The rational for the project has a number of dimensions. Firstly, the positive developments in the Irish economy over the past number of years, and the increase in employment associated with that have bypassed Traveller men. At the same time, Traveller men have a preference for self-employment and have experience of this in the Traveller economy, often informally. This experience incorporates features of Traveller economy and society that are unique: nomadism; family as the basic economic unit; no differentiation between home place and work place; income generation not job creation; flexibility. Finally, interventions that have proven successful with Traveller women and younger Traveller men have not proven attractive to older men.

Against this backdrop, the project aims to identify models of economic activity that are based on practices in the Traveller economy and in so doing help to contribute to the recommendation of the Task Force on the Traveller Community that the distinct culture and identity of the Traveller community be recognised and taken into account.

Against the backdrop of persistent exclusion of Traveller men, even in the context of huge employment growth, the project seeks to develop models of economic activity based on the traveller economy that will be attractive to Traveller men. The proposal states this thus: "To focus on the Traveller economy and so create the opportunity to develop innovative responses in culturally relevant ways that are attractive to Traveller men. And thereby, to paraphrase the Lisbon Summit, challenging Travellers socio-economic exclusion through self-employment".

The specific objectives are:

· The development of policy and practice responses at the local regional and national levels to address the underlying issues impeding the Traveller economy.

· The exploration and implementation of models of good practice at the local level to facilitate the participation of Traveller men including: bridging mechanisms to build on and adapt the skills learnt in the Traveller economy and develop new ones; supports for Travellers who wish to formalise their activities and, supports to Travellers to undertake new models of enterprise development.

· Development of networks for Traveller entrepreneurs, producing material, disseminating leaning and promoting policy responses are also stated as objectives.

L’aspect rationnel du projet possède un certain nombre de dimensions. Tout d’abord, les développements positifs dans l’économie irlandaise depuis un certain nombre d’années, et l’augmentation de l’emploi associé avec celui court-circuité par les itinérants. Au même moment, les itinérants ont une préférence pour le travail indépendant et en possède l’expérience dans l’économie des itinérants, de manière souvent informelle. Cette intégration intègre les caractéristiques de l’économie et la société des itinérants qui sont uniques : nomadisme ; la famille en tant qu’unité économique de base ; aucune différentiation entre le domicile et le lieu de travail ; génération de revenus et non création d’emploi ; la flexibilité. Finalement, les interventions qui se sont révélées réussies pour la catégorie des femmes et des jeunes itinérants ne se sont pas montrées attirantes pour les hommes plus âgés. Contre cette toile de fond, le projet a pour objectif d’identifier des modèles d’activité économique basés sur des pratiques de l’économie des itinérants et ainsi d’aider à contribuer à la recommandation de la Task Force dans la communauté des itinérants, que la culture et l’identité distincte de la communauté des itinérants peuvent être reconnues et prises en

Contre la toile de fond de l’exclusion persistance des itinérants, même dans le contexte d’une énorme croissance de l’emploi, le projet cherche à développer des modèles d’activité économique basés sur l’économie des itinérants qui se veut attirante pour les itinérants. Ainsi, la proposition mentionne : « Pour s’orienter sur l’économie des itinérants et créer ainsi l’opportunité de développer des réponses innovatrices de manières culturelles pertinentes qui se révèlent attirants pour les itinérants. Et par ce biais, pour paraphraser le sommet de Lisbonne, défier l’exclusion socio-économique des itinérants par le travail indépendant ». Les objectifs spécifiques sont les suivants :· Le développement des réponses au niveau local régional et national sous la forme de politiques et de pratiques pour s’attaquer aux problèmes empêchant l’économie des itinérants. · L’exploration et la mise en oeuvre de modèles de bonne pratique au niveau local pour faciliter la participation des itinérants comprend : Combler les lacunes des mécanismes permettant de construire et d’adapter les compétences apprises dans l’économie des itinérants et d’en développer de nouvelles; Apporter un soutien pour les itinérants souhaitant formaliser leurs activités et un soutien aux itinérants pour entreprendre de nouveaux modèles de développement d’entreprise. · Le développement de réseaux pour les entrepreneurs itinérants, en produisant de l’équipement, en diffusant l’apprentissage et en encourageant les réponses de politique constituent également des objectifs.
