The DP aims to address the challenges to economic exclusion of groups most distant from the mainstream economy via enterprise creation – from self-employment, through micro-enterprise creation to forms of social enterprise - and in the context of this project, to develop innovative policies and practices that can be mainstreamed. Groups targeted are older men (40+ years) who are long-term unemployed / at risk of long-term unemployment and unemployed young people from problem social backgrounds. The aim of the DP complements both European and national employment policy in that it addresses key aspects of employability (skills, life-long learning) and recognises the employment potential of enterprise.

The main objectives are as follows:
•Overcome barriers to access to economic opportunity via enterprise. Barriers relate to internal factors including psychological factors, education and skills, and practical considerations such as caring responsibilities, availability of financing, and supportive networks, and external factors (regulation, tax, and policy environment) and forms of discrimination, based on address, ageism, history of offending etc.
•Present enterprise as a viable option for those excluded from the labour market
•Map routes to enterprise for individual / groups of clients and provide forms of support to pursue enterprise and reduce risks of failure post start-up
•Build networks and inter-generational links to create a supportive environment and promote sustainability of enterprise
•Experiment with new methods of enterprise support and access to enterprise for a difficult target group with a view to

The project is closely oriented to the strategic objectives of EQUAL under the Entrepreneurship Pillar / theme. It aims to “open up the business creation process to all”, particularly focused on extending it to groups under-represented in enterprise; it aims “to provide new tools” in the form of customised and integrated support packages, and it will directly assist “the identification and exploitation of new possibilities for creating employment” through ideas identification / development for enterprise. Main innovative aspects are:
•Holistic approach to enterprise creation amongst disadvantaged groups – undertaken by stakeholders under an agreed strategy and acting in cooperating
•Long-term approach to support – extending beyond the start up phase
•Intergenerational aspect
•Flexible, life-long learning approach to training based on clients needs
•Flexible forms of small-scale financial supports for enterprise start-up, based on identified needs and linked with participation in the “soft-support” programme
•Mentoring from experienced business people
•Community-based micro enterprise support networks (mutual support clusters)
•Identification of alternative options for those who do not proceed to participate in the enterprise programme or who “fall out” over the duration of the programme, such that there are effectively “no failures”.

Empowerment - Participants
Empowerment has been effected from the start through consultation with and engagement of community organisations from the disadvantaged communities in the process of project identification and development. The project will work with the practices (as well as the structures) put in place by PAUL as part of the decentralisation of the partnership and its methods of engagement with the target communities (i.e. the network of action centres in the target communities and community representatives in various structures and programmes). Documentation of criteria for participation in the programme, method of selection, eligible expenditure, obligations of participants, obligations of those delivering the programme will aim to be clear / transparent and adopt the principle of empowerment.

Representatives of the disadvantaged communities will be present in the Steering and Management Committees. Community representatives will have the same status (i.e. be an equal partner) with other members of the DP. The process of selection of community representatives will build on the structures already in place in the city - community representatives on the project structures will be drawn from the Community Enterprise Forum (set up to represent enterprise in the five disadvantaged communities) and will provide information and feedback to this Forum on the development (i.e. further development of the project concept, action plan, development of the DP agreement, transnsational cooperation agreement etc.) and implementation of the project.

Le DP a pour objectif de traiter les problèmes d’exclusion économique des groupes les plus éloignés de l’économie générale via la création d’entreprises, de l’activité indépendante par la création de micro-entreprises à diverses formes d’entreprises sociales, et dans le cadre du présent projet, développer des pratiques et des politiques innovantes qui pourront être intégrées aux politiques générales. L’objectif du DP permet de compléter à la fois les politiques d’emploi nationales et européennes dans la mesure où il s’attaque à des aspects clés de l’employabilité (compétences, apprentissages durables) et reconnaît le potentiel d’emploi des entreprises.

