The small settlements, locations of the Mid-Transdanubian (Mid-West Hungary) region generally reached the end of the twentieth century with a not anymore vital agricultural production co-operatives (TSZ) having been built on the farms originally in the ownership of pre-war lords. The compensation law and the economical crisis led most of the co-operatives to bankruptcy. People who were servicing personnel, agricultural workers on large manorial estates in the past became TSZ employees then they and their family tried to extend their modest income by establishing small house-farms in the near past. As in the villages generally the TSZ was the only economy organization, as result of its collapse and self-cannibalizing activity the people living there lost the market and at the same time they became unemployed.
The multiple-disadvantaged inhabitants suffered even much more these times. The compensation did not involve them in a satisfactory proportion. Hence in the bigger locations the industrial employment fell back, the auxiliary worker level multiple-disadvantaged people were the first who lost their jobs.

The biggest losers of the change happened after 1989 with regards to the economico-political system were those multiple-disadvantaged people who were living in small locations, originally had got low-level education and nevertheless could not enjoy satisfactory level health conditions. The boom in the development of the economy did not result more than a hope for them in becoming re-employed. In the villages the land-gaining farmers could provide them with employment offers only for the seasonal works, and even that was done unofficially, as a kind of “black-market” employment. In the lack of regular job, they became only supported member of their poor village society.
The youthful growing up in such family and economic circumstances, if their abilities regarding the education and job obtaining are similar to those mentioned before, have really small chance to break out of these circles.

In accordance with the statistical data provided by the National Healthcare Treasury (OEP), in the region of Mid-West Hungary the number of people with changed and limited working ability is about 60,000. The half of regional population lives in location having less than 5,000 inhabitants, thus the number of the concerned people is about 30,000. The ratio of the multiple-disadvantaged population in this target group is at least 10%, namely about 3,000 capita of which about 4-500 is belonging to the age range of 18-25 years.
The number of young, multiple-disadvantaged population without any health problem is estimated to be about 7-8,000.
In the 3rd- 4th year of the project there are about 250-300 people who expect continuous earning from being employed or as self-employed.
Thus number of the indirect beneficiaries –since most of them are heads of families- may increase to 1,000-1,200 people.

The ‘hidden human resources’ are those people for whom the services and the programs of the labour organizations are not in their reach. Young people who can not be involved in national training programs, because for them it was a problem to attend even the primary school. Since they have never got any employment contract, they are not entitled to get unemployment subsidies.
Health-damaged people, who are not entitled to get unemployment subsidies because of their handicap-fee or pension, therefore it is out of their interest to register themselves at the labour organizations. Due to their low-level education, age they do not intend to take part in a re-training, or even if they may decide so the primary labour market does not accept them.

The activity zones of the project are those villages of the Mid-Transdanubian region, which have less than 5,000 inhabitants, where the number of the households is 201,128 (Hungarian Post data). With the co-operation of the Hungarian Post we will mail the project-presenting letter to every household, and in each of such envelope we will put an application sheet facilitating the connection to the project.
On behalf of the Development Partnership, the Local Minority Roma Government of Mor will get in touch with the minority government operating in the activity zones, in order to encourage the local young multiple-disadvantaged population for the participation in the project. We will ask the local minority government to help us in collecting the filled in application forms. Wherever the number of the applicants is significant we will organize consultation forums.

The received data will be recorded on a computer in a specified database, obviously paying special attention to keep the confidentiality, security of the personal data.

The data will be processed systematically by grouping the applicants based on their address (micro territory), age, gender, education, working experience, the availability or lack of the conditions necessary for the household farming and the eventual property of land. It will be checked whether they or their family can found enough feeding stuff and many similar issues and questions, which are considered to be important from the aspect of the execution and continuous expansion of the MANGALICA project.


The nominated employees of the Fejér County Labour Centre –following recognized selection method practices, based on the personal motivations of the applicants- will make selections out of the young applicants in order to form the first group.
The agro-economist project leader will finalize the membership of the group considering the best utilization of the obtained knowledge taking into account the available home conditions for farming.

As it is well known in case of PHARE financed projects it is a significant task to solve the application of the sources fully in accordance with the rules and regulations. With necessary caution and well-prepared activities it should be avoided the event that the execution of bidding procedures may eventually cause a delay in the realization of the project.

Do it and learn it! This could be the motto of the employment element of the project. The young project participant will within the frame of an employment contract concluded for a definite period with the Manager of the Development Partnership and Móri Cívis Kht. Following the instructions of the construction masters (i.e. carpenters, bricklayers) and agro- masters, their task will be to create, ‘spell from nothing’ a farm from a very starting level.
The two, same weighing principles of the employment element is to create and teach how to create the environment necessary for the farming activity.
After the establishment of the livestock places made from natural raw materials, the installation of solar energy powered protective electrical system and fences the participant should learn and acquire the knowledge of different farming technologies.
By the end of the project the young participants should acquire enough skill and experience that upon returning home they –with the help of their families- should be able to create those tasks, which facilitate the reception of livestock.

