According to the datas of February 2002 the in South Great Plain region unemployment rate of 8,09 % exceeds the national average of 5,88 %. Number of registered unemloyed is 58,145. Half of them have not qualification while 20% has got financial support more than 6 months. Most of the registered roma unemployed people are in the group of the above-mentioned situation. From the point of view of the employment rate, unemployment and qualification level, the roma population is in the most unfavourable in the South Plain, too. An important part of them is disadvantaged and besides they are out of the unemployment register. It is difficult to estimate their rate, but it is growing in the region. According to the estimated datas 45-50,000 roma live in the three counties of the region. This is about 10% of the roma population in Hungary.
The general situation of the roma population is characterised by bad social conditions, low education and therefore lasting escaping from the labour market. People of roma population live in the most unfavourable labour market situated territories of the region. Those settlements are characterised by low infrastructural level, lack of national and foreign investments and limited number of working places. Most of the roma people live by seasonal agricultural jobs or social grants. A significant part of temporarily employees working in jobs of public utility is also belongs to the roma population.
Roma people under law enforcement form a special type of the roma population. The rate of romas in penal institutions of the South Plain is multiple of their social rate. One of the most frequent reasons of their penalty is the so-called living crime. In order to prevent the subsequent crime to support the training-employment programmes for the prisoners is absolutely justified.
Besides the unemployed people and the prisoners the third target group of the projects consists of unemployed or employed romas with secondary level education. Some of them passed the roma programme assistant training course earlier. They are all the potential participants of the roma programme organizer training as planners and organizers of the roma programmes in the future.

Selection of the project target groups (unemployed, prisoners and roma programme organizers) is justified by the complex approach. The labour market (re)integration of the roma society being in different situation requires different methods. Different methods are to be used for the supporting of equal chances or the labour market competitiveness of the civilian participants and the prisoners. In the same time it is absolutely necessary to establish the regional roma programme organizers to ensure the sustainability – mainly from the roma population-.
Selection of the particular activities was definitely influenced by the labour market demands of the food producing. Base of the training-employment programmes is the labour demand of two poultry processing companies (Poultry Processing Ltd.Co. in Kiskunhalas and “Hungerit” Poultry Processing and Food Industrial Ltd. Co. In Szentes) and a non-profit employer (The Foundation for "Educated Gipsy Youth",Gyomaendrőd). Location of the prisoners (National Penalty Institution in Nagyfa) has also a very good possibility for the objectives of the project. The three roma programme organizer trainings will be delivered in the county towns.
The co-ordinator organization of the Development Association as the applicant together with the other regional organizations of the governmental employment service has a permanent connection with the roma minority for almost a decade. A lot of earlier initiatives and references (Roma Start, Agro Start, EUROMA-I. training-emloyment programmes mostly for the roma population in all of the three counties, roma civilian initiatives and Phare’99 programmes) joins to the activities of the Development Association’s members.

The programme applies complex approach by three considerations in order to improve the labour market chances of the disadvantaged, mainly roma employers, in conformity with the priorities of the project. First, it interprets the equal chance, the labour market competitiveness and the sustainable employability as integral parts of the complex condition system of the labour market (re)integration. Second, it connects the geographical (regional) and the sectorial (food processing) approaches. Third, it realizes the complexity of the innovation, which includes the new approach (target groups and regionalism), search for employment possibilities in the food processing and introducing of new professions. To ensure all of the above mentioned things a wide range partnership will be formed by the development association of the governmental, self-governmental, economic and civilian organizations of the region. It will possess the conditions needed to the new, pilot initiatives. It will be able for the dissemination of the results in all of the relevant fields (governmental employment service, local governments, roma minority self governments, SMEs and non-profit organizations. All expectation is that this Development Association is able to contribute for the change of the training and employment practice by a creative and initiative method on national and European level.

