Relations between ECHO and its partners are governed by Framework Partnership Agreements, the purpose of which is to define roles and responsibilities in the implementation of humanitarian operations financed by the European Community.

The guidelines and fact sheets apply to all ongoing agreements as of 1 November 2010 and to any agreement signed after that date.
The internet version on DG ECHO's website of the FPA and FAFA supporting documents (fact sheets, guidelines, etc.) takes precedence over booklets published by DG ECHO or any other paper publication.
