Co Leitrim is a disadvantaged rural area. Self-employment provides an opportunity for people and especially disadvantaged people to become economically active and to develop work schedules appropriate to their circumstances. The craft sector provides an ideal context for this in a rural area. However, rural dwellers have difficulty accessing enterprise programmes because (a) such programmes have an urban bias in terms of provision and delivery and (b) such programmes are aimed at service providers not manufacturers. The project will address these deficits in current provision and harness the potential of the craft sector for the benefit of the target groups, by providing a series of culturally and socially appropriate interventions.

The project aims to provide economic opportunities in Co Leitrim by developing the craft sector, recognising that this sector has great capacity to be both culturally and socially sensitive in a rural area. The target groups are people who are long term unemployed, women in the home and small holders. The objectives are to increase their participation in self-employment and start-up ventures

The project has a high level of innovation. The DP is comprised of key players at county level in relation to economic development and social inclusion and the key player from the sectoral areas (i.e., the Craft Council of Ireland). The strategy of harnessing the opportunities provided by a particular sector at county level for disadvantaged people is also innovative, especially in relation to rural areas. As a model for enterprise development, the project is also innovative in terms of the providing of technical / vocational training and more generally in terms of developing supports for manufacturers.

Le comté de Leitrim est une zone rurale désavantagée. Le travail indépendant offre aux gens et surtout aux personnes désavantagées l’opportunité de devenir économiquement actifs et de développer des programmes de travail adaptés à leurs situations. En zone rurale, le secteur de l’artisanat offre un contexte idéal à cet effet. Cependant, les habitants des zones rurales rencontrent certaines difficultés à accéder aux programmes de création d’entreprise parce que (a) ces programmes ont une tendance urbaine en termes de prestation et de diffusion et (b) ces programmes s’adressent aux prestataires de services et non aux fabricants. Le projet abordera ces lacunes en matière de diffusion actuelle et exploitera le potentiel du secteur de l’artisanat pour le bénéfice des groupes cibles, en proposant une série d’interventions culturelles et sociales pertinentes

Ce projet possède un niveau d’innovation élevé. Le Projet de développement est composé d’acteurs clés au niveau du Comté qui s’occupent du développement économique et de l’inclusion sociale, et des acteurs clés des domaines sectoriels (i.e., the Craft Council of Ireland - Conseil de l’Artisanat en Irlande). La stratégie d’exploitation des opportunités proposées par un secteur particulier au niveau du comté aux personnes désavantagées est également innovatrice, spécialement en ce qui concerne les zones rurales. En tant que modèle de développement en matière de création d’entreprises, le projet est également innovateur eu égard à sa prestation de formation technique/professionnelle et plus généralement en termes de création de soutien aux fabricants.