The project uses a comprehensive, complex approach for the sustainable employability of the roma population. Its aim is to establish a new regional programme package and knowledge network.
Considering the overall European human policy strategic objectives (full employment, life long learning, assure equal chance) and the requirements of the employment process, in the environment of the network economy the network approach of the human resources development and enlargement of the employment are justified. As a result of the operation of the knowledge network adequate with the regional labour demand, a demand required qualification structure and flexible manpower base would be established on regional level. The regional programme package and knowledge network which serves the labour market (re)integration of the roma population the stipulation of the economic and social cohesion on European level.
The network cooperation of the governmental, self governmental, profit and non profit oriented organizations of the South Plain Region is justified not only overall European and national strategic objectives but practical considerations, too. The European Structural Funds – between the European Social Found which is available for the labour market (re)integration of the roma population – supports regional programmes. In the competition for obtaining resources such as human resources development programmes are competitive which promote the employment enlargement.
On the professional background of the organizations of the Development Association the conditions of the regional network approach have established by earlier cooperation, programme development and implementing references.

Representatives of the roma minority will play an important role in the project. Their main responsibility is to take part in the selection of the beneficierires, help them continously in order to avoid the drop out from the programme.Their leaders are members of the executive management of the project. All of the activities will be planned and implemented by their participation.

During the preparation period a two levelled programme management will be formed.

The regional network character, complexity and wide range partnership of the project requires to organize a leader and an executive management.
The Leading management consists of the leaders of the Development Association from a work group which will hold meetings in every two months or as required in order to the strategic leading of the project, control of the objectives and co-ordination of exchange of experience and dissemination.
The Executive management includes the leaders of the four training-employment programmes and of the three roma programme organizer training with the leaders of the Development Association’s coordinator organization, which will assure the harmony of the project activities and the realization of the activities in time.The Executive management will hold meetings monthly to make the necessary decisions together.

With knowledge of the supporting agreement’s budget and executive period, the leader and the executive management will set the concrete tasks with their financial background and the final schedule.

