The promoters adopted a four-phase approach to their analysis of inequality and discrimination as follows: Primary research and discussion with core groups; secondary research using critical policy analysis etc.; facilitated meetings of all partners to identify, quantify and debate relevant factors; design of project to counter issues raised.
Key issues emerging from the process include attitudinal, institutional, cultural, physical, technical, social, economic and family related causes of discrimination including work culture, lack of flexibility in employment, literacy and language difficulties, differential valuation of ‘expertise’, lack of synergy between initiatives etc., lack of power to influence policy and effect change. These are compounded by contributory factors such as poverty, educational disadvantage, socio-economic status, power differentials, ICT literacy etc.
The primary aim of TRASNA is to build capacity within beneficiaries, their development organsiations and all participating organisations to develop innovative, locally designed solutions to create and sustain meaningful employment and ensure greater adaptability and responsiveness to structural and cultural change. The project will develop an equality network for the county which will create awareness of complex barriers to equality and participation in employment, build local capacity to design innovative solutions and provide progressive routes to meaningful employment for disadvantaged individuals and groups.
The objectives are to:
· Design an innovative, flexible and sustainable employment approach that has the support of all sectors and agencies and can generate an accommodating and adaptable culture of work, respect for community development and collective responsibility for equality.
· Develop a guidance and advisory network to promote LLL and inclusive work practices
· Design and deliver training modules that develop critical awareness of barriers, inequality and discrimination
· Influence policy, process and practice with the outcome of mainstreaming learning
· Change attitudes of individuals and the way individuals and groups relate to each other within the decision making process
· Benefit from the experience of transnational partnership, thematic networking and good practice

The promoter says that core values, guiding principles and equality of authority in decision making are key elements aimed at promoting equality of outcome and empowerment for all participants. The consultation process will ensure that all participants become better informed, more confident and skilled and have the organisational capacity to participate as equal partners.
Between national partnersAll partners but in particular target groups and voluntary organisations will be adequately resourced to allow full participation. A robust evaluation framework will provide constant checks for gender, poverty and rural proofing and the effectiveness of support measures and training.

Les promoteurs ont adopté une approche à quatre phases pour leur analyse de l’inégalité et de la discrimination. Elle est la suivante : Recherche première et discussion avec des groupes de base; recherche secondaire en utilisant l’analyse critique des politiques, etc.; une facilitation des réunions de tous les partenaires pour identifier, quantifier et débattre sur les facteurs pertinents; la conception du projet, afin de lutter contre les problèmes soulevés.Les thèmes-clés émergeant du processus sont composés des causes de la discrimination d’ordre comportemental, institutionnel, culturel, physique, technique, social, économique et familial comprenant la culture du travail, le manque de flexibilité dans l’emploi, les difficultés d’alphabétisation et de langage, les différences d’évaluation de « l’expertise », le manque de synergie entre les initiatives, etc., le manque de puissance d’influence des politiques et aboutissant au changement. Ceux-ci sont aggravés par des facteurs de contribution, tels que la pauvreté, le désavantage dans l’enseignement, le statut socio-économique, les différences de puissance, l’alphabétisation ICT, etc.
L’objectif majeur de TRASNA est de créer une capacité au sein des bénéficiaires, leurs organisations de développement et toutes les organisations participantes, afin de développer au niveau local des solutions innovatrices dans le but de créer et de faire durer un emploi constructif et de garantir une plus grande adaptabilité et une réceptivité au changement d’ordre structurel et culturel. Le projet établira un réseau d’égalité pour le comté qui créera une sensibilisation sur les obstacles complexes à l’égalité et à la participation dans l’emploi, construira une capacité locale à concevoir des solutions innovatrices et apportera des idées progressives pour un emploi constructif au profit des individus et des groupes désavantagés. Ces objectifs sont les suivants :· Concevoir une approche de l’emploi innovatrice, flexible et durable soutenant tous les secteurs et agences et capable de générer une culture complaisante et adaptable du travail, du respect pour le développement de la communauté et de la responsabilité collective devant l’égalité. · Etablir un réseau destiné à conseiller et à guider, afin de promouvoir LLL, ainsi que les méthodes de travail· Concevoir et mettre en place des modules de formation destinés à développer une importante sensibilisation aux obstacles, à l’inégalité et à la discrimination, · Influencer les politiques, les processus et les pratiques avec comme résultat, un apprentissage d’intégration,· Changer les attitudes des individus et la manière dont les individus et les groupes sont reliés les uns aux autres, au sein du processus de prise de décision · Tirer profit de l’expérience du partenariat transnational, de la mise en réseau thématique et des méthodes qui ont fait leurs preuves
· Orientation vers le processus – Réseau partagé, communication flexible des informations, formation et soutiens et création de capacités ICT, tout particulièrement avec des organisations de taille plus petite. · Orientation vers le contexte – Groupes de travail thématiques, échange de mentorat, débats publics
L’innovation du projet, réside, par conséquent, dans des solutions provenant des clients qui complètent et adaptent les leçons enseignées par l’expérience.

Les partenaires du partenariat Clare Equality ont pour objectif de mettre au point un réseau d’égalité pour le comté, qui sensibilise à l’existence de barrières complexes en matière d’égalité et de participation à l’emploi. Cela établira également une capacité locale à concevoir des solutions innovatrices et à fournir des voies nouvelles par le biais de la formation permanente à l’emploi constructif destinée aux individus et aux groupes défavorisés
With beneficiariesLe promoteur déclare que les valeurs fondamentales, les principes directeurs et l’égalité de l’autorité sont des éléments-clés conçus pour la promotion de l’égalité de résultat et d’autonomisation de tous les participants. Le processus de consultation veillera à ce que tous les participants soient mieux informés, plus confiants et possèdent les compétences nécessaires et la capacité organisationnelle à participer en tant que partenaires sur un même plan d’égalité.
Between national partnersTous les partenaires, et en particulier les groupes cibles et les organisations non gouvernementales seront financés de manière adéquate, afin de permettre une participation pleine. Un cadre d’évaluation solide fournira des contrôles constants relatifs aux preuves de sexe, de pauvreté et rurale et une efficacité des mesures de soutien et de la formation.
