This project deals with the problem of social and labour exclusion of victims of abuse in a longer-term base joining forces of institutions experienced in the confrontation of all aspects of the problem.The project will focus mainly on the fighting of social exclusion, on the rights support, on women training and employment, victims of abuse (violence and trafficking) with particular emphasis on women victims that come from vulnerable groups (Foreigners, Roma, etc.).The proposed project apart from the reassurance of the necessary accomodation and health care, due to the fact that those women are forced to escape from their residence, in order to be released from the Perpetrator, having most of the times signs of body but also psychological abuse, will also ensure the further support and aid to the victims of violence. This will impulse them continue their social and professional life on the long term, so they will no longer be in the danger after health treatment to be found again in the previous conditions of violence.Consequently the proposed project, with the provision of psychological, legal, training and any other form of support towards women that had been abused, will constitute the base for the improvement of their life conditions and their further professional re-establishment and promotion to the job market.

InnovationThe innovative elements of the project are focused on:The project Mission: The work aims for the first time in topics that deal with unemployed abused women, a particularly vulnerable social group, with a completed approach focusing particularly on their promotion to employment.The Content of Work: Up today, because of the non-traceability of abused women (they incidents of abuse are usually not denounced) there had not been undertaken any intervention for their complete support. For the first time non governmental organisations (DESO, Network of Women Europe, KED. ETEPE/EPSE) are activated in the personal and financial growth (empowerment - participation) of the socially excluded women, collaborate and are networked with other important Insitutions (Public, Private) so that they support their access and integration in the job market amining at their social integrationThe differentiation compared to the existing practicesThe Methodology of project implementationThe project products, since from the suggested actions there is expected to gain innovative tools and establish new practices of support to the target group that will have a wide application. The Active Participation of the women, members of the target group, as a key principle of EQUAL, is ensured at all stages: planning, implementation, evaluation and dissemination of the results of the project. The women will be actively involved: as staff of the Support Structure, as telephone operators at the SOS Help Lines (especially those with the knowledge of foreign languages), will participating at the different seminars to be held, participating in the creation of informational material (leaflet etc.), participating in the updating of the DP website.This involvement will contribute to empowerment of the women on many levels (economic, social, personal and professional). Immediate results of this empowerment will be the upgrading of the women’s social position; the improvement of their skills and thus the level of their exclusion will be minimized.

The continuous activation of D.P.’s partners, such as European Women Network, Social & Training Action (KED), Frontida, ETEPE/EPSE, Ministry of Public Order in research, recording, confrontation of incidents of violence against women, as well as the violence victims support together with the continuous support by the Vocational Training Center and the Center for Employment and Entrepreneurship of the Municipality of Athens towards the unemployed abused women and trafficking victims for their promotion to the employment, ensures a common language as far as the target group and their problems are involved, due to common objectives and therefore everyone’s participation in decision making that results by a fertile dialogue.