Objectifs
Les principaux objectifs sont les suivants :

• Surmonter les barrières qui empêchent l’accès à des opportunités économiques via les entreprises. Ces barrières portent sur des facteurs internes, notamment des facteurs psychologiques, la formation et les compétences, ainsi que des considérations pratiques telles que des responsabilités de suivi, la disponibilité de financements et des réseaux de soutien, et des facteurs externes (réglementations, taxes et environnement politique), ainsi que des formes de discrimination basées sur le lieu de résidence, l’âge et le passé judiciaire, etc.
• Présenter la création d’entreprises comme une option viable pour les personnes exclues du marché du travail
• Tracer des itinéraires vers l’entreprise pour des personnes individuelles / des groupes de clients et fournir des formes de soutien pour la poursuite du fonctionnement de l’entreprise et la réduction des risques d’échec après la période de démarrage
• Établir des réseaux et des liens intergénérationnels afin de créer un environnement d’appui et promouvoir la viabilité des entreprises
• Tester de nouvelles méthodes de soutien aux entreprises et d’accès aux entreprises pour un groupe cible difficile

Le projet suit étroitement les objectifs stratégiques du projet EQUAL concernant le thème / pilier Création d’entreprises. Il vise à ouvrir le processus de création d’entreprise à tous en se concentrant plus particulièrement sur l’ouverture à des groupes sous-représentés dans le monde de l’entreprise. Il vise à fournir de nouveaux outils sous la forme d’ensembles de soutien intégrés et personnalisés et il participera directement à l’identification et l’exploitation de nouvelles possibilités de création d’emplois par l’identification / développement d’idées pour l’entreprise. Les aspects innovants majeurs sont :
• Une approche holistique de la création d’entreprise au sein des groupes défavorisés mise en œuvre par les parties prenantes dans le cadre d’une stratégie convenue et travaillant en coopération
• Une approche à long terme de l’appui allant au-delà de la phase démarrage
• Un aspect intergénérationnel
• Une approche flexible et durable de la formation basée sur les besoins des clients
• Des formes flexibles de soutien financier à petite échelle pour le démarrage de l’entreprise basées sur des besoins identifiés et liées à la participation au programme de soutien flexible
• Un mentorat proposé par des professionnels expérimentés
• Des réseaux de soutien aux micro-entreprises basés sur les communautés (groupes de soutien mutuel)
• L’identification d’options alternatives pour ceux qui n’ont pas la possibilité de participer au programme de création d’entreprise ou qui renoncent avant la fin du programme, de telle sorte qu’il n’y ait aucun échec réel.

Responsabilisation des participants
La responsabilisation a été mise en œuvre dès le départ par la consultation et l’implication d’organisations communautaires provenant des communautés défavorisées dans le processus d’identification et de développement du projet. Le projet travaillera avec les méthodes (ainsi que les structures) mises en place par PAUL dans le cadre de la décentralisation du partenariat et ses méthodes d’implication avec les communautés cibles (par exemple le réseau de centres d’action dans les communautés cibles et les représentants des communautés dans divers programmes et structures). La documentation contenant les critères de participation au programme, les méthodes de sélection, les dépenses admissibles, les obligations incombant aux personnes fournissant le programme visera à être claire / transparente et à suivre le principe de la responsabilisation.

Responsabilisation des partenaires
Des représentants des communautés défavorisées seront présents au comité directeur et au comité de gestion. Les représentants des communautés auront le même statut (c’est-à-dire seront des partenaires sur un plan d’égalité) que les autres membres du DP. Le processus de sélection des représentants des communautés s’appuiera sur les structures déjà en place dans la ville. Les représentants des communautés au sein des structures du projet proviendront du Community Enterprise Forum (Forum communautaire des entreprises) (mis en place pour représenter les entreprises dans les cinq communautés défavorisées) et ils fourniront des renseignements et des informations en retour à ce Forum pour le développement (notamment le développement complémentaire du concept du projet, le plan d’action, le développement d’un accord de DP, un accord de coopération transitoire, etc.) et la mise en œuvre du projet.
