This is a geographic DP operating in County wesmteath. All partners have worked together in the past in various guises eg local development programme, Territorial Employment Pact programme. Target group members will become members of the DP and ongoing support and faciliation will be provided by the DP to ensure their effective participation as communities of interest.
The DP states that inequality and discrimination relating to labour market access are a subset of broader social exclusion. Any analysis of of inequality must take into account the role that ideologies, assumptions,stereotypes, prejudices and values play in shaping people's attitudes which in turn necessarily shape the environment in which we live.
Employment policy is rooted in responding to individuals rather recognising and responding to the needs of particular groups and situations they face. The DP has identified the barriers encountered under three headings 1. - inequlaity and discrimination - labour maket, 2. Inequality and discrimination - access to quality employment, 3. - inequa and discrimination - certain forms of employment. Each of these barriers are mapped out in terms of the groups in society most affected, individual profiles,factors in employment, structural/institutional factors.
The DP has also identified a range of systemic circumstances which contribute to inequalities and discrimination, including lack of a common and consistent focus for co-operation amongst a plethora of agencies, a lack of linkages between agencies or trajectory of longtitudinal supports for individuals, no real engagement with employers, competition for resources, and differing ethos amongst organisations.

The promoter says the employment bridging network is an innovative response to the needs of groups who are multi-disadvantaged and it focuses on unemployment as only one facet of that disadvantage. The network advocates the need for a series of integrated supports that necessarily demand a high level of inter-agency co-operation. The project claims innovation through the intention to establish cross-agency committees and providing inter-agency staff with common training to co-locate so as to foster partnership and a client-centred, case conferencing approach. The project also seeks to address issues such as the culture of unemployment amongst certain groups and, finally, the DP aims to establish a framework to measure equality and access, participation and advancement in employment.

In engaging with the target groups, the DP will take time to clarify/revisit the aims and objectives of the project to ensure clarity and relevance – this may result in some alteration of aim and objectives as currently presented. The DP will work in ways that facilitates and resources the participation of target groups at all levels in the workings of the DP. All members of the DP will undergo awareness training in relation to equality issues aimed at developing the ability to be bale to name, recognise, respect and work with difference. The DP has committed itself to ensuring that all target groups will emerge from the process with an enhanced capacity to pursue their respective equality agendas.
Between national partnersIn order to ensure full and active participation, the DP will engage in organisation building during Action 1 and this will involve;
· consultation, focus groups and participant involvement in the design and implementation of interventions
· ensuring the meeting times, venues, access, transport and childcare etc. will not preclude representative of the target groups from attending and participation – participation will be resourced
· delivery of training to all members of the DP in order to ensure that, at a minimum, attitudinal barriers will be minimised if not eliminated
· the process will continue during Action 2 and 3 with the target groups emerging from the process capable of pursuing their respective equality agendas

Voici un DP géographique en activité dans le comté de Wesmteath. Tous les partenaires ont travaillé ensemble dans le passé au sein de diverses activités, dont le programme de développement local ou le programme de pacte d’emploi territorial. Les membres du groupe cible deviendront des membres du DP et un soutien et une facilitation leur seront fournis par le DP, afin de garantir leur participation effective en tant que communautés d’intérêts.
Le DP déclare que l’inégalité et la discrimination relatives à l’accès au marché du travail constituent un sous-ensemble d’une exclusion sociale plus large. Une analyse de l’inégalité doit prendre en considération le rôle que les idéologies, les suppositions, les stéréotypes, les préjudices et les valeurs jouent dans la structure des attitudes humaines, qui, à leur tour, structurent nécessairement l’environnement dans lequel nous vivons.
La politique de l’emploi trouve son origine dans la réponse aux individus plutôt que dans la reconnaissance et la réponse aux besoins de groupes particuliers et les situations auxquelles ils font face. Le DP a identifié les obstacles rencontrés en trois titres 1. – L’inégalité et la discrimination – Le marché du travail, 2. L’inégalité et la discrimination – L’accès à un emploi de qualité 3. – L’inégalité et la discrimination – Les formes d’emploi. Chacun de ces obstacle est dressé en termes de groupes dans la société les plus touchés, des profils des individus, des facteurs de chômage et de facteurs structurels / institutionnels.
Le DP a également identifié un ensemble de circonstances systématiques, qui contribuent aux inégalités et à la discrimination, ainsi qu’un manque de concentration commune et cohérente dans la coopération parmi une pléthore d’agences, un manque de liaisons entre les agences et la trajectoire des supports longitudinaux pour les individus, aucun engagement réel avec les employeurs, la compétition pour les ressources et la différence d’éthique au sein des organisations.

Fournir des conseils spécialisés sur la qualité aux employeurs comme partie constituante d’une approche intégrée Soutenir les programmes d’égalité des groupes cibles et améliorer leur capacité en tant que communauté d’intérêts S’engager dans des initiatives d’évaluation continues au sein des méthodes de travail des organisations membres du DP Elaborer les processus et les outils, afin de servir les méthodes d’emploi ouvertes d’égalité
Promouvoir le travail du DP et les perceptions du défi du groupe cible
Le promoteur déclare que le réseau provisoire d’emploi constitue une réponse innovante aux besoins des groupes grandement désavantagés et se concentre sur le chômage comme seule facette de ce désavantage. Le réseau préconise la nécessité d’une série de supports intégrés qui exigent nécessairement un niveau élevé de coopération entre les agences. Le projet revendique l’innovation à travers l’intention d’établir des comités inter-agences et de fournir du personnel inter-agence ayant suivi une formation commune capable de co-localiser, afin d’entretenir un partenariat et une approche de visioconférence orientée sur les clients et les cas particuliers. Le projet recherche également à aborder des questions telles que la culture du chômage au sein de certains groupes et enfin, le DP a pour objectif d’établir un cadre permettant de mesurer l’égalité et l’accès, la participation et l’avancement dans l’emploi.
With beneficiariesEn s’engageant avec les groupes cibles, le DP prendra le temps nécessaire de clarifier et de revoir les buts et objectifs du projet, afin de garantir une clarté et une pertinence – Ceci peut avoir pour conséquence de modifier quelque peu les buts et objectifs tels qu’ils sont actuellement présentés. Le DP fonctionnera de façon à faciliter et à financer la participation des groupes cibles à tous les niveaux au sein des travaux du DP. Tous les membres du DP passeront par une formation de sensibilisation en relation avec les questions destinées à développer la capacité à pouvoir nommer, reconnaître, respecter et travailler avec la différence. Le DP s’est engagé à garantir que tous les groupes cibles émergent du processus, avec une plus grande capacité à poursuivre leurs programmes d’égalité respectifs.
Between national partnersAfin de garantir une participation pleine et active, le DP s’engagera dans la création d’organisations au cours de l’action 1 et ceci impliquera ; ·
La consultation, l’engagement des groupes témoins et des participants dans la conception et la mise en œuvre d’interventions.
· Garantir les horaires des réunions, les lieux de réunion, l’accès, le transport et la garde d’enfants, etc. Ceci n’exclue pas le représentant du groupe cible d’apporter son assistance et sa participation – Sa participation sera financée
Dispense de formation à tous les membres du DP, afin de s’assurer qu’au minimum, les obstacles comportementaux seront minimisés, sinon totalement supprimés · Le processus se poursuivra au cours de l’action 2 et 3 avec une émergence des groupes cibles du processus, capables de poursuivre leur programme d’égalité respectif.