C) 1. Processing of existing target-group data for the approach planning. It includes data processing of the data that the social partners of the D.P. acquire for each of the categories of target group beneficiaries, with respect to the principles of Personal Data Protection, so that the planning for the additional approach of those people is materialized. ETEPE / EPSE is responsible for this action. Budget: €7.900 2. Recording and evaluation of structures, services, mechanisms and support programs to the target group.It includes recording of the already existing institutions, services and support Mechanisms of the target group aiming to a comparative evaluation, weaknesses detection and defining of those improvements that will be included in the institutions operation and that will be developed in the frames of this project and will become elements for a wider application and good practices adoption.A parallel aim is the detection of weaknesses in an institutional level. ETEPE/EPSE is responsible for this action. Budget: €9.1003. Crewing, operation, maintainance and technical support of Management structure of SupportThis action includes networking of all structures that are developed in the frames of this project in a technical level (through the development of an information system of support management that is developed in action 4 and in a physical level through staffing the different structures with employees responsible for the communication among all structures. It aims at the management of all support actions and monitorship of beneficiaries through the interconnection of these structures. Budget: €129.300 4. Information System DevelopmentThe Information System will record and monitor the progress of the target group. The Information System will operate through the web and will give the opportunity of an on-line monitorship. Budget: €73.000 5. Creation of Network of Employers - Energies of mediationThrough the development of an Employers Network, this action, aims at the employers involvement and the professional carriers, into actions that will promote the confrontation of social exclusion and the improvement of access to the labour market of people that belong to the target group of this Project. The Network development will be implemented by the Center of Employment and Employability of Municipality of Athens through the services it offers, such as services to corporations. Budget: €13.000 8. Supporters group and individuals involved with the target grouporganization Aims at the development of an instructors’ network against violence and for the support of human rights.Due to the special nature and psychology of the target group, there will be gathered by all partners those people that will undertake all kinds of support or reception, as well as people from the Ministry of Public Order and they will constitute a group of supporters to participate in the Program of Interactive Training for the Conflict Management. Budget: €5.9509. Specialized Training of Employment ConsultantsThe Center of Employment and Employability of Municipality of Athens will materialize this action through the Service of Support and Consultancy that it has and is aiming at the individualized support of the beneficiary, so that she can assert in a better way a job position. There will be outlined her professional profile and designated her personal characteristics. There is included the Development of a model – training guide as well as a seminar of Employment consultants training into the particular characteristics of the target group as well as into social exclusion issues. Budget: €5.60010 European Women Network OperationS.O.S. contact lines are operated by trained call center, while there are also available psychologists, doctors, lawyers and other relative specialties. There is also a secretarial department, which contacts all public and private carriers, coordinates actions and monitors actions’ implementation and supports in the frames of this project, the networking and close cooperation with the rest of the institutions and partners of D.P. EIRHNH.Budget: €30.800 11. KED OperationKED aims to operate as an intervener between public and private carriers and the women of the target group that are socially excluded for their problems solution and offers consultancy for the resolution of social problems. Those who visit the Social-Legal services of the Institution, are offered psychosocial support, sensitization – guidance, career consulting services and are advised to refer to specialized support institutions – the other partners and Institutions of D.P. EIRHNH. Budget: €18.30012. FRONTIDA OperationFrontida acquires a Reception Office in Athens, where it accept incidents, separates them according to their category (abuse or trafficking) and then plans the support of those beneficiaries that belong to the target group for the promotion of their professional and social integration. It also has a host house in Attica, where victims – beneficiaries that need hosting are hosted with an emphasis in trafficking victims that do not have a shelter in our country until the support services project is completed depending on the case and the special need of each beneficiary. Budget: €228.70013. ETEPE/EPSE OperationETEPE / EPSE is operating as a corporate institution with suitably equipped premises and having as an almost exclusive activity the completed support for social and professional rehabilitation of members of the target group, the unemployed, abused women, in the frames of D.P. EIRHNH.It operates in cooperation with the other members of D.P. EIRHNH and other carriers with relative activities. Budget: €26.70014. Training of mixed groups of younger and older menD.P. EIRHNH interventions are concentrated to both genders, since the problem results from their interrelation. By all D.P.’s activities, there are benefits not only for the female gender, but for the male, as well. To the frames of a complete integration of both genders in this project, this particular activity involves the training of mixed group of young and older men, having as a target the sensitization and preventive confrontation for a non violent conflict management between the two genders. Budget: €8.000 15 Analysis of Training Needs – Training Programs Planning This activity involves planning pre-training and training programs for the needs of the target group, that will be materialized into three phases. Budget: €15.50016.Pre-trainingPre-training involves learning the Greek language to cases that is necessary, according to the results of the analysis and recording of needs.It is a fact that the weakness of managing the Greek language by the women of the target group that can belong to Refugees and trafficking victims is the basic obstacle to their professional rehabilitation.The objective of the program proposed, for the abused women that belong to the categories mentioned before, is to learn the Greek language, so that they facilitate their access to the job market and their integration to active employment policies according to the personal needs of each woman, having as a final aim the promotion of equal opportunities and the confrontation of social exclusion.For that reason, the proposed program attempts the development of language skills by the trainees, as well as their communication skills, in order to facilitate their social integration. Budget: €76.05017. Training in Administrative Support ServicesThe Vocation Training Center of the Municipality of Athens will undertake the training into Services of Administrative Support.The job market demands the use and the combination of more and more administrative skills while the crisis in the job market together with the competition, are making the need for training into those particular skills really urgent for those groups, in order to respond to the demands of the upgraded job positions. Budget: €58.100 18. Training in the use of new technologiesInfo society is already an inextricable part of daily life, providing useful tools and services at home, at the office, in every single activity, It is not something that will appear and develop in the forthcoming future, but it is already a reality. Information technology combined with telecommunications and multimedia is contributing to this effort, since it offers, with a minimum cost, managerial and communicative potentials, relevant to those of the very large organizations and companies. Budget: €58.10019. Professional Consultancy – Guidance – Individualized support action plansThe Municipality of Athens Center for Employment will undertake the professional consultancy. This activity’s objective is the strengthening and empowerment of unemployed abused women (and mainly of women victims of trafficking), in order to develop the necessary social skills that will allow their smooth social and professional integration. It is a complicated process that is not only concentrated on the interests of the person involved, but is also expanded into researching the whole personality of the abilities so that the woman can easier:Understand herself, her values, talents and trends.Improve her communication abilities by activating her own strengths.Realize the demands of working environment and professions in relation to her abilities.Develop or empower her motivesActivate herself professionally. Το έργο έρχεται να αντιμετωπίσει το πρόβλημα του κοινωνικού και κατ’ επέκταση εργασιακού αποκλεισμού θυμάτων κακοποίησης σε μια πιο μακροπρόθεσμη βάση συνενώνοντας τις δυνάμεις φορέων έμπειρων στην αντιμετώπιση όλων των πτυχών του προβλήματος. Το έργο θα εστιάσει κυρίως στην καταπολέμηση του κοινωνικού αποκλεισμού, στην υποστήριξη δικαιωμάτων, την επιμόρφωση και απασχολησιμότητα των γυναικών, θυμάτων κακοποίησης (ενδοοικογενειακή βία και εμπορία γυναικών προς καταναγκαστική πορνεία – trafficking) με ιδιαίτερη έμφαση σε γυναίκες θύματα που προέρχονται από ευάλωτες ομάδες (Αλλοδαπές, Ρομά, Πομάκες).Το προτεινόμενο έργο εκτός από την εξασφάλιση της απαραίτητης φιλοξενίας και περίθαλψης, δεδομένου του γεγονότος ότι συχνά οι γυναίκες αυτές αναγκάζονται να διαφύγουν από την εστία τους ή το χώρο διαμονής τους, προκειμένου να αποδεσμευτούν από τον Δράστη φέροντας πολλές φορές και κακώσεις κυρίως σωματικές αλλά και ψυχολογικές, θα διασφαλίσει και την περαιτέρω υποστήριξη και ενίσχυση στα θύματα βίας που θα τους δίνει την απαραίτητη ώθηση να συνεχίσουν την κοινωνική και επαγγελματική ζωή τους σε μακροπρόθεσμη βάση, οπότε δεν θα κινδυνεύουν μετά την περίθαλψη να βρεθούν πάλι στις προηγούμενες συνθήκες βίας.Συνεπώς το προτεινόμενο έργο, με την παροχή ψυχολογικής, νομικής, εκπαιδευτικής και κάθε άλλης μορφής υποστήριξη προς τις γυναίκες που κακοποιήθηκαν, θα αποτελέσει την βάση για την βελτίωση των συνθηκών ζωής τους και την περαιτέρω επαγγελματική τους αποκατάσταση και την προώθηση τους στην αγορά εργασίας.αι εμπορία γυναικών προς καταναγκαστική πορνεί

