Study on comparability of language testing in Europe

Following the adoption, in May 2014, of Council Conclusions on Multilingualism and the Development of Language Competencespdf, the European Commission has launched an invitation to conduct a comparability study on language testing in Europe.

In the context of this study, the language tests to be analysed are generally organised at the national or regional level, implemented in secondary schools and funded by national or regional budgets for education and training. These exercises test competences in languages that are not the main language of instruction.

The main objective of the study to be undertaken will be to critically assess the comparability of existing national tests of pupils' language competences in Europe. The collected data and critical assessment of the comparability of national tests will help policy makers to take decisions on how to promote multilingualism and monitor language learning according to comparable indicators.

This invitation to tender follows the contract notice in the Official Journal of the European Union on 21 November 2014.
