The rationale for the project relates to the documented labour market discrimination and inequality experienced by a range of people, regardless of their employment status, and the need to create more inclusive work practices that will practically assist in addressing the challenges of inequality and lifelong learning in Ireland, while at the same time enabling enterprises to increase their competitiveness and disadvantaged communities to increase their skills and intellectual capacities.
The Equal Ireland project aims to initially design and test an ‘integrated, flexible enterprise and community-based “lifelong learning – job rotation mechanism” in the BMW region’, following which it will be applied nationally, with a view to effecting realisation of national policy in terms of upskilling, labour market discrimination and inequality and the promotion of lifelong learning.
The main objectives of the project are to:
· Provide accredited lifelong learning-job rotation opportunities to disadvantaged people, both unemployed and employed
· Jointly identify, design and develop the job rotation system and the associated required training/education programmes
· Develop module and flexible training programmes through eLearning/Open Distance Learning using local enterprise and community training centres for participant support
· Create changes in workplace practice that will facilitate a life long learning-job rotation infrastructure and culture
· Refine and adapt the mechanism as appropriate for national application and mainstreaming

It is likely that the target group members and their representatives will be closely involved in management and operation of the project. The beneficiaries and target group will form part of the DP management structures and will be involved in various aspects of the project management, including Area Support groups, the Participant Network, the Expert Group and the Project Forum.

It is recognised that the DP is large and has many interests, agendas and objectives and therefore the DP recognises ‘the need to ensure that each of the participating entities develop a good overall fit, operate smoothly with each other and create an organisation that exceeds the sum of its parts’. ‘Appropriate training’ is therefore proposed to take place early in Action 1 to involve all of the DP.

La logique du projet est liée à la discrimination sur le marché du travail qui a été documentée, à l’inégalité expérimentée par certaines personnes, quelle que soit leur situation professionnelle, et au besoin de créer des pratiques professionnelles plus inclusives qui aideront à aborder de façon pratique les défis que représentent l’inégalité et la formation continue en Irlande tout en permettant aux entreprises d’augmenter leur compétitivité et aux communautés désavantagées d’améliorer leurs compétences et leurs capacités intellectuelles.
Le projet Equal Ireland a pour objectif initial de concevoir et de tester dans la région BMW’, un mécanisme d’occupation des postes en roulement avec la formation continue, ‘intégré, flexible , basé sur l’entreprise et la communauté, suite à quoi il sera appliqué au niveau national, en vue de parvenir à la réalisation d’une politique nationale en termes d’élargissement des compétences, de discrimination et d’inégalité sur le marché du travail; et de promotion de la formation continue.Les principaux objectifs du projet sont les suivants:· Offrir des opportunités d’occupation des postes en roulement avec une formation continue accréditée aux personnes désavantagées, qu’elles aient un emploi ou qu’elles soient à la recherche d’un emploi· Identifier, concevoir et mettre au point conjointement le système d’occupation des postes par roulement et les programmes de formation corrélatifs · Mettre au point des programmes de formation modulaires et flexibles par le biais de l’e-enseignement /enseignement à distance en utilisant les centres de formation municipaux locaux pour l’assistance aux participants· Créer des changements de la pratique sur le lieu de travail qui faciliteront une infrastructure et une culture de l’occupation des postes en roulement avec la formation continue · Raffiner et adapter le mécanisme pour qu’il convienne à une application nationale et à l’intégration au cycle scolaire normal
With beneficiariesIl est reconnu que le projet de développement est vaste et possède de nombreux intérêts, ordres du jour et objectifs, et en conséquence le projet de développement reconnaît la nécessité de garantir que chacune des entités participantes s’adapte bien dans l’ensemble, qu’elles fonctionnent sans heurt les unes avec les autres et qu’elles créent une organisation qui excède la totalité de ses composantes’. ‘Il est en conséquence proposé qu’une formation appropriée prenne place très tôt en Action 1 et qu’elle implique l’ensemble du projet de développement.