Según los datos de febrero del año 2002 la tasa de desempleo del 10,4% de la región sur (Dél-alföld) supera la media del país que es del 10%. El número de parados registrados es de 58 145 personas. El 50% de los desmpleados disponen de especialización, pero el 20% recibe ayuda por un período de tiempo mayor a los seis meses. Analizando estos datos, la gran mayoría de los gitanos sin trabajo registrados se incluyen entre los desempleados por un espacio de tiempo prolongado. La situación de la población gitana es la peor de la región Dél-alföld desde el punto de vista de la proporción de ocupación, el desmpleo y el nivel de calificación. Una gran mayoría de ellos se encuentran en una situación muy desventajosa y eluden el registro de la oficina de empleo. Su proporción, dificil de estimar, está en aumento en comparación con el resto de la población de la región. Según datos estimados, actualmente en tres provincias de la región Dél-alföld viven de 45 000 a 50 000 personas de procedencia gitana, ésto representa el 10% aproximadamente de la población gitana del país. La situación general de la población gitana se caracteriza por malas condiciones sociales, bajo nivel de escolarización, y como consecuencia de ésto la evación constante del mercado laboral.
Los pertenecientes a la minoría gitana viven en las áreas más desventajosas del mercado de trabajo de la región. Es característico de estos poblados el bajo nivel de infraestructura, la falta de inversión tanto nacional como extrajera, así como el bajo número de puestos de trabajo. La mayoría de los gitanos se mantiene de trabajos agricolas temporales, así como de las ayudas sociales, también una gran parte de ellos es ocupada en trabajos comunales transitorios.
Un grupo característico de la comunidad gitana está formado por gitanos en proceso judicial o que cumplen condena. El porcentaje de los gitanos detenidos en los centros penitenciarios de la región es muchas veces mayor al del resto de la población.
Algunas de las causas más comunes por las que ingresan en la carcel son por cometer delincuencia para el sustento, así como delitos económicos (robos). Con el objetivo de prevenir la reincidencia de la delincuencia después de la puesta en libertad, está justificada la formación profesional de los detenidos y el apoyo a programas de ocupación.
Además de los desempleados y de los que están cumpliendo sus condenas, el tercer objetivo del proyecto está formado por los parados, empleados, técnicos medios, así como los gitanos que terminaron exitosamente la formación de asistente, quienes serán participantes potenciales en los cursos de formación organizados por el programa para los gitanos, los planificadores y ejecutores de los programas venideros.
La compleja demanda de aproximación justifica la elección de los objetivos del programa (desempleados, los que cumplen penas, los organizadores del programa). En diferentes situaciones las capas existentes de la comunidad gitana demandan diferentes métodos para su reintegración al mercado laboral. Hay que utilizar otros métodos con los participantes civiles, así como la igualdad de oportunidad para los presos, facilitar la competencia del mercado laboral. Al mismo tiempo también es necesaria la red regional de organizadores del programa, de ser posible que sean gitanos, para asegurar la sostenibilidad.
La selección de estas actividades concretas influyeron definitivamente en las necesidades del mercado laboral de la economía alimenticia. La formación, cuya base de los programas de ocupación es la posibilidad de ocupación, es asegurada por dos mataderos de avicolas (Kiskunhalasi Baronfifeldolgozó Rt.- con sede en la ciudad de Kiskunhalas, y Hungerit Baronfifeldolgozó Rt. de la ciudad Szentes) y una non-profit fundación (Fundación " Por una juventud gitana instruida" con sede en la ciudad Gyomaendrőd). El lugar del programa para los presos (Centro nacional penitenciario Nagyfa) tiene unas condiciones que se pueden valorar como óptimas. Los tres programas de formación organizados para los gitanos puede desarrollarse lógicamente en la capital provincial.
La actividad de la Asociación de Desarrollo (Fejlezstési Társulás) como organismo coordinador y aspirante junto con las demás organizaciones regionales del Servicio de Ocupación Estatal (Állami Foglalkoztatási Szolgálat) mantiene relaciones profesionales con la minoría gitana desde hace casi díez años. Numerosas iniciativas y referencias anteriores (Roma Start, Agro Start, EUROMA I, programas para alentar la formación y ocupación en su mayoría para las personas de origen gitano en las tres provincias, iniciativas de la comunidad civil gitana, los programas Phare ’99, ect) están conectadas a la actividad de los miembros de la Sociedad de Desarrollo (Fejlesztési Társulás).
El proyecto, de acuerdo a las prioridades del programa, aplica tres puntos de vista de compleja aproximación para aquellos que se encuentran en una situación desventajosa, en primer lugar en favor de los empleados de descendencia gitana para aumentar sus posibilidades en el mercado laboral. Por una parte la igualdad de oportunidad, la competencia del mercado laboral y el mantenimiento de la ocupación los interpreta como componentes inseparables del complejo sistema de condiciones de la reintegración al mercado laboral. Por otro lado enlaza la aproximación geográfica (regional) y la sectorial (economía alimenticia). En tercer termino se verifica la complejidad de la innovación, que se extiende a la nueva forma de contemplación (grupos objetivos, regionalidad), el descubrimiento de nuevas posibilidades de ocupación de la economía alimenticia y la implantación de nuevas profesiones.
Para el aseguramiento de todo ésto las organizaciones estatales, autónomas, administrativas y civiles de la región con la asociación de desarrollo trabajan en estrecha colaboración, que conjuntamente disponen de las condiciones necesarias para experimentar las nuevas iniciativas. Dispuestos a difundir los resultados en todas las esferas representadas (Servicio de Ocupación Estatal, minorías autónomas de los poblados y gitanas, medianas y pequeñas empresas, organizaciones non-profit), así como de un modo creador y promotor nos gustaría constribuir en los cambios de las prácticas de formación y ocupación de nuestra patria y de toda Europa.
