The aim of this project is to bring together the main stakeholders in the provision of training, education and employment for young early school leavers in order to develop a model of inter-organisational working that will address the deficiencies in current policy and practice that combine to discriminate against progression into training, education and employment for the target group.

The project will operate in an urban and a rural site and will focus on three distinct clusters of Early School Leavers between the ages of 16 and 21: young early school leavers who are currently unattached to any services; young early school leavers who have completed or are completing ‘Foundation Training’; Young Early School Leavers who are job ready or already in low level employment.

The development partnership will comprise of statutory agencies and community organisations at both local and national level in order that lessons learnt at local level can be translated efficiently and effectively into national policy.

This project is innovative in that it aims to foster interagency co-operation within the DP thereby providing a holistic and seamless service to the young person. Although all organisations involved provide an excellent service to the service user within the context of their own objectives, there seems to be little bridge building between services so as to ensure a smooth and nearly non-existent pathway for the service user. Often the pathways between services are clouded and this in itself can cause discrimination and inequalities for the young person in accessing the labour market.

The Equal Youth proposal puts the young person at the centre of all of the services and aims to provide a comprehensive service delivery as opposed to an individual service. The young person at the centre of the service will be represented by a reference group, which will consist of representatives of each of the early school leaver groups (YP1: unattached, YP2: In training, YP3: In employment). This aspect of the project is innovative as it ensures that the young persons needs, as experienced by the young person, are identified and that the actions developed in the Activity phase of the project are reflective of those needs. It is envisaged that during the Activity phase of the project, the DP along with the reference group will design and develop new innovative actions, which will both provide strengthened pathways between organisations and also allow for new and innovative ways for young people to access sustainable employment and relevant labour market initiatives and training.

The empowerment principle is the driving force behind the project. The structure of the management system encourages participation by both the service providers and the young person/service user.

The involvement of the reference group ensures that the needs and views of the young person are at the centre of the decision-making process and that the development of the actions in the Activity phase is relevant.

The Service Clusters ensure the involvement of relevant services so that those dealing with the unattached group are encouraged to participate in the development of an appropriate service for that group and so on for the other groups. It is envisaged that their knowledge and decision-making will shape the service for that specific group.

This process ensures that there is a shared balance of power both within the DP and also between the DP and the reference group in terms of the development of a relevant and appropriate service and actions.

L’objectif de ce projet est de regrouper les principales parties prenantes à la fourniture de services de formation, d’enseignement et d’emploi destinés à des jeunes ayant quitté prématurément le système éducatif dans le but d’élaborer un modèle de travail inter-organisationnel qui s’attaquera aux déficiences actuelles en matière de politiques et de pratiques qui se combinent pour créer des discriminations freinant la progression du groupe cible en matière de formation, enseignement et emploi.

Le projet sera mis en place dans un cadre urbain et rural et se concentrera sur trois groupes distincts de jeunes ayant quitté prématurément le système éducatif dans la tranche d’âge de 16 à 21 ans : des jeunes ayant quitté prématurément le système éducatif qui actuellement ne sont rattachés à aucun service, des jeunes ayant quitté prématurément le système éducatif qui ont achevé ou sont en train d’achever une formation de base, des jeunes ayant quitté prématurément le système éducatif qui sont prêts à être recrutés ou qui possèdent déjà un emploi de bas niveau.
Le DP se composera d’agences statutaires et d’organisations communautaires à la fois au niveau local et au niveau national afin que les enseignements recueillis au niveau local puissent être efficacement traduits et intégrés aux politiques nationales.

Ce projet est novateur dans la mesure où il vise à favoriser une coopération inter-agences au sein du DP, fournissant ainsi un service transparent et holistique au jeune. Bien que toutes les organisations impliquées fournissent un excellent service au bénéficiaire de service dans le cadre de leurs objectifs propres, il semble qu’il n’existe que peu de passerelles entre services qui permettent d’assurer un passage aisé et quasi transparent pour l’utilisateur du service. Souvent les passerelles entre services sont obscures et ce défaut en lui-même peut entraîner des discriminations et des inégalités pour le jeune cherchant à accéder au marché du travail.

La proposition Equal Youth (jeunesse égale) place le jeune au centre de tous les services et vise à fournir une offre de service complète et non des services individuels. Le jeune au centre du service sera représenté par un groupe de référence qui sera composé de représentants de chacun des groupes de jeunes ayant quitté prématurément le système éducatif (YP1 : non répertorié, YP2 : en formation, YP3 : employé). Cet aspect du projet est novateur dans la mesure où il garantit que les besoins du jeune, tels qu’il les perçoit, sont identifiés et que les mesures prises dans la phase Activité du projet prennent en compte ces besoins. Il est prévu que, durant la phase Activité du projet, le DP, conjointement avec le groupe de référence, élaborera et mettra en œuvre de nouvelles mesures innovantes, qui fourniront à la fois des passerelles renforcées entre organisations et qui offriront aux jeunes des possibilités innovantes d’accès à des emplois durables et des formations et programmes pertinents vis-à-vis du marché du travail.

Le principe de participation est la force motrice qui sous-tend le projet. La structure du système de gestion encourage la participation à la fois des fournisseurs de services et des jeunes / utilisateurs des services.
La participation du groupe de référence garantit que les besoins et les points de vue des jeunes se trouveront au centre du processus de prise de décision et que les mesures développées dans la phase Activité seront pertinentes.
Les groupes de services garantissent la participation des services appropriés de sorte que ceux qui s’occupent du groupe non répertorié soient encouragés à participer au développement d’un service approprié destiné à ce groupe ; il en ira de même pour les autres groupes. Il est prévu que leurs connaissances et les décisions qu’ils prendront permettront d’élaborer le service destiné à ce groupe spécifique.

Ce processus garantit un équilibre partagée des pouvoirs à la fois à l’intérieur du DP et également entre le DP et le groupe de référence pour le développement d’un service et de mesures appropriés et pertinents.