Τα καινοτομικά στοιχεία του Έργου εστιάζονται:Στο Σκοπό του έργου: Το έργο στοχεύει για πρώτη φορά σε ζητήματα άνεργων κακοποιημένων γυναικών, μια ιδιαιτέρως ευάλωτη κοινωνική ομάδα, με μια ολοκληρωμένη προσέγγιση εστιάζοντας ιδιαίτερα στην προώθηση αυτών στην απασχόληση.Στο Περιεχόμενο του Έργου: Μέχρι σήμερα, λόγω της μη ανιχνευσιμότητας των κακοποιημένων γυναικών (συνήθως δεν καταγγέλλονται τα περιστατικά κακοποίησης) δεν είχε δρομολογηθεί παρέμβαση για την ολοκληρωμένη υποστήριξή τους. Η Ενεργός Συμμετοχή των γυναικών της ομάδας – στόχου, ως βασική αρχή της EQUAL, στη διαμόρφωση και εξέλιξη του έργου διασφαλίζεται σε όλα τα στάδια σχεδιασμού, υλοποίησης, αξιολόγησης και διάδοσης των αποτελεσμάτων του Έργου, δεδομένου ότι οι γυναίκες θα συμμετέχουν ενεργά στη στελέχωση της Δομής Παρακολούθησης, θα εργαστούν ως τηλεφωνήτριες στις γραμμές SOS (ειδικά αλλόγλωσσες), θα συμμετέχουν ενεργά στις ημερίδες που θα διοργανωθούν, στην δημιουργία του ενημερωτικού φυλλαδίου καθώς και στην ενημέρωση της ιστοσελίδας. Η συμμετοχή αυτή θα συνεισφέρει στην ενδυνάμωση των γυναικών σε πολλά επίπεδα (οικονομικό, κοινωνικό, προσωπικό, επαγγελματικό). Άμεσα αποτελέσματα της ενδυνάμωσης αυτής θα είναι η αναβάθμιση της κοινωνικής θέσης των γυναικών, η βελτίωση των ικανοτήτων τους και η μείωση του κοινωνικού αποκλεισμού τους.

Η συνεχής δραστηριοποίηση εταίρων της Αναπτυξιακής Σύμπραξης όπως Δίκτυο Γυναικών Ευρώπης, ΚΕΔ, Frontida, ΕΤΕΠΕ, Υπουργείο Δημόσιας Τάξης στην μελέτη, καταγραφή, αντιμετώπιση φαινομένων βίας κατά των γυναικών αλλά και υποστήριξη των θυμάτων βίας καθώς και η συνεχής υποστήριξη από το ΚΕΚ και το ΚΑΕ του Δήμου Αθηναίων στην υποστήριξη άνεργων κακοποιημένων γυναικών και θυμάτων trafficking για την προώθηση τους στην απασχόληση διασφαλίζει την «κοινή διάλεκτο» ως προς τις ομάδες στόχο και τα προβλήματά τους λόγω κοινού προσανατολισμού εργασιών και άρα τη συμμετοχή όλων στην λήψη αποφάσεων που προκύπτει μέσα από έναν γόνιμο διάλογο.
