A variety of causes of discrimination and inequality are cited including administrative, informational and credential related issues. There may also be cultural, language, communication, literacy and personal presentation issues which, when coupled with inadequate support from training/education providers and employers, serves to reinforce inequality at both entry, retention and progression levels in the employment cycle. Other factors such as lack of healthcare, housing, social services counselling and support services also prevent effective participation.

Because of these factors which individually or collectively militate against members of the target groups, individuals become even more excluded, resulting in cumulative poverty and/or low-paid, insecure employment with few if any progression opportunities.

The project seeks to holistically address these issues.

The overall aim of the project is to tackle the factors that lead to discrimination and inequality and effect structural change within organisations and companies (statutory, voluntary and private) in the Blanchardstown area for the benefit of groups trying to access LLL and employment opportunities.

This will be achieved through the following objectives;

· To effect long-term structural change (and attitudinal change) within organisations and service providers working in the area
· To provide support services to trainers, educators and employers to facilitate greater representation of the target groups in training, employment and courses delivered in the area
· To address the lack of health and social services for target group members and facilitate access to housing, health, childcare, counselling and support services by developing service standards and interagency protocols
· To work with employers, training and education provides to secure broad employment supports for target groups
· To identify and measure the outcomes throughout the process and arising out of it and implement a mainstreaming strategy
· To facilitate the holistic and integrated delivery of services to target groups

The DP will include direct representation from members of target groups sourced through existing networks and structures. Action 1 will involve capacity building and training for the target group representatives and mechanism to ensure effective feedback and reporting will be facilitated and supported by the initiative. The ‘needs and views of target groups will be carried into the decision making process at development group level through agencies working directly with the groups’

The proposed DP has no legal standing at this time although most of the partners have worked together in the past, primarily as part of the ongoing implementation of the BAPs Action Plan but also in connection with the local drugs taskforce, the planning of RAPID and other initiatives. Other organisations and members of the target groups will be included during Action 1 e.g. Youthreach, County Dublin VEC, Institute of Technology, Blanchardstown, Garda Siochana, ICTU, Chamber of Commerce and large local employers such as IBM, Xerox and others.

The promoter says the DP members comprise a cohesive group who have existing effective working relationships. Members have met on a monthly basis since September 2000 and sub-groups have worked to develop specific features of the proposal. Additional partners to be included during Action 1 will assist in addressing the factors causing discrimination and inequality. Building in effective target group participation is seen as one of the major challenges for the DP during Action 1.

Une variété de causes de la discrimination et de l’inégalité est citée, dont des problèmes d’ordre administratif, informatif et de référence. Il est également possible que des problèmes culturels, de langue, de communication, d’alphabétisation et personnels soient présentés qui, lorsque couplés avec un soutien inadéquat de la part des fournisseurs de formation/d’enseignement et des employeurs, permet de renforcer l’inégalité, tant au niveau de l’entrée, de rétention et de progression qu’au niveau du cycle d’emploi. D’autres facteurs, tels que le manque de services de soins de santé, de logement, sociaux et de soutien empêchent une participation efficace. A cause de ces facteurs qui militent individuellement ou collectivement contre les membres des groupes cibles, les individus deviennent plus exclus, ce qui a pour conséquence d’installer un climat de pauvreté cumulée et/ou d’emploi incertain et peu rémunérateur avec peu d’opportunités de progression, si opportunités il y a. Le projet cherche à s’attaquer de manière holistique à ces problèmes.

L’objectif majeur du projet est d’aborder les facteurs qui mènent à la discrimination et à l’inégalité et d’effectuer un changement d’ordre structurel au sein des organisations et des entreprises (au niveau réglementaire, au niveau du bénévolat et au niveau privé) dans la région de Blanchardstown au profit des groupes s’efforçant d’accéder au LLL et aux opportunités d’emploi.
Ceci pourra être atteint en poursuivant les objectifs suivants ;·
Effectuer un changement d’ordre structurel à long terme (et une modification comportementale) au sein des organisations et des prestataires de service exerçant dans la région,
· Fournir des services de soutien aux formateurs, aux éducateurs et aux employeurs, afin de faciliter une plus grande représentation des groupes cibles dans la formation, l’emploi et les cours dispensés dans la région,
· S’attaquer aux déficits constatés dans les services sociaux et sanitaires pour les membres du groupe et faciliter l’accès au logement, à la santé, à la garde d’enfant, au conseil et au soutien en élaborant des normes de services et des protocoles inter-agences,
Collaborer avec les employeurs, afin que la formation et l’enseignement fournissent aux groupes cibles un soutien dans un emploi plus large et sécurisé,·
Identifier et mesurer les résultats tout au long du processus et résultant de celui-ci et mettre en œuvre une stratégie d’intégration, ·
Faciliter la dispense holistique et intégrée de services aux groupes cibles.

Le DP comprend la représentation directe des membres du groupe cible provenant de réseaux et de structures existants. L’Action 1 implique une création de capacité pour les représentants du groupe cible et le mécanisme permettant d’assurer un retour efficace et de faciliter et de soutenir le reporting par l’initiative. Le DP proposé n’a pas de position légale pour le moment bien que la plupart de ses partenaires aient travaillé ensemble dans le passé, tout d’abord comme partie intégrante de la mise en oeuvre continue du plan d’action BAP, mais également en relation avec la Task Force du secteur local des stupéfiants, la planification de RAPID et d’autres initiatives. D’autres organisations et membres des groupes cibles seront inclus au cours de l’Action 1, par ex. Youthreach, dans le comté de Dublin VEC, L’institut de technologie de Blanchardstown, Garda Siochana, ICTU, la Chambre de commerce et d’importants employeurs locaux tels que IBM, Xerox et d’autres.Le promoteur déclare que les membres du DP constituent un groupe de cohésion possédant des relations de travail existantes efficaces. Les membres se sont réunis une fois par mois depuis le mois de septembre 2000 et des sous-groupes ont travaillé ensemble,
afin d’élaborer des caractéristiques spécifiques pour la proposition.
