This proposal aims to pilot and mainstream key actions to advance
work/life balance and improve the working lives of women and men in the
North West Region of the Republic of Ireland. It aims to work towards
reconciling family and professional life, and to create opportunities to
retain employees at risk of leaving the work place owing to inflexible
work practices.
It aims to build on learning in relation to Work/life balance, which was
garnered through the 14-month lifetime of “Tipping the Scales- making
work/life balance happen 2003-2004”- which received funding through the
EU Gender Equality Framework- Equality for Women and Men, 2001-2005.

The innovatory aspects of this project are as follows:
•We plan to pilot new concepts which are not currently in operation in
the North West region- these concepts include team based approaches to
planning for new models of working, undertaking a 3+ 3 working week,
computerised self rostering, on-site childcare summer schemes. The
success of these initiatives will have important positive implications
for how work is currently structured and delivered both regionally,
nationally and transnationally.
•This is the only rural- based, interagency work/life balance initiative
in the Republic of Ireland which aims to use work/life balance as a
means of enhancing and advancing workplace equality for a multiplicity
of target groups, e.g.
•People with disabilities
•Women
•Women and men with children
•People who acquire a disability in the workplace
•Minority ethnic groups
•Carers
•Older workers
•Most work/life balance initiatives tend be urban centred and urban
based thus failing to address issues of inadequate childcare and
transport systems, dispersed geographical distances and challenges
imposed by rural depopulation.
•This project aims to build on its geographical borders with Northern
Ireland through the development of further links with organisations
engaged in this work and through the development of a transnational
partner (pending selection stage).
•This project aims to build on the foundation work undertaken through
another EU funded programme “Tipping the Scales” thus maximising the
value and benefits

The target group for this project will include existing people in the
workplace and those hoping to enter/ re-enter the workplace which
includes women, men, older workers, people with disabilities, minority
ethnic groups, carers, parents.
All of the actions that are being proposed will be wholly reliant on
target group involvement and support. Most actions will not be
realisable without the mandate and imprimatur of the target group.
Therefore, one-to-one discussions, focus group sessions, meetings,
e-mail contact, newsletters will all be used to ensure that the needs
and views of the target group are included in the decision making
structure of the development partnership.
In addition, many of the actions being proposed will be developed
through work/life balance teams made up of the target group/
beneficiaries of the project therefore making consultation and
participatory processes a key aspect of this project.

The criterion of empowerment, which is defined in the Technical Handbook
as referring “to all actors of the DP by encouraging a balanced share of
the power and participation between all” is a core component of this
proposal. All partners have an equal decision making role in the DP,
will have an equal say in relation to matters arising at management
committee level and will have direct role in decisions relating to
activities taking place at partner level.
Not all partners will pilot all actions outlined in section 3.2. Each
partner will undertake actions appropriate to the needs and capacity of
the organisation and its target group members. However, the learning
extrapolated from the piloting of a particular initiative will be used
as learning tool for all partners, including transnational partners, and
may also be used beyond the lifetime of the project, when the capacity
of the partner organisation is sufficiently developed to undertake
initiatives being proposed herein.

Fondements
La présente proposition vise à piloter et intégrer dans les pratiques
courantes des actions clés visant à faire progresser l’équilibre
travail-vie privée et à améliorer les vies actives des femmes et des
hommes de la région nord-ouest de la République d’Irlande. Il vise à
favoriser la réconciliation de la vie familiale et de la vie
professionnelle et à créer des opportunités de conserver des employés
qui risquent de quitter le marché du travail du fait de pratiques
professionnelles non flexibles. Il vise à s’appuyer sur les
enseignements acquis concernant l’équilibre travail-vie privée qui ont
été recueillis pendant les 14 mois du projet “Faire pencher la balance
pour concrétiser l’équilibre travail-vie privée 2003-2004” qui a fait
l’objet d’un financement de la structure européenne Égalité des sexes -
Égalité pour les femmes et les hommes, 2001-2005.

