This publication comprises two main parts. The starting point of its first part ist that the weak labour market performance of most EU Member States - as shown, in particular, by comparing employment dynamics over the past decades with the labour market performance in the United States - stresses the need to study opinions of employers on the actual and expected labour market evolution. The Directorate-General for Economic and Financial Affairs has collected such information by a harmonised labour market survey carried out in 1999. This study is devoted to discussing the most interesting survey results.
In the second part of this publication, the Directorate-General for Economic and Financial Affairs submits its report concerning the implementation of the joint harmonised EU programme of business and consumer surveys, which are qualitative economic surveys inteded for short-term economic analysis.
