Support for specified institutions pursuing an aim of European interest

The Jean Monnet Action supports six institutions that contribute each in a specific way to the European Integration process through their activities in the field of education and training

College of Europe


The College of Europe was founded in 1949 as a post-graduate training institution for European studies and is located in Bruges (Belgium). In 1992a second campus was opened at the invitation of the Polish Government in Natolin ( Warsaw , Poland ) in order to correspond to the challenges of the opening up of Central, Eastern and Southern Europe .

The mission of the College of Europe is to pioneer rigorous academic and training activities in the frame of European integration, the transfer of relevant knowledge, the creation of a multicultural learning environment, the setting-up of networks and partnerships and the establishment of a public space for discussion and analysis of European issues.

The College of Europe offers a 10 months study programme that prepares for a Master Degree in European Studies with specialisations in European Law, Economics, Politics and Administration and European Advanced Interdisciplinary Studies (Campus Natolin). In addition, tailor-made seminars and training courses are provided for executive and public sector officials.

European University Institute (EUI)


The European University Institute (EUI) was founded as an intergovernmental institution by the Member States in 1975 and is located in Florence (Italy).

By means of post-graduate education and research activities the institution contributes to the development of Europe ’s cultural and scientific heritage. The evolution of Europe and its institutions and the relation with extra-European civilisations is also part of its mission.

Post-graduate studies that can be concluded with a doctoral degree are offered in Law, Economics, Political and Social Sciences and History and Civilisation. In addition, post-doctoral research programmes are available and the Robert Schuman Centre for Advanced Studies concentrates on inter-disciplinary research and encourages work on contemporary challenges of European integration.

European Institute of Public Administration (EIPA)


The European Institute of Public Administration (EIPA) was set up in 1981 by the Member States and is located in Maastricht (Netherlands).
EIPA’s objective is to contribute to the development and dissemination of knowledge on EU-decision-making procedures and policies, on the organisation and functioning of national and regional public administrations and on the different components of public management.

In pursuing its objectives, EIPA provides vocational training for national and European officials, it conducts applied research and offers consultancy.

Academy of European Law


The Academy of European Law (ERA) was established in 1992 on the initiative of the European Parliament to provide training in European law to legal practitioners. ERA is a non-profit public foundation, whose patrons include most EU member states, and which is supported financially by the European Union.

ERA’s objective is to enable individuals and authorities to gain a wider knowledge of European law and its application and to contribute to a mutual and comprehensive exchange of experiences.

In the frame of the different areas of European law, a varied programme of training events is offered that is aimed at professional lawyers such as judges, prosecutors, lawyers in private practice, notaries, in-house counsel, law enforcement officers or lawyers in public administration.

Centre international de Formation européenne (CIFE)


The International Centre for European Training (CIFE) was founded in 1954 and has its headquarter in Nice (France).

CIFE’s objective is to conduct education and training activities, studies and research concerning European unification, world unification, federalism, regionalism and changes within the structures of contemporary society.

The activities carried out by CIFE in the frame of its objetives include long-term programmes (European online academy, M.A in European and International Studies, EU evening courses), summer universities, seminars (for students/teachers), conferences and publications.

European Agency for Development in Special Needs Education


The European Agency for Development in Special Needs Education with its location in Odense (Denmark) was established at the end of the Helios II programme (1993 – 1996) [Third Community Action Programme to assist disabled people. Its objective was to promote integration and equal opportunities for disabled people]. The Agency was an initiative of the Danish Ministry of Education that was initially supported by the 15 Member States as well as Norway and Iceland.

The Agency is an independent self-governing European body established by the Ministries of Education to act as a platform for collaboration in the field of special needs education. At present there are 28 member countries (Austria, Belgium [Flemish and French speaking communities], Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovenia, Spain, Sweden, Switzerland, United Kingdom) that participate in the Agency’s work. Moreover it is supported by the European Commission as well as the European Parliament.

The Agency’s objectives are to work towards the improvement of quality in special needs education and the creation of long-term European collaboration in this field. The implementation of its objectives is mainly achieved through the collection, processing, analysis and dissemination of relevant information. The main target group of the Agency are policy makers, experts and professions who influence policy and practice in special needs education in Europe.
