Public open tender N° EAC/40/2009: Feasibility Study on the Relevance of a Tuning Approach in higher education for AfricaDeadline: 3 November 2009
In the framework of the 2007 Joint Africa-EU Strategy and the first Action Plan for 2008-2010 which emphasizes the importance of cooperation with Africa in higher education to build high-quality tertiary capacity through networking, mobility of students and scholars, and institutional support and innovation, the overall objective of the assignment is to contribute to the modernisation of tertiary education in African countries, to support the development of partnerships between countries within the African continent and across the world, to foster mutual understanding and learning in the field of higher education, laying the ground for sustainable cooperation in the future and raising awareness in African universities on the opportunities offered by a Tuning project.
The specific objectives are to illustrate how a Tuning approach can support the above mentioned strategic objectives for Africa, assess to what extent a Tuning Project would be appropriate for African higher education institutions, what subject areas should be considered as priority and given the size of the region covered, what would be the best way to implement such an initiative, what scale could be considered and what issues are at stake for full implementation. To serve as the basis for a validation phase, a piloting of the methodology in a selected number of countries and eventual follow-up measures.
The results to be obtained by the contractor are a high quality feasibility study on "a Tuning Approach for Africa" and a series of additional deliverables described in the terms of reference.
