The aim of the workshop is to improve the understanding of the role of national budgetary rules and institutions in shaping fiscal policy. Contributions will notably assess whether there is empirical evidence that institutional settings influence budgetary outcomes. There will also be discussion on what characteristics of national fiscal rules and institutions are most appropriate to ensure an appropriate use of discretion in the conduct of fiscal policy.
Specifically, the workshop will focus on whether these characteristics depend on country-specific features, such as the electoral system, the size and organisation of the country (unified vs. federal countries). Another interesting issue concerns whether there is a case for delegation of some fiscal policy tasks to independent institutions.
