The Dublin region provides the focus for the project. The promoter says (3.1) the PACT decided to put the proposal together given the concentration of communities in the Dublin region most affected by labour market exclusion, the target groups for whom entry-level employment is difficult to access, the problems of young people in sub-skilled jobs and the issue of progression beyond low skill jobs.

However, rather than focus on the employability angle, the project seeks to focus on the ‘receptors’ of marginalised groups at the employment face i.e. HR managers and structures. The focus therefore is on the recruitment and retention of those suffering discrimination and inequality. The project will assess HR practices in the public, private and community/voluntary sectors in order to explore how they can be made more open, accessible and conducive to greater inclusion at entry and retention level. This may result in codes of practice being developed, re-negotiation of local labour clauses, exploring LLL models, development of diversity training for HR officials, devising modular skills based accreditation paths etc. The key perspective shared by the DP members is that changes in HR practice achieved now when the economy is short of labour will help establish good practice for when the economy is slowed.
The project will also address as part of its process: countering educational disadvantage and developing a culture of LLL and employability for life; improving and sustaining employability and competitiveness in the firm; participation and reintegration of the ltu; improving the preventative strategy to avoid ltu; integrating foreign workers and job seekers who encounter discrimination based on race, ethnic origin, culture or national origin

Various factors are identified as contributing to inequality and discrimination within the three employment markets identified in the proposal for example: lack of open recruitment practices; lack of career support mechanisms; lack of supported employment opportunities; lack of promotion of LLL; lack of codes of best practice; lack of diversity awareness etc.

The overall aim of the project is to develop open HR management policy and practices from employee recruitment through to retention and progression so that new work cultures in the public, private and community/voluntary sector will develop in the Dublin region. This will maximise inclusive employment at entry-level, develop in-work upskilling and development opportunities and lead to job sustainability in a labour market with a focus on LLL. The project seeks to promote LLL and inclusive work practices which encourage the recruitment and retention of those suffering discrimination and inequality in connection with the labour market.

The objectives are to:
· Impact on HR policy and practice so as to create a labour market that is accessible and open to socially excluded groups
· Impact on HR policy and practice in each sector of the labour market so as to create a labour market that addresses effectively problems of employee retention, employee progression and job sustainability particularly as they affect excluded groups.
· Contribute to change in culture in the labour market and the workplace so that a LLL approach ensures systematic support for employee and labour market adaptability.

The structure of the project is presented as innovatory with its parallel emphasis on local learning and the pooling of resources into the Learning Site Seminars. The replication in a local context of the social partner base, typically seen only at national level, is also presented as innovatory as are the learning seminars themselves which will challenge policy makers to take lessons on board. Dublin Employment Pact Develpoment Partnership

La région de Dublin constitue le cœur du projet. Le promoteur déclare que (3.1) que le PACT a décidé de rassembler la proposition, étant donné la concentration de communautés dans la région de Dublin les plus touchées par l’exclusion sur le marché du travail, les groupes cibles pour qui l’accès à l’emploi de niveau d’entrée se révèle difficile, les problèmes de jeunes exerçant des emplois sous-qualifiés et le problème de la progression au-delà des emplois à faible qualification. Cependant, plutôt que de s’orienter sur l’angle de l’employabilité, le projet cherche à s’orienter vers les ‘récepteurs’ des groupes marginalisés du point de vue de l’emploi, à savoir les responsables et structures des ressources humaines. Cette orientation porte, par conséquent, sur le recrutement et la conservation des individus souffrant de discrimination et d’inégalité. Le projet réévaluera les méthodes des ressources humaines dans le secteur public, privé et communautaire/volontaire, afin d’explorer comment elles peuvent être rendues plus ouvertes, plus accessibles et favorables à une plus grande inclusion au niveau de l’entrée sur le marché du travail et de conservation. Ceci peut entraîner l’élaboration de codes de pratique, la re-négociation des clauses de travail locales, explorant les modèles LLL, le développement d’une formation diverse pour les responsables des ressources humaines, combinant les compétences modulaires basées sur des voies d’accréditation, etc. La perspective-clé partagée par les membres du DP est que les changements dans les pratiques de ressources humaines accomplies à présent lorsque l’économie connaît une déficience du travail permettra d’établir une bonne pratique lorsque l’économie ralentira. Le projet s’attaquera, en tant que partie intégrante de son processus, à : Lutter contre le désavantage d’enseignement et développer une culture du LLL et une employabilité à vie; améliorer et faire durer cette employabilité et la concurrence dans l’entreprise; favoriser la participation et la réintégration de l’Itu; améliorer la stratégie préventive pour éviter l’Itu; intégrer les travailleurs étrangers et les individus à la recherche d’emploi qui font face à des problèmes de discrimination de race, d’origine ethnique, de culture ou d’origine nationale. réévaluera les méthodes des ressources humaines dans le secteur public, privé et communautaire/volontaire, afin d’explorer comment elles peuvent être rendues plus ouvertes, plus accessibles et favorables à une plus grande inclusion au niveau de l’entrée sur le marché du travail et de conservation. L’objectif global du projet est de mettre au point une politique et des méthodes ouvertes de gestion des ressources humaines à partir d’un recrutement d’employés passant par la conservation et la progression de ces derniers, afin que de nouvelles cultures de travail puissent se développer dans le secteur public, privé et communautaire/volontaire dans la région de Dublin. Ceci optimisera au maximum l’emploi global au niveau de l’entrée sur le marché du travail, développera la surqualification dans le travail et les opportunités de développement et entraînera une durabilité de l’emploi sur un marché du travail orienté vers le LLL. Le projet cherche à promouvoir le LLL et les méthodes de travail globales destinées à encourager le recrutement et la conservation des individus souffrant de discrimination et d’inégalité eu égard au marché du travail. Les objectifs sont les suivants :· Avoir un impact sur la politique et les pratiques de ressources humaines afin de créer un marché du travail accessible et ouvert aux groupes souffrant d’exclusion sociale · Avoir un impact sur la politique et les pratiques de ressources humaines dans chaque secteur du marché du travail, afin de créer un marché du travail s’attaquant efficacement aux problèmes de la conservation et de la progression des employés, et à la durabilité de l’emploi, tout particulièrement lorsque ces problèmes affectent les groupes souffrant d’exclusion.· Contribuer au changement de culture sur le marché du travail et le lieu de travail afin qu’une approche LLL soit en mesure de garantir un soutien systématique pour l’adaptabilité des employés et du marché du travail.

La structure du projet est présentée comme innovatrice grâce à l’accent parallèle porté sur l’apprentissage local et la mise en commun des ressources dans les séminaires de site d’apprentissage. La réplication dans un contexte local de la base de partenaire social, généralement constatée au niveau national, est également présentée comme étant innovatrice comme le sont les séminaires d’apprentissage eux-mêmes destinés à mettre les décisionnaires politiques au défi pour tirer des leçons du conseil. Le projet cherche à intervenir dans le changement du système/structurel et se révèle, par conséquent, aussi stratégique qu’innovateur dans son approche.

Les promoteurs considèrent l’autonomisation comme essentielle à la réussite du projet et, par conséquent, tous les partenaires ont participé pleinement au développement de la proposition à ce jour.