• La fourniture de programmes et de mesures spécifiques visant à
accroître la sensibilisation aux problèmes en question et leur
importance et de recueillir des appuis pour les nouvelles méthodes de

en compte les inégalités actuelles concernant les méthodes de travail
dans la région
• La mise en œuvre de mesures pratiques visant à assurer une plus grande

projet
• Le développement d’un partenariat transnational visant à améliorer et

Les aspects innovants de ce projet sont les suivants :
Nous prévoyons de mettre en œuvre de nouveaux concepts qui ne sont pas
actuellement en application dans la région du nord-ouest. Ces concepts
incluent des approches basées sur des équipes pour la planification de
nouveaux modèles de travail, la mise en place d’une semaine de travail
3+3, un système d’auto-rotation informatisé, des programmes d’été de
garde des enfants sur site.
Le succès de ces initiatives aura des conséquences positives importantes
sur la manière dont le travail est actuellement structuré et organisé
aussi bien sur le plan régional que national et transnational.
Ce projet est le seul programme interagences et rural portant sur
l’équilibre travail-vie privée de la République d’Irlande qui vise à
utiliser l’équilibre travail-vie privée comme moyen d’améliorer et de
faire progresser l’égalité sur le lieu de travail pour une multiplicité
de groupes cibles, notamment :
• Les personnes handicapées
• Les femmes
• Les femmes et les hommes avec enfants
• Les personnes qui sont victimes d’un handicap sur le lieu de travail
• Les minorités ethniques
• Les soignants
• Les travailleurs seniors
La plupart des programmes relatifs à l’équilibre travail-vie privée
tendent à être basés en ville et centrés sur la ville, et, en
conséquence, ils ne parviennent pas à résoudre les problèmes liés à des
services de garde d’enfants insuffisants et des systèmes de transport
inadaptés, des distances géographiques importantes, ainsi que les
problèmes posés par la désertification rurale.
Ce projet vise à s’appuyer sur ses frontières géographiques avec
l’Irlande du Nord par le renforcement de liens avec des organisations
engagées dans cette tâche et par le développement d’un partenariat
transnational.
Ce projet vise à s’appuyer sur les travaux fondateurs entrepris par
l’intermédiaire d’un autre programme financé par l’Europe, le programme
“Faire pencher la balance”, afin de maximiser ainsi sa valeur et ses
bénéfices.

Responsabilisation des participants
Le groupe cible pour ce projet inclura des personnes actuellement sur le
marché du travail et d’autres espérant y entrer / réentrer, notamment
des femmes, des hommes, des travailleurs seniors, des personnes
handicapées, des personnes appartenant à des minorités ethniques, des
soignants et des parents. Toutes les mesures proposées dépendront
totalement de l’implication des groupes cibles et de leur soutien. La
plupart des mesures ne seront pas réalisables sans l’accord et
l’imprimatur du groupe cible. En conséquence, des discussions en face à
face, des sessions de groupes de réflexion, des réunions, des contacts
par courrier électronique, des bulletins de nouvelles seront utilisés
pour garantir que les attentes et les points de vue du groupe cible sont
inclus à l’instance de prise de décision du Partenariat de développement
(DP).
De plus, un grand nombre des actions proposées seront mises en œuvre par
des équipes chargées de l’équilibre travail-vie privée composées des
groupes cibles/bénéficiaires du projet, faisant ainsi des processus de
consultation et de participation un aspect clé de ce projet.

Responsabilisation des partenaires
Le critère de responsabilisation, qui est décrit dans le Manuel
technique comme impliquant tous les acteurs du DP en encourageant un
partage équilibré du pouvoir et la participation de tous, est une
composante clé de la présente proposition. Tous les partenaires joueront
un rôle égal dans la prise de décision au sein du DP, auront le même
droit au chapitre concernant les problèmes soulevés au niveau du comité
de gestion et participeront directement aux décisions prises relatives
aux activités se déroulant au niveau des partenaires. Tous les
partenaires ne piloteront pas toutes les actions décrites au paragraphe
3.2. Chaque partenaire mettra en œuvre des mesures appropriées aux
besoins et à la capacité de son organisation et des membres de son
groupe cible. Toutefois, les leçons acquises de la mise en œuvre d’une
initiative particulière seront utilisées comme outil d’apprentissage
pour tous les partenaires, y compris les partenaires transnationaux, et
pourront également être exploitées au-delà de la durée de vie du projet
dans la cas où la capacité de l’organisation partenaire est suffisamment
développée pour mettre en œuvre les initiatives proposées ici.
