ECHO works with a number of UN bodies and agencies – signatories to the financial and administrative framework agreement (FAFA) governing cooperation between the EU and the UN in areas including humanitarian aid. These include:


Financial and administrative framework agreement (FAFA)

Cooperation between the EU and the UN on humanitarian aid is governed by a Financial and administrative framework agreement (FAFA), concluded in 2003.

The FAFA:

  • establishes a general legal framework applicable to all subsidiary (contribution-specific) agreements &
  • helps define the European Commission's role connected to the evaluation and verification of EU-funded actions.

Contribution-specific agreements – templates & guidelines

Contribution-specific agreements and related special and general conditions govern individual agreements between the EU and the UN. The EU has also drawn up a standard form for submitting humanitarian aid funding proposals and reports ('the single form') and related guidance documentation to facilitate the implementation of humanitarian aid actions.
