It is also a key factor in early school leaving, and has serious and long-term effects for both victims and perpetrators. It affects mental and physical health as well as the academic performance of children and young people.

The values of equality, tolerance, and non-discrimination are cornerstones of European societies that should be promoted through education; however, in reality, access to learning opportunities, the effects of socioeconomic disadvantage and social exclusion directly impact learners' success at school, their chances of a higher education and, as such, their future as informed and actively engaged members of society. Educational disadvantage is both a consequence and a cause of poverty and social exclusion.

The OECD PISA Survey (Programme for International Student Assessment) is a key international educational assessment that has sparked educational reforms across participating countries and economies since the launch of the results of the first assessment that took place in 2000. The 2015 round of the PISA survey was carried out in 28 EU Member States – the first time that all EU Member States are covered, 72 countries and economies worldwide.

Organised by the European Commission DG Education and Culture, the meeting with civil society organisations took place on 19 October in Brussels. Over 70 participants from 40 organisations representing schools, higher education, adult and distance learning and vocational education and training came together to discuss the role that civil society organisations can play to foster inclusive education as well as citizenship and EU fundamental values.
