META Europe, MEDIA TRAINING ACROSS EUROPE
Speaking out! - Media competence and cultural empowerment is a European training course for adult
education trainers, focusing on media competence and new technology. It has been developed under the
European Socrates /Grundtvig scheme by an international consortium of radio stations, universities and
media training projects including Radio Orange Wien, Austria; Radio Robin Hood, Turku, Civil Radio,
Budapest, Hungary, Finland , University of Sunderland, UK ,University of Education Freiburg, Germany
(coordinator).
Since 2006 courses were run successfully in Poland, UK, Austria, Finland and Spain. For preparation a
website (www.meta-europe.de) provides the curriculum, handouts and materials for potential participants.
How to design a compelling radio format or audio file? How to reach respective target groups with (web-)
radio programme? How operate (digital) recording software? How to edit an interview? And more important:
How do to help minority groups create a voice in which to express their cultural identity?
The training course focuses on media competence and new technology. The objective is to introduce the
issue of media competence in non-formal adult education. Participants in the course – adult educators,
teachers, social workers and media trainers from various European countries working in different areas – will
be enabled to offer and integrate media training into their regular work so as to promote self expression and
digital skills for their respective target groups They will be able to improve access to the public sphere for
disadvantaged groups such as persons with limited schooling, women, migrants, residents of rural areas,
elderly and disabled people By imparting communication skills and media competence, and encouraging
these persons to participate in the public forum, mutual understanding is furthered.
The course offers a wide range of media skills: from self-expression to European media policies. Participants
learn to apply these skills, and how to teach them to the people they work with. The teaching and learning
approach of the course is learner – centred, action orientated and participatory.After successful completion of
the training, a participant will be able to:
- work with local social groups in the context of community media, particularly radio
- encourage individuals and groups in the community to articulate their interests and opinions
- introduce members of local groups to new options for communication and cultural exchange.
The methodolgical approach of the training course is based on learner-centered teaching and Action Oriented
Media Pedagogy.
It consists of an innovative learner-centered design which links learning with doing: the “dual role” of
participants during the course – at the same time being both trainees but also future trainers. The idea of the
course is to enable practitioners to regularly use and teach media to the target groups with which they are
working.
The course is continuously monitored and evaluated based on the theory of process- and product- evaluation
of teaching and learning situations.
Participants and trainers will stay in contact after the course and will be monitored by the trainers when they
apply the knowledge they won during the course to their work in the field of education.

Unit 1. Communication / Self Expression / Radio /Audio production skills
Introduction, goals/activities
Journalistic basics, producing radio / creative audio
Introduction to doing radio-interviews (® themes ® philosophy ® technique, ® planning ® realizing)
Cultivate listening skills and respectful discussion
Producing radio / audio through team work.

Unit 2: Digital Skills
Overview of digital skills in radio/audio production
Introduction to recording equipment
Editing: theory, practice with audacity (freeware)
Awareness of digital distribution methods
Sunday, 27. April
Unit 3:Teaching The Trainers – learning and teaching skills
Styles and roles of trainers
Introduction META Europe philosophy of teaching/learning
Action- oriented media teaching and learning and holistic approaches

Unit 4: Publicity, Management, Dimensions of European Media Politics
Typical attitudes or fears in radio production
Community media situation vs. mainstream media
Introduction to rights and restrictions in community media production, including legal aspects
Perspectives of the different groups involved in community radio stations (e.g. volunteers, staff, management committees)
Afternoon session:
Unit 5: Evaluation – a brief introduction
Reflection on objectives and reasons for evaluation
Basics for realizing a well done evaluation (e.g. types, methods, instruments)
Exercise: case studies using different evaluation instruments
Evaluation META Europe Course (questionnaire, feedback/discussion, ideas and suggestions for further activities of
participants)
