APPEL system can be used for four purposes:

  • To initiate a Partnership application for organisations who wish to become an FPA partner;
  •  For DG ECHO partners to update their relevant information (e.g. Headquarter address and contact details);
  •  To prepare and submit action proposals, action reports and modification requests to DG ECHO (using the eSingle Form);
  • NEW! To complete the Partner's online annual assessment questionnaire which is necessary for the maintenance of the Framework Partnership Agreement.

 

Electronic transmission of action proposals and reports to DG ECHO (eSingleForm)

Do you know? DG ECHO Partners can use APPEL system to transmit their action proposals and reports via theinternet using the eSingle Form application.

Do you have an ECAS account?

If yes, connect to the online APPEL system.

If no, create an ECAS account via the APPEL system.

Partners' annual online assessment questionnaire

Do you know?

Since March 2012, the Partners' annual assessment questionnaire has been made electronic and assigned to each Partner in the APPEL system.
This online questionnaire includes fields to be completed and zones for the uploading of documents.

To have access to the online questionnaire, connect to the APPEL website and click on the link "Start annual assessment".
What do you need?

An ECAS account is needed (more info in the chapter "Access to APPEL and user rights administration").

Do you have an ECAS account?

If yes, connect to the online APPEL system.

If no, create an ECAS account via the APPEL system.


Online and Offline services

Through APPEL, an internet-based interface, humanitarian organisations can electronically transmit information to DG ECHO.

Online services:

The APPEL system can be used for four purposes:

Offline services:

In case of a bad internet connection or if it is more comfortable, DG ECHO's Partners may prepare their eSingleForm documents using the eSingleForm offline application which does not require any web connection. The offline version can be installed and run locally without connection to the internet.
The Single Form encoded in the offline application can be uploaded into the APPEL system and transmitted to DG ECHO.

! This offline service is not available for the Partners' annual assessment online questionnaire!


Access to APPEL and user rights administration

To have access to APPEL you need a so-called ECAS account - the “European Commission Authentication System” – which allows external organisations to safely access IT applications and databases of the European Commission with a unique username and password.

To use APPEL, each organisation must identify a User Rights Administrator who will handle the permissions and profiles of whoever in the organisation is involved in the writing,validation and  submission of the eDocuments.
