Supporting the efforts of EU countries to integrate refugees in Europe's education systems and ensure their skills development is an urgent task in the light of the current migration crisis.
Many initiatives are already taking place in EU countries. The European Commission can bring added value by sharing these initiatives and by offering support through its programmes.
Ongoing Erasmus+ and higher education initiatives
Inspiring practices: how are European Higher Education Institutions helping?
The European Commission has been conducting an EU survey to collect a wide range of initiatives taken by higher education actors. The objective of this survey was two-fold:
- To have a better picture of the initiatives already taken by higher education actors in this area and of the challenges they may have encountered
- To continue adapting the Erasmus+ programme to the current situation through a bottom-up approach and asking the higher education sector for their input
Based on the 179 contributions (from 19 countries) to this survey and following the conclusions from a workshop held in October that gathered 30 partners (Erasmus+ National Agencies, universities and student associations…), the European Commission has published lists of existing initiatives to provide inspiration to individuals and institutions interested in facilitating the integration of refugees in European universities. The lists groups such initiatives under three themes:

Recognition of academic qualifications
Refugees' integration into higher education and recognition procedures for the recognition of qualification of displaced persons and persons in a refugee-like situation were specifically discussed during meetings held in October/December 2015 (ENIC/NARIC).
Detailed information on the recognition of qualifications held by refugees is available.
Specific actions at European level are being planned.

Peer Learning Activities of the Education and Training 2020 Working Group on the Modernisation of Higher Education
- Through mutual learning and the identification of good practices, the working group supports national governments in addressing the key challenges of their education and training systems. The ET 2020 working group is composed of national policymakers and representatives of the social partners.
- The working group considered the integration into higher education of refugees, asylum seekers and migrants.
- Information was shared about initiatives, from grassroots to government, covering language acquisition, bridging courses, access requirements, recognition of qualifications, mentoring, intercultural awareness, ECTS points for student volunteers, financial support and the provision of support for newly arrived academics.
- Delegates agreed that, at EU level, there was an urgent need for coordinated policy guidance, information-sharing and dissemination, and an adaptation of EU funding streams. At national level, it was considered that there was a need, in many countries, for an end to delays, based on legal status to access to education and/or financial support. This issue will continue to be a priority in 2016.
Online Linguistic Support for refugees
100,000 Erasmus+ Online Linguistic Support licences for language assessments and the same number of licences for online language courses will be available to refugees over a period of 3 years within a specific framework, starting from summer 2016.
Erasmus+ National Agencies and beneficiary institutions will be kept duly informed about the concrete implementation of this initiative.
2016 Erasmus+ Programme guide
The 2016 Erasmus+ Call for Proposals, and its revision published on 22/10/2015, provide various opportunities to support the integration of refugees through education, training, youth and sport.
Marie Skłodowska-Curie actions
The Marie Skłodowska-Curie actions (MSCA) of the EU Horizon 2020 programme provide high-quality training and career development opportunities in Europe for researchers of any nationality or field, either towards or beyond PhD level. The following features of the programme are particularly relevant to researchers, whose scientific careers have been interrupted, including displaced researchers:
- The Career Restart Panel supports post-doctoral researchers resuming their research careers in Europe
- The eligibility criteria for MSCA funding are applied so that researchers who have suspended their activities while applying for refugee status are not disadvantaged. The time spent in a country while waiting for refugee status to be conferred, will not be counted as 'period of residence/activity ' in the country of the host organisation
- Organisations providing pre- or post-doctoral training are encouraged to include activities for the integration of displaced researchers
Marie Skłodowska-Curie actions
European Website on Integration
The European Commission has put together a compilation of good practices and a wide variety of tools and useful information to facilitate the integration of third-country nationals legally residing in the EU.
It includes strategies, approaches and activities that have been implemented and proved effective, efficient, sustainable and/or transferable.
The database includes a search function to optimise users' experience by enabling them to narrow down their selection through several criteria (area, thematic, target group, language, etc.)
This is an initiative that matches talented refugees and asylum seekers who have a scientific background with positions in universities and research institutions that are 'refugee-welcoming organisations'. Science4Refugees positions are published on EURAXESS .
Erasmus+ funded projects addressing migration issues

EU Regional Trust Fund in Response to the Syrian Crisis
The Madad Fund can help setting up regional higher education and training programmes for Syrians in Lebanon, Turkey, Jordan, Egypt and Iraq.
The Madad Fund aims at having:
- More Syrian students enrolled and trained in certified and recognised higher education programmes and further training courses
- Improved higher education institutions' capacity to provide Syrian youth and other vulnerable groups with opportunities to access further and higher education
- A clearinghouse mechanism to provide information to vulnerable Syrian youth on existing opportunities in further and higher education for them is in place.
- Facilitation of the exchange of experiences and continuous learning and improvement of further and higher education interventions in the context of the Syrian crisis.

The Asylum, Migration and Integration Fund (AMIF)
Higher Education Institutions and education organisations can benefit from support under AMIF.
This possibility exists under the "integration" part of the Fund. Measures focusing on education and training can be funded, including language training and preparatory actions to facilitate access to the labour market (NB: vocational training as such is not eligible). In each EU country*, the text of the national AMIF programme and the calls for proposals and tenders can be found on the website of the responsible authority (eg. the Ministry of Internal Affairs).