We can not stop the training at this level. It is a nice result if the participants can go through the difficult, hard work demanding way of employment and study. Of course many people have been already trained for many thing in this country, but we have to take care that the utilization of the obtained skills and knowledge will lead not only to surviving but earnings.
Therefore the majority of the jobs of the Development Partnership follow right after the above-mentioned training. With the support of the Fejér County Labour Centre they should get the subsidies for the self-employment from the local labour organizations. The task of Móri Cívis Kht. will be to go on with the necessary procedure at the National Land Fund in case any of the participants does not possess enough land. The consulting service takes the obligation to research for those funds, where the freshly graduated or experienced applicant can make a bid. The Local Minority Roma Government should organize the support of the organised groups of multiple-disadvantaged people in case of those settlements where the elements of the social land program can not be used.
At last but not at least, besides the establishment of the farming environment a consultation service should be provided with regards to the animal breeding, a service which is quite natural from an integrator organization.

As every project, this also should aim a large publicity. It is obvious that the supporter of the project aims to spread the information about the project and its aims and attract the attention of more and more people and organizations. This requirement should get more emphasis in case a project targets multiple-disadvantaged and especially young people.
The homepage presenting the project should point over the PR tasks. It should make public the interim processes, the achieved success and failures, experiences in order to motivate the ambitious people.

We shall make a Human Resource investigation by distributing the project describing leaflets and the application forms to the households of the locations with less than 5,000 inhabitants. We request the regionally active Roma Minority Governments, the social and civil organizations to support the wide-spread distribution of the information about he project and support the wide range applications.
The evaluation of the investigation and the preparation of resource map would result in gaining indispensable data and information necessary for the execution, continuation and expansion of the project.
Program the timing of the created groups of the young applicants participating in the project.
The masters (i.e. carpenter, bricklayer, agricultural specialist)-within the frame of the employment- shall transfer those knowledge and skills, which are indispensable for the individual creation of the animal farming conditions. The efficient training is supported by the fact that the masters concentrate on teaching the usage of the natural raw materials in creating places for animals. It is indispensable requirement –from the point of view of the project- that the participants should learn the application of the cheap, environment friendly and natural raw materials. Thus not only the construction could be done by them, but later on the maintenance, too.
The participants are aimed to get aware of the animal breeding technologies, both with the intensive and the extensive ones. Thus they will be able to apply the method most applicable in the conditions provided by their own and natural circumstances.

- According to the type of the programme the training will be done in the groups of 15 people.
- On the mornings of every there shall be held a meeting among the group members, where at first the group shall elect a representative who are expected to participate on the internal meetings of the DP.
- Every remarks, problem occured during the job, solution proposal shall be presented by the group representative on the meeting of the DP. By this possibility the programme can be made more tailored, improved with the necessary modifications.
- Acknowledging the importance of the jointly formed opinion of the group, in this way the personal needs of the group can be recognised and necessary measures can be applied and done in due time for the best result of the programme.

Móri Cívis Kht was established by Mori Civis Association in May 1999. We believe that we are unique with this in the country, because a civil organization formed by natural persons, entities established a non-for-profit economic organization. Móri Cívis Kht. performs such a public utility activity, which organize and realize the rehabilitation employment from the compulsory work of the local governments.
During the two years of the activity the organization did its utmost to get in touch with the reduced- and changed working ability people. Out of them those who wish to work or would be able to work or simple who are forced to work in order to secure their personal survival and apply to us referring to any of our advertisement we keep a record of them. We receive a great support for this from the helpful colleagues of the labour centres.

This kind of organisation is a public company which is operated with finance from the state budget in the municipalities (cities with county rights) and in all the major towns of Hungary.
As all of such organisations the Fejer County Labour Centre is supporting (by central subsidies, organising training and trans-skilling programs for unemployed people) the increase of the employment by minimising the level of unemployed people.

The organisation was founded utilising the right of significantly present minorities of a region to form self-governments for the representation and empowerment of their personal, group demands, rights in the society.
The main task of the organisation in this program is to keep contact with the minority governments of the region (i.e. the groups of multiple-disadvantaged groups of people), to secure master (i.e. carpenter, bricklayer) trainers, to arrange the personal matters of the multiple-disadvantge participants. The organisation shall prepare a relationship matrix preparation about the multiple-disadvantaged groups and organizations of the region.
