Libya is one of the 16 partner countries whose relations with the EU are framed by the European Neighbourhood Policy (ENP). However, negotiations on a comprehensive bilateral Framework Agreement have yet to resume. As a consequence, Libya currently remains outside most of the structures of the ENP, while taking part in the Barcelona Process as an observer. DG ECFIN conducts regular analysis on macroeconomic and financial developments in Libya.
In the absence of a Framework Agreement between the EU and Libya the two parties have not conducted an economic dialogue to date.
