Co Longford has low levels of employment and employment opportunities. Consequently, self-employment is crucially important as an economic opportunity. But women have not availed of these opportunities to the same extent as men. The lead organisation has already responded to this issue by providing women focused enterprise programmes (via NOW) and based on evaluations of the work to date and on wider research into the needs of women entrepreneurs, it has identified the following factors that cause problems both for actual and potential entrepreneurs: fragmentation of support services; lack of access to credit and the attitudes of banks and other financial providers; isolation and lack of networking opportunities. Informed by this research, the DP will seek to implement a layered strategy to improve the delivery of services for women and address the other issues identified

The overall aim is to develop an inter-agency, integrated approach to increasing the numbers of women who are self employed in Co. Longford.

Specific objectives are to:
· Develop an integrated system of training, support and credit/grant aid for existing and potential women entrepreneurs
· Develop a programme to widen the social class base of female entrepreneurs in Longford by promoting and supporting self-employment among specific target groups, eg, lone parents, rural smallholders, women with disabilities, refugee women, travellers, women in the home.
· Work with agencies and financial institutions to streamline their service delivery to ensure that women entrepreneurs get the right in formation and supports and that these are accessible and delivered effectively.

There is a high level of innovation in this proposal in relation to the composition of the DP, the overall approach and the anticipated outcomes. Specifically:
· The co-operation of state agencies with a women's organisation to promote a strategy for women is highly innovative. The involvement of the County Development Board is particularly significant and enhances the mainstreaming potential.

· The training to be provided to frontline staff in the providing agencies is also innovative and should enhance the potential for the project to become embedded in the institutions in the longer term.

· The recognition that women have different experiences to men as entrepreneurs and that they have a need either for specific services or services delivered in a specific way is rarely articulated as clearly as it is in this proposal.

Les taux d’emploi et d’offres d’emploi dans le Comté de Longford sont peu élevés. En conséquence le travail indépendant représente une opportunité économique d’une importance cruciale. Mais les femmes n’ont pas bénéficié de cette opportunité dans la même mesure que les hommes. L’organisation de tête a déjà répondu à ce point en proposant aux femmes des programmes de création d’entreprises ciblés (via NOW) et sur la base des évaluations du travail à ce jour et d’une étude plus large des besoins des créatrices d’entreprises, elle a identifié les facteurs suivants qui posent problème à la fois aux créatrices existantes et potentielles: fragmentation des services d’assistance; manque d’accès au crédit et attitude des banques et autres prestataires financiers; isolation et manque de possibilité de constituer des réseaux. Grâce à cette étude, le projet de développement cherchera à mettre en oeuvre une stratégie en couches afin d’améliorer la prestation de services auprès des femmes et de traiter les autres problèmes identifiés.

L’objectif global est de mettre au point une approche inter-agence intégrée, afin d’augmenter le nombre de femmes qui travaillent à leur compte dans le Comté de Longford.Les objectifs spécifiques sont les suivants:· Mettre au point un système intégré de formation, d’assistance et d’aide aux crédits/subventions pour les créatrices d’entreprises existantes et potentielles · Mettre au point un programme pour élargir la base de la classe sociale des créatrices d’entreprises du Comté de Longford par le biais de la promotion du travail indépendant et de son soutien au sein des groupes cibles spécifiques, par exemple les parents isolés, les petits exploitants en zone rurale, les femmes handicapées, les réfugiées, les itinérantes et les femmes aux foyer.· Travailler avec les agences et les institutions financières afin de rationaliser leur prestation et faire en sorte que les créatrices d’entreprises reçoivent l’information et l’assistance correctes et que ces dernières soient accessibles et distribuées de manière efficace

Cette proposition révèle un important niveau d’innovation eu égard à la composition du projet de développement, l’approche globale et les résultats anticipés. De manière plus spécifique:· La coopération des agences gouvernementales avec une organisation féminine pour promouvoir une stratégie pour les femmes est une réelle innovation. L’engagement du Conseil de Développement du Comté est particulièrement significatif et met en valeur le potentiel en ce qui concerne l’intégration au cycle scolaire classique.. La formation devant être proposée au personnel de première ligne dans les agences prestatrices est également une innovation et doit mettre en valeur le potentiel du projet à s’incorporer aux institutions à plus long terme.· La reconnaissance du fait que les femmes vivent une expérience différente de celle des hommes dans le monde de la création d’entreprise et qu’elles ont besoin de services spécifiques ou de services apportés d’une manière spécifique, est rarement exprimée de manière aussi claire qu’au sein de cette proposition.
