
ECHO does not intervene directly on the ground. The assistance it provides is mainly mobilised and implemented by its partners, along ECHO's general strategic guidelines.

Relations between ECHO and its partners are governed by FPA, the purpose of which is to define roles and responsibilities in the implementation of humanitarian operations financed by the EC.

Civil Protection Mechanism (CPM) facilitates cooperation in civil protection assistance offered by the Participating States in the Mechanism. If a country's preparedness for a disaster is not sufficient enough to respond to a disaster, CPM can intervene upon request by pooling the civil protection assets of the Participating States.
