichiarati in fase di progettazione, tra obiettivi attesi e risultati realmente conseguiti. Inoltre, il loro apporto sarà ulteriormente valorizzato nell`ambito dei processi di disseminazione dei risultati. Tali organizzazioni, infatti, grazie alla rete di contatti di cui dispongono ed attraverso gli strumenti di cui sono dotati, saranno in grado di veicolare in maniera capillare in tutta l`area di riferimento, le informazioni sui risultati raggiunti e promuovere le condizioni migliori per una loro riproducibilità anche in altri contesti locali. Nello specifico, l`ANFFAS e l`AGEDI sono ampiamente rappresentativi del mondo della disabilità mentale, mentre l`ANOLF fornirà l`aggancio con il mondo del disagio psicologico degli immigrati e il Consigliere Provinciale di Parità consentirà di orientare in maniera congrua le azioni in funzione della prevenzione delle discriminazioni di genere. La partecipazione attiva dei partner sopra descritti sarà garantita attraverso l`attivazione di gruppi di lavoro e di tavoli di consultazione che saranno attivati dal gruppo operativo misto che gestirà il coordinamento delle attività. Infine, saranno previsti modalità per garantire la loro partecipazione diretta

La PS `Focus` è un aggregato di soggetti locali, di ambito provinciale, ad alto valore aggiunto. Le sinergie operative che saranno costruite ed il livello di interazione e cooperazione che si svilupperà saranno gli elementi che garantiranno il successo dell`intera iniziativa. Ciò nella convinzione che il territorio della provincia di Reggio Calabria esprima potenzialità da valorizzare per promuovere itinerari di sviluppo e di integrazione socio-economica delle persone disabili. La fase realizzativa del progetto, pertanto, si caratterizzarà come `laboratorio` di sperimentazione di modelli innovativi che permettano alla comunità locale, attraverso il diretto coinvolgimento degli attori chiave dello sviluppo e della rappresentanza, di indirizzare, monitorare e valutare i singoli interventi e il progetto nella sua complessità. Il `controllo sociale` serve soprattutto per una verifica costante della rispondenza tra idea-progetto e tecnica realizzativa. Il problema porta direttamente al processo di formazione delle decisioni che non può limitarsi alla fase di programmazione degli interventi ma deve accompagnare il suo percorso nelle varie fasi. Pertanto, particolare cura sarà assegnata a tutto il processo di costruzione di una metodologia che garantisca la partecipazione attiva di tutti i componenti e il necessario controllo sociale. I due soggetti proponenti la PS `Focus` avranno un ruolo di primo piano nell`ambito dei processi di coinvolgimento dell`insieme dei partner. A tal fine saranno attivati gruppi di progetto, nell`ambito dei quali opereranno, con compiti differenziati ma integrati, tutti gli enti, istituzioni, associazioni ed imprese che costituiscono la PS. L`idea è quella di garantire a tutti i componenti un ruolo in tutte le fasi di implementazione dell`iniziativa. Pertanto, il progetto sarà gestito dai seguenti gruppi di coordinamento: 1) comitato tecnico-scientifico: è l`organismo di governo dell`intera dimensione progettuale. Sarà composto dai referenti dei due soggetti proponenti e da rappresentanti designati dalle tre Asl della provincia di Reggio Cal., dalla Cisl, dal Consigliere Provinciale di Parità, dalle associazioni di tutela dei diritti. Questo gruppo tecnico sarà l`interfaccia con tutti gli altri partner della PS che realizzeranno attività progettuali; 2) comitato esecutivo: avrà ruolo determinante nella gestione dei processi amministrativo-contabili e di segreteria. Sarà il riferimento concreto per i rapporti tra i partner locali e transnazionali; 3) comitato di pilotaggio per costituzione del `patto locale per l`occupazione dei disabili`. In tale ambito rivestiranno un ruolo prioritario i partner istituzionali e, nello specifico, l`A.P. di Reggio Calabria, anche in virtù delle competenze che esprime nel settore del collocamento obbligatorio ed il referente designato dai Comuni partner della PS.
