APPEL system can be used for four purposes:

Since March 2012, the Partners' annual assessment questionnaire has been made electronic and assigned to each Partner in the APPEL system. |

Through APPEL, an internet-based interface, humanitarian organisations can electronically transmit information to DG ECHO.

| Offline services: |
In case of a bad internet connection or if it is more comfortable, DG ECHO's Partners may prepare their eSingleForm documents using the eSingleForm offline application which does not require any web connection. The offline version can be installed and run locally without connection to the internet. |
To have access to APPEL you need a so-called ECAS account - the “European Commission Authentication System” – which allows external organisations to safely access IT applications and databases of the European Commission with a unique username and password.
To use APPEL, each organisation must identify a User Rights Administrator who will handle the permissions and profiles of whoever in the organisation is involved in the writing,validation and submission of the eDocuments.
